PREFACE.
A new work on Surgery enters a field of literature already rich in
excellent books differing widely in plan and viewpoint. Fortunately
nothing else is possible in representing so vast a subject, for it is
obviously advantageous that the reader should have the benefit of the
personal equation of his author as reflected in his knowledge,
experience, and assimilation from the writings of others. When Surgery
can be represented by a conventional and well-settled type of book it
will have ceased to advance. There is still room for many a serious
effort to place the subject before students and practitioners in a way to
instruct from the beginning through to the operative and postoperative
treatment. This has been the object of the present volume, upon which
the author has brought to bear the experience of many years as a
teacher and surgeon, and into which he has also endeavored to infuse
the most advanced knowledge gleaned from the surgical literature of
America and Europe.
To the extent of the author’s ability the work therefore represents the
net Surgery of to-day, obsolete and obsolescent material having been
excluded, and the pages being devoted to sound principles and practice,
stated as clearly and succinctly as possible. The author has been free to
employ illustrations wherever a point could be so explained to the eye.
In the pictorial department utility and effectiveness have been
considered of more importance than extreme and unusual cases. Simple
drawings and even diagrams are often most instructive, and such have
been accordingly liberally used.
With every effort at conciseness it has not been practicable to cover
the subject in less than the equivalent of about fifteen hundred ordinary
octavo pages. By adopting a larger form the publishers have presented
this material in a convenient volume. In justification of the size of the
work it should be borne in mind that its scope is very extensive, for it
aims to cover the Principles as well as the Practice of Surgery, thus
supplying the needs of students and general practitioners, and, the
author hopes, also interesting his surgical confrères.
He takes this opportunity to extend his warmest acknowledgments to
his fellow-collaborators of the Treatise on Surgery by American Authors,
who on the exhaustion of the third edition most kindly consented to
allow it to be succeeded by this individual work, placing their material
and illustrations freely at his command. He also wishes to acknowledge
the kindness of Dr. H. R. Gaylord, who has contributed certain material
utilized in the chapter on Tumors, the assistance of Dr. E. R. McGuire,
who has helped in many ways during the preparation of the book, and
that of other colleagues who have furnished illustrations that are duly
credited in their proper places.

(2016-2025) da Univasf;
b) Capítulo 3: Onde é possível conhecer a metodologia empregada no ciclo 2021 de
acompanhamento do atual planejamento estratégico da Universidade;
do PDI;
2.
O PLANO DE DESENVOLVIMENTO INSTITUCIONAL DA
UNIVASF (2016-2025)
- Política de Ensino de Graduação e Pós-Graduação;
- Políticas de Extensão, Arte e Cultura;
- Política de Pesquisa e Inovação;
- Política de Assistência Estudantil;
- Políticas de Gestão;
- Política de Infraestrutura;
- Política de Internacionalização;
- Eixo 1: Política de Ensino de Graduação e Pós-Graduação;
- Eixo 2: Políticas de Extensão, Arte e Cultura;
- Eixo 3: Política de Pesquisa e Inovação;
- Eixo 4: Política de Assistência Estudantil;
- Eixo 5A: Políticas de Gestão (Pessoas);
- Eixo 5B: Políticas de Gestão (Comunicação);
- Eixo 5C: Políticas de Gestão (Comunicação – TV Caatinga);
- Eixo 5D: Política para Tecnologias de Informação;
- Eixo 5E: Política de Infraestrutura;
- Eixo 6: Política de Internacionalização;

(BSC). O BSC representa: a) um sistema de medidas, por conta dos indicadores e das metas;
A Figura 3 demonstra as metas a

Ajuste metodológico no monitoramento
Incompreensões
sobre
os
indicadores
Incompreensões a respeito

Ademais, a
apresentar a metodologia daquele ciclo. Em 2021, a DDI agendou as reuniões
individualmente desde o início do processo.
Ademais, as reuniões setoriais
objetivos no documento.

2021 DO PDI UNIVASF (2016-2025)

1.
INTRODUCTION
This report, prepared by the Directorate of Institutional Development (DDI), under the Pro-
Rectory of Planning and Institutional Development (Propladi), aims to present the results
obtained in the 2021 monitoring cycle of Univasf’s Institutional Development Plan 2016-2025
(PDI) to the academic community, and with emphasis on the Governance, Risk Management
and Control Committee, appointed by Ordinance No 468, dated 14 July 2021.
In addition to this Introduction (Chapter 1), this report is divided into the following sections:
a) Chapter 2: Contains information about Univasf’s Institutional Development Plan
(2016-2025).
b) Chapter 3: Provides an overview of the methodology employed at the 2021 follow-
up cycle of the current strategic plan of the University.
c) Chapter 4: Presents the results obtained in the PDI’s current monitoring phase, in
terms of degree of completion of each goal and thematic axes of PDI.
d) Attached to this report, there’s a risk management spreadsheet prepared by the DDI
and validated by the responsible sectors.
At the halfway point of the PDI (10 years), a 42.10% completion rate of PDI’s goals was
achieved. This is understood as a good indicator, as it shows that halfway point of the plan’s
term, the goals are progressing as the expected value. It’s important to note that 48 goals (i.e.,
23.30% of the total 206 goals created) were marked with 0% completion due to lack of
feedback from some sectors or because they were not started within the planned timeframe.
2. UNIVASF’S INSTITUTIONAL DEVELOPMENT PLAN (2016-2025)
The Institutional Development Plan (PDI) defines Univasf’s direction for fulfilling its mission
and meeting its strategic goals. Envisioning a ten-year horizon, the PDI consists of the working
philosophy, mission statement and institutional profile, guidelines for pedagogical directives
and academic activities, and the infrastructure it develops and/or intends to develop during its
term.
The Federal University of the São Francisco Valley (Univasf) adopted the PDI as its strategic
planning between 2016 and 2025. In this document, eight strategic themes are listed in which
the 60 objectives and 206 goals targeted by the Institution are distributed. The eight envisioned
strategic themes are:
-Undergraduate and Graduate Teaching Policy.
-Extension, Art and Culture Policies.
-Research and Innovation Policy.
-Student Assistance Policy.
-Management Policy.
-Infrastructure Policy.
-Internationalization Policy.
-Administrative Organization Policy.
Regarding the 2021 monitoring cycle of the PDI, it’s worth clarifying that, as a methodological
strategy, the eight strategic themes of the PDI mentioned above were segmented into eleven
thematic axes, aiming to facilitate communication with the responsible sectors about the
information on goal execution.
The strategic theme “Management Policy” was subdivided into five axes (5A, 5B, 5C, 5D and
5E). It’s important to mention that the suggested methodological adjustments did not result in
any changes to the goals or its content, serving only as a facilitative tool in monitoring the
document’s execution. The axes and their compositions used in monitoring the PDI are
distributed as follows:
- Axis 1: Undergraduate and Graduate Teaching Policy.
- Axis 2: Extension, Art and Culture Policies.
- Axis 3: Research and Innovation Policy.
- Axis 4: Student Assistance Policy.
- Axis 5A: Management Policies (People);
- Axis 5B: Management Policies (Communication).
- Axis 5C: Management Policies (Communication – Caatinga TV).
- Axis 5D: Information Technology Policies.
- Axis 5E: Infrastructure Policy.
- Axis 6: Internationalization Policy.
- Axis 7: Administrative Organization Policy.
Figures 1 and 2 show the distribution of objectives and goals in Univasf’s PDI by thematic axes
respectively.

It’s worth highlighting that FORPDI (PDI Monitoring Information System) can be considered a
methodology – going beyond the simple application of a tool. For instance, FORPDI uses
concepts such as elements of the Balance Score Card (BSC). The BSC represents:
a) a measure system, due to the indicators and goals;
b) a strategic management system, since it enables the monitoring of the achievement
of goals; and
c) a communication tool, as it presents the strategy objectively through the strategic
map that distributes the thematic axes (ENAP, 2019).
Thus, the application of the BSC matrix and its dimensions – clients, finances, learning and
internal processes – was adapted to the following perspectives: society, public budget, learning
and internal processes. Figure 3 shows the goals from the BSC perspectives.
It is noted that the distribution of goals indicates a balance among the three present dimen-
sions. On the other hand, there is a recorded absence of goals that address the improvement of
the budgetary dimension.

3. Methodology
In the second monitoring cycle of the PDI through FORPDI platform, the Directorate
of Institutional Development sought to adjust some aspects identified as obstacles in the 2020
cycle. Table 1 provides information on the adjustments made to the methodological approach:
M
Misunderstandings regarding
the measurement unit
After the completion of the previous monitoring cycle, it was noted that certain
data entered reflected the sector’s performance — instead of the achievement
level of the goal. To mitigate this situation, efforts were made during the sector
meetings, to explain that the measurement sought to answer the following
question: “How much of this goal has already been accomplished, from 0 to
100%?” This initiative reduced the discrepancy between the actual performance
and the data entered.
After the completion of the previous monitoring, it was noticed that some data
in the system contradicted the arguments presented in the
justification. To mitigate the situation, explanatory spreadsheets were
prepared and sent to the sectors, containing a critical analysis by the DDI
regarding the data from the previous cycle. To complement the
explanation, during sectoral meetings, the DDI used some examples with the
aim of eliminating any doubts about the concept of indicator.

Unclear primary
responsibility for some goals
Some conflicts were identified regarding the primary responsibility for goal
execution. To address this, the DDI attempted to mediate negotiations between
sectors. Although consensus was not reached in all disagreements, some
situations were aligned to define the main sector responsible for executing the
strategic goal.
The 2020 cycle also included sector meetings. However, those meetings occurred
after collective sessions intended to sensitize stakeholders and present the
methodology used in that cycle. In 2021, the DDI scheduled meetings
individually from the start of the process. The intention was to discuss the
specific matters relevant to each sector, presenting DDI’s critical analysis of the
data from the previous cycle. Moreover, the sector meetings allowed for broader
discussion with other public servants assigned to that unit – which may have in
creased internal engagement.
Based on these adjustments, it can be indicated that the methodological stages were planned as
follows, as represented in Figure 4:
Insufficient support from
senior management
Lack of public disclosure of
The DDI is finalizing a “Performance Display Panel” with the aim of
the results
displaying the PDI execution level, including in physical spaces within
the institution.
Potential ineffectiveness of
group meetings
Some sectors did not input data into the system during the 2020 cycle,
including the Rector’s Office itself. Thus, the DDI sought to initiate earlier
dialogue with the Vice-Rectorate to suggest greater participation in the
monitoring process, especially, by validating and demonstrating the impor-
tance of the process to the other strategic level administrative units. Further-
more, the DDI encouraged the updating of the Univasf’s Governance and
Risk Committee – the body responsible for monitoring and managing the
PDI risks.

Demonstrating the results obtained from monitoring the PDI will also enable
a more detailed understanding of its composition and the distribution of its goals and objectives
throughout the document. In addition to all the monitoring carried out by the DDI, there was a
concern to calculate the risk level of each goal, which is attached to this document in excel for-
mat, as a way to maximize the execution of the entire PDI and mitigate inherent risks.
4. DEMONSTRATION OF ACHIEVED RESULTS – 2021 CYCLE OF
UNIVASF’S PDI (2016-2025)
The results obtained through the monitoring of the Institutional Development Plan
(PDI) will be presented in this section and refer to the 2021 cycle. Is presented the degree of
completion of each goal, as well as a schematic overview, through graphs and tables, of the
composition and distribution of the indicators that make up Univasf’s strategic planning.
It is important to mention, however, that it was not possible to obtain feedback from all
sectors of the Institution regarding the results of the goals assigned to them. For these cases of
missing indicators, a value of 0% was established according to the methodology stipulated by
the DDI. The goals for which it was not possible to obtain results are highlighted in yellow in
the following spreadsheets, located in the respective axes and quantities:
