Source text - Arabic 5. يجب أن يتضمن العطاء ما يلي
أ- نموذج العطاء، ويشتمل على السعر الإجمالي بالأرقام والحروف، واسم الشركة باللغة العربية أو الإنجليزية، والاسم التجاري إن وجد، ورقم السجل التجاري وتاريخ انتهائه إن وجد، والنشاط التجاري، وشهادة براءة ذمة من الديون الضريبية، ومؤسسي الشركة، والمدير المسؤول، وعنوان الشركة وبياناتها
ب- الكتالوجات والرسوم وقوائم الكميات والبيانات الخاصة بأنواع المواد والمهمات والمعدات والأجهزة المطلوب توريدها، وطريقة تشغيلها أو طريقة تنفيذ الأعمال موضوع المناقصة، والجدول الزمني للإنجاز والتسليم، وفترة الضمان والصيانة إذا نصت عليها وثائق المناقصة
ت- بيان بالمعدات والأجهزة المتوفرة لدى مقدم العطاء لإنجاز العمل المطلوب
ث- قائمة بقطع الغيار ومستلزمات التشغيل، مع بيان معدلات استهلاكها
ج- بيانات عن أسماء ووظائف وخبرات الكوادر التي سيسند إليها الإشراف على تنفيذ العملية ومدة خبرة الشركة في مجال عملها
ح- اسم الشركة المنتجة للأصناف وبلد المنشأ.
6- يُراعى أن تكون المدة المحددة لتقديم العطاءات في المناقصات العامة كافية لتمكين المناقصين من تقديم عطاءاتهم، بألا تقل عن (21) واحد وعشرين يوماً من تاريخ الإعلان، ويجوز للجنة تقصير هذه المدة إذا اقتضت المصلحة العامة ذلك ويجب على اللجنة البت في المناقصة وإبلاغ كل من الإدارة المختصة وصاحب العطاء الذي تمت الترسية عليه قبل انتهاء مدة سريان العطاء فإذا انتهت مدة سريان العطاء قبل الترسية، وجب على اللجنة أن تطلب من مقدمي العطاءات مد سريان عطاءاتهم إلى المدة المناسبة، على أن يُستبعد صاحب العطاء الذي يرفض تمديد سريان عطائه.
7- يجب على مقدم العطاء الالتزام بالشروط المبينة في وثائق المناقصة، ولا يجوز له إجراء أي تعديل في وثائق المناقصة أياً كان نوعه، ولا تقبل العطاءات إذا لم تشتمل على أسعار إجمالية ثابتة سارية المفعول خلال مدة سريان العطاء المحددة بالإعلان عن المناقصة، ولا يجوز لمقدم العطاء الرجوع فيه خلال تلك المدة، ويُعتبر باطلاً كل عطاء يخالف هذه الأحكام. وإذا كان لمقدم العطاء أية تحفظات أو اشتراطات، وجب عليه بيانها في العطاء بشكل واضح، على أن يُدون عليها كلمة "تحفظ"، ليتم وضعها في الحسبان عند التقييم.
8- يُعتبر تقديم العطاء إقراراً من مقدمه، بأنه اطلع على كافة شروط المناقصة ومخططات المشروع ومواصفاته وجداول الكميات، وأنه على علم بطبيعة الموقع ومكانه، وجميع الأمور التي تتعلق بتنفيذ العقد وإتمامه وتسليمه طبقاً لأحكام العقد والشروط والمواصفات الفنية. ويجب تقديم أي استفسار يتعلق بالمناقصة إلى الإدارة المختصة، خلال المدة المحددة في المناقصة لاستلام الاستفسارات وقبل نهاية الموعد المحدد لتقديم العطاءات، وعلى الإدارة المختصة الرد على تلك الاستفسارات قبل نهاية هذا الموعد.
9- تُقدم الأسعار بالعملة القطرية، ما لم تنص وثائق المناقصة على غير ذلك، ويجب أن يشتمل العطاء على أسعار إجمالية ثابتة
وعلى مقدم العطاء أن يضع أسعاره في جدول الكميات (قائمة الأسعار)، مع مراعاة ما يلي:
أ- أن تُكتب الأسعار ومفرداتها بالأرقام والحروف، بطريقة غير قابلة للمحو، ويجوز في حالة تقديم العطاء من شركة غير قطرية أن تكتب الأسعار بالعملة الأجنبية، على أن يتم معادلتها بالعملة المحلية وفقاً للأسعار المعلنة من مصرف قطر المركزي وقت فض المظاريف.
ب- أن كل تصحيح في الأسعار يجب إعادة كتابته وتوقيعه وختمه من مقدم العطاء
ج- أن الأسعار التي يحددها مقدم العطاء بجدول الأسعار، تشمل جميع المصروفات والالتزامات أياً كان نوعها، كما تشمل القيام بإتمام جميع الأعمال، وتسليمها للجهة الحكومية وضمانها طبقاً لشروط العقد، ولا يلتفت إلى أي ادعاء من صاحب العطاء بحصول أي خطأ في عطائه بعد تسليمه للجنة
د- يلتزم المناقص بتقديم كشف بأسعار قطع الغيار إذا نصت وثائق المناقصة على ذلك، على أن تكون أسعارها ثابتة خلال المدة المحددة في وثائق المناقصة.
Translation - English 5. The bid shall include the following:
A. Bid application form, which shall include the total price in digits & letters, name of the company in Arabic & English, the trade name if any, number of CR & date of its expiry, commercial activity, tax clearance certificate, company founders, director in charge, address & data of the company.
B. Catalogues, drawings, bills of quantities, and data of types of materials, equipment and devices that will be supplied, and its mode of operation or the way of executing the tender works, the timetable for completion & delivery, warranty & maintenance period if stated in the tender documents.
C. Statement of equipment & devices available with the bidder to accomplish the required work.
D. List of spare parts & operation accessories along with stating rates of its consumption.
E. Data of names, jobs and experiences of the cadres who will supervise the execution of process and company experience period in the field of its work.
F. Name of the company produces the sorts & country of origin.
6. The period specified for submitting the bids in public tenders shall be sufficient in order to enable the tenderers to submit their bids, its shall not be less than (21) twenty-one days from the date of announcement. The committee may decrease this period if the public interest so requires, the committee shall resolve the tender & notify the concerned department and the holder of the winning bid before expiry of validity of the bid, if the validity is expired before knocking down, the committee shall request the bidders to extend validity of their bids to the proper period, and to exclude the bidder who decline to extend his bid validity.
7. The bidder shall stick to the conditions stated in the tender documents, he may not perform any amendments in the tender documents whatsoever. The bids shall not be accepted if not including total fixed prices, valid during the bid validity period stated in the tender announcement. The bidder may not revoke the bid during that period. And every bid violates these terms shall be null & void. If the bidder has any reservations or conditions, he shall state them in the bid clearly, and to write on it “reservation” word to be accounted upon evaluation.
8. Submitting the bid shall be considered an acknowledgement from the bidder that he took knowledge of all tender conditions, project charts, its specifications & bills of quantities, and that he is aware of nature & place of the site, and all the matters related to execution, completion & handing over of the contract according to contract terms & technical conditions & specifications. Any inquiry related to the tender shall be submitted to the concerned department within the period of receiving the inquiries and before expiry of the fixed time for submit the bids. The concerned department shall reply to these inquiries before expiry of that date.
9. Prices shall be submitted in Qatari currency, unless otherwise stated in tender documents. The bid shall include total fixed prices, and the bidder shall place his prices in bill of quantities (price list), with observance of the following:
A. Prices & its particulars shall be written in digits & letters in a non-erasable way, prices might be written in a foreign currency if the bidder is a non-Qatari company, and to be equated in the local currency as per the prices announced by Qatar Central Bank on the time opening the envelopes.
B. Every correction in the prices shall be rewritten, signed & stamped from the bidder.
C. The prices fixed by the bidder in the prices table include all expenses & obligations of whatsoever type, also include completion of all works and handing it over to the governmental party & warranting them according to the contract conditions, any claim from the bidder of occurrence of error in his bid after handing it over to the committee shall not be entertained.
D. The tenderer is obligated to submit prices list of spare parts if the tender documents so state, its prices shall be fixed during the specified period in the tender documents.
