Philosophy is related to science in two ways: it logically precedes science: it also completes it. The scientist in his daily work is compelled to use many concepts which he cannot well stop to examine – time, space, motion, cause, number, proof, truth. He uses these ideas as a rule without any question of their meaning or applicability and, from a practical point of view is wholly justified in doing so. But unless they are really applicable, his results will be without foundation. Philosophy undertakes to examine these concepts, to define their meanings, and to consider their validity. The scientist similarly accepts without question many important general principles. He takes for granted the whole of logic; he assumes that under the same conditions nature will always behave in the same way and that observation brings us in contact with an independent material world. Here again he is practically justified. Nevertheless, these assumptions are by no means beyond question, and it is the business of the philosopher to pursue this questioning to the end. Philosophy judges the presuppositions of science.
If philosophy thus in a sense comes before science, it also comes after and completes it. Science is rendered possible only by a division of labour. The physicist confines himself to the behaviour of material things as such; the biologist confines himself to the behaviour of organisms; the psychologist to the behaviour of organisms with consciousness or mind. None of these sciences attempts to put together the results of their various researches into a consistent view of the world. This task is made over to philosophy. In the attempt to perform it, philosophy has encountered many of its classic problems.

PROTECTING MULTICULTURAL EUROPE
The opening of the Vienna Monitoring Centre on Racism (described in a separate article) signals a new phase in the efforts of the EU to strengthen democratic values and assist in managing what is now a very multicultural and multiracial European society. More than 5% of the EU population originate from outside the Union, the vast majority of whom can be classified as belonging to an “ethnic minority” in the sense that they have a different culture from the majority of the population where they live. This is in sharp contrast to the experience of immigration in Turkey and other candidate coutries.
Economic migration to the EU has slowed down but has been replaced by growing demands for political asylum and also more frequent reports of clandestine entry and residence. The situation of each EU country is different – from Ireland the only country without a significant ethnic minority or immigrant population to Luxembourg with the highest proportion (27%) of foreign workers. Six member states have a long experience of immigration from former colonies.
Policies to manage a multicultural society and protect ethnic minorities also have a long history, though now these have a new urgency, given the rise in racism. Today most emphasis is placed on positive action, to promote mutual understanding and respect for different cultures, to see in them a source of vitality for the future of Europe. Issues of employment and illegal immigration also receive more attention and this helps to reassure many of those who tend to racist attitudes.

1. PREFACE
“The New Independent States in Inner Asia and Turkey’s Policy” is a joint project between the National Policy Research Foundation – Turkey and the National Institute for Research Advancement – Japan.
This study is not a definitive history of Inner Asia, nor is it an ultimate analysis of the region from an economic and political perspective. It is a presentation of Inner Asia from the early history to the present time and covers a general outline of the political developments that might take place in the region in the near future.
The aim of this study is to provide the reader with basic information regarding the historical, linguistic, economic, political, anthropologic and sociological aspects of Inner Asia and its relations with the Republic of Turkey, in an integrated interdisciplinary and comparative approach, and thus to compile a “detailed handbook” of the region offering easy access to a wide range of essential and detailed information.
We hope that this study will be useful especially to the entrepreneurs who are eager to establish economic relations with the region, because predictions about the future, which constitute the most important determinant factor for any investment, cannot be concrete without an accurate insight into various aspects of the past. The greatest difficulties that we faced during the preparation of the text were the multi-disciplinary character of the study, the very long span of time it covered and the different geographical regions it encompassed. We tried to overcome these problems by utilizing the enormous amount of articles and URL documents (which add up to almost 40,000 pages), thanks to the literature boom regarding the region which is observed throughout the world, especially after 1990.

BEARINGS
The 701F gas turbine employs two pad – type journal bearings at the inlet end and exhaust and to support the rotor. (See 2 PAD BEARING illustration.) In addition, a thrust bearing is used to maintain the rotor-to-stator axial position. These bearings are lubricated by pressurized oil supplied from the main lubricating oil system.
JOURNAL BEARING
The inlet end of the rotor is supported by the two pad – type journal bearings housed in the inlet casing. The bearing consists of a steel outer shell with a horizontal bolted joint. Two babbitted shoes, or pads, are supported on hardened spherical pins assembled to hold bearing clearance and alignment. Both ends of the bearing contain a floating seal to hold oil in the bearing under pressure, and to control oil flow through the bearing. A stop pin in the bearing shell engages with a slot in the casing bore to prevent bearing rotation.
THRUST BEARING
The thrust bearing is enclosed in a housing that is secured to the forward end of the inlet casing and functions to preserve an axial position of the rotor. The thrust of the rotor is transmitted through the rotating collar, an integral part of the rotor shaft, to standard pivot shoe type thrust bearings. The principal parts of the thrust bearing are the rotating collar, the thrust shoes, and the load equalizing mounting for the shoes. This load equalizing mounting consists of interlocking levelling plates and the whole shoe mounting, carried in two split base rings. The thrust shoes are made of copper alloy with tin-base babbitt faces. Each shoe, when in place, is pivoted on a steel support. The levelling plates rest on each other so that, if any shoe is depressed, its motion is communicated to the levelling plates immediately adjacent to it and these being titled downward at one edge must tilt upward at the other, thus forcing the next shoes upward. This equalizing effect therefore will be transmitted to all shoes causing them to carry full load. Because of the equalizing feature, it is not essential that all shoes be identical in thickness, since a slight discrepancy …

2 METHODS
2.1 General
38. The statistics of trading in goods by the European Union (EU) cover both outward flows from Member States and inward flows into Member States. Methodology differs in a number of ways for external trade of the EU (extra-EU trade) or for trade between Member States (intra-EU trade).
39. In broad terms, outward flows from a Member State to a non-member country are called "exports": outward flows from one Member state to another are called "dispatches". Inward flows from a non-member country are called "imports": inward flows from another Member State are called "arrivals".
40. There is a range of methodological issues relevant to the definition and measurement of these international trade flows. These are considered fully in the United Nations Statistics Division publication International Merchandise Trade Statistics: Concepts and Definitions (Series M, No 52, Rev.2) (IMTS) which sets out internationally agreed recommendations for the treatment of the various issues.
41. Both the EU legislation and national practices are for the most part in line with the recent recommendations of the United Nations (1998). But there are some differences. This guide concentrates on describing the Community rules.
42. Community rules differ as between intra-EU trade and extra-EU trade. The following sections describe the main features of the largely harmonised statistics on trade in goods as published by Eurostat. It should be noted, however, that data published by individual Member States of their own trade do not always follow the concepts and definitions applicable for data transmitted to Eurostat. The main differences are mentioned in 2.18.

4.10.2. Dwelling services of owner-occupiers
Key aspects
The output of dwelling services of owner-occupiers at current prices is in many countries estimated by linking the actual rents paid by those renting similar properties in the rented sector to those of owner-occupiers. This allows the imputation of a notional rent for the service owner-occupiers receive from their property. This calculation is usually only carried out for a benchmark year, as few countries have the necessary data to apply the method on an annual basis. The benchmark is then interpolated and extrapolated using indicators that reflect the change over time in the price of rent and the volume of dwellings.
The benchmark estimate makes use of detailed data on the housing stock broken down between owneroccupied and rented property and by attributes of these properties that influence the rent they can be expected to generate. Examples of these attributes are the floor area, number of rooms, location and the existence of facilities (bathrooms, heating, etc) of the dwellings. This method is known to some as the 'stratification method' because it is based on the stratification of dwelling attributes and rent. This is the approach agreed by EU Member States for the satisfactory estimation of the output of dwelling services and set down in Commission Decision 95/309/EC. The approach can be seen simply as the use of price and quantity data, at a detailed level, for the estimation of output for a particular year.
Estimates for years other than a benchmark year, are estimated by projecting forward the housing stock and rents with indicators that reflect the development of these variables over time. The indicators are chosen to reflect adequately the three separate components of change: that of change in price, change in the quantity of the stock and change in the quality of the stock.
The stratification method thus contains in its calculation of estimates at current prices all the data necessary for the decomposition of the value of output into its price and volume component. The use of this same price, quantity and quality information to produce estimates at constant prices ensures consistency between the final results at current and constant prices.
The choice of indicators for the extrapolation and interpolation of the benchmark estimates of dwelling services is an important factor in the quality of the resulting estimate. This is true for the quality of both the current and constant price estimates providing the same basic data are used for both. Therefore it could be argued that when the same price index is used for the calculation at constant prices as that used in the calculation of the current price estimates, this would be the most appropriate method.

Switch OFF the HPA. Connect the HPA output (AMU RF input cable) directly to the input of the 30dB power attenuator and RF power meter combination.
Ensure that the PTT switch on the AMU test Jig is set to OFF. Switch ON the HPA. Set the output power to High ("00") as detailed in paragraph 1.8.2 and then set the frequency to 1.6MHz as detailed in paragraph 1.8.3.
Set the signal generator to 1.6MHz initially with a low output power. Set the PTT to ON and adjust the signal generator output level to give between 50.8 dBm and 51.0 dBm output from the HPA. The signal generator level should remain at this setting for all tests.
Set the PTT switch to OFF. Re-connect the 30dB power attenuator RF power meter to the output of the Whip Simulator Jig and connect the HPA output via the Thruline meter to the input of the AMU.
(9)
The RSIM commands are used to send control to the HPA. Press RETURN on the signal generator to get Local Control.
11. Select OUTPUT LEVEL. Enter 00 as the message and then press SEND to set the output level to high power (note that message ‘01’ is for medium power and ‘02’ is for low power).
22. Send an Info Type message ‘00’ for HF Voice operation (1.6MHz to 30MHz) or ‘02’ for FM operation (20MHz to 30MHz). Note that ‘01’ is HF Data operation, which modifies a time constant in the HPA but will not effect CW or 600Hz IMD testing.)
33. Send a change frequency message to enable the correct harmonic filter to be selected. The frequency is entered as MHz in the top box with the following two boxes allowing a further four digits of entry. Leave the bottom box in the default state. The setting of this last box can cause the HPA to route signals to RF2 instead of RF1 when the frequency is ≥30MHz.
44. With the carrier off switch PTT to 1 (transmit). Note that the current taken by the amplifier should quickly settle to about 2A.
55. Set the Signal Generator to the frequency required and to an appropriate level. This will normally be about –15dBm to provide a 40dBm (10 watt) output from the HPA.
66. Check the output power on the Power Meter. It is helpful to use the Relative feature on the power meter and enter the combined losses for the 30dB attenuator and the path to the power meter. The displayed power should match the coupler reading.
77. Slowly increase the signal generator output in 0.1dB increments until the reported power output is close to 125 watts for HF operation or 50 watts for VHF operation. Depending on power meter calibration the HPA may show mild compression with 50.97dBm (125 watts) on the power meter.
88. The output power is also measured using the HPA internal couplers. Send a Tx Power Request message and ensure that a reply of the form 81 03 FC 26 ab cd XX is received - where 0xabcd is the hex representation of the output power in centi-watts. To convert to watts first convert from hex to decimal (the standard scientific calculator on a PC provides this function) then divide by 100. Check coupler accuracy by setting the input level to get a reading as close as possible to Hex 30D4 for HF operation or Hex 1388 for VHF operation. These represent 125 watts and 50 watts respectively and the HPA should always be able to achieve the level on the coupler reading without noticeable compression.
99. A Status Request message can be sent from RSIM and the reply is in the form; 81 09 F6 07 XX XX XX 00 $$ 00 XX XX XX, where $$(byte 8) is the error code. The code 00 or 80 means there are no reported errors. The byte is also converted to decimal in the RSIM window with a text description attached (for example ‘No error’).
1010. Set the PTT to 0.

Geophysical engineering seismic surveys are the evaluation of soil parameters with specific methods using the data from the records of seismic signals that reflect the physical properties of the rocks. Such signals are formed artificially using various energy sources such as dynamite, buffalo gun, weight dropping, vibrator and hummer.
In the geophysical seismic refraction survey, American made 24-channeled Seistronix brand seismograph was used. 2000 model this seismograph is of enhancement type and it takes recording keeping the energy revealing in every stroke.
During the record, device automatically filters the noises.
All these processes are transferred to a lap-top computer with the aid of seismograph’s own software (RAS 24).
Measurements were taken using 12-channeled take-out geophone cable. On the geophone cable, there are outlets in every 5 meters.
During the measurement of data from 20-40 m depth including S waves, 12-channeled Geometrix Smart Series seismograph was used. Geophone spacing of this devise is 10 m.
For the measurement of longitudinal (Vp) and transversal or shear (Vs) waves, P wave geophones and leveled S wave geophones were used.
At the measurement points, seismic refraction records were taken with separate shots for P and s waves.
Longitudinal wave records were taken by striking a hummer of 9 kg on a plate of special alloy on the ground.
Transversal or shear (Vs) wave records were taken by horizontal striking on a plate placed on the wall of trench opened at the shot-point.
Seismic measurements were taken at the locations where resistivity measurements were also recorded.
First arrivals of the records were evaluated with WinSism7 Seismic Refraction Processing Software.
Travel-time graphic were obtained from first arrivals. Layer velocities and depths were calculated with the use of intercept time and critical distance methods.
P and S wave velocities and layer depths obtained as a result of evaluation of seismic measurements are given in Appendix 1 while travel-time graphics are shown in Appendix-2A, 2B and 2C.

4.10.2. Kendine ait meskeninde ikamet edenlerin konut hizmetleri
Ana Unsurlar
Kendine ait meskenlerde ikamet edenler piyasa fiyati uzerinden konut hizmetleri uretimi bircok ulkede, ayni tip mulkleri kiralayanlar tarafindan odenen kiralar ile kendilerine ait meskenlerde ikamet edenleri iliskilendirerek tahmin edilmektedir.
Tabakalara ayirma yontemi boylece cari fiyatlar uzerinden yapilan tahmini hesaplarinda, tum uretim degerinin fiyat ve hakim bilesenlerine ayirmak icin gereken tum verileri barindirir.

Petrol Yasası içinde bulunan, üretimin belirli kısmının ihracı, gümrük muafiyeti, sermaye transferi, bu sermaye transferinin kur garantisine bağlanması, kurumlar vergisi mükellefiyetine üst sınır getirilmesi, çeşitli vergi kanunlarında petrol arama faaliyetlerinin Katma Değer Vergisinden muaf tutulması, değişik oranda stopaj vergisine tabi tutulması ve benzeri teşvikler hep petrol endüstrinin diğer endüstri kollarından farklılığı dolayısıyla olmuştur.

Kronoloji:
Kaya kesme mekanları dolayısıyla aşırı tahrip olmuş K-14 mezarı içerisinden ele geçen az sayıdaki seramik buluntu, mezarın tarihlenmesine olanak vermemektedir.

The tourism sector has long been one of the most important sectors behind Turkey’s Development Plans. However, it should be noted that the progress in the sector is negligible compared to its importance considered in the Development Plans. Recent political view predicts that infrastructure investments should be made by the state, and superstructure investments should be made by private sector. In accordance with this purpose, various facilities and advantages has been being offered to incentivize private investments. In addition to the existing incentivizes, tourism investments were included in the “particularly important” investments category in 1983, and various facilities and opportunities were provided to those local and foreign companies who are willing to invest or operate in the tourism sector. As a result of insufficiency in domestic resources, external financing encouraging decrees have been promulgated.

Despite of the fact that these incentives have gone through some certain changes, oil exploration and production have been considered different that the other brunches of industry as a basic principle. Exporting certain portion of productions, duty exemption, capital transfer with exchange rate guarantee, upper bound on corporate tax liability, oil exploration activities being exempt from the Value-added-tax in various tax laws, being subjected to different withholding tax, and similar incentives that are in the Oil Law has always arisen as a result of oil industry being different than the other brunches of industry.

Future Prospects
Quite a few number of industrial leaders around the globe have realized that big investments on ultra-cutting-edge technology combined with the high production cost an lack of strategic focus led to a loss in flexibility, and today, as an attempt to reduce the costs, they have started looking for ways for outsourcing the manufacturing of goods to be distributed under their own brand. Despite of the fact that the rise in competition and higher manufacturing cost has a detrimental effect on margins, those companies have realized that there is still sufficient sales potential to take advantage of the mature brands.
This trend positions ABC Electronics as an important OEM manufacturer with a competitive cost structure, market-focusing approaches, and reliable quality. ABC Electronics’ current capacity and geographical closeness to important markets put it into an important position for co-operation with leading manufacturers.

While concrete is poured, the reinforcement shall not be displaced. In order to get the required amount of concrete layer to get formed around the beams, the reinforcement must be propped up, concrete wedges must be placed between the formworks, and pieces of steel bars must be placed in between two rows of reinforcement. Plastic elements manufactured for the same purpose may be used instead of concrete wedges and steel bar pieces. Special care should be taken when stirrups are wrapped up with concrete on the side, and upper reinforcements of the slabs or crossbeams should be prevented from being pressed down. It should be firmly absolutely made sure that the reinforcement is thoroughly wrapped up with concrete.
If a reinforcement whose structural segment is at the bottom is to be build up on the ground directly (as in foundation plates), depending on the type of the ground, a concrete layer with at least 50mm thickness should be build.

THERMAL DEGASSING
Degassing the corrosive gases that are dissolved in water occurs through boiling of very fine drizzling water. Heating is possible through a pipe system in the sap vessel either via live steam (should be oil free) or in rare cases via another heating medium (high pressure hot water, exhaust steam that may contain oil or in a similar electrical procedure). Because of that fact that this physical phenomenon occurs through heat, it is called “thermal degassing”.
This phenomenon is based physics rules stating that the solubility of a gas in a liquid is proportional to the partial pressure of the gas on the liquid. The vapor pressure of a liquid is the partial pressure that sums up to be the total pressure along with the partial pressures of other gasses. Since vapor pressure is equal to the total pressure during the process of boiling, partial pressure for the other gasses are to be equal to zero. Hence, there is no possibility for other gasses to get dissolved in the liquid.
Technically, the entire sap, along with condensate water and the make-up water are pumped up to the degasser through relevant lines. Here, a homogenous dispersion is obtained across the entire fraction of degasser through thinning down the water by atomizing or by colliding it against the distribution plate. The water that flows down as fine drizzles is generally captured by strainer inserted in the degasser tower. It’s thinned down again and reaches the degasser's base in that state. Next, the water flows towards the sap vessel.
The vapor in the degasser flows upstream, which is the opposite flowing direction of the water. The water reaches to the boiling temperature quickly since it is in the form of tiny particles. Thus, resolving the oxygen and free carbon dioxide from the water having a big exterior surface in the form of particles gets easier. These gases are drifted by the steam upwards through the parts of the strainers designed for steam to pass freely, and exit the degasser through the white smoke stack.
A blend is attached on the nozzle of the white smoke stack to limit the amount of white smoke released to a specified normal range. It is estimated that the blend releases 5 kg to 10 kg (depending on the ratio of the condensate and fresh water) white smoke per cubic meter for maximum rated output.
In the degasser, there are a cautionary safety valve and a low pressure manometer. Furthermore, there are check valves to prevent back-flow of steam into the waterline.

Rudiments
SEKA Dalaman Wastewater Purification Plant became operational in June 1982. This plant was founded with the purpose of preventing environmental pollution through depurating wastewater belonging to the Cellulose and Paper Plants within Dalaman. The cost of the plant was TL 1.149.736.461. The Wastewater Purification Plant was built with the capacity of depurating 4500 m3 of wastewater per hour. The plant carries out physical and biological purification. Depening on its type, the incoming wastewater is neutralized via sulfuric acid or lime milk.
The neutralized wastewater is pumped into two sedimentation ponds with the volume of 11.000 m3. After the solid particles in the wastewater precipitate in the suspension in the ponds, the water is channeled into the lagoons for biological purification.

Excavation:
The K-14 tomb (Fig. 127) with a sepulcher of northeast-southwest axis lies within the 4-7/f-i quadrants in the A-6 opening. The tomb found with a collapsed ceiling is similar to the K-10 tomb in terms of its size and layout features.
Architecture:
The ruined dromos has three protected stairs. The dromos dimensions of the tomb with severely ruined left and right walls and stomion (Fig. 128) have not been fully figured out. The sepulcher is extended more on the left and right side of the entrance, and in this regard it is different than other types of tombs in Yüceören. A burrow was placed before the entrance to open and close the capstone that covers the stomion more comfortably. Both the width of the burrow and the dimensions of the entrance indicate that the monoblock capstone covering the stomion is sizable. The height of the K-14 sepulcher with a completely ruined ceiling (Fig. 129) could not be determined. The sepulcher is 2.60 m in width and 5.56 m in length. No clue was found regarding a kline arrangement in the room. However, the dimensions of the tomb and the door arrangement indicate the multi-purpose use of the tomb,
Chronology:
Small amount of ceramic finds obtained in the K-14 tomb that has severe damages due to rock cut-off places do not allow for the dating of the tomb.
