Source text - Russian В соответствии с п. 4. федерального правила (стандарта) аудиторской деятельности № 7 «Внутренний контроль качества аудита» аудиторская организация (индивидуальный аудитор) должна определить методы и конкретные процедуры внутреннего контроля качества работы, призванные обеспечить проведение аудита и оказание сопутствующих аудиту услуг в соответствии с федеральными законами, федеральными правилами (стандартами) аудиторской деятельности, внутренними правилами (стандартами) аудиторской деятельности, действующими в профессиональных аудиторских объединениях, членом которых является аудиторская организация (индивидуальный аудитор), либо в соответствии с иными документами. Аудитору следует разработать документально формализованную систему внутреннего контроля качества, содержащую принципы и процедуры контроля качества, а также требования к документированию всех процессов, предоставляющих доказательства функционирования системы внутреннего контроля качества. Это может быть внутренний стандарт или иной аналогичный документ (документы) аудиторской организации (положения, регламенты, инструкции, методические рекомендации), который должен быть доведен до сведения работников аудиторской организации так, чтобы обеспечить разумную уверенность в том, что такие принципы и процедуры понятны и применяются на практике. Кроме того, необходима разработка типовых форм рабочих документов, заполняемых в ходе текущей деятельности, которые могут свидетельствовать об эффективности / неэффективности системы внутреннего контроля качества. Translation - English In accordance with paragraph 4 of the Federal Rule (Standard) on the audit activities No. 7 "The Internal Audit Quality Control", the audit organization (individual auditor) should define methods and specific procedures of internal quality control, which are to provide auditing and rendering of associated services in accordance with the Federal Laws, Federal Rules (Standards) of audit activities, internal rules (standards) of audit activities effective in professional audit associations, with which the audit organization (individual auditor) is affiliated, or in accordance with other documents. The auditor should develop a documented formalized internal quality control system including quality control principles and procedures, as well as requirements of documenting for all processes that prove functioning of the internal quality control system. This could be an internal standard or other similar document (documents) of the audit organization (regulations, guidelines, instructions, methodic recommendations), which must be brought to notice of employees of the audit organization so that to provide reasonable confidence of such principles and procedures being clear and practised. Besides, it is required to develop model forms of work documents to be filled during day-to-day activities, that can evidence efficiency (inefficiency) of the internal quality control system. Policy and procedures developed by the audit organization (individual auditor) should take into account the following risk factors:
- assignments in specific branches, which require involvement of branch-specific experts (sophisticated areas);
- big and complicated assignments, as well as assignments associated with high risk;
- assignments that provoke great social interest;
- assignments performed for the first time;
- assignments performed in fields that were not examined or analysed before;
- assignments that require a modified audit report on their accomplishment.
