한국과 일본은 모두 국제적 평균에 비해 상당히 낮은 실업률을 보여왔다. 그러나 1990년대를 기점으로 전체 인구 실업률은 물론 청년층의 실업률이 치솟았는데, 일본은 1990년대 초부터의 거품경기 붕괴가, 한국은 1990년대 말 외환위기가 분기점이 된 것으로 보인다. 그러나 일단 실업률이 높아진 이후 수십년간은 이전의 낮은 실업률로 돌아가고 있지 못하다는 점에서 단기적인 경제위기가 계기가 되긴 했지만 이후 구조적인 변화로 이어졌음을 짐작할 수 있다.
Translation - English
Korea and Japan had both shown substantially lower unemployment rates than the international average. However, the unemployment rate for youth, as well as the general unemployment rate, has soared since the 1990s; the economic bubble burst in Japan in the early 1990s and then the financial crisis hit Korea in the late 1990s and these seem to have been a turning point. Although it was a short-term economic crisis that triggered an abrupt rise in the jobless rates, it seems to have led to structural changes as unemployment has not been able to return to the pre-crisis level for decades.
