Source text - English COVID-19 AND CORRUPTION
Corruption undermines an equitable response to COVID-19 and other crises, highlighting the importance of transparency and anti-corruption measures in emergency situations.
While existing research shows that corruption negatively affects people’s access to high quality health care, our analysis also indicates that even when accounting for economic development, higher levels of
corruption are associated with lower universal health care coverage and higher rates of infant and maternal mortality and deaths from cancer, diabetes, respiratory and cardiovascular diseases.
Corruption is one of the key barriers to achieving the United Nations’ Sustainable Development Goals (SDGs), and the COVID-19 pandemic is making those goals even more difficult to attain. The long-term effects of corruption on health care systems remind us that corruption often intensifies the effects of a crisis.
Corruption is prevalent across the COVID-19 response, from bribery
for COVID-19 tests, treatment and other health services, to public procurement of medical supplies and overall emergency preparedness.
Our analysis shows that corruption diverts funds from much needed investment in health care, leaving communities without doctors, equipment, medicines and, in some cases, clinics and hospitals. In addition, a lack of transparency in public spending heightens the risk of corruption and ineffective crisis response.
Budget transparency, particularly during an emergency response like COVID-19 when speed and efficiency matter, can be difficult to enforce during a crisis.
Transparency is nevertheless key to ensure public resources are spent appropriately and reach their intended recipients. For this reason, robust and transparent procedures for budget allocations, public contracts, and audits must be in place before a crisis hits.
Finally, our research shows that corruption continues to undermine democracy, even during the COVID-19 pandemic. Countries with higher levels of corruption tend to be the worst perpetrators of democratic and rule-of-law breaches while managing the COVID-19 crisis.

A corrupção compromete respostas igualitárias à COVID-19 e a outras crises, destacando a importância de medidas de transparência e anticorrupção em situações de emergência.
Estudos anteriores mostram que a corrupção afeta negativamente o acesso das pessoas a serviços de saúde de alta qualidade, e nossa própria análise também aponta que, mesmo ao se levar em conta o desenvolvimento econômico, níveis mais altos de corrupção são associados a uma cobertura de saúde menor e a índices mais altos de mortalidade infantil e materna, de mortes por câncer, por diabetes e por doenças cardiovasculares e respiratórias.
A corrupção é uma das principais barreiras para se alcançar os Objetivos de Desenvolvimento Sustentável (ODS) das Nações Unidas, e a pandemia de COVID-19 está tornando esses objetivos ainda mais difíceis de se atingir. Os efeitos de longo prazo da corrupção nos sistemas de saúde nos lembram que a corrupção muitas vezes intensifica os efeitos de uma crise.
A corrupção domina as respostas à COVID-19, desde subornos relativos a testes de COVID-19, a tratamentos e a outros serviços de saúde, até à aquisição pública de suprimentos médicos e ao nível geral de preparação para emergências.
Nossa análise mostra que a corrupção desvia fundos de investimentos essenciais em saúde, deixando comunidades desprovidas de médicos, equipamentos, remédios e, em alguns casos, clínicas e hospitais. Além disso, a falta de transparência nos gastos públicos aumenta o risco de corrupção e de pouca efetividade na resposta à crise.
A transparência orçamentária, especialmente durante respostas emergenciais como durante a COVID-19, nas quais rapidez e eficiência são importantes, pode se tornar difícil de garantir durante a crise.
Mesmo assim, a transparência é fundamental para se garantir que os recursos públicos sejam gastos de forma apropriada e que alcancem os beneficiários desejados. Por isso, é necessário implementar procedimentos robustos e transparentes para a alocação orçamentária, licitações públicas e auditorias antes do estouro de uma crise.
Por fim, nossa pesquisa demonstra que a corrupção continua prejudicando a democracia,8 mesmo durante a pandemia de COVID-19. Países com maiores níveis de corrupção tendem a ser os piores infratores no que diz respeito a violações da democracia e do Estado de Direito durante a resposta à crise da COVID-19.
Portuguese to English: A INVENÇÃO DO SONHADOR: CAIS E A CANÇÃO COMO OBJETO ESTÉTICO General field: Social Sciences Detailed field: Poetry & Literature
Source text - Portuguese A pesquisa propõe uma investigação sobre a canção popular brasileira a partir de um enfoque propriamente estético, utilizando-se para isso de suas interpolações com instâncias da literatura e poesia modernas, amparadas pela crítica literária, pela crítica da canção e pela filosofia estética. A oportunidade para tal pesquisa nasce a partir da constatação de que a canção Cais, escrita por Milton Nascimento e Ronaldo Bastos, e registrada no álbum Clube da Esquina, de 1972, traz como tema principal de sua lírica o próprio ato poético, problematizando a criação da canção como uma invenção de mundo.
Para entender melhor esta articulação poética, construímos uma dupla navegação, levantando a trajetória artística do letrista da canção, Ronaldo Bastos, até a composição de Cais, e ao mesmo tempo, investigando o surgimento de uma perspectiva declaradamente estética na canção popular, que tudo indica que tenha acontecido por ocasião da Bossa Nova, no final dos anos 1950. Na sequência, demonstramos como as consequências dos desenvolvimentos bossanovistas, bem como de suas elaborações críticas são atravessadas pelo golpe militar de 1964, radicalizando o debate sobre a canção popular e sua importância enquanto parte fundamental de um projeto civilizatório moderno.
Como demonstramos, ambas as linhas coincidem perfeitamente; assim, no arremate a tais eventos, e frente à angústia de um horizonte político ditatorial, a canção Cais aponta a possibilidade de uma saída pela estética, à maneira nietzscheana, aproximando o gesto de invenção ao sentimento puro da palavra viva em carne e espírito, percebido por Holderlin e delineado por Agamben através do termo stimmung: palavra livre, vocação. E então, o mundo.
Translation - English This thesis proposes an examination of Brazilian popular music, with a more specifically aesthetic approach, analyzing its intersections with modern literature and poetry, aided by literary as well as musical critiques, and by aesthetic philosophy. The inciting incident for this study was the observation that the central lyrical object of the song “Cais”, written by Milton Nascimento and Ronaldo Bastos, from the 1972 album "Clube da Esquina", is the poetic act itself, comparing the process of writing a song to that of creating a world.
To better understand this poetic articulation, this study took a dual course of action, assessing the artistic career of the song's lyricist, Ronaldo Bastos, up until writing “Cais”, while simultaneously examining the rise of a new, self-professed aesthetic perspective in popular music, which appears to have come about with the rise of bossa nova, at the end of the 1950s. Following that, the study shows how the consequences of bossa nova’s developments and of its critiques were impacted by the 1964 military coup d’état in Brazil, radicalizing the debate over popular music and its role as an integral component in the modern civilizing project.
As the study shows, both threads coincide perfectly. Thus, in the midst of said events and with the harrowing prospect of a dictatorship in the political horizon, “Cais” shows the possibility of aesthetics as a way out, in Nietzschean fashion, bringing the act of creation closer to the pure feeling of the living word, in bare flesh and spirit, understood by Hölderlin and defined by Agamben by the word "stimmung": the free word, vocation. And then, the world.

Born and raised in sunny Rio de Janeiro, Brazil, I have always had a knack for (and keen interest in) foreign languages, History and cultural affairs. For as long as I can remember, I have had a close relationship with the culture of the Anglosphere countries, and by age 15 I had already obtained the Certificate of Advanced English from the University of Cambridge.
I have a degree in International Relations, and I have worked with tax consulting, among other things, giving me a rather wide net of experiences. Starting in 2016, I have been working as a freelance translator and, since then, I have taken jobs as disparate as CVs, contracts and institutional texts for NGOs. One of my main clients is Transparency International, for whom I have translated their annual Corruption Perceptions Index for two consecutive years so far.
In my spare time I like to read a good book (fiction or otherwise), listen to podcasts while playing Grand Strategy video games and, of course, play my trusty acoustic guitar. Legend has it that, every so often, when the planets align, I do some songwriting as well, mostly in English.
