English to Turkish: The Impact of Globalisation on Reperesentative Democracy
Source text - English Since the mid-1970s world economy has been transformed by the growing internationalisation of production networs, increasing concentration and centralisation of capital ownership embodied in the growth of huge multinational corporations, massive expansion of global financial flows due to the extensive deregulation and international integration of capital markets, and the growth of international trade. These and other developments in the world economy have significantly reduced the capacity of nation-states to govern their domestic economies and, in particular, to do so through Keynesian demand management.
These developments combine to restrict the freedom of action of national governments and obscure 'the limits of responsibility and accountability' o these governmets by 'blurring the boundries of domestic politics, transforming the conditions o political decision-making, changing the institutional and organisational context of national politiies. Consent and legitimacy through elections becomes problematical once the authonomy of national gövernments becomes limited and definition of their constituency becomes blurred.
Translation - Turkish 1970lerin ortalarından bu yana, dünya ekonomisi, üretim ağlarının gelişerek uluslarasılaşması, devasa ulusaşırı şirketlerde somutlaşmış sermaye sahipliğinin artarak merkezileşmesi ve yoğulaşması, sermaye piyasalarının uluslarasılaşması ve genişletilmiş düzensizleştirmeden ötürü küresel sermaye akımlarının muazzam genişlemesi ve uluslarası ticaretin gelişmesi yoluyla dönüşüme uğradı. Dünya ekonomisinde görülen bu ve diğer gelişmeler ulus devletlerin, özellikle Keynesci talep politikaları aracılığıyla yürüttükleri kendi yerel ekonomilerini yönetme kapasitelerinde belirgin bir düşüşe yol açmıştır.
Bu gelişmeler, yerel politikaların sınırlarını bulandırarak, siyasal karar almanın koşullarını dönüştürerek, ulusal siyasetin kurumsal ve örgütsel koşullarını değiştirerek ulusal hükümetlerin hareket özgürlüğünün sınırlandırmasıyla birleşti. Bir kere ulusal hükümetlerin özerkliği sınırlanır hale gelip çemen tanımı muğlaklaşınca, seçimler aracılığıla sağlanan rıza ve meşruiyet sorunlu hale gelir.
