Organizada pela Fundação Pierre Verger e patrocinada pelas empresas Price Waterhouse Coopers, Odebrecht e Gerdau, O Brasil de Pierre Verger mostra fotos dele que retratam um Brasil dos anos 1940-50, mais precisamente a partir de 1946, ano em que o fotógrafo e etnólogo chegou à Bahia. Com essas parcerias, a realização da exposição, que foi recebida pelos Museus de Arte Moderna de São Paulo, do Rio de Janeiro e de Salvador, acontece agora no Museu de Arte de Rio Grande do Sul (MARG - de 30/01 a 01/04/07) e apresenta de forma diversificada o olhar de Verger em vários formatos, celebrando os 60 anos de sua permanência no Brasil.
A exposição narra a trajetória de Verger nas diversas viagens que fez pelo Brasil, principalmente pelo Nordeste, desde que chegou à Baía de Todos os Santos em 5 de agosto de 1946. Embora suas fotos revelem uma realidade das décadas de 40 e 50 através do clássico preto-e-branco, elas são marcadas pela diversidade cultural brasileira e pelos contrastes sociais presentes naquele período, mas que representam ainda hoje a realidade do Brasil, sendo por este motivo uma exposição bastante contemporânea.
As fotos de Verger lançam um olhar sobre o cotidiano brasileiro da cidade e do campo, marcando em cada particularidade o universo retratado. O passado entrelaça-se ao presente, cujas marcas, embora muitas vezes belas, guardam também a memória da pobreza e das desigualdades sociais. Este é o resultado de uma pesquisa de mais de seis anos, realizada pela equipe responsável da Fundação Pierre Verger, e que torna público um extenso acervo praticamente inédito, acervo este fruto da capacidade de Verger de compartilhar, compreender e revelar, sempre com amor e respeito, a beleza do cotidiano das pessoas, e não apenas captando imagens e impondo um olhar estrangeiro em busca tão somente de registros.
O mote da exposição é a interatividade e a mescla do clássico preto-e-branco – tradicionalmente emoldurado – a formatos variados, como projeções de vídeo e um espaço interativo que trazem um link com as múltiplas linguagens contemporâneas. As 17 temáticas presentes nas fotografias mostram um contexto pós-II Guerra Mundial, marcado pela dinâmica da reorganização urbana e por um tradicional, mas também criativo universo religioso e profano das manifestações populares: a diversidade na singularidade das lentes de Verger. São retratos do passado, mas que possuem íntima ligação com o presente através da manutenção de muitos dos costumes e das manifestações focadas pelas lentes do fotógrafo, mesmo que hoje transformadas pela mutabilidade inerente à cultura. São também retratos do presente ao tornarem possível olhar o passado e constatar que o progresso veio por caminhos que vezes sem conta não deixaram espaço para outras formas de viver, perceber o mundo, celebrar a vida, embora muitas delas ainda resistam, transformem-se, perpetuem-se.
As temáticas revelam em si a obra brasileira de Pierre Verger que, embora não seja conhecida do grande público, é representativa em qualidade e em quantidade em relação a toda a sua extensa produção fotográfica. Com aspectos particulares de cada contexto, as temáticas foram avaliadas e comentadas por especialistas sobre o assunto. As fotos selecionadas compõem um quadro que narra a história, a arte, a cultura e o cotidiano de um povo: um somatório de memórias que traz importantes registros históricos, desvelando os brasis desse nosso grande Brasil de hoje, extenso em suas terras e em sua diversidade cultural. Esta obra reflete um olhar ao mesmo tempo poético, sensível e realista captado pela versátil Rolleiflex de Verger.
Na exposição, haverá também o lançamento de um catálogo com título homônimo ao dela e que trará 200 das fotografias expostas em formato 28cm x 28cm. Estas serão acompanhadas pelos textos de especialistas que avaliaram cada fotografia em seus diversos aspectos, mostrando a variedade e a singularidade de cada universo, assim como o olhar de Verger e sua forma de clicar momentos e pessoas tão ricos e distintos. Estes textos estarão publicados em um folder, que será distribuído gratuitamente na entrada da exposição e que estará disponível no site da Fundação Pierre Verger.
Haverá uma projeção de imagens, por aproximadamente 30 minutos, de cerca de 800 fotografias, tendo como acompanhamento a trilha sonora composta exclusivamente pelo experiente artista baiano Bira Reis para as temáticas das fotografias e trazendo a especial participação de Bule-Bule – referência do tradicional samba-de-roda do Recôncavo baiano – e do artista pernambucano Antúlio Madureira, que trabalha com uma rica atmosfera armorial para dar som às imagens de Verger sobre o sertão. A projeção narra um pouco a trajetória de Verger da Baía de Todos os Santos aos demais lugares pelos quais passou. Este momento tem como proposta atribuir ao clássico preto-e-branco das fotografias de Verger um diferente e dinâmico formato.
Por fim, haverá um Espaço Interativo com seis computadores, nos quais o visitante poderá acessar o programa que contém outras fotografias que não estão na mostra, além de diversos materiais de Verger e sobre Verger e as temáticas que trabalhou no decorrer de sua vida. Estarão também disponíveis documentos sonoros, textuais, iconográficos e imagens em movimento, que permitirão uma visão mais ampla do visitante sobre a vida e a obra do fotógrafo-etnólogo.
Translation - French Organisée par la Fondation Pierre Verger et parrainée par les sociétés Price Waterhouse Coopers, Odebrecht et Gerdau, « O Brasil de Pierre Verger » expose ses photographies qui retracent le Brésil des années 1940-50, et plus précisément à partir de 1946, année durant laquelle le photographe et éthnologue est arrivé à Bahia. Avec ses différents partenariats, la réalisation de l’exposition, qui fut reçue par les Musées d’Art Morderne de São Paulo, de Rio de Janeiro et de Salvador, et a actuellement lieu au Museu de Arte de Rio Grande do Sul (MARG - du 30/01 au 01/04/07) présente des formes diversifiées du regard de Verger dans différents formats, célébrant les 60 ans de son séjour au Brésil.
L’exposition retrace la trajectoire de Verger dans les divers voyages qu’il fit au Brésil, principalement dans le Nordeste, d’où il arriva dans la Baie de tous les Saints le 5 août 1946. Ces photos révèlent une réalité des décades de 1940 et 1950 à travers le classique “noir et blanc”, elles sont marquées par la diversité culturelle brésilienne et par les contrastes sociaux présents durant cette période, mais il s’agit également d’une exposition assez contemporaine parce qu’elle représente encore aujourd’hui une réalité du Brésil.
Les photos de Verger jettent un regard sur le quotidien brésilien de la ville et de la campagne, marquant chaque particularité de l’univers dont il fait le portrait. Le passé s’entrelace avec le présent, et les marques, bien que souvent très belles, gardent également la mémoire de la pauvreté et des inégalités sociales. Ceci est le résultats d’une recherche de plus de six ans, réalisée par l’équipe de responsables de la Fondation Pierre Verger, et qui rend publique une quantitée d’archives quasiment inédite. Cette archive est le fruit de la capacité de Verger à partager, comprendre et révéler, toujours avec amour et respect, la beauté du quotidient des personnes, il n’a pas seulement capté les images, il leur a imposé un oeil étranger dans la recherche de ses enregistrements.
La devise de l’exposition est l’interactivité et le mélange du classique noir et blanc – traditionellement encadré – aux formats variables, comme des projections vidéos et un espace interactif qui trace un lien entre les multiples langages contemportains. Les 17 thématiques présentes dans les photographies montrent un contexte post-seconde guerre mondiale, marqué par la dynamique de réorganisation urbaine et par un univers religieux traditionnel mais aussi créatif et profane des manifestations populaires: la diversité dans la singularité de l’objectif de Verger. Ce sont des portraits du passé mais qui possèdent d’intimes liens avec le présent à travers l’entretien de nombreuses coutumes et manifestations focalisées par l’objectif du photographe, les mêmes qu’aujourd’hui transformées par les mutations inhérentes à la culture. Se sont également des portraits du présent qui rendent possible de voir le passé et de constater que le progrès est passé par des chemins imprévus, d’autres formes de vie, de perception du monde, de célébration de la vie, bien que beaucoup d’entre elles ont résisté, se sont transformées et se sont perpétuées.
Les thématiques révèlent en elles l’oeuvre brésilienne de Pierre Verger qui, malgré qu’elle ne soit pas connue du grand public, est représentative dans sa qualité et dans sa quantité et est en relation avec toute l’extension de la production photografique de Pierre Verger. Avec les aspects particuliers de chaque contexte, les thématiques furent évaluées et commentées par des spécialistes du sujet. Les photos sélectionnées composent un tableau qui raconte l’Histoire, l’Art, la Culture et le quotidient d’un peuple: une somme de mémoires qu’apportent les importants registres historiques, révélant les peuples d’origine de notre grand Brésil d’aujourd’hui, étendu sur leurs terres et sur leur diversité culturelle. Cette oeuvre reflète un regard à la fois poétique, sensible et réaliste capté par le Rolleiflex polyvalent de Verger.
L’exposition comprendra également le lancement d’un catalogue au titre homonyme à l’exposition qui contiendra 200 des photographies exposées au format 28cm x 28cm. Il sera accompagné par des textes de spécialistes qui ont évalué chaque photographie dans ses divers aspects, montrant la variété et la singularité de chaque univers, ainsi que le regard de Verger et sa façon si riche et distinguée de photographier les personnes et les instants. Ces textes seront publiés dans un dossier qui sera distribué gratuitement à l’entrée de l’exposition et qui sera également disponible sur le site de la Fondation Pierre Verger.
Il y aura une projection de 30 minutes d’environ 800 photographies accompagnée d’une piste sonore composée exclusivement par l’ experimenté artiste baianais Bira Reis. La participation spéciale de Bule-Bule fut apportée pour les thématiques des photographies– référence à la traditionnelle samba-de-roda de la baie baianaise – et de l’artiste de Pernambuco Antúlio Madureira, qui travaille avec une riche athmosphère musicale pour associer le son aux images de Verger sur l’arrière pays. La projection raconte une partie de la trajectoire de Verger de la Baie de tous les Saints aux nombreux endroits par lesquels il passa. Ce moment a pour but d’attribuer une différence aux classiques noir-et-blanc des photographies de Verger et de former une dynamique.
Pour finir, il y aura un Espace Interactif avec 6 ordinateurs, sur lesquels les visiteurs pourront accéder à un programme qui contient d’autres photographies qui ne sont pas dans l’exposition, ainsi que divers matériaux de Verger et sur Verger et des thématiques sur lesquelles il travailla au cours de sa vie. Des documents audio, des textes, des images en mouvement seront également disponibles et permettront au visiteur d’acquérir une vision plus ample sur la vie et l’oeuvre du photographe-éthnologue.

3 Kurzbeschreibung Inhalt und Ziel des Projektes sind im Umfang von maximal 300 Zeichen darzustellen.
Der Bau und Betrieb von Demonstrationsvorhaben zu Solar-Hybridsystemen in entlegenen Dörfern im Rahmen des DME („Energieunabhängige Dörfer“) Programms Indonesiens soll unter Nutzung von Technologietransfer-Mechanismen im Rahmen von PPP mit deutschen Unternehmen gefördert werden. Die entsprechenden Dorfgemeinschaften werden an allen Schritten der Planung und Implementierung beteiligt (Community Empowerment). Insbesondere sollen die Dorfgemeinschaften am Betrieb und Wartung des Dorf-Kraftwerks beteiligt sein und dafür ausgebildet werden.

4.2 Partnerinstitution(en) zur Verankerung in der Zielregion

Dieses Direktorat führt seit einigen Jahren mit gemischtem Erfolg das ländliche Elektrifizierungsprogramm (meist auf Basis von Diesel) durch und ist auch Mitglied im Programm „Desa Mandiri Energi Programme (DME)“. Dieses hat zum Ziel, entlegene Dörfer mit Elektrizität aus erneuerbaren Energieressourcen (RE) auszustatten. Um den Focus auf RE für die ländliche Elektrifizierung zu verstärken, ist für die nahe Zukunft die Einrichtung eines neuen Generaldirektorats im Energieministerium geplant.
Das Ministerium hat an den Vordiskussionen zur Projektskizzenerstellung mitgewirkt.
Deutsche Technologieentwickler / Hersteller:
Es ist geplant, eine Public Private Partnership (PPP) mit einem oder mehreren deutschen Technologieentwicklern / Herstellern von Solar-Systemen einzugehen und diese am Projekt zu beteiligen. In einem ersten Informationsaustausch mit einschlägigen deutschen Unternehmen haben diese ein generelles Interesse gezeigt. Über eine Ausschreibung soll ein geeigneter Partner gefunden werden.
Weiterhin werden an dem Informationsaustausch zu Entwicklung, Implementierung und Aufbereitung von Erfahrungen folgende Akteure beteiligt sein:

5 Projektkonzept
5.1 Ausgangssituation in der Zielregion
Indonesien besteht aus 16.000 Inseln. Dieses macht eine zentrale Energieversorgung schwierig bis unmöglich. Die Regionen Java, Bali und Sumatra werden über ein Verbundnetz elektrisch versorgt. In den meisten anderen Regionen werden kleinere Inselnetze auf Dieselbasis betrieben. 70% der indonesischen Bevölkerung lebt in ländlichen Gebieten und 33% haben noch keine Elektrizität. Wenn bereits eine minimale Versorgung besteht, dann werden gerade in den ländlichen Gebieten hauptsächlich Dieselgeneratoren eingesetzt. Damit ist eine sehr große Abhängigkeit von fossilen oder traditionellen Brennstoffen gegeben. Hohe Erschließungskosten erschweren den verbesserten Zugang zu Energie und verhindern damit die ökonomische Entwicklung dieser entlegenen Regionen.
2008/09 hatte die indonesische Regierung und das Ministerium für Umwelt, Naturschutz und Nuklearsicherheit im Rahmen der IKI-Initiative eine Evaluierung des DME Programms durchgeführt. Drei Hauptprobleme wurden identifiziert, die den bisherigen Fortgang sehr beeinträchtigen: a) diffuse institutionelle Koordinations- und Entscheidungsstrukturen auf nationaler Ebene; Unterversorgung an Mitteln und Personal, b) sehr geringe Kenntnisse und Erfahrungen mit den meisten erneuerbaren Technologien und mit geeigneten Betreiber-Modellen und daher c) Fehlen von anderen anwendbaren Energietechnologien außer Kleinwasserkraft. Die Empfehlungen wurden akzeptiert, müssen aber noch formal umgesetzt werden: das politische Mandat auf nationaler Ebene soll gestärkt werden, das Förderprogramm soll unterteilt werden in a) Forschung & Entwicklung und Feldtests; b) Pilotprojekte zum Testen von Betreiber-Modellen und c) Förderung der Verbreitung und Projektimplementierungen auf Basis des „Community Empowerment“-Ansatzes des Armutsbekämpfungsprogramms PNPM. Gutachter haben identifiziert, dass neben Kleinwasserkraft zurzeit nur Biogas und Solar-Hybridanlagen ein gutes Potential zur Nutzung auf breiter Basis besitzen. Vorteile bieten Hybrid-Technologien, weil eine Nutzung verschiedener Energiequellen gewährleisten werden kann und damit die Versorgungssicherheit erhöht wird.
Es gibt bereits vereinzelt Projekte zu Solar-Hybridanlagen. Dennoch sind die Erfahrungen über die Einzelinvestition hinaus nie verbreitet worden. Die hohen Investitionen und Transferleistungen bezüglich Knowhow und importierter Technologiemodule verhinderten bisher, dass diese Erfahrungen in anderen Gebieten wiederholt werden konnten. Deutschland ist Marktführer in der Herstellung von Solartechnologien und Aggregaten zum modularen Aufbau von Hybridsystemen. Die Solar-Hersteller sind durch enger werdende Märkte in Europa durch den Abbau der Subventionen an der Erschließung von Märkten in Entwicklungsländern interessiert. Von geeigneten Partnern versprechen wir uns entscheidende Beiträge, die den Erfolg des Vorhabens werden sichern können.
5.2 Projektziele und Zielgruppe
Jedes Ziel ist durch einen prägnanten Satz darzustellen, Projektziele müssen messbar sein. Bei investiven Minderungsprojekten ist die erwartete jährliche Treibhausgasminderung anzugeben.
Übergeordnetes Projektziel
Solar-Hybridsystemen werden in mindestens 3 Pilotvorhaben an geeigneten Standorten zusammen mit den Dorfgemeinschaften und deutschen Herstellern geplant, implementiert und betrieben.
Weitere Projektziele
Kapazitätsentwicklung: Das Training von Technikern für die Betreuung der Pilotvorhaben Hybridsysteme ist an einer Trainingsinstitution etabliert. Dorforganisationen in der Pilotregion sind als Semi-professionelle Selbsthilfegruppe (Energy-User Groups) qualifiziert, die Systeme des Dorf-Kraftwerks selbst zu betreiben und warten.
Finanzierung von Projekten
Die Pilotvorhaben zeigen auf, wie Subventionen und Unterstützung von Gemeindekooperativen und Selbsthilfegruppen zur Planung und zum Betrieb von Stromerzeugungsanlagen (Dorf-Kraftwerke) funktionieren können. Desweiteren sollen neue Ansätze der Finanzierung erschlossen werden (z.B. durch CSR Abgaben von staatlichen Grossbetrieben für die Finanzierung von Dorf-Kraftwerken).
Wirtschaft, Beschäftigung
In der Pilotregion sind neue Beschäftigungsmöglichkeiten (Betrieb, Wartung, Reparatur) etabliert. Externe Technologiehersteller haben durch die Beteiligung am Vorhaben den indonesischen Markt kennengelernt und können weiter Optionen entwickeln.
Bewusstseinsschärfung bei wichtigen nationalen Entscheidungsträgern
Informationsveranstaltungen und Stakeholder Dialoge werden auf nationaler und regionaler Ebene (etwa zweimal jährlich) organisiert. Damit sollen Entscheidungsträger Erfahrungen bekommen mit Projektaufbau und Management, mit dem Implementierungsmodell; und sie sollen über die Auseinandersetzung mit den Ergebnisse aus den Pilotprojeken die Vorteile eines partizipativen Ansatzes der Planung, Implementierung und des Betriebs von Solar-Hybridsystemen kennen lernen.
Zielgruppe / Mittler:
Die Mittler des Projekts sind die beteiligten Ministerien, die für die Planung und Durchführung ländlicher Energieversorgungsprogramme zuständig sind, insbesondere die subregionalen Regierungsbehörden, jedoch auch Projektentwickler aus der Privatwirtschaft und Lokalregierungen. Sie sind jedoch gleichzeitig auch eine Zielgruppe, die von dieser Vorgehensweise überzeugt werden muß.
Die eigentliche Zielgruppe und die Begünstigten sind die beteiligten Dorfgemeinschaften und die Landbevölkerung im Allgemeinen, die von einer besseren, dorfbasierten, nachhaltigen Energieversorgung profitieren werden.
5.3 Beitrag zur wirtschaftlichen und sozialen Entwicklung im Durchführungsland
Die Darstellung soll in Form von Anstrichen mit Erläuterungen erfolgen.
Die Etablierung von Dorf-Kraftwerken und der dafür notwendigen Infrastruktur für Betrieb, Wartung und Reparatur werden neue Beschäftigungsmöglichkeiten in entlegenen Regionen schaffen. Die Dezentralisierung von Entscheidungen und die Finanzierung von neuen Energieversorgungsmodellen werden die Dorfgemeinschaften stärken (Community Empowerment).
Marktpotentiale für erneuerbare Energietechnologien werden durch gute Qualität von Produkten und geeigneten Betreibermodellen wachsen. Auf regionaler Ebene werden die Kapazitäten für die Betreuung und Finanzierung von Solar-Hybridsystemen verbessert. Durch eine saubere Energiebereitstellung in den Dörfern werden Gesundheits- und Lebensbedingungen verbessert.
5.4 Weitere Projektwirkungen
Über die Projektziele hinaus gehende erwartete Projektwirkungen (z. B. zu Nachhaltigkeit, Kapazitätsentwicklung und ökologischen Auswirkungen) sind in Form von Anstrichen mit Erläuterungen darzustellen.
Indonesien wird auf seinem Entwicklungspfad zu einer kohlenstoffarmen Volkswirtschaft unterstützt. Finanzierungs- und Subventionsmodelle von momentan nicht nachhaltigen einsetzbaren erneuerbaren Energietechnologien werden erprobt.
Dem Energieministerium werden die Vorzüge von partizipativen Selbsthilfe - Ansätzen wie sie im nationalen Armutsprogramm (PNPM) angewandt werden, aufgezeigt.
Durch vermehrte Einbindung der Privatwirtschaft (über PPP) werden Technologietransfers bezüglich erneuerbare Energien unterstützt und den Herstellern der Zugang zu neuen Märkten aufgezeigt.
5.5 Geplante Maßnahmen und Aktivitäten

Evaluierung der in Indonesien existierenden Erfahrungen mit Solar-Hybridsystemen (4 sind momentan bekannt);
Zusammenstellung und Bewertung der in Indonesien etablierten Anbieter für erneuerbare Energietechnologien;
Ausschreibung zur Interessenbekundung von deutschen Unternehmen, die die Hardware für Solar-Hybridsysteme bereitstellen können;
Entscheidung, welche der Solar-Hybridsysteme eingesetzt werden sollen (z.B. Solar-Diesel, Solar-Kleinwasserkraft, Solar-Wind) und welche PPP Partner beteiligt werden;
Konzeptentwicklung für die Implementierung von Solar-Hybridenergieversorgungs-systeme auf der Basis der Beteiligung der Dorfgemeinschaften (Dorf-Kraftwerk) gemeinsam mit dem PPP Partner und den indonesischen Entscheidungsträgern;
Entwicklung von Trainingskonzepten und Durchführung für:
Techniker, die als Unterstützungseinheiten fungieren (angelehnt an eine geeignete Trainingsinstitution),
Behörden auf subregionaler Ebene,
Dorfgemeinden zur nachhaltigen Implementierung und Wartung der Technologiesysteme (Energy User Groups, Village Power Plant Management).
Zusammen mit dem Energieministerium und PPP Partner Umsetzung von mindestens drei Solar-Hybridsystemen in ausgewählten entlegenen Regionen (z.B. kleinere Inseln).
Entwicklung von nachhaltigen Finanzierungsmechanismen durch die Gemeinde selbst (Energieabgabe pro Haushalt o. ä.), aber auch durch andere Subventionsmöglichkeiten (e.g. 5% Abgabe aus der CSR Pflichtabgabe von indonesischen staatseigenen Firmen in der Bergbau- und Energiebranche).
Während der gesamten Projektlaufzeit werden mindestens zweimal jährlich nationale und / oder regionale Informationsveranstaltungen und Stakeholder-Dialoge durchgeführt, um die relevanten Entscheidungsträger, die Öffentlichkeit und den beteiligten Privatsektor über die Erfahrungen zu unterrichten.
5.6 Innovationscharakter

Bei der Bereitstellung von Energie in ländlichen Gebieten fehlt es noch immer an erfolgreichen Versorgungsmodellen. Meist werden nur technologische Probleme gesehen; die sozialen, ökologischen, institutionellen und ökonomischen Aspekte bleiben unberücksichtigt. Die Umsetzung von Solarhybridsystemen auf partizipativer Basis und der Betrieb durch die Dorfgemeinschaft selbst hat daher Modellcharakter.
5.7 Duplizierbarkeit der Ergebnisse, Sichtbarkeit und Multiplikatorwirkung
Die Darstellung soll in Form von Anstrichen mit Erläuterungen erfolgen.
Die Realisierung (Planung, Bau und Betrieb) von Energieversorgungprojekten mit den Gemeinden (Partizipation) wird ein Leuchtturmprojekt mit großer Sichtbarkeit sein.
Die Übertragbarkeit und eine Breitenanwendung in anderen Gebieten Indonesiens sollen durch die schon existierenden Programme (ländliche Elektrifizierung, DME und Armutsminderungsprogramm PNPM) sichergestellt werden. Bei erfolgreicher Implementierung und Sicherung von bleibenden Finanzierungs- und Betreibermodellen ist die Wahrscheinlichkeit dafür sehr groß.
6 Projekteinbettung
6.1 Integration des Projektes in Strategien des Ziellandes
Das angestrebte Projekt wird in die Länderstrategien zur nachhaltigen Energieversorgung, zum Klimaschutz, zur Armutsbekämpfung und zur Dezentralisierung eingebettet.
Seit mehreren Jahren hat sich die indonesische Regierung zum Ziel gesetzt, erneuerbare Energien und Elektrifizierung in entlegenen Dörfern voranzubringen. Dieses zeigt sich durch die Vielzahl an Dekreten und Programmen. So hat die indonesische Regierung den sukzessiven Anstieg des Anteils von erneuerbaren Energien im Energiemix des Landes verordnet und Priorität auf die Elektrifizierung der ärmsten und entlegensten Gebiete gelegt. Außerdem sollen nicht nur staatseigene Betriebe, sondern auch Dorfinitiativen und somit wirtschaftlich autonome Dorf-Kraftwerke finanziell unterstützt werden.
Mit dem Programm „energieunabhängige Dörfer“ (DME) wird angestrebt, bis zum Jahre 2014 3.000 abgelegene Dörfer mindestens zu 60% mit erneuerbarer Energie auszustatten. Auch hat das Energie- und Bergbauministerium seit 2006 ein ländliches Elektrifizierungsprogramm, welches sich zum Ziel gesetzt hat, bis 2015 95% aller indonesischen Dörfern mit Elektrizität auszustatten. Auch das nationale Armutsbekämpfungsprogramm PNPM hat ein Unterprogramm, welches sich auf die Elektrifizierung von Dörfern mit erneuerbaren Energien konzentriert. Sowohl das DME Koordinationsteam als auch das Energie- und Bergbauministerium haben Interesse am Projektvorschlag bekundet.
6.2 Synergien und Bezüge zu weiteren Projekten und Sektoren im Zielland
Das angestrebte Projekt nutzt Synergien mit anderen Projekten im Partnerland und stellt eine Ergänzung zu diesen dar.
Zum einen basiert der Projektvorschlag auf Erfahrungen aus dem BMU geförderten Projekt (2008-2009). Die dort gemachten Empfehlungen sollen aufgenommen werden: das partizipative Modell der Planung und Implementierung und die Schaffung von gemeindeeigenem Betrieb in Dorf-Kraftwerken sollen umgesetzt werden.
Außerdem werden enge Kooperationen mit dem Kleinwasserkraft-Projekt (MHP, GTZ) und dem PNPM Armutsbekämpfungsprogramm angestrebt. Die Erfahrungen des sehr erfolgreichen MHPP Projektes zum Aufbau einer nachhaltigen Infrastruktur für ländliche Energieversorgung werden als „Best Practice“ Beispiele dienen. Die Einbindung der Dorfgemeinschaften in die Programmstrukturen und Finanzierungsformen sind vorgesehen.
Das ASEAN-deutsche Kleinwasserkraft Projekt – AGMHP wird gemeinsam vom ASEAN Zentrum für Energie (ACE) und der deutschen Gesellschaft für Technische Zusammenarbeit (GTZ) durchgeführt. Das Projekt verbreitet u.a. die in Indonesien erfolgreich getesteten Modelle in Kambodscha, Laos und Vietnam. Im Rahmen dieses Programms soll ein Trainingszentrum etabliert werden, das auch für dieses Projekt genutzt werden soll.
Mit dem Biogas – Programm, unterstützt von der holländischen Regierung und von SenterNovem implementiert, soll eine regelmäßiger Erfahrungsaustausch vor allem zu den Organisations- und Finanzierungsmodellen eingerichtet werden.

Es sollen auch der Kapazitätsaufbau und die Etablierung neuer Marktstrukturen für die Solar-Hybridsysteme vorangebracht werden. Daher werden mindestens 4 Jahre als notwendig erachtet, um das Gesamtziel nachhaltig zu erreichen.
PPP mit Privatwirtschaft:
Es ist geplant, mit einem oder mehreren deutschen Technologieentwicklern eine Public Private Partnership (PPP) einzugehen. Der Eigenbetrag pro Firma soll ca. 100.000 Euro betragen, Indirekte Zuschüsse für den privaten Partner aus dem Projekt betragen 100,000 Euro (pro Partner).

The construction and establishment of demonstration projects for solar-hybrid systems in remote villages in the scope of the DME Indonesian program (Energy independent villages) will be aided with the utilization of technology transfer mechanisms in the framework of the PPP with German companies. The corresponding village communities will participate in every step of the planning and implementation (Community Empowerment). In particular, the village communities have to be involved in the establishment and maintenance of the village’s electricity station and therefore receive training.

For a few years, this directorate has been conducting the national electrification program (mostly with diesel basis) with modest results; it is also a partner with the „Desa Mandiri Energi Programme (DME)“ program. The intention of this is to equip outlying villages with renewable energy resources (RE). To strengthen the focus on RE in national electrification, a new general directorate has been planned for the near future in the energy Ministry.
The Ministry contributed in the preliminary discussions to the preparation of the project draft.
German technology developers / Producers:
A Public Private Partnership (PPP) is planned with one or more Ger-man technology developers / producers of solar-systems in order to involve them in the project. During a first exchange with relevant German enterprises, they have shown a general interest. An ade-quate partner will be found by a call for bids.

5 Project concept
5.1 Initial situation in the target area
Indonesia is composed of 16,000 islands. This makes a central ener-gy supply difficult to impossible. The regions of Java, Bali and Suma-tra are being supplied through an integrated network. In most parts of the other regions, minor island networks based on diesel are being operated. 70% of the Indonesian population is living on rural territo-ries; 33% still do not have electricity. And when a minimal supply in those rural areas already exists, diesel generators are generally in-troduced. This has resulted in a very large dependence on fossil and other traditional fuels. High development costs complicate the improved access to energy and therefore slow down the economical development of those remote regions.
2008/09, the Indonesian government and the Ministry for Environ-ment, Nature protection and Nuclear security conducted an evalua-tion of the DME program in the context of the IFI initiative. Three main problems which significantly affect prior progress were identified: a) diffuse institutional coordination and decision making structures on the national level. Undersupply in instruments and personnel, b) very low level of knowledge and experience with most of the renewable energies sources and with the adapted operator models and therefore c)a lack of other applicable Energy technologies besides small hydro facilities. The recommendations are being followed but also have to be technically implemented: the political mandate at the national level has to be strengthened, the aid program has to be subdivided in a) research & development and field tests; b) pilot projects to test operating models, c) support of the diffusion and project implementation on the basis of the PNPM Fight Against Poverty Program’s „Community Empowerment“ approach. Experts identified that presently besides small hydropower only biogas and solar hybrid installations possess a good potential for implementation on a large scale. The advantage of the hybrid-technology is that it guarantees the use of different energy sources which improves supply security.
Isolated projects of solar hybrid installations already exist. Neverthe-less, the experiences of those unique investments were never disse-minated. The high investments and transfer capacities concerning the know-how and the imported technology-modules have, until today, prevented the experiences from being repeated in other countries. Germany is the market leader in the production of solar technologies and aggregates for the modular construction of hybrid systems. The solar providers are interested in opening new markets in the developing countries due to the dismantling of subsidies and the tightening European market. To assure the success of the project we promise decisive contributions from the respective partners.
5.2 Project goals and target groups
Every goal has to be stated in a concise sentence; the project goals have to be measurable. For the investments reduction projects, the expected yearly carbon reduction has to be indicated.
Overarching project goal
Solar-Hybridsystems will be planed, implemented and organized in a minimum of three pilot projects in the appropriate locations with the village communities and german providers.
Other project goals
Capacity Development:The training of the technicians for the supervision of the pilot projects will be established in a training institution. The village organizations in the pilot regions will be qualified as semi-professional self-help groups (energy user groups),which will organize and maintain the systems of the village electricity station on their own.
Financing of the Projects
The pilot projects will demonstrate how the subsization and support of the communal cooperatives and self-help community can function in the planning and organization of electricity production installations (villge electricity station). Furthermore, new financing approaches have to be worked out (e.g. through CSR contributions of large state corporations to finance the village electricity stations).
Economy and Employment
In the Pilot regions, new employment possibilities (organization, maintenance, reparation) are established. Through their participation in the project, the external technologie providers are getting to know the indonesian market and can develop other possibilities.
Promotion of Awareness amongst Important National Decision-Makers
The information presentations and stakeholder-dialogues will be orgaized on the national and regional level (approximately twice a year). Therewith the decision makers will get experience with project construction and management in the implementation model; and they will get to know the advantages of a participatory approach in the planning, implementation and organizing of solar hybrid systems through the examinination of the results of the pilot projects.
Target group / intermediary:
The project intermediaries are the participating ministries responsible for the planning and execution of the national energy supply program, particularly the subregional government deputies, but also project developers of the private sector and local administration; they are, however, also a target groupt witch has to be convinced of the procedure.
The ultimate target group and beneficiaries are the participating village communities and the rural population who will generally benefit from a better, village based sustainable energy supply.
5.3 Contribution to scientific and so-cial development in the target country

The establishment of village electricity stations and the necessary infrastructures for organization, maintenance and repair will create new employment possibilities in the region. The decentralization of decision making and the financing of new energy supply models will consolidate the village communities (Community Empowerment).
The market potential for renewable energy is going to grow due to high quality products and appropriate models of operation. On the regional level, the capacities for supervision and financing of solar hybrid systems will be improved. Health and living conditions will be improved with the clean energy supply in the villages.
5.4 Further project development
The expected effects of the project goals (e. g. in sustainable devel-opment, capacity development and ecological impact) have to be de-scribed in point form with explanations.
Indonesia will get support in its path to reach a low-carbon national economy. The financing and subsidy model for renewable energy technologies that cannot be implemented in a sustainable way are being tested.
The energy Ministry is going to highlight the advantages of participating in self-help approaches as they are executed in the new national poverty program (PNPM).
Through the multiple integration of the private economy (through PPP), technology transfers are being supported and the necessity for new ones highlighted.
5.5 Projected meas-ures and activi-ties

Combination and evaluation of the Indonesian renewable technology suppliers;
Announcement for expressions of interest of German companies that can supply the hardware for the solar hybrid system;
Deciding which solar–hybrid systems should be deployed (e.g. solar diesel, little solar hydropower, solar-wind) and which PPP partners should participate;
Concept development of the implementation of solar-hybrid energy supply systems on the basis of village community participation (vil-lage electricity stations) in conjunction with the PPP partners and the Indonesian decision makers;
Development of training concepts and implementation of:
Technicians who function as support units (with the support of a training institution),
Deputies on the sub-regional level,
Village communities that implement and maintain the sustaina-ble technology systems (Energy User Groups, Village Power Plant Management).
Implementation of minimum three solar hybrid systems together with the Energy Ministry and PPP partners in chosen remote areas (e.g. smaller islands).
Development of sustainable financing mechanisms by the villages themselves (Energy contribution pro household or similar), but also through other subsidy possibilities (i.e. 5% contribution of the CSR tax from national mining and energy companies).
During the entire project period, national and/or regional information presentations and stakeholder-dialogues will take place a minimum of two times a year to inform the corresponding decision makers, the public and the participating private sector about the experiences.
5.6 Innovating cha-racter

The rural areas are still confronted with a lack of successful supply models in energy allocation. Often only technical problems are considered; social, ecological; institutional and economical aspects are ignored. The implementation of solar hybrid systems on a participatory basis and its organization by the village community itself will therefore serve as a standard example.
5.7 Possibility of duplicating the results, visibility and multiplica-tion effect

The realization (planning, construction and organization) of the energy supply project with the communities’ participation is going to become a lighthouse project with a high degree of visibility.
The transferability and large-scale application of the project in other Indonesian areas will be assured through the programs which already exist (Rural areas electrification, DME fight against poverty program PNPM). Therefore, the probability of a successful implementation and securing of lasting funds and models of operation is very high.
6 Project integration
6.1 Integration of the project in the target countries’ strategy
The project will be incorporated in the countries’ strategies to sus-tainable development, climate protection, fight against poverty and decentralization.
For a few years, the Indonesian government has set the promotion of renewable energy and electrification in the remote villages as a goal. This is displayed through the multitude of decrees and programs. Thus the Indonesian government has enacted the continuing in-crease renewable energy’s portion in the energy mix of the country and has placed a priority in the electrification of the poorest and most isolated villages. Furthermore financial support will not only be given to the national operators but also to village initiatives and conse-quently economically independent village electricity stations.
The “Energy Independent Villages Program” (DME) has aims to supply 3,000 remote villages with a minimum of 60% renewable energy until 2014. The Ministry of Energy and Mining has, since 2006, a rural electrification program whose target is to supply 95% of all Indonesian villages with electricity until 2015. Also, the PNPM has a subprogram which focuses on the electrification of villages with renewable energy. Both the DME coordination team and the Ministry of Energy and Mining showed interest in the project.
6.2 Synergies and references to fur-ther projects and sectors in the target country
The project uses synergies with other projects in the partner countries and completes them.
The project proposition is based on experiences of the BMU pro-moted project (2008-2009). The recommendations made there should be put into place: the participatory model of the planning and implementation, and the creation of communal self-operation in the village’s electricity station have to be implemented.
Furthermore, close cooperation with the little hydropower projects (MHP-GTZ) and the PNPM fight against poverty program is striven for. The experiences of the very successful MHPP project in the con-struction of a sustainable structure for rural energy supply will be-come an example as “best practice”. The involvement of the village communities in the program structures forms of financing is planned.
The ASEAN-German small hydropower project AGMHP is collectively executed by the ASEAN Center for Energy (ACE) and the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ). Amongst others, the project disseminates the successful projects of Cambodia, Laos and Vietnam. A training center will be established in the context of this program and will also be used for this project.
With the biogas program, supported by the Dutch government and implemented by SenterNovem, a regular experience exchange, par-ticularly on the organization and financing model, should be estab-lished.

Assigned Budget and time frame
The development of a communal renewable energy supply model for energy independent villages in rural areas and in national implementation mechanisms is not all that is planned in this program. Also, capacity-building and the establishment of new market structures for the solar-hybrid systems will be promoted. Therefore, four years will be considered necessary to achieve the overall goal sustainably.

We plan to contract a Public Private Partnership (PPP) with one or more German Technology developers. The contribution per firm has to be approximately 100,000 Euro; indirect benefits for the private partners of the project represent 100,000 Euro (per Partner).

Das Vorhaben unterstützt die ASEAN Working Group „Sustainable Cities“ dabei, Kapazitäten in den beteiligten Ländern aufzubauen und bei der Planung, Implementierung und dem Monitoring von Anpassungsleistungen an den Klimawandel in ausgewählten Ländern und Städten zu initiieren bzw. zu monitoren und zu vergleichen. Die Verbesserung und die Vereinheitlichung der Entscheidungsgrundlagen, Methoden und Monitoringsysteme stehen dabei im Vordergrund und bilden gute Voraussetzungen, die Anpassungsleistungen in den beteiligten Ländern zu koordinieren und zu beschleunigen.

5 Projektkonzept
5.1 Ausgangssituation in der Zielregion
Viele Städte in den Ländern Südostasiens leiden aufgrund ihrer geographischen Lage bereits heute unter den z.T. verheerenden Auswirkungen von Extremwetterereignissen (Überschwemmungen, Erdrutsche, Hitzewellen u.a.m.). Die dadurch verursachten wirtschaftlichen Schäden und Verluste an Menschenleben drohen als Folge des Klimawandels noch zuzunehmen. Gleichzeitig besteht die Gefahr einer Erhöhung der Anfälligkeit (Vulnerabilität) der Städte für wetterbedingte Stresssituationen und Katastrophen, wenn die Stadt- und Infrastrukturplanung die Stärkung der urbanen „Resilienz“ nicht beizeiten zu einer ihrer Maximen macht. Ursache hierfür sind das immer noch anhaltende demographische Wachstum der Städte, die damit einhergehende Verdichtung der Bebauung und Flächenversiegelung, die Verdrängung der armen Bevölkerung auf für Siedlungszwecke ungeeignete Flächen sowie ein chronisches Defizit an innerstädtischen Grünflächen (zur Regulierung des Stadtklimas und Wasserhaushalts), sowie an physischer Infrastruktur (insb. für Entwässerung und Hochwasserschutz). Strategien und Konzepte, wie Städte hierauf im Sinne der Risikominderung und Katastrophenvorsorge reagieren können existieren, jedoch scheitert ihre Durchsetzung häufig an der Kurzatmigkeit der Politik auf lokaler Ebene, der mangelnden Koordination innerhalb der Stadtverwaltung, der fehlenden oder unzureichenden Unterstützung durch übergeordnete staatliche Instanzen und dem Unvermögen der Verwaltung, die Bevölkerung an der Planung um Umsetzung von Maßnahmen angemessen zu beteiligen.
Auf diese Probleme hat die ASEAN Gemeinschaft noch keine gemeinsame Antwort, ge-schweige denn eine gemeinsame Strategie gefunden. Der Erfahrungsaustausch zwischen den Ländern steckt auch erst in den Anfängen.
In den Ländern Indonesien und Philippinen gibt es bereits BMZ und BMU geförderte Vorhaben, die der Regierung in der Bestandsaufnahme der Wirkungen des Klimawandels zur Seite stehen und über Vulnerabilitätsuntersuchungen und integrierte Aktionspläne erste Schritte der Anpassung vornehmen. Diese sind noch nicht über den lokalen und nationalen Rahmen hinaus bekannt und auch noch nicht konsolidiert. Der Vorschlag setzt hier an.
5.2 Projektziele und Ziel-gruppe
Jedes Ziel ist durch einen prägnanten Satz darzustellen, Projektziele müssen messbar sein. Bei investiven Minde-rungsprojekten ist die erwartete jährliche Treibhausgasminderung anzugeben.
Übergeordnetes Projektziel
Die ASEAN Working Group „Sustainable Cities“ und die beteiligten Mitgliedsländer (Um-weltministerien) sind gerüstet, Städte und Regionen bei der Planung und beim Management von Anpassungsleistungen gegenüber Extremwetterereignissen und anderen Folgen des Klimawandels zu unterstützen.
Weitere Projektziele
- Beurteilung von Methoden und Instrumenten zur Abschätzung von Klimarisiken und deren Berücksichtigung in der Infrastrukturplanung (unterstützt und begleitet durch ein Trainingsprogramm).
- Vereinheitlichung der Methodologie: Austausch von Erfahrungen, die in den jeweiligen Ländern mit Anwendung von Methoden gemacht wurden.
- Unterstützung der Länder bei der Methodenentwicklung (inklusive Durchführung von Pilotmaßnahmen) zur Verknüpfung von Minderungs- und Anpassungsaspekten in der kommunalen Raum und Flächennutzung (v.a. Siedlungs- und Verkehrsplanung).
- Entwicklung von gemeinsamen Finanzierungs- und Technologie Transfer Konzepten für Anpassungsleistungen.
- Unterstützung der ASEAN Länder beim Aufbau eines länderübergreifenden Lern- und Wissensnetzwerkes zum Austausch von Erfahrungen und zur Verbreitung von „Good Pracitces“ (auch aus anderen Regionen).

- Verbesserung der Entscheidungsfähigkeit bei der Planung und Implementierung von Maßnahmen zur Anpassung an die Folgen des Klimawandels durch Vereinheitlichung der Methodologie und Austausch von „Best Practices”.
Indonesien, Philippinen u.a.:
- Erhöhung der Effizienz der öffentlichen Verwaltung in der interministeriellen Koordination von Anpassungsmaßnahmen.
- Stärkung der Kapazitäten zur Planung und Implementierung von Anpassungsmaßnahmen in Städten.

- Fortbildung der verantwortlichen ASEAN Working Group im Bereich Klimawandel und Anpassungsoptionen in ausgewählten Städten (Entwicklung eines Konzeptes, Ausbildung von Moderatoren, Trainings, “Lessons learned“).
- Erstellen eines Aktionsplans und Maßnahmenkatalogs der ASEAN Working Group zur Unterstützung der Länder in Zusammenarbeit mit den jeweils beteiligten nationalen Teams (Sammeln, Aufbereiten und Bewerten der bereits bestehenden Daten, Konzeptionen und Erfahrungen mit Anpassungsaktionen in den Ländern; Moderation von Stakeholder-Dialogen und Planungsworkshops wo immer notwendig).
- Coaching der Mitglieder der Working Group in der Moderation von Maßnahmen in den Pilotländern.
- Auswertung der Maßnahmen in den Pilotländern; Erarbeitung von Empfehlungen zu Planung, Budgetierung, Implementierung und Monitoring von Anpassungsleistungen in den Pilotländern und den beteiligten Städten durch die ASEAN Working Group.

- ASEAN hat bisher als Staatengemeinschaft wenig gemeinsame Antworten auf den Klimawandel entwickelt. Das Projekt wird diese Situation verändern, ein gemeinsames Konzept verabschieden und neue Kapazitäten aufbauen, die in der internationalen Diskussion, aber auch im Lernen voneinander neue Wege beschreiten und entsprechend genutzt werden können. Damit wird das Projekt eine neue Perspektive zur Stärkung von ASEAN und in der Klimadiskussion aufzeigen.
5.7 Duplizierbarkeit der Ergebnisse, Sichtbar-keit und Multiplikatorwirkung
Die Darstellung soll in Form von Anstrichen mit Erläuterungen erfolgen.
- Das Projekt ist darauf ausgerichtet, dass die Ergebnisse aus Pilotphasen und mo-dellhafter Umsetzung in den verschiedenen Ländern aufgenommen und verglichen werden, um sie anschließend für die Verbreitung verfügbar zu machen.
- Durch die vergleichende Bewertung von Daten, Informationen und Erfahrungen mit der Implementierung von Anpassungsmaßnahmen kann erwartet werden, dass entsprechende Initiativen von den beteiligten Ministerien ergriffen werden.
- Eine hohe Sichtbarkeit und Multiplikatorenwirkungen werden gewährleistet.
6 Projekteinbettung
6.1 Integration des Projek-tes in Strategien des Ziellandes
Verschiedene Regierungen (Indonesien, Philippinen, Thailand, Vietnam) entwickeln derzeit mit Unterstützung der GTZ nationale Klimaaktionspläne bzw. äquivalente Konzepte als Antwort auf den Klimawandel. In den dort formulierten Anpassungsbedarfen wird immer wieder auf die mangelhafte Datenlage und Methodologie verwiesen. Auf der COP 15 wurde deutlich, dass es gleichwohl viele individuelle Aktionen gibt, die jede für sich ihre Berechtigung haben, für die Verbreitung jedoch vereinheitlicht werden sollten. Eine ASEAN Empfehlung wird angestrebt.
6.2 Synergien und Bezüge zu weiteren Projekten und Sektoren im Zielland
Das Vorhaben steht im Zusammenhang mit anderen EZ-Projekten in der Region: „Politikberatung für Umwelt- und Klimaschutz“ in Indonesien, dem BMU-Projekt “Anpassung an den Klimawandel und Erhalt der Biodiversität“ auf den Philippinen, den BMZ-Klimaschutzprogrammen in Thailand, Vietnam, CDIA. Und mit Initiativen anderer Geber (z.B. JICA und WB/ADB "Climate Change Impact and Adaptation in Asian Coastal Cities"

5 Project concept
5.1 Initial situation in the target area
Because of their geographical position, many cities in South-East Asian countries are already suffering from the devastating impact of the extreme weather incidents (flood, land slip, heat waves, and more, etc.). The resultant financial damages and casualties threaten to rise as a consequence of climate change. At the same time, the danger of an increased vulnerability of the city caused by weather stress situations and catastrophes will persist if city and infrastructure planning do not bring the reinforcement of urban “Resilience” to a maximum level in time. The reasons for that are the continuing demographical growth of the cities, the concentration of the buildings and the land sealing involved by this growth, the expulsion of the poor population to improper land for housing settlements as well as a chronic deficit of municipal green areas (for the city climate regulation and water balance), and of physical infrastructures (particularly for dewatering and flood prevention). Strategies and concepts in terms of how cities can react to risk minimization and catastrophe prevention already exist, however their implementation fail frequently because of the shortness of breath of the local politics, the lack of coordination within the city administration, the missing or insufficient support from superior city authorities and the incapacity of the administration to adequately integrate the population into planning and implementing the measures.
The ASEAN community has not yet found a common solution to these issues, nor has it found a common strategy. The exchange of experiences between the countries is also just at its beginning.
In the countries of Indonesia and of the Philippines, there are already promoted projects of the BMZ and the BMU, which support the government in the appraisal of the impacts of climate change and which conduct vulnerability surveys and undertake integrated action plans as a first step to adaptation. They are not yet known beyond the local and national frameworks and are also not yet consolidated. This is the proposition.
5.2 Project goals and target groups
Every goal has to be stated in a concise sentence; the project goals have to be measurable. For the investments reduction projects, the expected yearly carbon reduction has to be indicated.
Overarching project goal
The ASEAN Working Group „Sustainable Cities“ and the participating member states (Environment Ministries) are prepared to support the cities and regions in the planning and in the management of adaptation capacities to face incidents of extreme weather and the outcome of climate change.

- Evaluation of methodologies and instruments to estimate cli-mate risks and their integration into infrastructure planning (supported and conduct by a training program).
- Unification of the methodology: exchange of the experiences which have been had in the respective countries in the application of methods.
- Supporting the countries in developing the methods (including execution of pilot measures) to combine aspects of reduction and adaptation in public spaces and land use (above all housing development and transportation/traffic planning).
- Development of common financial and technological transfer concepts that serve adaptation.
- Supporting the ASEAN countries in the construction of a trans-national learning and knowledge network for exchange of ex-periences and the diffusion of “Good Practices” (also from oth-er regions).

6 Project integration
6.1 Integration of the project in the target countries’ strategy
With the support of the GTZ, different governments (Indonesia, the Philippines, Thailand, Vietnam) are already developing national cli-mate plans and equivalent concepts accordingly as an answer to climate change. The adaptation needs formulated in the respective counties, a lack of the data sites and methods is always pointed to. Nevertheless, at the COP 15 it became clear that a lot of individual actions already exist with their own legitimacy, although they have to be unified to assure that they spread. A recommendation of the ASEAN is sought after.
6.2 Synergies and references to fur-ther projects and sectors in the target country
The objectives are linked with the other development cooperation projects in the region: “Political consulting for Environment and Cli-mate protection” in Indonesia, the BMU project “Adaptation to climate change and preservation of the biodiversity” in the Philippines, the BMZ climate protection program in Thailand, Vietnam and CDIA. And with the initiatives of other donors (e.g. JICA und WB/ADB "Climate Change Impact and Adaptation in Asian Coastal Cities"

Source text - German La déforestation : si loin, si proche, ici, là-bas (V10)
Si loin, là-bas, la déforestation, 13 millions d'hectares de forêts tropicales disparaissent chaque année, c’est ¼ de la France.
Toutes les 2 secondes, un terrain de football se volatilise là-bas au Brésil, en Indonésie, ou dans le bassin du Congo.
La déforestation, si loin mais pourtant si proche de nous : la destruction des forêts tropicales est à l’origine d'1/5 des émissions mondiales de gaz à effet de serre. C’est plus que le secteur du transport au niveau mondial.
Là-bas, au Brésil ou dans le bassin du Congo, certains bois sont pillés, coupés sans autorisations, les entreprises forestières profitent du manque de moyens, de contrôles et de la corruption des autorités.
Ici, ce bois entre sur le marché européen avec de faux papiers puisqu’aucune loi n’existe vraiment pour le contrôler.
On le retrouve dans nos parquets, nos contreplaqués, nos meubles de jardins en bois tropical.
Là-bas dans l’Amazonie Brésilienne, on rase les forêts pour y faire paitre des bovins; ici, cet élevage alimente la production de cuir pour nos baskets, nos sacs à main, parfois pour des marques prestigieuses. Là-bas, le Brésil est fier d’être le N° 1 de l’élevage au niveau mondial. Et la déforestation fait du Brésil le 4ème pire émetteur de gaz à effet de serre.
Là-bas, en Indonésie, les forêts sont rasées pour la culture d’huile de palme; ici, l’huile de palme est transformée en huile végétale que l’on trouve dans les pizzas, les chips, la margarine, les shampoings, les détergents. Et la déforestation fait de l’Indonésie le 3ème émetteur mondial de gaz à effet de serre, donc le 3ème pays pollueur de la planète, juste derrière la Chine, les USA, et devant le Brésil.
Ici, pour rendre les voitures moins polluantes, on a créé ce qu’on nomme les biocarburants.
Du carburant, à base de matières végétales comme la canne à sucre, le soja ou l’huile de palme.
Là bas, pour cultiver ces matières premières, on brûle, on détruit les forêts, en émettant des quantités énormes de CO2. Tout ça pour réduire les émissions de CO2 des voitures, en bref, une fausse bonne idée pour le climat.
Pour sauver les forêts, il faut donc arrêter les moteurs de la déforestation.
D’abord, l’Europe doit réglementer le marché du bois pour réduire son empreinte écologique et bannir le bois illégal.
Ensuite, on doit arrêter de produire de l’huile de palme, du cuir, du soja et de nombreuses matières premières en sacrifiant les forêts tropicales et le climat mondial.
Enfin, les pays industrialisés responsables historiques du changement climatique doivent financer la protection des forêts, de leur biodiversité et de leurs habitants.
Au sommet de Copenhague, en décembre 2009, pour supprimer 20% des émissions mondiales de CO2 et préserver le climat, sauvons les forêts !
Translation - French Die Entwaldung : so weit, so nah, hier und dort (V10)
So weit weg, so fern. Die Entwaldung. 13 Millionen Hektar tropischer Wälder verschwinden jedes Jahr. Dies entspricht ¼ der Fläche Frankreichs.
Alle zwei Sekunden verschwindet die Fläche eines gesamten Fußballfeldes: in Brasilien, in Indonesien oder im Kongobecken.
Die Entwaldung. So weit weg und doch so nah. Die Zerstörung der tropischen Wälder verursacht weltweit 1/5 der Treibhausgasemissionen. Mehr als der Verkehrssektor.
Im fernen Brasilien oder im Kongobecken werden Wälder geplündert und ohne Erlaubnis abgeholzt. Die Holzbetriebe profitieren vom Mangel an Mitteln und Kontrolle sowie der Korruption der Behörden.
Hier erreicht dieses Holz mit falschen Papieren den europäischen Markt, da kein Gesetz existiert, das Kontrolle verschaffen könnte.
Wir finden dieses Holz in unserem Parkett, unserem Sperrholz und in unseren Gartenmöbeln aus Tropenholz wieder.
Im fernen brasilianischen Amazonasgebiet werden Wälder abgehackt um Rinder grasen zu lassen. Hier dient diese Rinderzucht der Lederproduktion für unsere Schuhe und Handtaschen, manchmal für berühmte Marken. Brasilien ist stolz weltweit führender Rinderzüchter zu sein. Und die Entwaldung macht Brasilien zum viertgrößten Treibhausgasverursacher.
Im fernen Indonesien werden Wälder für die Palmölplantagen abgeholzt. Hier wird das Palmöl in Pflanzenöl für Pizza, Chips, Margarine, Shampoo oder Reinigungsmittel umgewandelt. Und die Entwaldung macht Indonesien zum drittgrößten Treibhausgasverursacher, d.h. zum drittgrößten Umweltverschmutzer der Welt direkt hinter China, den USA, jedoch vor Brasilien.
Damit unsere Autos umweltschonender werden hat man hier die so genannten Biokraftstoffe erfunden.
Biokraftstoffe auf pflanzlicher Basis aus Zuckerrohr, Soja oder Palmöl.
Um diese Rohstoffe herzustellen werden in der Ferne Wälder zerstört und verbrannt wodurch riesige Massen von CO2 freigesetzt werden. All dies, um den CO2 Ausstoß der Autos zu reduzieren. Für den Klimaschutz handelt es sich also nur um eine vermeintlich gute Idee.
Um unsere Wälder zu retten müssen deshalb die Verursacher der Entwaldung gestoppt werden.
Europa muss zu allererst den Holzmarkt regulieren, um seinen ökologischen Fußabdruck zu reduzieren und den illegalen Verkauf von Holz auszuschließen.
Danach muss die Produktion von Palmöl, Leder, Soja und zahlreichen anderen Rohstoffen, die die Urwälder und das Klima gefährden, aufhören.
Schließlich müssen die industrialisierten Länder, die geschichtlich für den Klimawandel verantwortlich sind, für den Schutz der Wälder, ihrer Artenvielfalt und ihrer Einwohner aufkommen.
Retten wir die Wälder, pünktlich zum Klimagipfel in Kopenhagen im Dezember 2009, um die weltweiten CO2 Emissionen um 20% zu reduzieren und das Klima zu schützen!
