CRA Warns of Scam Calls from International Numbers
Scam callers claiming to be telecom service providers on VoIP apps
Doha, December 20, 2017: The Communications Regulatory Authority (CRA) noticed an increase in the number of scam calls from international numbers (through OTT apps like WhatsApp, IMO and Viber, etc. As part of its initiatives to protect telecom consumers, CRA warns consumers against scam callers.
Scammer claim to be from the telecom service provider and notifies the call receiver about winning a large financial prize in a raffle draw. The aim of the scam is to discover personal details from the call receiver such as bank account details in order to “transfer the prize money” to them. Typically the scammer will pretend to be an employee from a telecom service provider and ask for personal information such as financial details, verification codes, passwords and pin codes.
Upon receiving such a call from an international number, or through applications like WhatsApp, IMO, Viber and others, the consumer should not respond to the caller and do not give out personal information and should end the call immediately, block the number and contact the service provider to report them and / or verify the authenticity of the call.
“CRA strives to ensure all telecom consumers are aware of these types of scams and take proper measures to protect themselves when using telecommunications networks,” said Amel Salem Al-Hanawi, Consumer Affairs Department Manager.
“CRA takes consumer protection very seriously and is constantly working with the service providers to take measures to better protect the privacy of the telecoms consumers and reduce the number of unsolicited and illegitimate calls. To help with these efforts, we encourage consumers, if they have received scam calls, to report it to their service provider,” she added.
Consumers should be aware that the service providers in Qatar would never contact them through WhatsApp or any similar VoIP applications. Generally service providers contact customers through a fixed local number that can be verified by calling the service provider customer service centre. Furthermore service provider will never ask customers to avoid sharing their winning news or ask them to send money to claim a prize you have won.
To raise consumer awareness regarding scam calls, CRA has recently provided a number of tips to its followers on social media channel (@CRAqatar on Twitter). CRA advise consumers verify any such calls with their service provider before responding and/ or sharing any personal information with the caller.

الهيئة تنصح المستهلكين بالتحقق من صدقية المُتّصلين الذين يدّعون عبر تطبيقات الصوت عبر الإنترنت أنهم مقدّمو خدمات اتصالات والامتناع عن مشاركتهم أيّة معلومات شخصية
الدوحة، 20 ديسمبر 2017: تلفت هيئة تنظيم الاتصالات إلى أنها رصدت ارتفاعًا ملحوظًا في عدد المكالمات الاحتيالية الدولية الواردة عبر برامج تطبيقات التراسل عبر الانترنت، بما فيها الواتس آب، وأي إم أو imo، وفايبر. وتودّ الهيئة، من خلال هذا التنبيه، حثّ المستهلكين على أهمية توخي الحذر من مثل هذه المكالمات الاحتيالية واتخاذ جميع ما يلزم لحماية أنفسهم منها.
وغالبًا ما يُبَلِّغ المتّصلون الذين يدّعون في مثل هذه الحالات أنهم يمثلون إحدى الشركات المقدمة لخدمات الاتصالات، المستهلكين عن "ربحهم" مبلغًا ماديًا كبيرًا في سحب على جوائز. وتهدف المكالمة الاحتيالية عمومًا إلى استقاء المعلومات الشخصية لمتلقّي الاتصال، بما فيها معرفة تفاصيل عن حساباته المصرفية بهدف "إيداع الجائزة المادية" في حسابه. كما يمكن للمتصل الاحتيالي أيضًا السؤال عن معلومات إضافية عن الحساب المصرفي، ورموز التحقق من البطاقات، وكلمات المرور، والرموز الشخصية.
ولدى تلقيهم مثل هذه المكالمات الواردة من خطوط دولية، أو عبر برامج التطبيقات مثل الواتس آب وأي إم أو imo وفايبر، وغيرها، يتعيّن على المستهلك عدم الرد على المكالمة والامتناع عن مشاركة أيّة معلومات شخصية، بل إنهاء المكالمة فورًا، وحظر رقم المتصل، والاتصال بالشركة المقدّمة لخدمات الاتصالات لإبلاغها بذلك، أو التحقق من صدقية المكالمة، أو كلا الأمرين معًا.
وفي هذا السياق، صرّحت السيدة أمل سالم الهناوي، مدير إدارة شؤون المستهلكين بهيئة تنظيم الاتصالات: "ننصح مستهلكي خدمات الاتصالات بضرورة التنبّه لمثل هذه الوسائل الاحتيالية واتخاذ الإجراءات المناسبة لحماية أنفسهم". وأضافت: "تأخذ هيئة تنظيم الاتصالات القضايا المتصلة بحماية المستهلكين على محمل الجدّ، كما تعمل على نحو مستمر مع مقدمي خدمات الاتصالات لضمان حماية خصوصية المستهلكين والحدّ من عدد المكالمات غير المرغوب بها وغير المشروعة. ولمساعدة هذه الجهود، نحثّ المستهلكين الذين يتلقون مكالمات احتيالية على الإبلاغ عنها إلى مقدم خدمات الاتصالات الخاص بهم".
ونلفت انتباه المستهلكين إلى أن مقدمي خدمات الاتصالات في قطر لا يمكن أن يتّصلوا بهم عبر تطبيق الواتس آب أو أيّة تطبيقات مماثلة تعمل من خلال تقنية الصوت عبر الإنترنت (VoIP)، بل يقومون عمومًا بالاتصال بالمستهلكين عن طريق رقم أرضي ثابت يمكن التحقق منه بالاتصال بمركز خدمة العملاء الخاص بمقدّم خدمات الاتصالات. وعلاوة على ذلك، لا يمكن لمقدم خدمات الاتصالات الطلب إلى المستهلكين عدم مشاركة معلومات عن فوزهم، أو حضّهم على إرسال مبالغ مالية لتسليمهم جائزة فازوا بها.
