Source text - Romanian Dispoziţii privind normele de cunoaştere a clientelei
Art. 3. - În scopul asigurării desfăşurării activităţii în conformitate cu cerinţele Legii nr. 656/2002, cu modificările şi completările ulterioare, ale Hotărârii Guvernului nr. 594/2008 şi ale prezentului regulament, instituţiile trebuie să adopte norme interne de cunoaştere a clientelei care să prevină folosirea instituţiei pentru desfăşurarea unor activităţi ce au ca scop spălarea banilor sau finanţarea actelor de terorism.
Art. 4. - Normele de cunoaştere a clientelei, elaborate de fiecare instituţie, trebuie să corespundă naturii, volumului, complexităţii şi întinderii activităţii acesteia şi să fie adaptate la gradul de risc asociat categoriilor de clienţi pentru care aceasta prestează servicii financiar-bancare şi la gradul de risc al produselor/serviciilor oferite.
Art. 5. - (1) Instituţiile stabilesc prin normele de cunoaştere a clientelei mecanisme şi măsuri ce trebuie implementate pentru respectarea Legii nr. 656/2002, cu modificările şi completările ulterioare, a Hotărârii Guvernului nr. 594/2008 şi a prezentului regulament, astfel încât să poată face dovada Băncii Naţionale a României că administrează în mod eficient riscul de spălare a banilor şi de finanţare a terorismului.
Translation - English Instructions regarding the guidelines to get to know the clientele
Art. 3. – For purposes of ensuring the activity shall be carried out as per requirements under Law no. 656/2002, as subsequently amended and supplemented, of the HG no. 594/2008 and of the regulations hereby, institutions shall take up internal guidelines to get to know the clientele to prevent the institution from being used as a tool to carry out activities aiming at money laundering or financing terrorism.
Art. 4. – The guidelines to get to know the clientele, drafted by every institution, shall match the specificity, volume, complexity and range of its activity, and shall be adjusted to the level of risk associated to client categories for which they provide financial-banking services and to the level of risk of provided products/services.
Art. 5. - (1) Subject to the guidelines to get to know the clientele, institutions put in place measures to implement in order to observe Law no. 656/2002, as subsequently amended and supplemented, of the HG no. 594/2008 and of the regulations hereby so that to be able to prove to the National Bank of Romania that they manage money laundering and terrorism financing risk efficiently.

Source text - English (2) Information relating the financial service to be provided shall be supplied by the provider to consumer in due time, accurately and comprehensively, before the conclusion of a distance contract or upon offer presentation, as to the following items:
a) description of the essential features of the financial service in question;
b) total price the consumer has to pay to purchase the financial service, including all commissions, taxes, additional costs or related expenses and all rates, paid directly by the consumer or paid through the provider, and in case an accurate total price of the financial service in question may not be indicated, the provider shall be bound to inform the consumer of the calculation method necessary to checking the total cost;
c) items specific to certain operations regarding the existence of certain special risks associated to contracting financial services or specific features hereto or relating to the possibility of some variation of the total price according to the financial or stock markets on which the provider has no influence, and an estimate of the future evolution reported to previous statistics performances may not be presented;
Translation - Romanian (2) Informaţiile referitoare la serviciul financiar ce urmează a fi prestat trebuie să fie oferite consumatorului de către furnizor în timp util, corect şi complet, înainte de încheierea unui contract la distanţă sau la momentul prezentării ofertei, asupra următoarelor elemente:
a) descrierea caracteristicilor esenţiale ale serviciului financiar respectiv;
b) preţul total pe care consumatorul îl are de plătit pentru achiziţionarea serviciului financiar, inclusiv toate comisioanele, taxele, costurile suplimentare ori cheltuielile aferente şi toate tarifele, achitate direct de către consumator ori achitate prin intermediul furnizorului, iar în cazul în care nu poate fi indicat un preţ total precis al serviciului financiar respectiv, furnizorul este obligat să informeze consumatorul asupra modalităţii de calcul necesare verificării costului total;
c) elementele specifice anumitor operaţiuni privind existenţa unor riscuri speciale asociate contractării serviciilor financiare ori caracteristicile specifice acestora sau referitoare la posibilitatea unei variaţii a preţului total în funcţie de pieţele financiare ori bursiere, asupra cărora furnizorul nu are influenţă şi nu poate fi prezentată o estimare a evoluţiei viitoare raportată la performanţele statistice precedente;
