Source text - English Solid household waste with high pollution potential for the air, water, and soil is now recognized as a major threat to the environment and to human health. A modern approach to solid household waste management has not yet been introduced to N Urban District in N Oblast. Lack of waste treatment and recycling facilities in N Oblast has resulted in an increasing number of dump sites used for the disposal of solid household waste. With waste volumes growing, each disposal dump extends steadily every year. Forests and protected nature reserves along the rivers and lakes are also getting affected by hazardous waste. Rivers flow into the Baltic Sea, which makes their eventual pollution an issue of cross-border and international significance.
Translation - Russian Твёрдые бытовые отходы - потенциальные источники загрязнения воздуха, воды и почвы, несомненно, представляют серьезную опасность, как для окружающей среды, так и для здоровья человека. Современный подход к обращению с твёрдыми бытовыми отходами до сих пор не был реализован в N-ском городском округе N-ской области. Нехватка мощностей для сбора и переработки мусора в N-ской области привела к росту числа открытых свалок, куда попадают твёрдые бытовые отходы. С ростом количества отходов с каждым годом растут и свалки. Леса и охраняемые заповедники, расположенные вдоль рек и озер, также подвергаются воздействию токсичных отходов. Реки впадают в Балтийское море, и их загрязнение, в конечном итоге, представляет опасность межгосударственного и даже международного масштаба.

Source text - Russian Особняком стоят проблемы доступности комплексной реабилитации инвалидов в условиях мегаполиса. С одной стороны, большие города, такие как Москва или Санкт-Петербург, могут позволить себе финансово затратные проекты и программы по адаптации мегаполиса для комфортного проживания инвалидов. С другой стороны, неприспособленные для передвижения инвалидов улицы большого города, многокилометровая удаленность социальных объектов от мест проживания, внутренняя самоизоляция жителей большого города часто являются непреодолимым препятствием для создания доступного реабилитационного пространства. Отсутствие единых концептуальных подходов к разработке городских, районных и муниципальных программ комплексной реабилитации инвалидов, большое количество ведомственных нормативных актов, их разрозненность и противоречивость, естественно, препятствуют системности социальной реабилитации инвалидов на уровне мегаполиса.
Translation - English The problems of the accessibility of rehabilitation services for the disabled in megapolises stand out particularly. On the one hand, big cities, such as Moscow or Saint Petersburg, can afford cash-consuming projects and programs on the adjustment of the city in terms of convenience for people with disabilities. On the other hand, unequipped streets of a big city, remoteness of social facilities from the place of living of the disabled, self-isolation of the city dwellers are often insuperable obstacles on the way to the creation of an accessible rehabilitation area. A lack of universal conceptual approach to the development of the city, regional and municipal programs of comprehensive rehabilitation of the disabled, a large number of departmental regulatory documents, their lack of continuity and inconsistency impede systematic social rehabilitation process of the disabled at the city level.
