Jakarta, 19/07/2017 Kemenkeu - Menteri Koordinator Bidang Perekonomian (Menko), Darmin Nasution menegaskan satu hal yang fundamental terkait investasi yaitu mental melayani. Oleh karena itu, Pemerintah dalam waktu dekat akan membentuk Satuan Tugas (Satgas) Pendampingan Pelaksanaan Investasi (Investment Task Force). Satgas tersebut berupa Satgas Nasional, Satgas Sektor di masing-masing Kementerian/Lembaga (K/L), dan Satgas Pemda untuk penyelesaian perizinan secara terintegrasi (end to end). “Filosofi dari kebijakan ini adalah kita bukan penguasa tapi pelayan,” tegasnya.

Dikutip dari situs Kementerian Koordinator Bidang Perekonomian (Kemenko Perekonomian), semua perizinan yang ada di K/L tersebut, nantinya akan diselesaikan oleh satgas bersama satuan kerja struktural yang ada di sana. Jika perizinan tersebut berhubungan dengan K/L lain, satgas tersebut yang berhubungan dengan satgas di kementerian lain agar izin di kementerian lain selesai. Begitu pula dengan pemda di provinsi atau kabupaten. Dengan demikian, realisasi atau eksekusi dari komitmen investasi tidak menjadi tanggung jawab masing-masing K/L tapi menjadi program bersama.

“Kita akan tuangkan dalam Peraturan Presiden (Perpres). Setiap K/L yang berhubungan dengan investasi diwajibkan membentuk satgas yang akan dipimpin oleh eselon 1,” ujarnya pada Rapat Koordinasi Terbatas (Rakortas) pembahasan tentang Percepatan Realisasi Investasi, di Jakarta (18/07).

Deputi Bidang Koordinasi Perniagaan dan Industri Kemenko Perekonomian Edy Putra Irawady mengatakan perlunya terobosan Sistem Pelayanan Birokrasi Menghadapi Kondisi Perizinan Investasi. “Sehingga kalau izin investasi 3 jam dari BKPM sudah keluar, izin itu diteruskan ke satgas kementerian teknisnya. Satgas ini yang kemudian mengawal dan melayani investor itu sampai dia selesai. Proses pelaporan dari masing-masing Satgas juga harus jelas dan online,” ungkapnya.

Pemerintah juga akan mengusahakan adanya integrasi Pelayanan Terpadu Satu Pintu (PTSP) secara online (investment single submission services). “Nantinya antara satu PTSP dengan PTSP lain terkomunikasi secara sistem, membentuk suatu layanan online dengan konsep single submission yang memungkinkan pengaju permohonan tidak perlu datang mengajukan perizinan investasi di kementerian lain dan mengisi ulang data yang sama,” pungkasnya. Jakarta, 07/19/2017 Ministry of Finance – Coordinating Economic Minister (Menko) Darmin Nasution stressed one fundamental base when it comes to investment, that is the mentality to serve. Therefore, the government decided to form an Investment Task Force (Satgas Pendampingan Pelaksanaan Investasi) in the near future. The task force itself will be divided into a National Task Force, a Sectoral Task Force in each ministry/organization (M/O), and a Local Government Task Force to assist in an integrated (end-to-end) licensing. “The philosophy behind this is to show that we are not authorities, instead we are servants,” he said firmly.
Cited from the Kementerian Koordinator Bidang Perekonomian (Coordinating Ministry for Economic Affairs), all license in every M/O will later be finalized by the task force who collaborates with the ministry/organization’s working unit. If the license is related with another M/O, then the task force will be the one who coordinate with the other task force in that other ministry so that the license can be finalized. The same scenario will be applied for the local governments in every province and regency. Thus, making the realization or the execution of the investment commitment a common program instead of each M/O’s responsibility.
“We will put this in the presidential regulation (perpres). Each M/O that deals with investment will have the obligation to form such task force which will be headed by an echelon 1 official,” he said during the Rapat Koordinasi Terbatas (Limited Coordination Meeting) which discussed the Investment Realization Acceleration in Jakarta (07/18).
Coordinating Sector of Trade and Industry, Coordinating Ministry for Economic Affair, Edy Putra Irawady stated the necessity of a breakthrough in Sistem Pelayanan Birokrasi Menghadapi Kondisi Perizinan Investasi, “Meaning, if the license was already issued by the Investment Coordinating Board (BKPM) within three hours, the license should be forwarded to the task force that is technically in the ministry. The task force would later assist and serve the investor until completion. Each task force will have to provide clear reports via online,” he said.
The government would also work on the online integration of the PTSP (One-Stop Integrated Service). “Later on, one PTSP with another will be able communicate systematically, creating an online service with a single-submission concept which will save the applicants from going to another ministry to submit the investment license and filing the same data again,” he said.
