RELAXATION AS A MEANS OF INCREASING HUMAN EFFICIENCY
RELAXATION A PHYSIOLOGICAL NECESSITY
The necessity for relaxation is adherent in the human organism. Even those life processes which seem to be constant in their activity require frequent periods of complete rest.
The heart beats regularly and at short intervals, but after each beat its muscles come into a state of complete relaxation and enjoy a refreshing rest, even though it be but for a moment. Likewise the lungs seem to be unceasing in their activity, but a careful study of their action discloses the fact that every contraction is followed by a perfect relaxation, and that the rest secured between successive respirations is adequate for recuperations.
In all bodily processes the same alternation is discovered. No bodily activity is at all continuous. Mental processes, too, can be continued for but a very short time. By attempting to eliminate these periods of rest for bodily and mental acts, we merely exhaust without a corresponding increase in efficiency. The laws of nature are firm and countenance no infringement.
The periods between activity and rest, as well as the durations of the two processes, may be changed. Thus, up to a certain limit, the periods devoted to activity may follow more rapidly and endure longer. There is, however, a danger point which may not be passed with impunity. The danger signal may manifest itself in several ways: The over-trained athlete becomes ``stale''; the over-worked brain worker becomes nervous; the overworked laborer becomes indifferent and generally inefficient.

DESCANSO: UMA NECESSIDADE FISIOLÓGICA
A necessidade de descanso é inerente ao organismo humano. Mesmo os processos da vida que parecem exibir atividade constante exigem períodos frequentes de repouso total.
O coração bate em intervalos regulares e curtos, mas após cada batida seus músculos entram em um estado de relaxamento total e aproveita um descanso revigorante, ainda que por um breve momento. Da mesma forma, os pulmões parecem funcionar de modo contínuo, mas um estudo meticuloso de suas ações revela que cada contração é seguida por um descanso perfeito e este relaxamento que ocorre entre as respirações sucessivas é benéfico para as recuperações.
É possível detectar a mesma alternância em todos os processos corporais. Os processos mentais também podem ser contínuos, mas por um curto período de tempo. A tentativa de eliminar esses períodos de descanso para atividades físicas e mentais, serve apenas para levar à exaustão sem um aumento correspondente na eficiência. As leis da natureza são rigorosas e não admitem transgressões.
Os períodos entre atividade e descanso, bem como a duração dos dois processos, podem mudar. Portanto, até certo limite, os períodos dedicados à atividade podem ocorrer com mais frequência e com duração mais longa. Entretanto, há um ponto de perigo que não é ultrapassado de modo impune. Os sinais de perigo podem se manifestar de várias formas: o atleta com treinamento em excesso torna-se “defasado”; o trabalhador com o cérebro estafado torna-se nervoso; o operário exausto torna-se indiferente e, de modo geral, ineficiente.

STANDARDIZATION
DEFINITION OF STANDARDIZATION.
Standardization is "the act of standardizing, or the state of being standardized." "A standard," according to the Century Dictionary, "is that which is set up as a unit of reference; a form, type, example, incidence, or combination of conditions accepted as correct and perfect and hence as a basis of comparison. A criterion established by custom, public opinion or general consent; a model."[1]
We must note particularly that the standard is a "unit of reference," that it is a "basis of comparison," and that it is "a model." These three phrases describe the standard in management, and are particularly emphasized by the use of the standard in Scientific Management.
STANDARDS DERIVED FROM ACTUAL PRACTICE.
Management derives its standards not from theories as to best methods, but from scientific study of actual practice.[2] As already shown, the method of deriving a standard is
1. to analyze the best practice known into the smallest possible elements,
2. to measure these elements,
3. to adopt the least wasteful elements as standard elements,
4. to synthesize the necessary standard elements into the standard.
THE STANDARD IS PROGRESSIVE.
A standard remains fixed only until a more perfect standard displaces it. The data from which the standard was derived may be reviewed because of some error, because a further subdivision of the elements studied may prove possible, or because improvements in some factor of the work, i.e., the worker, material, tools, equipment, etc., may make a new standard desirable.
The fact that a standard is recognized as not being an ultimate standard in no wise detracts from its working value. As Captain Metcalfe has said: "Whatever be the standard of measurement, it suffices for comparison if it be generally accepted, if it be impartially applied, and if the results be fully recorded."[3]

PADRONIZAÇÃO
DEFINIÇÃO DE PADRONIZAÇÃO.
Padronização é a "ação de padronizar, ou o estado de estar padronizado." "Um padrão", de acordo com o Century Dictionary, "é o que é definido como uma unidade de referência; uma forma, tipo, exemplo, incidência ou combinação de condições aceitas como corretas e perfeitas e, por isso, uma base de comparação. Um critério estabelecido pelo hábito, pela opinião pública ou pelo consenso geral; um modelo."[1]
Devemos observar especificamente que o padrão é uma "unidade de referência", uma "base de comparação" e "um modelo". As três expressões descrevem o que é padrão na administração e destacam o uso do padrão na Administração científica.
PADRÕES SÃO DERIVADOS DA PRÁTICA.
A Administração adquire seus padrões não de teorias sobre melhores métodos, mas do estudo científico da prática real.[2] Como já demonstrado, o método de criação de um padrão é
1. analisar a melhor prática conhecida até o menor dos elementos possíveis,
2. medir esses elementos,
3. adotar os elementos menos supérfluos como elementos de referência,
4. sintetizar os elementos de referência necessários em um padrão.
O PADRÃO É PROGRESSIVO.
Um padrão permanece fixo somente até que um padrão mais perfeito o substitua. Os dados que originaram o padrão podem ser revisados, devido a algum erro, à comprovação de que uma nova subdivisão dos elementos estudados é possível, ou devido a melhorias em algum aspecto do trabalho, como o próprio trabalhador, o material, as ferramentas, os equipamentos etc., que podem tornar oportuna a criação de um novo padrão.
O fato de um padrão não ser reconhecido como o mais atual, de forma alguma diminui seu valor de aplicação. Nas palavras do Capitão Metcalfe: "Qualquer que seja o padrão de medida, ele serve o propósito de comparação, se for geralmente aceito, se for aplicado de modo imparcial e se os resultados forem registrados integralmente."[3]
