RESUMEN EJECUTIVO
1. El 5 de agosto de 2004 XXX (en adelante, XXX o las Demandantes) iniciaron un procedimiento de arbitraje contra la XXX (en adelante, el Estado o el Demandado) ante el Centro Internacional de Arreglo de Diferencias Relativas a Inversiones (en adelante, el CIADI).
2. XXX reclaman al Estado una indemnización de 129,3 millones de dólares a valores de diciembre de 2009 como compensación de los daños provocados a sus inversiones en XXX durante el período 2002-2009 por medidas tomadas por el Estado XXX. Las medidas que son objeto de reclamo tienen que ver con la determinación del Estado XXX de establecer requerimientos de inyecciones de gas adicionales para el mercado doméstico durante el período, con la regulación por parte del Estado de los precios domésticos de gas, y con el establecimiento de derechos de exportaciones y regalías adicionales. Según las Demandantes, estas medidas implican incumplimientos al Tratado sobre Promoción y Protección Recíproca de Inversiones celebrado entre la XXX y los Estados Unidos de América (en adelante, el TBI).

EXECUTIVE SUMMARY
1. On 5 August 2004, XXX (hereinafter, XXX or the Claimants) filed an arbitration proceeding against the XXX (hereinafter, the XXX or the Respondent) before the International Centre for Settlement of Investment Disputes (hereinafter, ICSID).
2. XXX are claiming USD 129.3 million from the XXX, valued as of December 2009, as compensation for the damage caused to their investments in XXX during the 2002-2009 period as a result of the measures adopted by the XXX. The measures that give rise to the claim involve the XXX decision to establish additional gas injection requirements for the domestic market during that period, the regulation by the XXX of domestic prices of gas, and the imposition of additional export duties and royalties. According to the XXX, these measures entail violations of the Treaty between the United States of America and the XXX Concerning the Reciprocal Encouragement and Protection of Investment (hereinafter, the BIT).
