Source text - English The Charter of Fundamental Rights of the European Union has been legally binding for 10 years.
At EU level, it has gained visibility and sparked a new fundamental rights culture.
At national level, awareness and use of the Charter are limited.
Courts increasingly use the Charter, showing the impact of this modern instrument.
But its use by governments and parliaments remains low.
For instance, there is little indication of anyone regularly scrutinising national legislation that transposes EU law for compatibility with the Charter.
The Council of the EU called on Member States to regularly exchange their experiences with the Charter and strengthen relevant national bodies.
However, it is not easy to pinpoint exactly when the Charter applies at national level.
This is a key hurdle to its fuller use.
Low awareness of its added value compared with existing, long-established legal sources is another serious obstacle.
Legal practitioners who understand the Charter and can put it into practice at national and regional/local levels can help widen its use and improve its implementation.
More specialised training of national actors on the use of the Charter is thus essential.
Translation - Serbian Povelja Evropske unije o osnovnim pravima već 10 godina predstavlja zakonski obavezujući dokument.
Na nivou EU, postala je poznata i doprinela razvoju nove kulture o osnovnim ljudskim pravima.
Na nivou pojedinačnih država, svest o Povelji je ograničena, kao i njena upotreba.
Povelja se u velikoj meri koristi na sudovima, što uveliko potvrđuje vrednost ovog savremenog instrumenta.
Međutim, vlade i parlamenti je ne koriste u dovoljnoj meri.
Na primer, nema mnogo dokaza da se pravni sistemi država, koji se zasnivaju na zakonima EU, redovno kontrolišu kako bi se utvrdilo da li se slažu s Poveljom.
Savet EU poziva države članice da redovno razmenjuju svoja iskustva o primenjivanju Povelje i da jačaju državne organe određene za to.
Međutim, nije lako precizno odrediti u kojim slučajevima je Povelja primenjiva unutar neke države.
To je ključni činilac za njenu potpuniju upotrebu.
Još jedna ozbiljna prepreka jeste nedovoljna svest o njenoj vrednosti u poređenju sa postojećim pravnim dokumentima koji se dugo koriste.
Široj upotrebi i primeni Povelje mogu doprineti pravnici koji razumeju njen smisao i umeju da je primene u praksi na nivou države ili neke manje celine u okviru nje.
Zato je neophodno državnim zastupnicima obezbediti detaljniju obuku o primeni Povelje.

I am a native Serbian speaker with 21 years of experience as a full-time English to Serbian translator. I provide translation, editing, and subtitling services.

Recently I worked in the multimedia/marketing field (translated several documents with product marketing contents for a smartphone manufacturer), the technical/engineering field (a 30000 words document with technical documentation), and the legal field (a 10000 words document in the subject of human rights).
Working as an in-house translator for 17 years, I worked in varied fields of expertise, including education, psychology, social sciences, technical and legal texts, scientific subjects, etc. No matter what subject I translated, I was trained to produce a high-quality translationthat is clear, accurate, and naturaland that does not sound like a translation. I translated books, magazines, and web content working independently but also as a part of a large team of translators. I received a lot of training as a translator, including training in meaning-based translation, subtitling, and dubbing.
Languages have always been my interest, and I enjoy exploring the etymology of words and finding similar patterns in different languages. I am well-versed in the grammar and orthography of my native Serbian, but also of English. I enjoy translating, and that is why translation is much more than just work for me.
