Pindah Ibu Kota: Solusi atau Masalah Baru?

Jakarta, Humas LIPI. Senin (26/8) lalu Presiden Joko Widodo secara resmi mengumumkan rencana perpindahan ibu kota negara dari Jakarta. Menurut Presiden, ibu kota baru negara Indonesia akan berada di sebagian kabupaten Penajam Pasir Utara dan sebagian kabupaten Kutai Kartenagara di provinsi Kalimantan Timur.

Pemerintah berharap pada akhir tahun 2020, ibu kota baru sudah mulai dilakukan konstruksi. Paling lambat pada 2024 proses pemindahan ibu kota negara dari Jakarta ke Kalimantan Timur sudah dilakukan.

Pemindahan ibu kota tentunya memerlukan perencanaan yang matang. Ada banyak aspek yang harus diperhatikan dari segala sisi. Peneliti Pusat Penelitian Kebijakan dan Manajemen Ilmu Pengetahuan, Teknologi dan Inovasi Lembaga Ilmu Pengetahuan Indonesia (LIPI), Galuh Syahbana Indraprahasta mengatakan, tahap perencanaan pembangunan ibu kota menjadi hal yang menarik untuk dikaji karena pembangunan akan dimulai dari nol. “Pembangunan akan benar-benar dimulai dari sebuah konsep, dari hal yang sebelumnya belum ada. Perencanaan dari nol inilah yang menarik,” ujar Galuh.

Menurut Galuh, perencanaan pemindahan ibu kota seharusnya tidak hanya ditujukan untuk kota baru yang akan dihuni, namun juga ibu kota sebelumnya. “Setelah ibu kota dipindahkan, masalah di Jabodetabek dan di Jawa tidak serta merta akan hilang dan tetap harus diperhatikan. Jawa masih tetap akan menjadi sentra ekonomi dan pembangunan dalam jangka panjang,” terang Galuh. Ia menjelaskan, problem kepadatan penduduk di Jawa masih akan terjadi karena kawasan industri tidak serta merta pindah ke luar daerah.

Elemen manusia dalam kota
Dirinya mengungkapkan, pemindahan ibu kota sudah dilakukan oleh beberapa negara dengan memisahkan pusat pemerintahan dan pusat industri. Di antaranya adalah Amerika Serikat yang memindahkan ibu kota ke Washington DC sebagai pusat pemerintahan, namun sentra bisnis masih tetap di New York. Begitu pula dengan wilayah Den Haag sebagai pusat pemerintahan Belanda dan Amsterdam tetap menjadi pusat ekonomi. “Contoh lainnya dapat dilihat di Brazilia dan Islamabad.”

Hal yang sama juga dapat terjadi di Indonesia. Namun, Galuh mengingatkan manusia merupakan faktor utama dalam sebuah kota, sehingga sebuah kota tidak bisa jika hanya dibangun untuk urusan administratif. “Fungsi-fungsi sosial dan ekonomi harus dikembangkan dalam skala yang seimbang untuk memenuhi kebutuhan manusia di dalamnya.”

Beban Warisan
Galuh menjelaskan, pemindahan ibu kota dapat menjadi solusi maupun beban warisan, tergantung pada prosesnya. “Jika dalam prosesnya dapat berjalan baik maka itu akan menjadi warisan baik bagi presiden berikutnya, tapi jika prosesnya tidak sesuai dengan harapan akan menjadi beban warisan.” Dirinya juga mengungkapkan, pemindahan ibu kota jangan sampai justru menciptakan masalah lama di tempat baru.

Dirinya menekankan perlunya komitmen tinggi untuk dapat menjadikan Kalimantan Timur sebagai tempat yang ideal sebagai ibu kota baru, tanpa menimbulkan masalah yang sama seperti di lokasi sebelumnya. “Kita perlu membangun komitmen di tempat baru sehingga masalah-masalah yang pernah negara ini alami , di Jabodetabek dan Jawa tidak terjadi di daerah baru,” pungkasnya.

Moving The Capital: A Solution or New Problem?

Jakarta, LIPI Public Relations. Last Monday (8/26), President Joko Widodo officially announced plans to move the capital from Jakarta. According to the President, the new capital of Indonesia will be in some region of North Penajam Pasir and some region of Kutai Kartenagara in East Kalimantan province.

The government hopes that by the end of 2020, the new capital will begin its construction. In no later than 2024, the process of moving the capital from Jakarta to East Kalimantan should have been carried out.

Moving the capital city certainly requires careful planning. There are many aspects that must be considered from all sides. A researcher at Research Center for Policy and Management of Science, Technology, and Innovation of the Indonesian Institute of Sciences (LIPI), Galuh Syahbana Indraprahasta remarked that the capital development planning stage becomes an interesting aspect to study because its development will start from zero. "The development will start from a concept, from things that did not yet exist. Planning from scratch is what's interesting," he said.

According to him, planning for moving the capital should not only be aimed at the new city to be inhabited but also the previous capital city. "After the capital city was moved, problems in Jabodetabek and in Java will not necessarily disappear and should still be considered. Java will still be the center of economy and development in the long run," he explained. He explained that the problem of population density in Java will still happen because the industrial estate does not necessarily move outside the region.

The human element in the city
He revealed the transfer of the capital city had been done by several countries by separating the central government and the industrial center. Among these is the United States which moved the capital to Washington DC as the seat of government, but the business center still remained in New York. Likewise, the Hague becomes the center of the Dutch government and Amsterdam remains the economic center. "Other examples can be seen in Brazil and Islamabad."

The same thing can happen in Indonesia. However, Galuh reminded that human is the major factor in a city, so a city cannot be developed only for administrative matters. "Social and economic functions must be developed on a balanced scale to meet human needs."

Inheritance Expense
Galuh explained that the relocation of the capital city could be a solution or burden on inheritance, depending on the process. "If the process can run well then it will be a good legacy for the next president, but if the process is not in accordance with expectations, it will be a burden of inheritance." He also revealed that the transfer of the capital should not even create old problems in a new place.

He emphasized the need for high commitment to be able to make East Kalimantan an ideal place as a new capital city, without causing the same problems as in the previous location. "We need to build commitment so that the problems that this country has in Jabodetabek and Java do not occur in the new capital" he concluded.

Four New Beetle Species Found in North Maluku

Cibinong, LIPI Public Relations. Four new species of Chafer beetle (Coleoptera: Scarabaeidae) of Epholcis genus have been discovered in North Maluku by a researcher at the Research Center for Biology of the Indonesian Institute of Sciences (LIPI), Raden Pramesa Narakusumo along with Michael Balke from Zoologische Staatssammlung München, Germany. The four new species are Epholcis acutus, Epholcis arcuatus, Epholcis cakalele, and Epholcis obiensis. Furthermore, one lectotype, Maechidius moluccanus Moser, was refrained and transferred (synonymy) to Epholcis genus as Epholcis moluccanus (Moser). The publication of these findings was published in Treubia Journal Vol. 46 published in December 2019.

So far, ten species of Epholcis have been found. Six of them were identified in 1957 by Britton in New Queensland and New South Wales, Australia. Whereas, the four new species are new records in Indonesian and originate from Maluku Islands namely, Halmahera, Obi, and Ternate Island. "From this evidence we can see a major gap on Epholcis species in Papua region because there have been no previous reports. Possibly because the description of several Epholcis species as Maechidius is still inadequate and there are similarities between the two beetles as well as the lack of specimen collection," Pramesa pointed out.

Pramesa continued that Epholcis beetle is a nocturnal insect that eats leaves of Eucalyptus tree and clove flowers (Syzigium sp.) in Australia. "While in Maluku, these two eat plants from Myrtaceae family," he added.

Empat spesies baru kumbang Chafer (Coleoptera: Scarabaeidae) dari genus Epholcis ditemukan di Maluku Utara oleh peneliti Pusat Penelitian Biologi Lembaga Ilmu Pengetahuan Indonesia (LIPI), Raden Pramesa Narakusumo bersama Michael Balke dari Zoologische Staatssammlung München, Jerman. Keempat spesies baru tersebut adalah Epholcis acutus, Epholcis arcuatus, Epholcis cakalele, dan Epholcis obiensis. Selanjutnya satu lectotipe yaitu Maechidius moluccanus Moser, dipertelakan kembali dan dipindahkan (synonymy) ke marga Epholcis sebagai Epholcis moluccanus (Moser). Publikasi temuan tersebut dimuat dalam Jurnal Treubia Vol. 46 yang terbit pada Desember 2019.

Hingga saat ini tercatat sepuluh spesies Epholcis yang berhasil ditemukan. Enam diantaranya teridentifikasi tahun 1957 oleh Britton di New Queensland dan New South Wales, Australia. Sedangkan empat spesies baru yang ditemukan ini merupakan catatan baru di wilayah Indonesia dan berasal dari Kepulauan Maluku yaitu, Halmahera, Obi, dan Kepulauan Ternate. “Dari bukti ini terlihat kesenjangan utama spesies Epholcis di wilayah Papua karena belum pernah ada laporan sebelumnya. Kemungkinan karena pendeskripsian beberapa spesies Epholcis sebagai Maechidius masih kurang seksama, adanya kemiripan kedua kumbang tersebut dan kurangnya pengumpulan spesimen,” ujar Pramesa.

Pramesa menjelaskan, kumbang Epholcis merupakan serangga malam (nocturnal) yang memakan daun pohon Eucalyptus di Australia dan juga bunga cengkeh (Syzigium sp.). “Sedangkan di Maluku, keduanya memakan tumbuhan dari familia Myrtaceae,” jelasnya.
