Cet ouvrage, qui est le fruit d’un long cheminement universitaire, est destiné principalement aux chercheurs, aux acteurs du monde politique et de la société civile, ainsi qu’aux étudiants s’intéressant aux dynamiques migratoires dans une mise en relation avec le développement du pays d’origine. Ce livre, issu d’une thèse doctorale, ambitionne de partager un savoir prenant en compte les réalités dramatiques du moment avec l’impact du séisme du 12-01-10 en Haïti.
A ce jour, peu de travaux académiques traitant du fait migratoire caraïbéen font état à la fois d’une approche comparative et d’un riche répertoire bibliographique. Notre travail entend combler cette lacune en établissant un parallèle entre les expériences de migrants (originaires d’Haïti et de la Jamaïque) dans des cadres socio-institutionnels et culturels (France, Royaume-Uni) à la fois convergents et différents. En nous appuyant sur une bibliographie de près de 780 références, notre intention est d’offrir, de par son ampleur, un outil de recherche très utile pour les chercheurs et universitaires qui travaillent sur les migrations caraïbéennes.
Si l’on peut constater que l’attention accordée aux évolutions de la migration comme enjeu de développement pour le pays d’accueil et d’origine n’a cessé de croître, il convient en revanche de reconnaître que la politique suivie par le pays d’émigration mériterait d’être mieux étudiée au regard des multiples travaux sur les politiques migratoires des pays d’accueil. Bien que le constat d’une évolution des mesures des pays d’émigration envers leurs ressortissants soit noté [Ma Mung, 2009 : 51], de Wenden souligne le peu de place faite à l’analyse des migrations du point de vue de l’État de départ par rapport à une riche littérature traitant de l’État d’accueil dans les relations internationales [2010 : 80] alors que certains États par exemple tentent de mener une politique d’ « attention et de lien » envers leurs populations dispersées à travers le monde [Dufoix, 2010 : 17].
Le choix de deux pays comparables (France et Royaume-Uni) dans leur statut d’anciennes puissances coloniales replace dans une perspective historique le lien entre migration et fait colonial au sujet des populations haïtienne et jamaïcaine, illustrant des spatialités évolutives, des dynamiques migratoires et associatives différenciées. A la lumière de ces différents processus, nous poursuivons notre questionnement sur la portée et les limites de la place véritable du migrant comme acteur incontournable du développement, au-delà des situations d’urgence générant des actions spécifiques s’inscrivant difficilement dans un processus de développement structurel. Ainsi la perspective analytique utilisée dans cette étude s’inscrit d’abord dans un panorama des éléments contextuels propres aux pays de départ, en traitant de la migration caraïbéenne qui associe mobilité sociale et spatiale transnationale, pour progressivement arriver à la situation sociopolitique et économique spécifique de la Jamaïque et d’Haïti. Ces deux pays, séparés par un bras de mer (Passage de la Jamaïque), confrontés à d’énormes disparités économiques dans le Bassin caraïbéen, génèrent des flux migratoires substantiels tant dans la région que vers des pôles nord-américains et européens (France, Royaume-Uni). Cette mise en perspective large permet ensuite d’aborder les liens postcoloniaux et les enjeux économiques de ces migrations vers la France et le Royaume-Uni (chapitre 1).
En second lieu, nous abordons le contexte français et britannique, dans lequel les associations sont amenées à apparaître et à se développer, avant d’engager une discussion sur l’émergence de la « communauté », source d’appartenance réelle ou supposée, et les facteurs expliquant la mobilisation collective pour des projets de développement au pays natal (chapitre 2). En quoi l’implication citoyenne du migrant, en s’inscrivant au cœur de l’engagement associatif, est-elle porteuse de développement ? En quoi la double appartenance d’un migrant, en prenant forme dans l’action associative, peut-elle expliquée l’intensification de l’action associative à des fins de reconnaissance des pouvoirs publics de la société d’accueil et du pays d’origine ? Ces interrogations nous amènent à aborder certains travaux autour de l’évolution de la citoyenneté dans son rapport à l’État et, par là même, à interroger la nature d’un sentiment d’appartenance constitutif de la participation citoyenne (chapitre 3).
En considérant l’évolution des stratégies mises en œuvre par les migrants d’origine caraïbéenne évoluant dans des grandes villes européennes, cet ouvrage met en perspective de nouvelles façons d’« être » et d’« appartenir » dans l’espace associatif transnational où se déploie, à travers différents processus, une nouvelle dimension spatiale du développement (chapitre 4). L’articulation du triptyque espace associatif - État- participation citoyenne, comme alternative possible de développement local, s’appuyant sur la structure associative du migrant en lien avec les pouvoirs locaux, est soumise à vérification. Notre attention porte sur l’interaction entre le champ associatif haïtien et jamaïcain et les institutions municipales dans le pays d’origine. Nos recherches ont ici pour objet principal les associations haïtiennes et jamaïcaines et leur rôle dans les mobilisations collectives, comme la manifestation de juin 2011 à Ocho Rios (Jamaïque). Il s'agit également de déterminer dans quelle mesure les instances étatiques contribuent à structurer ce champ associatif et à donner forme à ces initiatives développementalistes qui ne font pas forcément consensus au sein des « communautés ». Dans un regard croisé avec le cadre institutionnel jamaïcain, nous abordons les facteurs qui peuvent expliquer la nature du rapport entre État et diaspora (chapitre 5). Logique migratoire et logique financière apportent un éclairage sur des aspects différenciés de la relation migrant/État d’origine, objet d’une véritable collaboration dans le cadre d’une stratégie étatique jamaïcaine auprès d’entrepreneurs privés au Royaume-Uni ou expression d’une simple reconnaissance de l’État haïtien dans le cas d’une initiative associative d’Haïtiens de la Guyane. L’activisme politique est une forme de mobilisation favorisant l’investissement du migrant ailleurs et renforçant sa capacité à bousculer la notion de citoyenneté « ici et là-bas ». Ainsi, par le prisme de cette relation triptyque, espace associatif-État-participation citoyenne, nous examinons les pratiques associatives dans la réalisation des projets de développement inscrits dans un cadre décentralisé. Notre hypothèse est que, dans l’articulation entre l’association de migrants, « matrice des ressources des migrants », et sa relation à l’État, se crée un partenariat véritable mettant en action une citoyenneté revisitée vis-à-vis d’un État pouvant devenir diasporique à l’échelle locale (chapitre 6). Dans la conclusion générale, nous proposons des pistes de travail pour une nouvelle dimension spatiale du développement.

This book which is the result of a long journey at the university is aimed mainly at researchers, actors of the political world and civil society, and also students who are interested in the linking of migration dynamics and the development of their country of origin. This book, which stems from a doctoral thesis, seeks to share expertise considering the present dramatic realities and the impact of the January 12th, 2010 earthquake in Haiti.
Presently, only a few academic works, which deal with the issue of Caribbean migration, outline at the same time a comparative approach and a rich bibliography. Our work intends to fill the gap while establishing a parallel between the experiences of migrants from Haiti and Jamaica in socio-institutional and cultural frameworks in France and The United Kingdom, which can be both convergent and different. Relying on a bibliography of about 780 references, our intent is to offer a research tool, owing to its magnitude, that is very useful to researchers and university students who are working on Caribbean migration matters.
If we realize that the attention given to migration evolutions as a development challenge both for the host countries and the countries of origin has not stopped growing, it should be however recognized that the policy adopted by the country of emigration should be better studied in comparison to the numerous works on the host countries’ migration policies. Although it is noted that measures taken by countries of emigration toward their foreign nationals have changed [Ma Mung: 51], de Weng stresses on the limited space given to the analysis of migrations according to the country of departure’s perspective in relation to a rich literature, which speaks about the host country in terms of international relations [2010: 80] , while certain states attempt for instance to pursue a policy of “attention and relation” toward their populations dispersed around the world. [Dufoix 2010: 17]
The choice of two countries (France and The United Kingdom) comparable when it comes to their status of former colonial powers places in a historical context the connection between migration and colonialism concerning the Haitian and Jamaican populations, while illustrating changing spaces, differentiated and associative migration dynamics. In light of these different processes, we pursue our questioning on the scope and limits of the true role of the migrant as a key player in development, beyond these emergency situations that give rise to these specific actions which fit with difficulty into the structural development process. Therefore, the analytical perspective used in this study is part of a broad range of contextual factors, specific to the countries of origin, dealing with Caribbean migration which combines social and spatial transnational mobility in order to reach gradually the sociopolitical and economic situation, unique to Jamaica and Haiti. Separated by an inlet (Passage of Jamaica), these two countries, facing enormous economic disparities in the Caribbean, generate substantial migration flows both in the region and toward the North American and European poles (France and the United Kingdom). This perspective allows us to address subsequently the postcolonial connections and the economic issues of these migrations toward France and the United Kingdom (Chapter 1).
Secondly, we address the French and British context, where associations are to appear and develop, before engaging in a discussion on the emergence of the “community”, a real or supposed source of belonging, and the factors that explain the collective mobilization for development projects in their native country (Chapter 2). How does the migrant’s citizen engagement which is a central part of the associative commitment ensure development? How can the dual belonging of the migrant, which takes shape in associative action, explain the surge of this associative action aiming to recognize the host society or the country of origin’s public authorities? These questions lead us to address certain researches which deal with the evolution of citizenship in relation to the State and thereby make us question this sense of belonging, instrumental in citizen participation (Chapter 3)
Considering the evolution of strategies implemented by the migrants of Caribbean origin living in the big European cities, this book places in perspective the new ways of “being” and “belonging” in the associative transnational space where a new spatial dimension of development unfolds through different processes (Chapter 4). The articulation of the trio: associative space-State-citizen participation as a possible alternative to local development, which is based on the associative structure of the migrant with the local authorities, is subject to verification. Our focus is on the interaction of the Haitian and Jamaican associative fields with the country of origin’s municipal institutions. The primary purpose of our research is Haitian and Jamaican associations and their role in collective mobilizations such as the event of June 2011 in Ocho Rios, Jamaica. It is also about determining how the state contributes to structure this associative field and shape the developmental initiatives which the “communities” do not necessarily agree upon. In a comparison with the Jamaican institutional framework, we discuss the factors that can explain the relation between state and diaspora (Chapter 5). The migration logic and the financial one help to clarify the varying aspects of the relation migrant/state of origin, a purpose of a true collaboration, as part of a Jamaican state strategy when it comes to the United Kingdom private entrepreneurs or an expression of a mere recognition of the Haitian state in case of an associative initiative of Haitians in Guyana. Political activism is a kind of mobilization which favors the migrant’s investment elsewhere and reinforces his capability to overturn the notion of citizenship “here and there”. Therefore, through the prism of this three-pronged relationship, associative space-state-citizen participation, we examine the associative practices when it comes to the realization of development projects in a decentralized context. Our theory is that, in the articulation between the migrants association (matrix of the migrants’ resources) and its relation with the state, a true partnership, implementing a revisited citizenship toward a state which could become diasporic locally, is created (Chapter 6). In the general conclusion, we propose work approaches for a new spatial dimension of development.

I fell in love with translation when I was in high school in Haiti because translating latin texts from the Middle Ages into French had become something that I enjoy doing. That is why I decided to become a translator.
When I went to Queens College, I studied Spanish and Latin American Literature and pursued my studies at Graduate 'Center of Cuny and obtained a Master's in Translation in 1993. I have also obtained a MA in French and Romance Philology at Columbia University in 1999.
I must say that I am a writer and a teacher presently but I am a translator first. That is why all through the years, I have been a free lancer and never stopped to better my craft.
