English to Albanian: Translation for a GIZ project in Kosovo
Source text - English This report (Deliverable M3) is one of the Deliverables prepared under WP1 of the Project, “Legal and Regulatory Framework”, the objective of which is to enable the ME’s Energy Dept. and the MESPI’s Dept. of Spatial Planning, Construction and Housing to harmonize the legal
and regulatory framework for the implementation of EE and RE in the building sector, in light of the recast EPBD.
This draft new Law, which has been prepared in consultation with project stakeholders 1 , is the final presentation of a rewritten and completed Law on EPB reflecting changes in the 2018 recast EPBD. It is partially aligned with the Directive 2010/31/EU on the Energy Performance of Buildings and with Directive (EU) 2018/844 amending Directive 2010/31/EU on the energy performance of buildings 2 .
The purpose of this Law is to establish a common framework of measures to promote improvements in the energy performance of buildings, taking account of both outdoor climatic and local conditions, and indoor climate requirements and cost-effectiveness.
Translation - Albanian Ky raport (për rezultatin e matshëm M3) është njëri nga rezultatet e matshme që janë përgatitur në kuadër të PP1 të projektit “Korniza Ligjore dhe Rregullative”, qëllimi i të cilit është që t’ua mundësojë Departamentit të Energjisë të ME-së dhe Departamentit të Planifikimit Hapësinor, Ndërtimit dhe Banimit të MMPHI-së që ta harmonizojnë kornizën ligjore dhe rregullative për zbatimin e EE-së dhe ER-së në sektorin e ndërtesave, sipas DPEN-së së riformuluar.
Ky projektligj i ri, i cili është përgatitur në konsultim me palët me interes të projektit 1 , është prezantimi përfundimtar i një ligji të rishkruar dhe plotësuar për PEN-në që i pasqyron ndryshimet në DPEN-në e riformuluar të vitit 2018. Ai është pjesërisht në përputhje me Direktivën 2010/31/EU për Performancën Energjetike në Ndërtesa dhe me Direktivën (EU) 2018/844 që e ndryshon Direktivën 2010/31/EU për Performancën Energjetike në Ndërtesa 2.
Qëllimi i këtij Ligji është që të përcaktohet një kornizë e përbashkët e masave për t’i promovuar përmirësimet në performancën energjetike në ndërtesa, duke i marrë parasysh kushtet e jashtme dhe lokale klimatike dhe kërkesat për klimën e brendshme dhe koston efektive.
