Source text - English WORLDWIDE electricity generation in 2015 was just over 24,000 terawatt-hours. Only a small proportion of that total comes from wind, geothermal, solar, biomass and waste, but it is growing fast. Renewable energy excluding hydro accounted for 6.7% of the global total in 2015 and increased by 213 terawatt-hours. This rise was roughly equivalent to the total increase in global power generated, reflecting efforts both to promote clean power sources and to reduce reliance on fossil fuels.
Translation - Arabic كان مجموع الطاقة الكهربائية المولدة في عام 2015 على مستوى العالم أكثر بقليل من 24000 ترا وات ساعي. ولم تشكل طاقة الرياح، والطاقة الحرارية الأرضية، والشمس، والكتلة الحيوية، والنفايات، إلا نسبة ضئيلة من تلك الكمية، لكن هذه النسبة تنمو بمعدل مرتفع. وقد شكلت الطاقة المتجددة عدا المائية ما نسبته 6.7 % من مجموع الطاقة المنتجة عالمياً في عام 2015، وقد ازدادت بـ 213 تيرا وات ساي. وتعادل هذه الزيادة تقريباً الزيادة الكلية بالطاقة الكهربائية المولدة عالمياً، مما يعكس الجهود التي ترمي إلى تشجيع مصادر الطاقة النظيفة وتخفيض الاعتماد على الوقود الأحفوري.

كشف مسؤول في الجمارك: أن مصدر معظم الألبسة المهربة والتي تدخل البلد بطرق غير شرعية هو تركيا مبيناً أنه بحسب التقديرات الأولية تصل المهربات من الألبسة التركية التي تدخل إلى الأراضي السورية حتى 60 بالمئة من إجمالي المهربات من الألبسة الأجنبية التي تدخل البلاد.
كما أوضح أن معظم المهربات من المواد الغذائية حالياً والتي تدخل سوق الهال هي مادتا التمور والموز حيث إن زيادة الطلب على مادة التمور في شهر رمضان يحفز إلى تنشيط تجارة التمور، مبيناً أن نسبة من هذه التمور تصل إلى دمشق غير صالحة للاستهلاك بسبب سوء تخميرها وتخزينها وأن معظم هذه التمور مصدرها العراق تدخل إلى حلب ثم تنقل لباقي المدن والمحافظات، مؤكداً أن مسألة تهريب الحليب المجفف (البودرة) والتي تتكرر باستمرار تشير إلى وجود شبكة منظمة هي من تسهل وتدخل مادة البودرة من الحليب المجفف والذي يكون عادة غير صالح للاستخدام البشري.
وحول الإجراءات التي تعمل عليها الجمارك أوضح أن هناك حالة متابعة ومراقبة دائمة وتشدد لجهة الإجراءات المتخذة بحق المهربين وهذا يشمل مصادرة المواد وتغريم المهرب بالرسوم المستحقة لخزينة الدولة مؤكداً أن موضوع الحليب المجفف يحتاج إلى عقوبات وإجراءات أكبر من الإجراءات التي يمكن أن تنفذها الجمارك بسبب خطورة هذه المواد على الأطفال. وحول وجود إجراءات خاصة بشهر رمضان أوضح أن الضابطة الجمركية مستمرة بعملها وتعمل على وضع يدها على أي مخالفة أو حالة تهريب تكتشفها.

A customs official has revealed that most of the smuggled clothes illegally entering Syria come from Turkey, mentioning that according to preliminary estimates Turkish smuggled clothes entering Syria make up 60 percent of total smuggled clothes enter the country.
He pointed out that dates and bananas accounted most of the smuggled food stuff due to surge of demand for dates in Ramadan , revealing that some of the dates reaches Damascus in bad condition and not suitable for human consumption because of bad fermentation and storing, adding that Most of dates comes from Iraq, and enters Aleppo and then distributed to other cities and governorates. The official stressed that the recurred smuggling of the powdered milk indicates the existence an organized network that facilities the entry of this product, which usually is not proper for human consumption.
Concerning the actions taken by the customs department, he pointed out that there is continued supervision and follow up over smugglers. This includes confiscating the smuggled products, in addition to imposing fines because of the forgone returns that would go to the state budget. He pointed out that smuggling powdered milk in particular requires more tough penalties because of its health risk for children, adding that there are even additional actions to be taken in Ramadan, and that the customs control officials are on full duty, controlling any violations once discovered.

لحاكم درغام : من أجل ذلك نطلب الرقم الضريبي للمتعاملين مع المصارف

أكد حاكم مصرف سورية المركزي الدكتور دريد درغام أن الهدف من طلب الرقم الضريبي للمتعاملين مع المصارف هو تعزيز قاعدة معلومات المصرف الخاصة بعملائه وبالتالي تحقيق إمكانية الربط بين معلومات الزبائن الحاصلين على تسهيلات ائتمانية لغايات متعددة ولا سيما لدى استخدام الزبون أكثر من سجل “تجاري -صناعي” سواء من مصرف واحد أو عدة مصارف.
وكان المركزي أصدر بداية الشهر الماضي تعميما لكل المصارف في سورية باتخاذ الإجراءات اللازمة للحصول على الرقم الضريبي للمتعاملين مع المصرف “الطبيعيين والاعتباريين” المستفيدين من تسهيلات ائتمانية مباشرة أو غير مباشرة كاحدى الوثائق الواجب تقديمها للحصول على التمويل المطلوب واعتبارها احد محتويات الملف الائتماني الواجب على المصرف الاحتفاظ به لترميم النقص الحاصل بهذه المعلومة في ملفات المصرف وقاعدة بياناته تدريجيا بالنسبة للمتعاملين الحاليين والجدد.
وأوضح درغام في مذكرة موجهة لوسائل الإعلام اليوم أن طلب الرقم الضريبي للمتعاملين مع المصارف يهدف أيضا بالنسبة للجهة الرقابية إلى “توسيع حجم ونوعية المعلومات التي تتضمنها قاعدة البيانات الائتمانية المجمعة لديها والخاصة بكل عملاء المصارف ما يسهم في ربط المعلومات على أساس عدة معطيات تؤكد عائدية المديونية الخاصة بأشخاص طبيعيين واعتباريين وبالتالي التحوط ودرء المخاطر الائتمانية التي قد تنجم عن سعي غير مقبول من قبل البعض” ودون علم المصرف المعني “للحصول على تسهيلات ائتمانية بأسماء من ينتمون لقرابات تخصهم ويشتركون برقم ضريبي واحد للحصول على تلك التسهيلات لسداد مديونيتهم المتعثرة.
واختتم حاكم المصرف المركزي بالقول: إننا “إذ نؤكد على التزام كل المصارف بتطبيق احكام قانون السرية المصرفية رقم 30 لعام 2010 لضمان
الحفاظ على سرية المعلومات المتوفرة لديهم والخاصة بعملاء كل منهم فإننا حريصون بالمقابل على عدم خرقها ليس فقط لتحقيق الالتزام بتطبيق أحكام القانون المذكور اعلاه وانما ايضا لضمان كسب ثقة المتعاملين والحفاظ عليها والتي تشكل اساس التعامل مع القطاع المصرفي في ظل المنافسة المشروعة الناتجة عن تعدد المصارف وتنوع الخدمات المصرفية المقدمة.
وفي سياق آخر أوضح حاكم مصرف سورية المركزي في منشور سابق له على صفحته الشخصية على الفيسبوك أن البعض لا يزال يعتقد أن هناك قيودا على الحوالات من حيث مدد التأجيل أو العمولات على سحبها قبل المدة في حين أن هذه القيود لم تعد موجودة وهي إجراءات استثنائية اتخذها المركزي لبضعة أشهر فقط خلال عام 2017 لمواجهة موجات مضاربة.

Translation - English Durgham, the Governor of the Central Bank of Syria (CBS): the reasons we demanded the tax number of Bank clients.
The CBS Governor Dr. Duraid Durgham confirmed that the reason behind demanding the tax-number of the banks ‘clients is to enhance the clients’ CBS’s information base. This would help cross-checking and matching the information of clients who had received credits for several purposes, especially for clients who have more than one register (commercial –industrial), either from one bank or more.
The CBS issued a circular at the beginning of last month requesting all Syrian banks to take necessary measures to obtain the tax number of normal and legal clients who had received direct and indirect credit facilities. The CBS demanded the tax number to be included in the documents requested upon seeking credit, adding that the tax-number is considered as one of the information requested to fill this missing information in the registration files and database of the CBS for the current and new clients.
In a memo addressed to the media today, Mr. Durgham explained that the tax-number aims to expand and improve the quality of the credit information and database of bank clients, adding that this would contribute in cross checking and matching information on multiple bases, thus checking the indebtedness of the normal and legal personalities. This contributes in hedging against credit risk encountered when some indebted clients unlawfully without the bank’s knowledge may seek to obtain credit to pay back their outstanding debts using the name of some relatives who share the same tax number.
The Governor concluded his statement by demanding all banks to abide with the provisions of Bank Secrecy Law No.30/2010 to insure the information secrecy of their clients, which would enhance the clients’ trust- the corner stone of the banking sector, under the legitimate competition between the banks which offer multiple banking services.
In other context, the CBS Governor explained what he had posted on his Facebook page pointing out that some people still think that the already restrictions on remittances are still in place i.e. the conditions of remittance hand-over delay and the commission applied when breaking the period needed to hand over the remittances. The Governor stated that these measures are no longer applied, and were exceptional and only applied for a couple of months in 2017 in order to counter currency speculative waves.

American president, Donald Trump sent a congratulatory message to the Iranian people on the occasion of their celebrations on Neroz holiday, which mark the year beginning in Iran. Trump yet used this message to slash Iranian regime especially the revolutionary guard.
I wish a happy and blessed Neroz holiday for millions of people worldwide celebrating the advent of Spring, Trump stated, adding that the Iranian people is suffering the oppression of rulers who are serving themselves rather than their people.
Trump, who had threatened that Washington is to withdraw from the multilateral agreement signed with Tehran to curb its nuclear program, described the revolutionary guard as “a hostile army who oppresses the Iranian people and stilling him to finance terrorism abroad”.
The statement pointed out that the Revolutionary Guard has spent more than US$16 billion to support Syrian regime and terrorists in Syria, Iraq, and Yemen, accusing him of impoverishing the Iranian people, causing harm for its environment, and suppressing its civil rights.
