Source text - English Before I respond to the debate, I would like to say this directly to the Prime Minister: although my right hon. Friend the Leader of the Opposition and I will walk into different Division Lobbies tonight, I am proud to speak from the same Dispatch Box as him. He is not a terrorist sympathiser. He is an honest, principled, decent and good man, and I think the Prime Minister must now regret what he said yesterday and his failure to do what he should have done today, which is simply to say, “I am sorry.”
We have had an intense and impassioned debate, and rightly so given the clear and present threat from Daesh, the gravity of the decision that rests on the shoulders and the conscience of every single one of us, and the lives that we hold in our hands tonight. Whatever decision we reach, I hope that we will treat one another with respect.
We have heard a number of outstanding speeches. Sadly, time will prevent me from acknowledging them all. I would just like to single out the contributions, both for and against the motion, from my right hon. Friends the Members for Derby South (Margaret Beckett), for Kingston upon Hull West and Hessle (Alan Johnson) and for Normanton, Pontefract and Castleford (Yvette Cooper); my hon. The question that confronts us in a very complex conflict is, at its heart, very simple. What should we do with others to confront this threat to our citizens, our nation, other nations and the people who suffer under the cruel yoke of Daesh? The carnage in Paris brought home to us the clear and present danger that we face from Daesh. It could just as easily have been London, Glasgow, Leeds, or Birmingham and it could still be. I believe that we have a moral and practical duty to extend the action that we are already taking in Iraq to

Syria. I am also clear—and I say this to my colleagues—that the conditions set out in the emergency resolution passed at the Labour party conference in September have been met. We now have a clear and unambiguous UN Security Council resolution 2249, paragraph 5 of which specifically calls on member states
“to take all necessary measures…to redouble and coordinate their efforts to prevent and suppress terrorist acts committed specifically by ISIL… and to eradicate the safe haven they have established over significant parts of Iraq and Syria”.
The United Nations is asking us to do something; it is asking us to do something now; it is asking us to act in Syria as well as in Iraq.

Hilary Benn: If the hon. Gentleman will bear with me, it was a Labour Government who helped to found the United Nations at the end of the second world war. Why did we do so? It was because we wanted the nations of the world working together to deal with threats to international peace and security, and Daesh is unquestionably that. Given that the United Nations has passed this resolution, and that such action would be lawful under article 51 of the UN charter—because every state has the right to defend itself—why would we not uphold the settled will of the United Nations, particularly when there is such support from within the region, including from Iraq? We are part of a coalition of more than 60 countries, standing together shoulder to shoulder to oppose the ideology and brutality of Daesh.
We all understand the importance of bringing an end to the Syrian civil war, and there is now some progress on a peace plan because of the Vienna talks. Those are our best hope of achieving a ceasefire—now that would bring an end to Assad’s bombing— leading to a transitional Government and elections. That is vital, both because it would help in the defeat of Daesh and because it would enable millions of Syrians who have been forced to flee to do what every refugee dreams of—they just want to be able to go home.
No one in the debate doubts the deadly serious threat that we face from Daesh and what it does, although we sometimes find it hard to live with the reality. In June, four gay men were thrown off the fifth storey of a building in the Syrian city of Deir ez-Zor. In August, the 82-year-old guardian of the antiquities of Palmyra, Professor Khaled al-Asaad, was beheaded, and his headless body was hung from a traffic light. In recent weeks, mass graves in Sinjar have been discovered, one said to contain the bodies of older Yazidi women murdered by Daesh because they were judged too old to be sold for sex. Daesh has killed 30 British tourists in Tunisia; 224 Russian holidaymakers on a plane; 178 people in suicide bombings in Beirut, Ankara and Suruç; 130 people in Paris, including those young people in the Bataclan, whom Daesh, in trying to justify its bloody slaughter, called apostates engaged in prostitution and vice. If it had happened here they could have been our children.
Daesh is plotting more attacks, so the question for each of us and for our national security is this: given that we know what it is doing, can we really stand aside and refuse to act fully in self-defence against those who are planning these attacks? Can we really leave to others the responsibility for defending our national security? If we do not act, what message will that send about our solidarity with those countries that have suffered so

much, including Iraq and our ally, France? France wants us to stand with it, and President Hollande, the leader of our sister Socialist party, has asked for our assistance and help. As we are undertaking airstrikes in Iraq, where Daesh’s hold has been reduced, and as we are doing everything but engaging in airstrikes in Syria, should we not play our full part?
It has been argued in the debate that airstrikes achieve nothing. Not so: the House should look at how Daesh’s forward march has been halted in Iraq. It will remember that 14 months ago, people were saying that it was almost at the gates of Baghdad, which is why we voted to respond to the Iraqi Government’s request for help to defeat it. Its military capacity and freedom of movement have been put under pressure. Ask the Kurds about Sinjar and Kobane. Of course, airstrikes alone will not defeat Daesh, but they make a difference, because they give it a hard time, making it more difficult for it to expand its territory. I share the concerns that have been expressed this evening about potential civilian casualties. However, unlike Daesh, none of us today acts with the intent to harm civilians. Rather, we act to protect civilians from Daesh, which targets innocent people.
On the subject of ground troops to defeat Daesh, there has been much debate about the figure of 70,000, and the Government must explain that better. But we know that most of those troops are engaged in fighting President Assad. I will tell Members what else we know: whatever the number—70,000, 40,000, 80,000—the current size of the opposition forces means that the longer we leave it to take action, the longer Daesh will have to decrease that number. So to suggest that airstrikes should not take place until the Syrian civil war has come to an end is to miss the urgency of the terrorist threat that Daesh poses to us and others, and to misunderstand the nature and objectives of the extension to airstrikes that is proposed.
Of course we should take action—there is no contradiction between the two—to cut off Daesh’s support in the form of money, fighters and weapons, of course we should give humanitarian aid, of course we should offer shelter to more refugees, including in this country, and yes, we should commit to play our full part in helping to rebuild Syria when the war is over.
I accept that there are legitimate arguments, and we have heard them in the debate, for not taking this form of action now. It is also clear that many Members have wrestled and, who knows, in the time that is left may still be wrestling with their conscience about what is the right thing to do. But I say the threat is now and there are rarely, if ever, perfect circumstances in which to deploy military forces.
We heard powerful testimony earlier from the hon. Member for Eddisbury (Antoinette Sandbach) when she quoted that passage. Karwan Jamal Tahir, the Kurdistan Regional Government High Representative in London, said last week:
“Last June, Daesh captured one third of Iraq overnight and a few months later attacked the Kurdistan Region. Swift airstrikes by Britain, America and France and the actions of our own Peshmerga saved us... We now have a border of 650 miles with Daesh. We have pushed them back and recently captured Sinjar ...Again Western airstrikes were vital. But the old border between Iraq and Syria does not exist. Daesh fighters come and go across this fictional boundary.”
That is the argument for treating the two countries as one if we are serious about defeating Daesh.

I hope the House will bear with me if I direct my closing remarks to my Labour friends and colleagues. As a party we have always been defined by our internationalism. We believe we have a responsibility one to another. We never have and we never should walk by on the other side of the road. We are faced by fascists—not just their calculated brutality, but their belief that they are superior to every single one of us in this Chamber tonight and all the people we represent. They hold us in contempt. They hold our values in contempt. They hold our belief in tolerance and decency in contempt. They hold our democracy—the means by which we will make our decision tonight—in contempt.
What we know about fascists is that they need to be defeated. It is why, as we have heard tonight, socialists, trade unionists and others joined the International Brigade in the 1930s to fight against Franco. It is why this entire House stood up against Hitler and Mussolini. It is why our party has always stood up against the denial of human rights and for justice. My view is that we must now confront this evil. It is now time for us to do our bit in Syria. That is why I ask my colleagues to vote for the motion tonight. [Applause.]

Ora, esiste una chiara e inequivocabile risoluzione del Consiglio di sicurezza delle Nazioni Unite (la numero 2249) che nel paragrafo cinque invita specificatamente gli stati membri ad adottare ogni misura necessaria per raddoppiare e coordinare le azioni per prevenire e sopprimere gli atti terroristici commessi specificatamente dall’ISIL (altra sigla per ISIS) e per sradicare le roccaforti sicure che hanno stabilito in gran parte della Siria e dell’Iraq.
Le Nazioni Unite ci stanno chiedendo di fare qualcosa; ci stanno chiedendo di fare qualcosa adesso; ci stanno chiedendo di agire in Siria e in Iraq.

Hilary Benn: se il signor onorevole può sopportarmi ancora un po’, vorrei dire che è stato un governo laburista a contribuire alla fondazione delle Nazioni Unite al termine della seconda guerra mondiale. Perché lo abbiamo fatto? Lo abbiamo fatto perché volevamo che gli stati del mondo lavorassero insieme per affrontare qualsiasi minaccia alla pace e alla sicurezza internazionale, ovvero proprio quello che il Daesh rappresenta. Dato che le Nazioni Unite hanno avallato tale risoluzione e questa azione sarebbe a norma di legge per l’articolo 51 della Carta delle Nazioni Unite (secondo cui ogni stato ha diritto a difendersi), perché non dovremmo sostenere la volontà stabilita dalle Nazioni Unite, specialmente quando c’è un tale sostegno all’interno della regione, Iraq compreso? Facciamo parte di una coalizione di più di sessanta paesi, che stanno uno fianco all’altro per opporsi all’ideologia e alla brutalità del Daesh.
Tutti comprendiamo l’importanza di porre fine alla guerra civile siriana e attualmente riscontriamo dei progressi sul piano di pace grazie ai negoziati di Vienna. Questi negoziati sono la nostra speranza più concreta per raggiungere il “cessate il fuoco” che comporterebbe la fine dei bombardamenti da parte di Assad che, a sua volta, porterebbe a un governo di transizione e alle elezioni. Questo è di vitale importanza, sia perché aiuterebbe a sconfiggere il Daesh sia perché permetterebbe a milioni di siriani che sono stati costretti a fuggire di fare quello che qualsiasi rifugiato sogna: poter tornare a casa.
Nessuno in questo dibattito mette in dubbio la terribile minaccia che il Daesh ci sottopone, anche se a volte ci resta difficile guardare in faccia la realtà. A giugno, quattro omosessuali sono stati buttati giù dal quinto piano di un palazzo nella città siriana di Deir el-Zor. Ad agosto, all’età di 82 anni, il direttore del sito archeologico di Palmira, il professor Khaled al-Assad, è stato decapitato e successivamente appeso, senza testa, a un semaforo. Nelle scorse settimane, è stata scoperta una fossa comuna a Sinjar dove sarebbero stati seppelliti i corpi di donne yazide uccise dal Daesh perché considerate troppo anziane per essere vendute come schiave del sesso. Daesh sta preparando altri attacchi, quindi per ciascuno di noi e per la nostra sicurezza nazionale la questione si pone nei seguenti termini: dal momento che sappiamo ciò che Daesh sta facendo, possiamo veramente tenerci in disparte e rifiutare un intervento di totale autodifesa da coloro che stanno organizzando questi attacchi? Possiamo veramente lasciare agli altri la responsabilità di difendere la nostra sicurezza nazionale? Non intervenendo, quale messaggio di solidarietà manderemmo a quei paesi che hanno sofferto così tanto, tra cui l’Iraq e, la nostra alleata, la Francia? La Francia vuole la nostra collaborazione e il presidente Hollande, leader del partito Socialista nostro fratello, ci ha chiesto supporto e aiuto. Visto che siamo impegnati in attacchi aerei in Iraq, dove il potere di Daesh è stato ridotto, e visto che il nostro coinvolgimento si limita agli attacchi aerei in Siria, non dovremmo forse svolgere a pieno il nostro ruolo?
In questo dibattito si è detto che gli attacchi aerei non portano a nulla. Non proprio: la Camera dovrebbe ripensare al modo in cui è stata fermata l’avanzata di Daesh in Iraq. Ricorderete che 14 mesi fa si diceva che Daesh era quasi alle porte di Baghdad. Per questo motivo abbiamo votato in risposta alla richiesta di aiuto da parte del Governo iracheno per sconfiggere Daesh. La sua capacità militare e la sua libertà di circolazione sono state messe a dura prova. Chiedete ai Curdi delle battaglie di Sinjar e Kobane. Chiaramente, gli attacchi aerei da soli non basteranno a sconfiggere Daesh, ma fanno la differenza perché gli danno del filo da torcere, ostacolando la sua espansione. Condivido i timori espressi questa sera riguardo alle potenziali vittime civili. Tuttavia, contrariamente a Daesh, nessuno di noi agisce oggi con l’intento di ferire civili. Agiamo per proteggere i civili da Daesh che, invece, vuole colpire gli innocenti.
Sulla questione delle truppe di terra per sconfiggere Daesh, lungamente si è dibattuto su quei 70.000 soldati e il governo dovrà fornire ulteriori spiegazioni. Tuttavia, sappiamo che gran parte di quelle truppe sono impegnate nella lotta contro il presidente siriano Assad. Ma c’è un’altra cosa che sappiamo, onorevoli parlamentari: qualunque sia il numero, 70.000, 40.000, 80.000, considerando la dimensione attuale delle forze dell’opposizione, più tardiamo a intervenire, più tempo concederemo a Daesh per diminuire quel numero. Quindi, rimandare gli attacchi aerei alla fine della guerra civile siriana significa non percepire l’urgenza della minaccia terroristica che Daesh rappresenta per noi e per gli altri e non comprendere la natura e gli obiettivi della proposta di estendere gli attacchi aerei.
Chiaramente, dovremmo intervenire per sottrarre a Daesh il supporto in termini di denaro, soldati e armi; certamente dovremmo fornire aiuti umanitari, chiaramente dovremmo accogliere più rifugiati, anche in questo paese, e sì, dovremmo impegnarci per svolgere a pieno il nostro ruolo e contribuire alla ricostruzione della Siria, quando la guerra sarà finita. Queste due linee d’azione non sono in contraddizione.
Riconosco la legittimità delle ragioni, ascoltate nel corso del dibattito, contrarie all’intervento in questo momento. È chiaro che molti Membri siano e, forse, nel tempo rimanente, continueranno a essere combattuti rispetto alla cosa giusta da fare. Ma io dico che la minaccia è adesso e che sono rare, ammesso che ci siano, le circostanze perfette per spiegare le forze militari.
Precedentemente, abbiamo ascoltato l’intervento forte della parlamentare di Eddisbury (Antoinette Sandbach) che ha citato un passaggio del discorso di una settimana fa di Karwan Jamal Tahir, alto rappresentante del governo regionale del Kurdistan:
“Nel giugno scorso, Daesh ha conquistato in poco tempo un terzo dell’Iraq e pochi mesi dopo ha attaccato la regione del Kurdistan. La tempestività degli attacchi aerei da parte di Gran Bretagna, America e Francia e l’offensiva dei nostri combattenti Peshmerga ci hanno salvati… Attualmente, condividiamo con Daesh un confine di circa 1000 chilometri. Li abbiamo respinti e di recente abbiamo conquistato Sinjar… Ancora una volta, gli attacchi aerei occidentali sono stati cruciali. Ma il vecchio confine tra Iraq e Siria non esiste più: i combattenti di Daesh attraversano liberamente questa frontiera fittizia.”
Questo è il motivo per il quale questi due Stati vanno considerati come uno solo, se vogliamo veramente sconfiggere Daesh.
Spero che la Camera mi perdoni se mi rivolgo direttamente ai miei amici e colleghi laburisti. Il nostro partito è sempre stato caratterizzato dall’internazionalismo. Crediamo nella responsabilità reciproca. Non abbiamo mai cambiato direzione e mai dovremmo. Ci troviamo ad affrontare dei fascisti, non solo la loro brutalità intenzionale, ma la loro convinzione di superiorità rispetto a ognuno di noi presente in questa Camera stasera e a tutte le persone che rappresentiamo. Loro ci disprezzano. Disprezzano i nostri valori. Disprezzano la tolleranza e il senso di civiltà in cui crediamo. Disprezzano la nostra democrazia, lo strumento attraverso il quale prenderemo la nostra decisione stasera.
Quello che sappiamo dei fascisti è che devono essere sconfitti. È per questo che, come abbiamo ascoltato stasera, socialisti, sindacalisti e altri militarono nelle Brigate Internazionali negli anni ’30 per combattere Franco. È per questo che tutta questa Camera si oppose a Hitler e Mussolini. È per questo che il nostro partito si è sempre opposto alla negazione dei diritti umani, favorendo la giustizia. La mia opinione è che ora dobbiamo confrontarci con questo male. È giunto il momento per noi di svolgere la nostra piccola parte in Siria. When I was 16, my father died after a long illness. I still find it very hard to describe how difficult it was for me. When you are a boy, there are certain things you can only talk to your dad about. Stuff about growing up and becoming a man.
After he died, I often wanted to talk to him about these things. There were so many times that I wished I could just call him on the phone. Even for 10 minutes. But I couldn’t.
My mum tried to help me as much as she could, and I have a lot of respect for what she did for me. She had to be both a mother and a father.
At that time I was playing for Legia Warsaw II, the reserve team of one of the biggest clubs in Poland. We were playing in the third division. About a year later, in 2006, my contract was about to expire, and the club had to decide if they wanted to extend it for another year.
Unfortunately, I had just suffered a serious knee injury, and some people at the club didn’t think I’d ever get back to my best. It was a horrible time, and I asked the club what they were going to do. They didn’t even bother to send the coach or the technical director to tell me. They sent the secretary … who told me that they were going to let me go.
It was one of the worst days of my life. My dad was gone. Now my career was falling apart. After I got the news, I walked back to the car where my mum was waiting. She could immediately tell that something was wrong. And I just couldn’t help it ... I began to cry. I told her what happened.
She was so strong. She said, “O.K., so we have to work. There’s no use thinking about the past. We have to do something.”
So she got in touch with Znicz Pruszków. Same division. Much smaller club. They had actually wanted to sign me a couple of months earlier, and I had been like, No chance. Why would I leave Legia to go to Znicz Pruszków?
But now I was just happy that they still wanted me. I went there and began my recovery, and I was in such a bad state that I couldn’t even run properly. One of my legs would lag behind the other, as if I had a block of cement around my ankle. It looked comical, you know?
Imagine if I had listened to the haters. Maybe that injury would have stopped me. Think about it: The big talents were already playing for clubs like Bayern and Barça and Manchester United.
And here I was in the Polish third division, trying to remember how to run.
For sure, I learned a lot from all the uncertainty and the misery. I had to work a lot on my confidence. And I needed a lot of time to get back in shape. But when I did, I began scoring in game after game.
Four years later, I was being bombarded with offers to leave Polish football.
There were so many rumours, so many people telling me what to do. I could have gone to so many places. But I remembered what my parents had told me: “Trust your instincts.”
Deep down, I always knew where I wanted to go.
Germany was calling me.

A quel tempo, giocavo in terza divisione nel Legia Varsavia II, la seconda squadra di uno dei club più importanti in Polonia. Circa un anno dopo, nel 2006, il mio contratto era in scadenza e la società doveva decidere se allungarmelo per un altro anno.
Purtroppo, mi ero appena infortunato seriamente al ginocchio e alcune persone in società pensavano che non sarei mai tornato ai miei livelli migliori. È stato un periodo tremendo e chiesi al club che intenzioni avesse con me. Non si disturbarono nemmeno a mandare l’allenatore o il direttore sportivo per comunicarmi la decisione. Mandarono il segretario, che mi disse che mi avrebbero lasciato andare.
È stato uno dei giorni peggiori della mia vita: mio padre non c’era più e ora la mia carriera stava andando a rotoli. Dopo aver ricevuto la notizia, sono tornato alla macchina, dove mi stava aspettando mia madre. Aveva capito immediatamente che c’era qualcosa che non andava e io non ho resistito… Sono scoppiato a piangere e le ho detto cos’era successo.
Lei aveva una grande forza. Disse: “Va bene, dobbiamo agire. Pensare al passato non serve a nulla, dobbiamo fare qualcosa.”
Quindi, si mise in contatto con il Znicz Pruszków: stessa categoria, ma club molto più piccolo. Avevano provato a prendermi qualche mese prima e mi ero detto: “Non se ne parla, perché dovrei lasciare il Legia per andare allo Znicz Pruszków?”
In quel momento, però, ero felice che mi volessero ancora. Andai là e iniziai il mio recupero, ma ero talmente malconcio che non riuscivo nemmeno a correre nel modo giusto: una gamba si trascinava dietro l’altra come se avessi un blocco di cemento intorno alla caviglia. Le comiche, no?
Immaginatevi se avessi dato ascolto agli haters: forse quell’infortunio mi avrebbe fermato. Pensateci: i talenti migliori stavano già giocando per squadre come Bayern, Barça e Manchester United.
Io, invece, ero nella terza divisione polacca che provavo a ricordarmi come si corre.
Sicuramente ho imparato molto dalle incertezze e dalle difficoltà. Ho dovuto lavorare tanto sulla fiducia in me stesso e ho avuto bisogno di molto tempo per tornare in forma. Ma quando ci sono riuscito, ho iniziato a segnare in ogni partita.
Quattro anni dopo, ero bombardato di offerte per lasciare il calcio polacco.
Ci sono state voci incontrollate e tante persone mi dicevano cosa avrei dovuto fare. Sarei potuto andare in tanti posti diversi, ma mi ricordai di cosa mi dissero i miei genitori: “Fidati del tuo istinto.”
Sotto sotto, ho sempre saputo dove volevo andare.
La Germania mi stava chiamando.

Graduated in Specialized Translation (University of Bologna, campus of Forlì), I'm now cooperating with a couple of Italian translation services, translating patents of any kind from English into Italian. I also occasionally work with the Court of Arezzo or a notary of my town translating legal and juridical documents, orders, decrees, or notarial deeds.
I also attended a post-graduate degree in Audiovisual Translation to improve my skills in subtitling, videogames localization and translation for dubbing.
