Source text - French Dans nombre de villes africaines, il est devenu anodin de voir des piles d'ordures ménagères un peu partout: le long des routes, au coin des rues, sur les trottoirs. A croire que le moindre espace vide attire infailliblement des déchets! Dans un contexte d'urbanisation galopante, ces déchets finissent en général soit brûlés à l'air libre ou entreposés dans des décharges à ciel ouvert. Au Cameroun, la start-up Kemit ecology a mis au point un procédé innovant pour transformer les déchets ménagers en charbon écologique. Une manière efficace de résoudre le problème d'accès à l'énergie propre grâce à une réelle valorisation des déchets.
En activité depuis 2014, Kemit ecology a décidé de s'attaquer à un problème de taille. En Afrique, 80% de la population utilisent du bois ou du charbon de bois pour la cuisine. La pollution engendrée du fait de l'utilisation de ces sources d'énergie causent chaque année près de 600 000 décès. De plus, la production de bois de chauffe et de charbon de bois contribue de manière significative à la déforestation et à la destruction des mangroves, ces écosystèmes fragiles servant notamment à protéger les côtes de l'érosion, à protéger les animaux et à purifier l'air.
La start-up a donc mis au point une technologie innovante pour transformer les déchets en charbon écologique. Chaque jour, l'équipe de 5 personnes collecte les déchets, principalement des épluchures de peau de bananes plantains, de canne à sucre et de maïs, sur les marchés de Douala. Puis, elle les transforme en un charbon "vert". Celui-ci, n'émettant presque pas de fumée, n'est donc pas nocif pour la santé. La technologie innovante développée par Kemit ecology fait l'objet d'un brevet et met en œuvre un système de recyclage des fumées issues du processus de transformation: ces fumées sont réinjectées dans la chaîne de production pour sécher les déchets. La jeune entreprise arrive ainsi à produire 2 tonnes de charbon par mois et compte augmenter sa production à 100 tonnes dans les mois à venir.
Coté prix, le charbon de Kemit est deux fois moins cher que le charbon traditionnel. Il est également plus puissant énergétiquement : 1kg de charbon écologique permet de préparer 5 repas, là où le charbon traditionnel ne permet d'en faire que 2.
L'entrepreneur à l'origine de ce projet, Muller Nandou Teukeu est déja considéré comme une référence dans le domaine. Il est régulièrement invité en Europe, en Asie et au Moyen-Orient pour donner des conférences et des formations. Il ne cache pas ses ambitions pour Kemit qui se résument avant tout par l'impact positif que peut avoir sa société au Cameroun comme dans le reste de l'Afrique. Il espère pouvoir sensibiliser les populations et autorités a être plus responsables dans la gestion des déchets. Il admet être ouvert aux investissements pour soutenir Kemit dans sa phase de croissance.
Kemit ecology est un bel exemple d'initiative 100% made in Africa réalisée par des jeunes avec des retombées sociétales et environnementales visibles et mesurables. Le projet arrive à répondre aux principaux enjeux du développement durable: lutter contre la déforestation, réduire les émissions de gaz à effet de serre, apporter une source d'énergie propre à coût réduit, valoriser des déchets et enfin assainir le cadre de vie urbain.
Translation - English In a number of African cities, seeing piles of household waste almost everywhere -along the roads, on street corners, on the sidewalks- has become something trivial. To think that the least empty space will unerringly attract waste! In a context of rapid urbanization, this waste generally ends up being burnt in the open air or stored in garbage damps in the open-air. In Cameroon, the start-up company Kemit Ecology has developed an innovative process to convert household waste into ecological coal. An effective way to solve the problem of access to clean energy thanks to a real conversion of waste.
In activity since 2014, Kemit Ecology has decided to take on a major problem. In Africa, an 80% of the population use wood or charcoal for cooking. The pollution generated by the use of these power sources causes nearly 600,000 deaths each year. In addition, the production of firewood and charcoal contributes significantly to deforestation as well as to the destruction of mangroves, whose fragile ecosystems particularly serve to protect the coasts from erosion, protect the animals and purify the air.
The start-up has hence developed an innovative technology to convert waste into ecological coal. Every day, a team of 5 people collect the waste, mainly the peels of plantains, sugar canes and corn, in the markets of Douala. Then, they convert them into “green” coal. Therefore this coal, hardly emitting any smoke, is not harmful to health. The innovative technology developed by Kermit Ecology qualified for patent protection and implemented a recycling system for the smoke stemming from the conversion process: these smoke is reinjected in the production line to dry out the waste. In this way, the start-up company manages to produce 2 tons of coal a month and count on increasing their production until reaching 100 tons in the coming months.
Cost-wise, Kemit’s coal is two times cheaper than traditional coal. It is also more powerful: 1 kg of ecological coal allows to prepare 5 meals, whereas traditional coal only allows to prepare 2.
The entrepreneur behind this project, Muller Nandou Teukeu, is already considered a reference in the field. He is regularly invited to Europe, Asia and the Middle East to give lectures and training. He does not hide his ambitions for Kemit, which mainly boil down to the positive impact his company may have in both Cameroon and the rest of Africa. He expects to be able to raise both the population and the authorities awareness of the importance of being more responsible when it comes to waste management. He admits being open to investments in order to support Kemit in its growth phase.
Kemit Ecology is a good example of an initiative 100% made in Africa, carried out by the youth, with visible and measurable social and environmental effects. The project manages to respond to the main challenges of a sustainable development: fighting against deforestation, reducing greenhouse gas emissions, providing a low-cost power source, converting waste and, finally, cleaning up the urban living environment.

Source text - Spanish En tiempos pretéritos, no demasiado lejanos, cuando la escasez y la miseria eran las notas dominantes en este Archipiélago, los barrancos se encontraban completamente limpios de vegetación y no eran utilizados como basureros improvisados para arrojar neveras, colchones o neumáticos. Por supuesto, a nadie se le ocurría construir una vivienda en sus cauces porque se temía y se respetaba a la naturaleza.
En los últimos tiempos ese respeto se ha perdido y las consecuencias no han tardado en dejarse sentir en forma de aluviones, riadas y considerables daños para personas y propiedades. No se encuentra tan lejos el 31 de marzo como para que olvidemos lo que ocurrió en pleno siglo XXI. La construcción de viviendas o vías en los cauces públicos tiene mucho que ver con la presión demográfica y con la escasez de suelos baratos para nuestra gente, pero también -lo que es más grave- con un cierto nivel de ignorancia y a la falta de cultura del territorio del constructor, asociados a una negligente y peligrosa permisividad y tolerancia mal entendida de algunas administraciones públicas. En ocasiones, hasta la propia administración es la responsable de esta peligrosa ocupación de cauces, lo que resulta aún más inexplicable.
Por citar algunos ejemplos: la carretera de Guaza, de Malpaso a Las Galletas sigue el cauce de un barranco, en Guía de Isora acaban de terminar una discutible canalización del barranco que atraviesa su casco, peligrosa dado el volumen de agua que pueden llegar a aportar las cumbres del municipio, desde Tasogo a Tauce. En Adeje, los barrancos que descienden y desembocan en Callao Salvaje o Fañabé constituyen otros puntos negros de este tipo de obras mal planificadas; la Avenida del Doctor Antonio González, en Los Realejos, se encuentra directamente construida sobre otro cauce de barranco; por no hablar del Barranco de Santos, después de construirse la Dársena de Los Llanos, sin haber drenado suficientemente su cauce, alargándolo y evitando su aterramiento, en una zona históricamente problemática como es la de la iglesia de La Concepción y del Museo de la Ciencia y el Hombre. Asimismo, también debemos estar pendientes del deterioro de antiguas presas para riego, hoy abandonadas y sin mantenimiento, como son las de Tahodio, Los Curbelos, El Ancón, Tamaide, Atalaya, etc.
Son algunos de los cientos de ejemplos que podríamos enumerar de una mala actuación, pública o privada, a lo largo de los últimos 50 años, con relación a los barrancos insulares. En ese sentido, la naturaleza se empeña en recordarnos cíclicamente el peligro que supone ignorarla. Los barrancos recuperan su cauce natural y establecen sus linderos al margen de las obras, viviendas o personas que se encuentren ocupándolos. Así ocurrió el 31 de marzo de 2002 y, un siglo y medio atrás, el 7 de noviembre de 1826, en el gran temporal que asoló Tenerife, arrastrando al mar, sólo en La Orotava, 84 personas, más de 500 cabezas de ganado y arrasando 190 casas, o en Candelaria, donde también se llevó a personas y a buena parte del convento de los dominicos, incluyendo la imagen de la virgen de Candelaria. Son breves referencias históricas que demuestran que la lluvia y el agua no piden ni permiso ni escrituras de propiedad cuando se canalizan con violencia por el cauce de un barranco.
Los problemas fundamentales que se presentan hoy día son la invasión de los cauces por la actividad humana y la consiguiente alteración de la red hidrográfica y el medio ambiente natural. También se detectan los siguientes problemas específicos, aunque año tras año la Administración está trabajando en la mejora continua y mantenimiento de los cauces:
• Ocupación.
• Peligro de inundaciones.
• Escombros y vertidos de todo tipo.
• Falta de delimitación de zonas inundables
• Falta de delimitación de cauces.
Se persigue, con la realización de este Trabajo Fin de Título, ofrecer una visión de los problemas que actualmente se acontecen en los barrancos de las islas. Para ello se estudia y valora el estado actual de algunos de estos barrancos. En base a esos problemas, se enumeran una serie de cuestiones necesarias a tener en cuenta en la integración de cauces. Además se mostrarán diferentes ejemplos de integración de cauces donde podremos diferenciar entre aquellas realizadas de manera respetuosa y satisfactoria; es el caso de la propuesta de regeneración del barranco de Arucas que elaboré como Proyecto Fin de Carrera, y aquellas en las que la integración no respeta el medio en el que se aplica; es el caso del proyecto de hormigonado del barranco de Bañaderos, también en el municipio de Arucas. Para finalizar se tratará de dar respuestas a diferentes preguntas que se nos pueden plantear ante esta situación.
Con la intención de reflejar la importancia de los barrancos de las islas, se muestran a continuación, en resumen, las características geológicas y climatológicas de la isla de Gran Canaria.
La orografía, la climatología y la geología de Gran Canaria configuran un conjunto de características territoriales que conducen a un régimen de avenidas notable en dos sentidos principales. En primer término, por la importancia y la frecuencia de las incidencias asociadas con este fenómeno. En segundo lugar, por la circunstancia de que la mayor parte de los daños no se deducen del hecho de que se generen grandes superficies inundadas en las vegas de los cauces - localizadas sólo en determinados lugares de la isla - sino a causa de la velocidad del agua y los arrastres que moviliza.
Por lo que se refiere a las características del fenómeno, se deducen de la propia morfología de una isla que registra alturas máximas que rondan los 2.000 m, con una red de cauces que alcanza el mar en longitudes - cuando mucho - de algunas decenas de kilómetros. Así como las zonas de montaña en el territorio continental suelen estar libres de la influencia de las riadas, precisamente porque en ellas los cauces están más definidos y la población está dispersa, normalmente con densidades muy bajas, en determinadas zonas de Gran Canaria conviven una densidad de población superior a los 1.000 habitantes por km² y unas cuencas y cauces de una gran pendiente en los que la velocidad del agua es una fuente de daños mayor que el calado que alcanza.
Adicionalmente, y también en oposición a la mayoría las zonas de montaña continentales europeas, la geología volcánica conduce a una gran capacidad de infiltración del agua de lluvia y, como consecuencia, a que los barrancos estén secos durante temporadas muy largas, superiores a varios años. A causa de ello, es fácil que la población olvide las riadas e invada esta red con construcciones permanentes o considere desmesurado el tamaño de las obras de drenaje que serían necesarias para garantizar, frente a cualquier evento, el paso de los caudales de crecida. No es fácil justificar inversiones en una seguridad que sólo se requiere en una cantidad limitada de ocasiones a lo largo de una generación y que el resto del tiempo van a permanecer ociosas. Máxime si de ellas se derivan gastos por el correcto mantenimiento de estas obras.
Además, es probable que las características adversas de la climatología empeoren como consecuencia del “cambio climático”. Asimismo, la presión urbanística es cada día mayor.
Por todo ello, las avenidas en la isla de Gran Canaria configuran un problema complejo.
La propuesta que en este trabajo se hace es integrar aquellos cauces que han sido degradados y que por tanto, como ya hemos visto, representan un peligro para la población. Como vía de integración se propone su regeneración o restauración.
Y es que el estado que presentan algunos de los barrancos de las islas es lamentable; vertido de basuras, asfaltado u hormigonado del lecho del barranco, usos impropios como aparcamiento de vehículos o ubicación de edificaciones. Además, en muchas ocasiones la limitación de territorio en las islas está provocando que el encauzamiento de los barrancos mediante tubos de diámetros, en ocasiones ridículos, esté a la orden del día.
Esta situación desemboca no solo en un problema medioambiental sino también de seguridad para la población. Y es que la lluvia y el agua no piden ni permiso ni escrituras de propiedad cuando se canalizan con violencia por el cauce de un barranco.
Parece que desde la Unión Europea han decidido tomar cartas en el asunto y han encomendado al Consejo Insular de Aguas la elaboración de un protocolo de seguridad que prevenga en el futuro las inundaciones y derrumbes de las poblaciones.
Se enumeran a continuación brevemente las deficiencias que presentan algunos de los barrancos de las islas:
El Barranco de Arucas nace en las medianías del Pico de Osorio, atraviesa Arucas, Cardones y desemboca en el mar. Se trata de un pequeño barranco de orden 4 con una longitud aproximada de entre 8 y 9 kilómetros. Con respecto a su recorrido, se dice que anteriormente a una de las erupciones de la montaña, el transcurso del barranco de Arucas no era el actual. Éste circulaba junto a donde actualmente se encuentra la fábrica del ron y donde en el siglo XX había una gran laguna muy usada por los habitantes del municipio.
Actualmente el Barranco de Arucas se encuentra en estado de abandono. Numerosos colectivos ecologistas han denunciado las agresiones que sufre el barranco, concretamente desde el puente de la circunvalación al Polideportivo Municipal “Tonono”.
A lo largo de él se puede encontrar todo tipo de basura (neveras, bañeras, materiales de obra, etc.) y zonas en las que existen roturas en la red de alcantarillado que provocan vertidos, residuos y malos olores en época de lluvia.
Otro de los problemas es el uso impropio que se le da al barranco. Existen tramos en los que el cauce público se encuentra asfaltado y es utilizado como aparcamiento y como carretera para llegar al Lomo Jurgón y a los invernaderos de la zona. También es usado por los vecinos como paseo para la realización de actividades deportivas: footing, equitación, ciclismo, etc.
Por otro lado se ha observado que el barranco no se encuentra acondicionado para soportar con seguridad las altas precipitaciones de lluvia que se están dando con mayor frecuencia en los últimos años. Las lluvias intensas acaecidas el 28 de enero de 2007 con precipitaciones en torno a los 123 mm/día trajeron consigo que “corriesen” algunos barrancos del municipio. Las lluvias caídas el día 8 de marzo de 2009 en Gran Canaria dejaron imágenes casi en el olvido e inéditas para muchos, como el correr del agua por el Barranco de Arucas.
Además, se observa que el cauce transcurre por el núcleo urbano del municipio, existiendo riesgo de inundación y actuando como barrera ya que divide la zona en dos márgenes sin existir acceso entre ellos.
En cuanto al Barranco de Bañaderos, el Ayuntamiento de Arucas decidió adecuar la plataforma existente en el cauce del Barranco de Bañaderos, para mejorar el estado del firme que en ese momento ya había. Se pretendía además que sirviera como acceso al futuro paseo marítimo y frente de playa de Bañaderos, en el Puertillo. Se proyectó la ejecución de los trabajos necesarios del citado camino adecuándolo para el tránsito de vehículos a lo largo de todo el recorrido.
Lo que se pretendía desde un primer momento era nivelar el suelo y hormigonar, pero debido a que este hormigonado no fue autorizado, se pasó a instalar suelo cemento.
Para el acondicionamiento del firme, se decidió la construcción de una plataforma de grava cemento tipo GC20 con 20 cm de espesor a lo largo de los 250 metros de longitud que transcurren desde el cruce con la calle Timón hasta la desembocadura del barranco hacia el frente marítimo.
Haciendo una comparativa del estado que presenta el barranco en la actualidad y el que presentaba hace tan sólo 60 años, la pregunta es inevitable; ¿Qué pasaría si lloviese como hace 56 años, en el año 1958?
Esta actuación tuvo lugar debido a las quejas de los vecinos de la zona, que argumentaban que con el paso de los vehículos se levantaba polvo del pavimento ya existente. Por su parte el PP presionó al grupo de gobierno para que solucionara la situación del barranco ya que, según decían, no cumplía con los objetivos.
En cuanto a la zona sur y sureste de la isla, en los últimos años los centros turísticos de Gran Canaria se han visto afectados por varias situaciones meteorológicas adversas, que han producido inundaciones en hoteles, apartamentos, áreas comerciales y en el sistema viario. Un análisis más detallado de las causas de esas inundaciones pone de manifiesto la inexistencia de una correcta planificación, capaz de estructurar y ordenar el crecimiento urbano con criterios ambientales; así como la ausencia de una política eficaz para controlar la ocupación de cauces y zonas de deslinde marítimo terrestre.
Uno de los paisajes que evoca el nombre de Canarias es el de playas arenosas, dunas y mucha gente disfrutando de unas vacaciones con buen tiempo. Con esta descripción parece paradójico presentar el sur de Gran Canaria, principal centro turístico de la isla y su motor económico, dentro de un módulo definido como “paisajes problema”. Sin embargo, en los últimos años determinadas situaciones meteorológicas adversas han dejado entrever las consecuencias de la deficiente planificación territorial de estos espacios.
Las precipitaciones de este sector de la isla son escasas, pues sólo llueve un promedio de 76,5 mm de lluvia anual, repartidos en 14 días, también de media, lo que significa que solo llueve un 4% de los días del año. Ello, unido a otra variable como es la alta insolación, confiere a este sector rasgos prácticamente desérticos. Diciembre es el mes más lluvioso del año (17,5 mm de media) y, al tiempo, donde suele producirse el día más lluvioso del año. El rasgo más característico de la lluvia es su torrencialidad pues, aunque ninguna de las doce medias mensuales supera los 18,0 mm, hay meses en los que se ha llegado a multiplicar por 11 esa cantidad, como es el caso de noviembre de 1954 (203,9 mm), o por 6 como en diciembre de 1991 (111,3 mm). Entre 1950 y 2003 sólo en una ocasión se han superado los 100,0 mm en 24 horas, concretamente el 10 de noviembre de 1950 en que se recogieron 164,2 mm. Cantidades superiores a 50,0 mm en un día sólo se han registrado en 8 ocasiones.
En los últimos años, especialmente en 2000, 2001 y 2002, en el sur de Gran Canaria se han generado situaciones meteorológicas adversas que han dado lugar a inundaciones y, como consecuencia de ellas, se han producido importantes pérdidas materiales.
Por lo que respecta al Barranco de El Veril, las inundaciones de los establecimientos turísticos se deben al desbordamiento de las aguas de avenida que, a su vez, recoge las escorrentías de otros tres cauces.
En este caso, el pontón situado bajo la carretera comarcal es incapaz de evacuar las aguas y los materiales arrastrados, por lo que se desborda e inunda viales e instalaciones. Las edificaciones situadas bajo rasante se convierten en verdaderos depósitos de barro y fango, quedando completamente anegados. A todo ello se suma la imposibilidad de evacuar las aguas directamente al mar, dada la existencia de un paseo marítimo transversal, cuyo muro de aproximadamente 80 cm represa las aguas, produciendo inundaciones aún mayores en los distintos apartamentos más próximos al litoral. Además, la rotura de la canalización del barranco en su desembocadura produce la destrucción de la red de aguas residuales y su vertido directo al litoral, lo cual ocasionó el cierre para el baño de las playas cercanas.
Tras las lluvias del 7 enero de 2000 resultaron afectados 120 apartamentos (250 camas), 1.200 m2 de sótanos, 750 m2 de locales comerciales y, aproximadamente, 40 vehículos que en el momento de la avenida se encontraban estacionados en las vías afectadas. La valoración realizada por el Ayuntamiento de San Bartolomé de Tirajana alcanzó los 276.130.000 pts. (1.659.574,7 €).
Los temporales de enero de 2000 y noviembre de 2001 han hecho tomar conciencia a las administraciones públicas de la necesidad de tomar medidas que eviten, en la medida de lo posible, situaciones como las descritas. Pero, como siempre sucede, aquéllas se toman una vez que los problemas ocurren, y no como un proceso razonado propio de la acción planificadora.
Lo irónico de esta situación es que la familia Kiessling, propietarios del Siam Park y del Loro Parque, ambos en la isla de Tenerife, proyectan construir un parque acuático en 130.000 metros cuadrados de dominio público, correspondientes al cauce del Barranco de El Veril.
En el caso del Barranco de Las Burras, su extensa llanura de inundación se ha ido ocupando con diversas infraestructuras: un campo de fútbol, una desaladora, una depuradora de aguas residuales y la vía que conecta estas instalaciones con la carretera comarcal C-500. Al tiempo, el cauce fue desviado hacia ambas márgenes, salvando esta última vía con diversos pontones.
Las aguas de avenida producidas por las fuertes lluvias arrancaron parte de los árboles y zonas ajardinadas que bordean los canales, obstruyendo los pontones y desviándose hacia varios apartamentos cercanos. Asimismo la desaladora quedó totalmente anegada, y diversos elementos de conducción de aguas destruidos.
El Barranco de Puerto Rico presenta una imagen penosa después de que gran cantidad de basuras y escombros hayan sido vertidos en su cauce. Los verdes sostienen que dichas basuras habían sido recogidas de la playa de Tauro y que en vez de ser llevadas a reciclar, han sido depositadas en el mismo. Por su parte, interpusieron una denuncia ante la Agencia de protección del Medio Urbano y Natural que ha impuesto una multa de 150.233 euros a la empresa Puerto Rico S.A. por este hecho.
Lo cierto es que esta situación es lamentable, teniendo en cuenta que dicho municipio basa su economía en el turismo. Los montones de basuras y escombros son visibles tanto desde el transitado Puerto de Mogán como desde la playa de Tauro. Además, la zona donde se producen estos vertidos es bastante visitada por numerosos turistas que practican senderismo por el cauce del barranco, por lo que se llevan una imagen penosa de nuestra isla.
Son muchos los barrancos que presentan estados tan lamentables como los que hasta ahora hemos visto. Un ejemplo de ello es Barranco Seco, en Las Palmas de Gran Canaria. Este ha sido invadido por diferentes edificaciones como son la EDAR o el Colegio Heidelberg. Ambos se encuentran ubicados en el cauce.
Otros claros ejemplos de esta situación son los Barrancos del Polvo, en Ingenio y de La Ballena, en Las Palmas de Gran Canaria. Ambos, igual que en el caso anterior, han sido invadidos. En el caso del Barranco de La Ballena, se construyeron hace ya algunos años un total de 8 campos de futbol de los cuales en la actualidad, siguen en funcionamiento menos de la mitad. Esto ha ocurrido dado el mal estado que presentaba cauce cunado encima se construyeron. Este barranco fue además canalizado en gran parte y desemboca con virulencia durante épocas de lluvia en la turística Playa de Las Canteras.
En el caso del Barranco de Ingenio, sobre éste se ha levantado una zona industrial. Ya en 2011 se había proyectado la primera fase de la zona verde del Barranco del Polvo que estaba localizada entre las calles Capitán Lucena y Aremota, con una superficie total de actuación de 10.886 metros cuadrados. El proyecto recogía entre sus principales obras la realización de paseos peatonales, caminos y sendas, ajardinamiento, construcción de rocallas, acera exterior y la colocación de una barandilla de protección de cauce de barranco. Éste suponía una inversión de alrededor de 450.000 euros.
Una vez analizada la situación de los barrancos de las islas, y en vista del precario estado que presentan la mayoría de ellos, se proponen una serie de factores necesarios a tener en cuenta cuando se pretende regenerar un cauce. En base a ellos trataremos de dar solución a la situación de aquellos barrancos que no tienen propuesta una solución y para los que no hay expectativas de ello.
• Limpieza del cauce. Es necesario en todos los casos vistos anteriormente realizar una limpieza en el cauce de manera que se retiren las basuras y escombros vertidos en los lechos. Es necesario además realizar una poda de manera que se elimine la vegetación invasora. En cuanto a los Barrancos de Arucas y Bañaderos, se propone además la retirada del pavimento que cubre el cauce.
• Protección de los márgenes. Será necesario llevar a cabo las labores de protección de márgenes con escolleras de manera que la escorrentía no los erosione. Esta labor no solo supone una protección sino que además mejora el aspecto del cauce por lo que se propone sea llevada a cabo en todos los barrancos descritos anteriormente.
• Corrección de los cauces. Será importante su aplicación en aquellos barrancos en los que por sus características (pendiente, tipo de terreno, etc) se alcancen elevadas velocidades durante la escorrentía. Esto provoca el arrastre de sólidos y eleva la peligrosidad de la situación. Se propone la corrección del cauce por ejemplo en el Barranco de El Veril.
• Repoblación forestal. Con la repoblación forestal se consigue disminuir la velocidad del agua de escorrentía, lo que aumenta el tiempo de infiltración. Esto unido a la mejoría del aspecto que ello supone hace que este factor sea aplicable a todos los casos antes descritos.
• Accesos. A la vista está que el acceso a los barrancos es posible. Se propone habilitar ciertas zonas para la entrada de máquinas que realicen las labores de limpieza y conservación así como reponer los mojones que deslindan el cauce. Se propone incluso la colocación de carteles que adviertan de la prohibición de tirar basuras y en general, de dañar el medio.
• Paseos en riberas. Se aconseja construir paseos en las riberas de aquello barrancos que se encuentren en zona urbana. Es el caso por ejemplo del Barranco de Arucas. Como ya se explicó en apartados anteriores, éstos pueden estar a uno o ambos lados del cauce, en cuyo caso deberán estar conectados. Se aprovisionarán de mobiliario urbano, luminarias y carril bici.
• Usos de interés público integrado. En cuanto a los usos interés público integrado, las edificaciones que hoy en día ocupan los cauces no cumplen con esta definición. No están preparadas para soportar las máximas avenidas y por tanto suponen un grave peligro. Es por ello que se propone el derribo de aquellas edificaciones que no se ajusten a la definición de uso de interés público integrado. El Barranco de La Ballena, Barranco Seco, son algunos de los ejemplos.
En cuanto a los barrancos que se encuentran encauzados, es el caso del Barranco de La Ballena, Barranco Seco, en Las Palmas, Barrando de Frías, en Tenerife, Barranco del Polvo, en Ingenio, etc. Se propone un redimensionamiento de la obra de manera que se asegure el paso de las máximas avenidas. En ocasiones este máximo valor no se tiene en cuenta dado que las máximas avenidas ocurren cada muchos años y se considera un sobredimensionamiento así como, según los más desconocedores de la materia, una derroche el dinero. Es necesario tener en cuenta que llegará el día en que ocurra y debemos estar prevenidos para que situaciones como las que se han vivido en las islas durante los últimos años no se repitan.
Encontrar barrancos en las islas que hayan sido regenerados y por tanto integrados en el medio es una tarea muy difícil. Esto contrasta bastante con la necesidad de actuaciones que presentan numerosos barrancos de las islas. A pesar de que se realicen labores de limpieza en algunos cauces, esto no mejora la situación ya que normalmente ocurre que al cabo de varios meses más basuras y vertidos son depositados en los cauces.
En el caso del Barranco Real de Telde, se redactó un proyecto de recuperación natural, histórico cultural y recreativa de la zona litoral comprendida entre el Barranco Real de Telde (Bocabarranco) y el Barranco de Las Goteras (Playa Jinámar): Parque Marítimo Natural de Jinámar.
Por su parte, la propuesta de regeneración del Barranco de Arucas que realicé para la obtención del título de Ingeniería Técnica de Obras Públicas incluye obras para la regeneración del barranco que irán acompañadas de otras instalaciones destinadas al ocio y disfrute de la población, tales como: la construcción de un paseo a lo largo del tramo de estudio y en uno de los márgenes del barranco, la creación de un parque destinado a los mayores y la proyección de una zona recreativa; todo ello en las inmediaciones del barranco y enclavado en el corazón del municipio.
De lo visto podemos concluir que:
Los barrancos son territorios sometidos a la acción humana que, desde los primeros pobladores, los transforma y evoluciona con ellos y sus recursos, generando un espacio cultural, un paisaje, en el que se ponen de manifiesto sus valores, y donde se hacen patentes los usos, las tradiciones, y en algunos casos los abusos, las agresiones y el deterioro del medio ambiente.
Como se ha visto a lo largo del trabajo es, en la mayoría de las ocasiones, a causa de los abusos y agresiones que sufren los barrancos, que se producen los desbordamientos de éstos y por tanto inundaciones que afectan a las personas y a sus bienes. Son diversas las maneras en las que hoy en día se agrede a un barranco; se vierten basuras y escombros en sus lechos, se extraen áridos de los cauces creando represas de grandes dimensiones, se encauzan en tubos de diámetros ridículos para aprovechar el espacio que sus lechos ocupan y hacer pasar, por ejemplo, carreteras, se edifica en sus lechos descontroladamente, etc.
Recientemente ha salido la sentencia relativa al caso del almacén perteneciente al grupo de alimentación Mercadona que sufrió grandes daños durante unas lluvias ocurridas en la isla de Gran Canaria. El citado almacén se encontraba situado al margen del Barrando de El Veril, en San Bartolomé de Tirajana. Durante las citadas lluvias el barranco corrió con virulencia ocasionado grandes pérdidas materiales en el citado establecimiento. Dicha compañía denunció al Consejo Insular de Aguas por lo ocurrido. La sentencia ha sido favorable para la compañía por lo que el Consejo deberá pagar alrededor de 800.000 euros. En resumidas cuentas, la justicia nos obliga a pagar a los dueños de ese almacén la cantidad de 800.000 euros por los daños que sufrió el establecimiento cuando el barranco, donde estaba situado sin respetar zonas de servidumbre o policía alguna, corrió a consecuencia de la lluvia que cayó.
Hay que tener en cuenta además que si una edificación se ubica en el lecho de un barranco y nadie denuncia su situación ilegal, cuando se producen precipitaciones y el cauce lleva agua que durante su transcurso afecta a la edificación ilegal, los propietarios de ésta tienen derecho a demandar una indemnización por daños y perjuicios que al final terminamos pagando los ciudadanos.
“El Gobierno ordena la demolición de cuatro edificios de apartamentos construidos ilegalmente en El Barranco de las Truchas, en Tías, Lanzarote”; Acciones como esta son necesarias para que cada vez haya menos edificaciones ilegales ocupando los lechos de los barrancos de las islas.
Visto lo anterior, podemos concluir que cuando se altera el cauce de un barranco, sea como sea, lo acabamos pagando.
Los proyectos de regeneración de un cauce incluyen labores de limpieza de cauces, protección de márgenes, corrección de cauces con hidrotecnias, repoblaciones forestales y construcción de paseos en las riberas. Además se tienen en cuenta conceptos como el caudal ecológico, los accesos y los usos públicos integrados. Una correcta combinación de estos factores da lugar a la regeneración hidrológica de un cauce. Como se describió en la propuesta de regeneración hidráulica del Barranco de Arucas, el presupuesto de un proyecto de estas características puede ascender a alrededor de los 8.000.000€.
Por su parte, un proyecto de conservación y mantenimiento de cauce incluye labores de limpieza, demolición de estructuras si las hay, así como la retirada de instalaciones, labores de protección de cauces y reposición de mojones o hitos de amojonamiento para mantener el deslinde. Una actuación de estas características supondría un presupuesto de alrededor de 150.000€. Se incluye en el apartado de anexos uno titulado: Presupuesto tipo de conservación del dominio público hidráulico en la isla de Gran Canaria.
Si comparamos el coste que supone regenerar un barranco con el coste que supone conservarlo, observamos que deteriorándolos como lo estamos haciendo, no solo estamos poniendo en peligro nuestra propia seguridad contribuyendo a que el día de mañana lleguen las máximas avenidas y causen inundaciones sino que no se está usando el dinero público de manera coherente en lo que a este tema se refiere.
En base a lo expuesto anteriormente podemos decir que el concepto que debe prevalecer en los organismos de gestión es el de “mantenimiento y conservación de cauces” y no debería ser necesario utilizar conceptos como la “regeneración o restauración de cauces”.
Para finalizar, y tras observar la situación en general, podemos afirmar que los barrancos de las islas canarias se encuentran, en su gran mayoría, abandonados en cuanto a la administración y la protección legal y medioambiental.
Translation - English In the past, not long ago, when hardship and poverty were the dominating theme in this Archipelago, ravines were completely free of vegetation and were not used as improvised landfill to dump refrigerators, mattresses or tires. Of course, no one ever thought of building a house on its channel because nature was feared and respected by then.
Lately, that respect has faded and consequences have not taken long to appear in the form of floods, deluges and considerable damages on people and properties. March 31st is not so far behind as to forget what happened well into the 21st century. The construction of housing or roads on public channels has a lot to do with the demographic pressure and the lack of inexpensive lands for our people. But also -which is more serious- with a certain level of ignorance and a lack of knowledge of the territory by builders, combined with a negligent and dangerous permissiveness as well as with the misunderstood tolerance of some public administrations. Occasionally, even the administration itself is responsible for the dangerous occupation of these channels, which turns out to be even more inexplicable.
Just to mention some examples: the road of Guaza, from Malpaso to Las Galletas follows a ravine channel; in Guía de Isora they have just finished a debatable channeling that goes through the ravine, dangerous due to the volume of water that town mountain peaks can provide it with, from Tasogo to Tauce. In Adeje, the ravines going down to and flowing into Callao Salvaje or Fañabé are other black spots of these kind of badly planned constructions; the Doctor Antonio González Avenue, in Los Realejos, is constructed directly on another ravine channel; not to mention Santos ravine, after the construction of the inner harbor of Los Llanos, where they did not sufficiently drain its channel, but lengthened it and avoided its silting, in historically problematic areas as the La Concepción Church and the Museo de la Ciencia y el Hombre. Likewise, we have to pay attention to the deterioration of long-standing irrigation dams, now abandoned and without maintenance, like Tahodio, Los Curbelos, El Ancón, Tamaide, Atalaya, etc.
These are just some of the hundreds of examples we could mention about bad actions, public or private, related to insular ravines throughout the past 50 years. In that sense, nature insists on cyclically reminding us the danger ignoring it brings about. Ravines recover their natural channel and establish their boundaries on the fringes of the constructions, housing or people that occupy them. That is what happened on March 31, 2002 and also a century and a half before, on November 7, 1826, during the great storm that razed Tenerife, which dragged 84 people, more than 500 head of cattle and destroyed 190 houses in La Orotava alone. In Candelaria too, it dragged people and a great part of the Dominican convent, including the statue of the Virgin of Candelaria. These are brief historical references proving that rain and water ask neither for permission nor for deeds of ownership when they violently run by a ravine channel.
The fundamental problems arising nowadays are the invasion of channels due to human activity and the resulting alteration of the hydrographic network and the natural environment. Even though the Administration works year after year on the continuous improvement and maintenance of the channels, the following specific problems are also detected:
• Occupation.
• Risk of flooding.
• Debris and all sorts of spills.
• Lack of delimitation of flood zones.
• Lack of delimitation of channels.
The intended pursue of the realization of this Final Graduation Project is to offer a view of the current problems in the islands’ ravines. To do so, the present condition of some of these ravines is studied and assessed. Based on these problems, a series of issues that need to be considered in the integration of channels are listed. Besides, we will show different examples of integration of channels where we will be able to make a difference between those carried out respectfully and satisfactorily. It is the case of the regeneration project of the Arucas Ravine I made as Final Project, and those in which integration does not respect the environment where it is applied; it is also the case of the concreting project of the Bañaderos Ravine, in the municipality of Arucas as well. Lastly, different questions that may arise before this situation will try to be answered.
With the intention of reflecting the importance of the islands’ ravines, the geological and climatological characteristics of the island of Gran Canaria is showed next in summary.
Gran Canaria’s orography, climatology and geology form a set of territorial characteristics that lead to a pattern of floods noticeable in two main senses. Firstly, due to the importance and frequency of incidents linked to this phenomenon. Secondly, due to the circumstance that most part of the damages are not derived from the fact that great flooded surfaces originate in the channels’ meadows –found only in specific places in the island- but from water speed and the draggings it causes.
In what refers to the characteristics of the phenomenon, they derive from the morphology of an island that registers a maximum height around 2.000 m., with a network of channels that reach the sea with lengths –at most- of some tens of kilometers. Just as mountain areas in the continental territory tend to be free of the influence of floods, precisely because channels are more defined and population is dispersed there. In certain areas of Gran Canaria a population density superior to 1.000 inhabitants per km² coexist with watersheds and channels of steep slopes in which water speed is a greater source of damage than the importance it is given.
In addition to this, as well as in opposition to most of European continental mountain areas, volcanic geology leads to a great infiltration capacity of rain water and, consequently, to ravines being dry for long periods of time, superior to several years. Because of this, it is easy for the population to forget about the floods and start invading this network with permanent constructions or even considering disproportionate the size of drainage constructions necessary to guarantee, in case of any event, the flood flow going by. It is not easy to explain the investment in a security system only required a limited amount of times throughout a generation, which will remain unused the rest of the time. All the more so when the correct maintenance of these constructions brings expenses about.
Besides, it is probable that weather adverse characteristics worsen as a consequence of the “climate change”. Likewise, urban pressure is getting higher and higher every day.
Due to all of this, floods in the island of Gran Canaria are a complex problem.
The proposal delivered in this project is to integrate the channels that have been harmed and, thus, as we have seen, represent a risk for the population. Regeneration and restoration are suggested as ways of integration.
And the thing is that the state of some of the ravines in the islands is deplorable: littering, paving or concreting along the channel river bed, inappropriate use as parking lot for vehicles or building allocation. Moreover, territory limitation in the islands is often causing the channeling of ravines with pipes, of diameters at times ridiculous, to be in vogue.
This situation results in not only an environmental problem, but also a security problem for the population. The fact is that rain and water ask neither for permission nor for deeds of ownership when they violently run by a ravine channel.
It seems that the European Union has decided to take matters in their own hands and have entrusted the Insular Water Council with the preparation of a security protocol for the prevention of future floods, landslides and rockfalls in towns and cities.
The deficiencies observed in some of the ravines in the islands are briefly listed below:
Arucas Ravine originates in the Pico de Osorio mid-altitude regions, crosses Arucas, Cardones and flows into the sea. It is a small ravine of order 4 with an approximate length between 8 and 9 kilometers. Regarding its tour, it is said that before one of the eruptions in the mountain, the course of the Arucas Ravine was not the same as today. It ran close by where the rum factory is at present and where there was a great pool used by the inhabitants of the municipality in the 20th century.
Nowadays, the Arucas Ravine is in a state of abandonment. Numerous ecological collectives have reported the aggressions it suffers, specifically from the beltway bridge to the Tonono Municipal Sports Center.
All kinds of litter (refrigerators, bathtubs, construction materials, etc.) can be found all over it as well as areas where there are breakages in the sewer system causing spills, wastes and bad smells in periods of rain.
Another problem is that due to the inappropriate use made of the ravine. There are sections in which the public channel is paved and used as parking lot and road to get to Lomo Jurgón and the surrounding greenhouses. The neighbors also use it as promenade to do sports activities: jogging, horseback riding, cycling, etc.
On the other hand, the ravine is not properly prepared to safely support the high rain precipitations taking place more often in the last years. The intense rains of January 28, 2007, with precipitations around 123 mm/day brought about the “running” of some ravines in the municipality. The rains that fell on March 8, 2009 in Gran Canaria left images that were casted into oblivion or even unknown for many, as water running along Arucas Ravine.
Moreover, the channel goes by the urban nuclei of the municipality, thus there is a risk of flooding and acts as barrier, since it divides the area into two edges lacking an access between them.
Regarding the Bañaderos Ravine, Arucas City Council decided to adjust the ravine channel’s existing platform, in order to improve the condition of the surface that was there already. It was expected to be suitable as access to the future promenade and front of Bañaderos beach, in the Puertillo. The realization of the necessary works along the whole said track was planned in order to adapt it to the traffic.
The aim from the beginning was leveling the ground and pouring concrete, but due to the fact that this concreting was not authorized, a cement floor was set up instead.
For the reconditioning of the surface, they decided to build a GC20 gravel cement platform, 20-cm thick, throughout the 250 meters passing from the junction in Timón Street to the ravine mouth towards the waterfront.
When comparing the current state of the ravine with that of just 60 years ago, the question is inevitable: What would happen if it rained today as it did 56 years ago, in 1958?
This intervention took place after the neighbors complained, arguing that dust coming from the existing pavement raised when vehicles passed by. For their part, the People’s Party (PP) put pressure on the group of government to solve the situation in the ravine since, according to what they thought, it did not fulfill the objectives.
Regarding the southern and southeastern areas of the island, tourist areas in Gran Canaria have been affected by various adverse weather situations in the past years. These have caused floods in hotels, apartments, commercial areas and the transport system. A more detailed study on the causes of these floods shows the inexistence of a correct planning, able to organize and arrange urban growth with environmental criteria. It also shows the absence of an effective policy to control channel occupation as well as maritime - terrestrial demarcation zones.
One of the landscapes that recall the name of the Canary Islands is that of sandy beaches, sand dunes and plenty of people enjoying their vacation and good weather. With this description, presenting the south of Gran Canaria, main tourist area in the island and its economic motor, within the section of “problem landscapes” seems paradoxical. However, in the past years, certain adverse weather situations have shown the consequences of the deficient territorial planning in these spaces.
Precipitations in this area of the islands are scant, since it only rains an average of 76,5 mm of rain per year, spread out in 14 days, on average too, which means it only rains a 4% of days of the year. This, together with another variable as high sunshine, gives this area almost desert features. The month of December is the rainiest one (17,5 mm on average) and, at the same time, when the rainiest day of the year tends to take place. Rain’s most characteristic feature is its torrential nature. Even though any of the twelve monthly averages exceeds 18,0 mm, there are months in which that quantity has multiplied 11 times, as happened in November 1954 (203,9 mm) or 6 times, as in December 1991 (111,3). Between 1950 and 2003, 100,0 mm of rain in 24 hours has been exceeded only once, namely on November 10, 1950 when 164,2 mm were registered. Quantities superior to 50,0 mm in a single day have only been registered 8 times.
In the past years, especially in 2000, 2001 and 2002, adverse weather situations have taken place in the south of Gran Canaria, causing floods and, as a consequence, important material losses.
In respect to El Veril Ravine, floods in the tourist establishments owe to the overflowing of floods that, at the same time, gathers up the overflows coming from three other channels.
In this case, the pontoon located beneath the regional road is unable to evacuate the waters and dragged materials, so it overflows and floods the roads and facilities. The buildings located beneath slopes become big mud and mire deposits, ending up flooded. Added to all that is the impossibility to evacuate the waters directly to the sea, due to the existence of a transversal promenade whose 80 cm wall dams the water, which causes even bigger floods in the apartments closer to the coast. Besides, the break of a ravine channel in its mouth causes the destruction of the sewage network and its direct spill to the coast, which causes the closing for swimming of the nearby beaches.
On January 7, 2000, rain affected 120 apartments (250 beds), 1.200 m² of basements, 750 m² of commercial establishments and approximately 40 vehicles that were parked in the area at the time of the flood. The assessment made by the San Bartolomé de Tirajana City Council reached 276.130.000 pesetas (1.659.574,7 euro).
The rough weather of January 2000 and November 2001 have made public administrations become aware of the need to take the necessary measures to avoid, to the extent possible, situations as the ones described above. However, as always, measures are taken once problems take place, and not as a reasonable process of the planning action.
The ironic is this situation in which the Kiessling family, owner of Siam Park and Loro Parque, both in the island of Tenerife, plans to build a 130.000-square meter public domain waterpark, an area belonging to El Veril Ravine.
In the case of Las Burras Ravine, its extensive flood plain has been taken up with different infrastructures: a football pitch, a desalination plant, a water treatment plant and the road connecting this facilities to the C-500 regional highway. At the same time, the channel was diverted to both edges, saving and getting round the said road with various pontoons.
Flood waters caused by the strong rains pulled part of the channels’ surrounding trees and gardened areas out. Because of this, pontoons got blocked up and altered the channel’s course towards some nearby apartments. Likewise, the desalination plant got completely flooded and various water conduction elements were destroyed.
Puerto Rico Ravine presents a deplorable image, after a great amount of litter and debris have been spilled along its channel. Ecologists maintain that the said litter was collected from Tauro beach and, instead of taking them to recycle, left on the ravine. For their part, they filed a suit before the Agency for the Natural and Urban Environment Protection, which has imposed a fine of 150.233 euro to the company LLC Puerto Rico for this incident.
The truth is that this situation is deplorable, considering the fact that the aforementioned municipality bases its economy on tourism. The piles of litter and debris are visible both from the busy Mogán Port and from Tauro beach. In addition, many tourists who practice hiking along the ravine channel often visit the area where these spills take place. This sure makes them take a terrible image of our island with them.
There are many ravines in states as deplorable as the ones we have already seen. An example of that is Barranco Seco, in Las Palmas de Gran Canaria. This has been taken up by different constructions like a sewage treatment plant or the Heidelberg School. Both are located on the channel.
Other clear examples of this situation are the Del Polvo Ravine, in Ingenio, and La Ballena Ravine, in Las Palmas de Gran Canaria. As with the previous case, both of them have been invaded. In the case of La Ballena Ravine, a total of 8 football pitches were constructed years ago; 8 pitches of which less than half are still working. This has happened because of the channel’s bad condition by the time they built them on it. Most of this ravine was also channeled and now virulently flows into the tourist Beach of Las Canteras in times of rain.
In the case of Ingenio Ravine, an industrial zone has been built. By 2011, the first phase of the Del Polvo Ravine green zone had already been designed. This zone was located between Capitán Lucena and Aremota Streets and had a total area of action of 10.886 square meters. The project included the realization of pedestrian promenades, ways and paths, landscaping, construction of pebbles, outside sidewalk and placement of a protection handrail of the ravine channel among its main constructions. This project meant an investment of around 450.000 euro.
Once the situation of the ravines in the islands has been analyzed, and considering the precarious state of most of them, a series of necessary factors to consider when attempting regenerating a channel are suggested. Based on them, we will try to give a solution to the situation of the ravines for which a solution has not been given yet as well as to those for which there are no expectations at all.
• Cleaning of the channel. For all the cases previously mentioned, a cleaning of the channel is necessary in order to remove the spilled litter and debris from the riverbeds. It is also necessary to carry out a pruning in order to get rid of the invading vegetation. As regards to Arucas and Bañaderos Ravines, the removal of the pavement covering the channel is also suggested.
• Protection of the edges. It will be necessary to carry out protection tasks for the edges by means of breakwaters so that the overflow does not erode them. These tasks are not only a way to protect the edges, but it also improves the appearance of the channel. That is why we suggest the carrying out of this task for all the ravines above mentioned.
• Correction of the channels. The application of these corrections will be important for ravines in which overflows reach high speeds due to their characteristics (slope, kind of land, etc.). This causes the dragging of solid materials and increases the riskiness of the situation. The correction of the channel is suggested, for example, in El Veril Ravine.
• Reforestation. With reforestation we get to decrease the speed of overflow water, which increases infiltration time. This, together with the visual improvement it implies, makes this factor be applicable to all the cases previously described.
• Accesses. It is clear that the access to ravines is possible. We suggest setting certain areas up for the entrance of machines carrying out cleaning and maintenance tasks, as well as replacing the boundary stones marking the channel. We even propose the placement of signs informing about the prohibition on littering and, in general, damaging the environment.
• Riverbank promenades. The construction of riverbank promenades is advised for ravines located in urban areas. That is the case of Arucas Ravine, for example. As we have explained before, these promenades may be on one or both sides of the channel, in which case they must be connected. They will be equipped with urban amenities, luminaries and a bicycle path.
• Integrated public interest uses. Regarding the integrated public interest uses, the constructions that occupy the channels these days do not match this definition. They are not made for bearing the maximum floods, thus they mean a great danger. That is why the demolition of constructions not matching the definition of integrated public interest uses is suggested. La Ballena Ravine and Barranco Seco are some examples.
Regarding channeled ravines, as in La Ballena Ravine and Barranco Seco in Las Palmas, Frías Ravine in Tenerife, Del Polvo Ravine in Ingenio, etc. we suggest a remodeling of the construction so that the passing of the maximum floods is guaranteed. Sometimes, this maximum value is not taken into consideration due to the fact that maximum floods take place every many years and is considered an increase in size as well as a waste of money, according to those more unknowing. It is necessary to bear in mind that the day when it happens will come, and we must be prepared so that situations as we have lived through in the islands for the past years do not repeat.
Finding ravines in the islands that have been regenerated and thus integrated in the environment is a quite difficult task. This fact contrasts with the need of actions showed by numerous ravines in the islands. Despite the fact that cleaning tasks are carried out in some channels, this does not improve the situation since more litter and spills are left in the channels a few months later.
In the case of the Barranco Real de Telde, a project for the natural, cultural-historical and recreational recovery of the coast area comprised between the Barranco Real de Telde (Bocabarranco) and the Barranco de Las Goteras (Jinámar Beach) was written: Jinámar Natural Sea Park.
On the other side, the proposal for the recovery of Arucas Ravine I made in order to obtain the degree in Civil Engineering includes constructions for the recovery of the ravine, accompanied by other facilities destined to people’s leisure and use, such as: the construction of a promenade along the stretch of study and, in one of the ravine edges, the creation of a park for the elder as well as a future plan for a recreation area. All of them will be in the vicinity of the ravine and set deep in the heart of the municipality.
From what we have seen, we can conclude that:
Ravines are territories subject to the human action that, since the times of the first settlers, transforms and evolves with them and their resources. This generates a cultural space, a landscape, in which their values become manifest, and where the use, traditions and, occasionally, abuses, aggressions and deterioration of the environment become clear.
As explained throughout this project, in most of the cases, a ravine overflowing, as well as the consequent floods that affect both people and their properties, occurs because of the abuses and aggressions they suffer. At present, a ravine can be attacked in many different ways. Litter and debris are dumped in their riverbeds; aggregates are extracted from the channels, creating dams of great dimension; they are channeled in pipes of ridiculous dimensions in order to take advantage of the space their riverbeds occupy and be able to, for example, make roads go through them; constructions are uncontrollably built on their riverbeds; etc.
Recently, the sentence on the case of a warehouse owned by the food supplier Mercadona that resulted seriously damaged during a period of rains in the island of Gran Canaria has been announced. This warehouse was located on the fringes of El Veril Ravine, in San Bartolomé de Tirajana. During those rains, the ravine ran virulently, causing great material losses in the aforementioned establishment. The company denounced the Insular Water Council for what happened. The sentence has been favorable to the company and the Council will have to pay around 800.000 euro. In brief, justice forces us to pay the owners of this warehouse an amount of 800.000 euro for the damages suffered by the establishment when the ravine ran as a consequence of the rain that poured, even though it was located in an area where easement zones were not respected.
Besides, it is necessary to bear in mind that if a building is located in a ravine riverbed and no one reports its illegal situation, when rain falls and the channel carries water that affects the illegal building in its course, the owners of the said building have the right to ask for a compensation for damages. Compensation paid, at the end of the day, by the citizens.
“The government orders the demolition of four apartment buildings illegally built in Las Truchas Ravine, in Tías, Lanzarote”. Actions like this one are necessary so that there are fewer and fewer illegal buildings occupying ravine riverbeds in the islands.
Given the aforementioned, we can conclude that when a ravine channel is altered, no matter how, we end up paying for it.
Channel regeneration projects include channel cleaning tasks, edge protection or channel correction by means of hydrotechnics, reforestation and construction of promenades in the banks. In addition, concepts like the ecological channel, accesses and integrated public uses are considered. A correct combination of these factors leads to a channel’s water regeneration. As described in the water regeneration project in the Arucas Ravine, the budget of a project of these characteristics may climb to approximately 8.000.000€.
On the other side, a channel preservation and maintenance project includes cleaning tasks, demolition of structures if there are, as well as the removal of facilities, channel protection tasks and replacement of boundary markers or milestones in order to keep the demarcation. An action of these characteristics would mean a budget of approximately 150.000€. It is included in the Annex One section, under the title: Standard budget for the conservation of the water public domain in the island of Gran Canaria.
If we compare the cost of regenerating a ravine together with the cost of preserving it, we can notice that damaging them as we are, we do not only put our own safety at risk while contributing to future maximum floods and its consequent inundations, but also make a bad use of the public moneys as far as this subject is concerned.
Based on what has been explained before, we can say that the concept that must prevail in the management organizations is that of “maintenance and preservation of channels”, and should not be necessary to use concepts as “regeneration or restoration of channels”.
Finally, after analyzing the situation in general, we can state that ravines in the Canary Islands are, in the great majority, abandoned as regards to their management and legal and environmental protection.

Source text - Spanish El Trabajo Fin de Título se centra en los barrancos, elementos muy característicos del relieve de las Islas Canarias y de gran importancia. Se llama barranco al cauce por donde se dirigen las aguas corrientes que discurren de manera esporádica. Las lluvias en las islas suelen ser de tipo torrencial, por lo que a su paso forman una especie de valle. El recorrido de los barrancos es corto y generalmente tienen un perfil rectilíneo muy marcado. En las islas occidentales suelen ser profundos, estrechos y con laderas escarpadas, mientras que en las islas más orientales son anchos y con pendientes suaves.
A lo largo de la historia se han producido situaciones que han causado daños y desperfectos (en el propio lecho del cauce y en sus márgenes) durante épocas de abundantes lluvias torrenciales. Existen diversos factores que influyen en dichas situaciones, como son: la vegetación, los sedimentos producidos por arrastre y la acción antrópica en sus diversas formas (basuras y escombros, instalaciones de agua, estructuras, revestimientos, etc.).
Dichos factores producen por un lado, la disminución de la sección transversal del cauce y su capacidad de desagüe, y en consecuencia, la elevación de la lámina de agua, aumentando así el riesgo de que se produzcan desbordamientos. Y por otro lado, intervienen de forma directa en la aportación de agua al acuífero.
Además, el mal estado de los barrancos influye sobre el paisaje a través del impacto visual que suponen, y sobre el medioambiente debido al peligro de contaminación. Otra de la problemática es la relativa a incendios forestales, ya que los barrancos se consideran zonas de alto riesgo debido a la presencia de vegetación que favorece la propagación de la llama.
Para intentar solventar los problemas anteriormente mencionados, se redacta una Guía para la Limpieza de Cauces que recoge los aspectos y las acciones a tener en cuenta para un correcto despeje y acondicionamiento, tanto de los barrancos como de las zonas aledañas. De esta forma, éstos cumplirán la función de conducir el agua por los cauces naturales con la mayor facilidad posible, aumentando la seguridad, minimizando los problemas tanto durante la aparición de lluvias torrenciales como en caso de incendio, y mejorando significativamente el paisaje.
DEFINICIÓN DE LOS CAUCES
La titularidad de los cauces en las islas es casi en exclusiva “pública” dada la continuidad de los mismos hasta el mar, como se especifica en la normativa autonómica correspondiente al Dominio Público Hidráulico. Atendiendo a las diferentes zonas de los cauces tenemos:
• Cauce natural o álveo: terreno cubierto por las aguas en las máximas avenidas ordinarias.
• Riberas: fajas laterales de los cauces públicos situadas por encima del nivel de aguas bajas.
• Márgenes: son los terrenos que lindan con los cauces y están sujetos con carácter general, y en toda su extensión longitudinal:
• A una zona de servidumbre de 5 metros de anchura para uso público según el reglamento: vigilancia del cauce, pesca fluvial, salvamento de personas o bienes, varado o amarre ocasional de embarcaciones, y en general, para la satisfacción de cualquier fin de interés público.
• A una zona de policía de 25 metros de anchura (en Canarias), contados a partir de la zona de dominio público en la que se condicionará el uso del suelo y las actividades que se desarrollen.
ANÁLISIS DE LAS PROBLEMÁTICAS DE LOS CAUCES
Tras estudiar y analizar distintas noticias de prensa que muestran las problemáticas de los cauces, se concluye que los factores desencadenantes son:
• Presencia de sedimentos y acarreos.
• Acción antrópica de diversas formas: presencia de residuos, basuras y escombros; instalaciones de agua (tuberías, arquetas,...); ocupación ilegal del cauce, ejecución de obras sin autorización, explotación de los recursos sin control, etc.
• Vegetación: follaje excesivo, presencia de especies invasoras, presencia de especies propagadoras de la llama (en caso de incendio), etc.
Estos factores generan las siguientes consecuencias:
• Disminución, pérdida o deterioro de la sección transversal del cauce y de la capacidad de desagüe.
• Elevación de la lámina de agua durante los periodos de lluvia que deriva en posibles riesgos de inundaciones y riesgos potenciales para las personas y materiales del entorno. Por tanto, la elevación de la lámina de agua supone consecuencias imprevisibles en el caso de máximas crecidas.
• Disminución del drenaje, de la capacidad de infiltración y por consiguiente, disminuye la aportación de agua al subsuelo (acuífero).
• Peligro de contaminación ambiental por la presencia de basuras y aguas residuales provenientes de tuberías de saneamiento.
• Contaminación paisajística.
• Impacto negativo sobre la biodiversidad (flora y fauna).
• Disminución de la accesibilidad en los fondos de barranco (necesaria para la realización de trabajos).
• Aumento del riesgo en caso de incendio forestal al considerarse elementos propagadores de la llama.
Para solventar estos problemas se proponen tareas de conservación, mantenimiento, limpieza y acondicionamiento de los cauces y zonas aledañas, que serán explicadas a continuación.
ACTUACIONES PREVIAS
Dentro de las actuaciones previas incluiremos todas aquellas acciones a llevar a cabo para el correcto acondicionamiento de las zonas donde se van a realizar los trabajos. En esta fase se desarrollan las siguientes medidas:
• Acondicionamiento de los accesos.
• Vallado.
• Señalización.
• Instalación de basureros.
• Preparación de las zonas de almacenamiento y acopio.
• Instalación y ubicación de las instalaciones y acometidas provisionales oportunas.
• Colocación de botiquín.
• Instalación de talleres.
ACONDICIONAMIENTO INICIAL DEL TERRENO
Replanteo
Se debe señalizar con claridad las zonas de actuación. Para ello, se estaquillarán las zonas afectadas por la obra, marcando claramente la zona de actuación, zonas de servidumbre y expropiaciones si las hubiera, cuyos vértices vienen definidos en los proyectos por coordenadas.
Desbroce
Se realizará un desbroce inicial con el fin de despejar las zonas de actuación.
Limpieza de residuos sólidos urbanos y vertidos
Las labores de limpieza incluyen:
• La recogida manual de residuos sólidos, basuras, enseres dispersos y todo tipo de restos no pétreos en todo el área de actuación.
• Recogida de escombros, vertidos y sedimentos con la maquinaria, personal y medios auxiliares necesarios en función del estado de los mismos.
• El acopio de los residuos recogidos con un dumper convencional, en contenedores de basura de alta capacidad para su posterior traslado a vertedero.
Demolición de obras
Se incluyen pequeñas demoliciones de edificaciones u obras que en ocasiones se realizan de manera ilegal dentro de la zona de cauce público.
Retirada de instalaciones
Si en la zona de actuación se detectan interferencias de servicios públicos o la existencia de alguna instalación en mal estado, se acordonará la zona y se solicitará a la compañía instaladora o autoridad competente por escrito, proceder a la reparación y/o desviación de las mismas.
ACONDICIONAMIENTO Y CORRECCIÓN DEL CAUCE
Se contemplarán distintas obras con el fin de:
• Mejorar las condiciones de infiltración del cauce: escarificación del lecho, serpenteos, diques de retención/represas, diques subsuperficiales/ subterráneos, diques permeables/presas de arena y diques perforados.
• Disminuir la velocidad de las aguas de escorrentía y la capacidad de arrastre de las mismas (disipadores de energía): resalto hidráulico, revestimientos, pantallas deflectoras, caídas verticales e inclinadas y estructuras de laminación.
• Controlar la erosión de los márgenes y consecuentemente para protección y mantenimiento de los mismos (obras longitudinales): ataluzamientos, plantaciones, defensa de escollera, defensa con gaviones y revestimientos.
• Controlar la erosión del lecho y/o retener los arrastres (obras transversales): diques de consolidación, diques de retenida.
TRATAMIENTOS SELVÍCOLAS PARA LA PREVENCIÓN DE INCENDIOS
Incendios forestales en Canarias
La defensa contra los incendios forestales es uno de los cometidos que deben llevar a cabo las Administraciones Públicas. La legislación nacional, autonómica y las directrices marcadas desde la Unión Europea así lo indican, tanto en el ámbito de la protección civil como en las políticas de protección del medio ambiente.
Estamos en estos momentos en una situación socioeconómica que ha llevado al abandono generalizado de cultivos en zonas de barrancos, medianías y de montaña, y a la disminución de los aprovechamientos tradicionales en zonas forestales. Estas circunstancias y la supresión, más o menos eficiente, que se ha hecho de los fuegos forestales en época reciente, ha permitido una gran acumulación de biomasa en los montes de las islas, donde hay zonas amplias ocupadas por matorrales que pueden estabilizarse y que forman estructuras donde es muy difícil el control de un incendio forestal, ya que la extinción en zonas de arbustos y matorral por lo general, es más complicada que en zonas arboladas.
Los actuales sistemas de extinción nos permiten actuar de manera eficiente en la mayoría de fuegos forestales, pero las circunstancias climáticas desfavorables sumadas a una gran disponibilidad de combustible para el incendio, puede hacer que algunos incendios escapen al control devastando superficies muy grandes.
Esta es la tendencia actual de los fuegos forestales en los países desarrollados de clima mediterráneo, son capaces de actuar en la mayoría de los incendios pero no disminuyen los daños que producen, al contrario aumentan ya que se ven afectadas superficies muy grandes, continuas y por un fuego muy intenso, son Grandes Incendios Forestales.
En este marco se considera necesaria una buena planificación de las medidas de prevención de incendios, con el objetivo principal de conseguir unas estructuras de la vegetación que, conservando y mejorando los ecosistemas insulares, aumenten la resistencia de estos al fuego y que dificulten la posibilidad de que se produzcan Grandes Incendios Forestales.
Se conoce por prevención de incendios forestales al conjunto de actividades que tienen por objeto reducir o anular la probabilidad de que se inicie un fuego, así como limitar sus efectos si se produce.
Este trabajo se centra en la vertiente de limitar los efectos del fuego si éste se produce, sin menospreciar el otro lado de la prevención, la concienciación ciudadana. Partimos de la base de que en un espacio reducido como son las islas, donde la actividad humana está inmersa en el medio natural, en un momento u otro se va a producir un fuego forestal y la clave para minimizar los daños que éste produzca, es conseguir unas estructuras de vegetación más resistentes a dicho fuego, tarea compatible con la restauración de los ecosistemas.
Selvicultura preventiva
Los barrancos son ejes de propagación de incendios forestales. Los vientos suelen encauzarse por ellos y aceleran el avance del fuego, produciéndose episodios explosivos con carreras muy rápidas y violentas (efecto chimenea). Actualmente están en gran parte poblados de vegetación muy inflamable (zarza, caña, matorral de leguminosas, etc.). En estos casos se suele decir que los barrancos están "sucios", no refiriéndose a suciedad, sino carga de material combustible. Si los fondos de barranco estuviesen libres de esa vegetación, los incendios no se propagarían tan fácilmente. Incluso si estuviesen poblados de vegetación higrófila (vegetación que necesita alta humedad y crea ambientes sombríos) la "mecha" de los incendios se vería muy mermada.
Dado que los cauces de barranco en su gran mayoría son de titularidad pública (como recoge la normativa) y son un factor importante de propagación, gran parte de los trabajos preventivos se concentran en ellos.
Los trabajos consisten en "ordenar el combustible", evitando la continuidad horizontal (que el fuego se extienda a lo largo) desbrozando la vegetación y retirando restos y la continuidad vertical (que el fuego pase del suelo a las copas de los árboles) por medio de podas.
Posteriormente lo más complicado es el mantenimiento, ya que la caña y la zarza rebrotan en muy poco espacio de tiempo. Por tanto, hay que realizar una clase de trabajos de mantenimiento como volver a desbrozar, aplicar herbicidas o el uso de ganado en barrancos entre otras.
Como ya sabemos, las islas cuentan con numerosos barrancos que presentan esta problemática, lo que hace imposible la realización de los trabajos de selvicultura preventiva en cada uno de ellos. Por esto motivo, se establecen una serie de parámetros para determinar los barrancos o zonas de ellos donde actuar. Generalmente se elige en función de:
• Estado del barranco.
• Importancia del mismo.
• Proximidad de núcleos urbanos.
Siendo el último punto el más importante, ya que uno de los fines primordiales de estos trabajos, es que los incendios no se propaguen hacia núcleos urbanos y viviendas para evitar en la medida de lo posible pérdidas materiales y de vidas humanas.
Formas de eliminación de la caña
Se hace especial hincapié en el tratamiento de los cañaverales debido a su mayor presencia y poder de rebrote. Entre los distintos métodos de eliminación tenemos: arranque de rizomas, desecación – oxidación de rizomas, acumulación, cobertura de plástico, desbroce, herbicidas, uso de ganado y quema prescrita.
Potenciación de la vegetación higrófila y creación de barreras verdes
Se puede “barrera verde” como la restauración o mejora forestal de la vegetación de los cauces de barranco, en la que se sustituyen las especies invasoras e inflamables por especies autóctonas e higrófilas con el fin de frenar la llama en caso de incendio.
TRATAMIENTO DE RESIDUOS
Los trabajos de conservación, mantenimiento y limpieza de los cauces dan lugar a unos residuos concretos, cuyas características y cantidades dependen de cada proyecto, como por ejemplo: residuos sólidos urbanos (basuras y materiales no pétreos); residuos de materiales pétreos, lodos y arenas; escombros, residuos vegetales procedentes de desbroces o podas, residuos peligrosos y otros.
Dentro de los tratamientos para la gestión de dichos residuos encontramos: quema a través incineradoras, triturado de residuos vegetales, vertederos controlados, reutilización de residuos vegetales mediante usos tradicionales o acomodarlos en el propio terreno.

CONFIGURACIÓN DE CUADRILLAS
La configuración de las cuadrillas dependerá del tipo de trabajo que se esté realizando, de la superficie total de actuación y del volumen total de trabajo. De forma general podremos decir que son necesarios:
• Personal con experiencia en las obras de construcción en general y más concretamente en las obras hidráulicas.
• Maquinistas para el manejo de la maquinaria correspondiente.
• Personal especializado en el manejo de pequeñas máquinas como desbrozadoras y motosierras.
• Personal especializado en trepa de árboles para poda o cortes en altura.
• Personal especializado en selvicultura especialmente con conocimientos de la flora específica de las islas.
Es imprescindible que los trabajadores estén dotados de los elementos de protección individual oportunos para minimizar los riesgos que puedan derivarse de los trabajos definidos en esta guía, al considerarse en su mayoría trabajos de riesgo.
PROGRAMACIÓN DE LOS TRABAJOS
Para la programación de los trabajos es necesario un estudio de intervención de forma individualizada para cada barranco, estableciendo códigos que sirvan para marcar, a lo largo de todo el terreno previsto, las diferentes zonas y clase de actuación a desarrollar, dotándolos del material, la maquinaria y el personal necesario.
De forma general, los trabajos se pueden dividir en cuatro bloques que se irán ejecutando en su mayoría, en el mismo orden en que a continuación se enumeran:
1) Actuaciones previas: lo relativo a implantación de la obra como es el acondicionamiento de los accesos, vallado, señalización, instalación de recipientes, preparación de las zonas de almacenamiento y acopio, y ubicación de las instalaciones provisionales.
2) Acondicionamiento del terreno: replanteo inicial, desbroce inicial, limpieza de residuos sólidos urbanos y vertidos, demolición de obras y retirada de instalaciones.
3) Acondicionamiento y corrección del cauce: toda obra o actuación destinada a mejorar las condiciones de infiltración, disminuir la velocidad de las aguas de escorrentía, la capacidad de arrastre, la erosión, retener los arrastres y la protección y mantenimiento de los márgenes.
4) Tratamientos selvícolas para la prevención de incendios: desbroce, cortes, podas y repoblación con vegetación higrófila.
El plazo de ejecución de las obras dependerá por tanto de las actuaciones que sean necesarias llevar a cabo en cada barranco, la envergadura de las mismas, del área total de actuación y del material, maquinaria y mano de obra disponible.
APORTACIONES Y CONCLUSIONES
Del estudio de las distintas problemáticas existentes en los barrancos de las Islas Canarias se concluye que los trabajos de conservación, mantenimiento y limpieza en los cauces son necesarios, especialmente por dos motivos:
• La acumulación de sedimentos, residuos y vegetación invasora en determinados puntos, que pueden revestir un serio peligro de desbordamiento.
• La alta presencia de especies vegetales altamente inflamables que facilitan la propagación de los incendios forestales.
Sin embargo, estas operaciones deben realizarse con total conocimiento de los ecosistemas y en particular los hábitats existentes en las márgenes o lechos de barranco.
Para reducir estos impactos, es necesario realizar primeramente la elección de las zonas de actuación, ya que en la mayoría de los casos es inviable actuar en todo el tramo del barranco afectado. A parte de la problemática que presente el cauce en estudio (presencia de residuos, vertidos, acarreos, vegetación…), debe tenerse en cuenta la proximidad de núcleos urbanos, el riesgo de inundación y el riesgo de incendios que presentan las zonas afectadas.
Será necesario realizar un estudio exhaustivo tanto de las condiciones naturales del entorno, como de los posibles trabajos a realizar. Todo ello con el fin de realizar una buena planificación de las actuaciones que se consideren necesarias llevar a cabo. De este modo evitaremos actuar de manera “innecesaria” en zonas de barranco que se consideran de gran importancia florística, faunística y paisajística, a menos que sea totalmente necesario.
Otro de los aspectos a destacar, no directamente relacionado con los trabajos, es la concienciación social tanto en el vertido de residuos sólidos urbanos, como en la prevención de incendios a través de charlas, talleres y un eficaz control de las autoridades competentes en dichas materias.
Finalmente se especifican una serie de propuestas relativas a los distintos trabajos de conservación, mantenimiento y limpieza recogidos en este trabajo donde destacamos la importancia de:
• Garantizar que los barrancos principales sean accesibles para los equipos de trabajo y la maquinaria para poder trabajar en ellos.
• Hacer una buena gestión de los residuos generados tanto en las demoliciones como en los trabajos de limpieza de todo tipo de residuos. Para determinar los posibles tratamiento a utilizar es imprescindible valorar parámetros como:
- El impacto ambiental que conllevan.
- El coste de su gestión.
- Apostar por la reutilización de las especies vegetales (en especial la caña) a través de la generación de compost, para usos tradicionales o alternativos (ver en el Anexo V una noticia actual sobre el uso alternativo de la caña).
• Hacer un análisis exhaustivo de las condiciones de infiltración, desagüe, erosión y estado de los márgenes del cauce para adoptar las medidas necesarias en cuanto a su corrección.
• Contar con un equipo técnico especializado y la maquinaria adecuada para realización de las obras, especialmente para los trabajos de selvicultura.
• Para los trabajos de selvicultura preventiva se ha pensado una propuesta para el tratamiento de los cañaverales, ya que es la especie vegetal invasora e inflamable con más presencia en los cauces. Translation - English The Final Graduation Project is focused on ravines, which are characteristic of the Canary Islands’ relief and of great importance. A ravine is the channel by which current waters run and flow sporadically. The rains in the islands tend to be torrential, thus they create sort of a valley in its path. Ravine paths are short and generally have a marked rectilinear profile. In the western islands, ravines are usually deep, narrow and with steep hillsides, while in the eastern islands they are wide and with gentle slopes.
Throughout history, situations causing damages and imperfections (in the channel bed and its banks) have taken place during abundant torrential rain periods. There are several factors that bear on these situations, as: vegetation, the sediments dragged along and the anthropic action on its various forms (litter and debris, water systems, structures, coatings, etc.).
The aforesaid factors cause, on one side, the decrease of the channel’s transversal section and its drainage capacity and, consequently, the elevation of the water layer, which increases the risk of flooding. On the other side, these factors intervene directly in the water contribution to the aquifer.
Besides, the bad condition of the ravines affect the landscape due to the visual impact they have, and the environment due to the contamination risk. Another problem is that related to forest fires, since ravines are considered high-risk areas due to the presence of vegetation, which favors the spreading of the flames.
In order to try to solve the aforementioned problems, a Channel Clean-Up Guide is written. This guide gathers the aspects and actions to keep in mind for a correct clearing and reconditioning both of the ravines and the bordering areas. This way, ravines will serve the purpose of conducting the water along the natural channels as easy as possible. This will increase safety, minimize problems both during torrential rains and in case of fires, and improve the landscape significantly.
DEFINITION OF THE CHANNELS
The ownership of the channels in the islands is almost exclusively “public”, given their continuity to the sea, as specified in the autonomic regulation corresponding to the Hydraulic Public Domain. Attending to the different areas of the channels, we have:
• Natural channel or streambed: land covered by the water in the maximum ordinary floods.
• Banks: side strips of the public channels located above low water level.
• Edges: areas bordering the channels. They are subject to the general rule and throughout their length:
• To an easement zone, 5 meter-wide, for public use according to the regulation: channel surveillance, fluvial fishing, rescuing people or goods, temporary beaching or mooring of vessels and, in general, meeting any requirement of public interest.
• To a police zone, 25 meter-wide (in the Canary Islands), counted from the public domain area where both land usage and the activities developed on it will be determined.
ANALYSIS OF THE PROBLEMS OF THE CHANNELS
After studying and analyzing different press articles that show the problems of the channels, it may be concluded that the triggering factors are:
• Presence of sediments and deposits.
• Anthropic action on different forms: presence of waste, litter and debris; water systems (pipes, manholes…); illegal occupation of the channel; execution of unauthorized constructions; uncontrolled exploitation of resources, etc.
• Vegetation: excessive foliage, presence of invading species, presence of flame-spreading species (in case of fire), etc.
These factors have the following consequences:
• Decrease, loss or deterioration of the channel’s transversal section as well as of its drainage capacity.
• Elevation of the water layer during torrential rain periods, which leads to possible risks of flooding and potential risks to the surrounding people and materials. Therefore, the elevation of the water layer has unpredictable consequences in case of maximum floods.
• Reduction of the drainage, of the capacity of infiltration and, hence, of the water contribution to the subsoil (aquifer).
• Risk of environmental contamination due to the presence of litter and sewage from sanitary pipes.
• Landscape contamination.
• Negative impact on biodiversity (flora and fauna).
• Decrease of the accessibility to the base of the ravine (necessary for the fulfillment of works).
• Increase of the risk in case of forest fires, since they are considered flame-spreading elements.
In order to solve these problems, conservation, maintenance, cleaning and reconditioning tasks for the channels and the bordering areas are recommended. They will be explained below.
PRELIMINARY ACTIONS
Within the preliminary actions, we will include all those actions to be carried out for the correct reconditioning of the areas where works will be fulfilled. In this stage, the following measures are developed:
• Reconditioning of the accesses.
• Fencing.
• Signposting.
• Installation of trash bins.
• Preparation of storage and supply areas.
• Installation and location of the suitable provisional facilities and connections.
• Placement of the first-aid kit.
• Installation of workshops.
INITIAL RECONDITIONING OF THE LAND
Layout plan
The field of action must be signaled clearly. To do so, the areas affected by the construction will be pegged down, clearly showing the field of action, the easement zones and the expropriations if there were any, whose vertexes are established by coordinates in the projects.
Clearing
An initial clearing will be carried out in order to clear the fields of action.
Cleaning of urban solid wastes and spills
The cleanup jobs include:
• The manual collection of solid waste, litter, dispersed tools and all kinds of non-stony remains along the field of action.
• The collection of debris, spills and sediments using the necessary machinery, personnel and supplementary means based on the state of the field.
• The gathering of the collected waste in high-capacity trash bins using a conventional dumper truck, for its subsequent transfer to a garbage dump.
Demolition of constructions
Minor demolitions of buildings or constructions occasionally carried out illegally within the public channel area are included.
Withdrawal of facilities
If interferences from public services or the existence of a facility in bad condition are found in the field of action, the area will be cordoned and a written request for the repair or detour of the said facility will be sent to the installation company or the competent authority.
RECONDITIONING AND CORRECTION OF THE CHANNEL
Different constructions will be considered in order to:
• Improve the conditions of the channel’s infiltration: scarification of the riverbed, windings, retaining dams/dikes, subsurface/underground dams, permeable dams/sand dams and perforated dams.
• Reduce the speed of the runoff waters and their dragging capacity (energy dissipator): hydraulic bump, coatings, deflector screens, vertical and sloping depths and laminated structures.
• Control the erosion of the edges, thus to protect and maintain them (longitudinal constructions): earth leveling, planting, breakwater armors, gabion retaining walls and coatings.
• Control the riverbed erosion and contain the dragging (transversal constructions): consolidation dams, retention dams.
FORESTRY ACTIONS FOR THE PREVENTION OF FIRES
Forest fires in the Canary Islands
The protection against forest fires is one of the missions to be carried out by the Public Administrations, as established by the national and autonomic regulations and the guidelines given from the European Union on both the civil protection area and the environment protection policies.
We are currently facing a socioeconomic situation that has led to the general abandonment of crops in ravine, mid-elevation and mountain areas and to the decrease of traditional exploitation in forest areas. These circumstances and the elimination, more or less efficient, of forest fires in recent times, has allowed a great accumulation of biomass in the islands’ woodlands, where there are wide areas taken by bushes that may settle and form structures where controlling a fire forest is very difficult. This, considering the fact that extinguishing a fire in bushy areas is, generally, more difficult than doing so in a wooded area.
The present fire extinguishing systems allow us to act efficiently in most of forest fires, but adverse weather conditions in addition to a great availability of combustible materials, may make some fires uncontrollable, devastating large areas.
This is the current tendency of forest fires in developed countries with Mediterranean climate. They are able to act in most of forest fires, but the damages they cause are not reduced. On the contrary, damages increase since very powerful fires damage large areas time and time again. They are Great Forest Fires.
Within this context, a good planning on fire prevention is considered necessary. Its main goal is to get vegetation structures that, maintaining and improving the insular ecosystems, increase their resistance to fire and make it difficult for Great Forest Fires to take place.
The forest fire prevention is known as the ensemble of activities meant to reduce or neutralize the probability of fires, as well as to limit their effects if they happen.
This project focuses on limiting the effects of a fire if it takes place. This, without scorning the other side of prevention: public awareness. We start from the premise that in a reduced space, as in the islands, where human activity is immersed in the natural environment, sooner or later a fire is going to take place. The key to minimizing the damages caused by a fire is to get vegetation structures that are more resistant to the said fire, which is a task compatible with ecosystem restoration.
Preventive forestry
Ravines are focal points for forest fire propagation. Winds tend to travel along the ravines and accelerate the progress of the fire, and explosive episodes with fast and violent blows occur (chimney or stack effect). At present, ravines are mostly covered with highly flammable vegetation (bramble, cane, leguminous plants, etc.). In these cases, ravines are said to be “dirty”, not referring to dirt itself, but to the load of combustible material. If ravine bases were free of that vegetation, fires would not spread that easily. Even if they were covered with hygrophyte vegetation (vegetation that grow in moist habitat and creates shaded environments), the “wick” of fires would diminish.
Given the fact that most ravine channels are of public ownership (as established by the regulation) and are an important spreading factor, a great part of the preventive works are focused on them.
These works consist in “arranging the combustible”, avoiding horizontal continuation (the fire spreading along) by clearing the vegetation and withdrawing remains, and vertical continuation (the fire spreading from the ground to the tree tops) by pruning.
Afterwards, maintenance is the most complicated part, since the bramble and the cane break out again in a short period of time. Therefore, some maintenance works, like clearing again, applying weed-killers or using cattle in ravines, need to be done.
As we already know, the islands have numerous ravines with this problem, which makes impossible to carry out preventive forestry works in each one of them. For this reason, a series of parameters are established in order to determine the ravines or areas where to act. Generally, a ravine is chosen based on:
• The condition of the ravine.
• The importance of the ravine.
• Its proximity to urban nuclei.
This last point is the most important one, since one of the fundamental goals of these works is to prevent the fires from spreading towards urban nuclei and housing areas in order to avoid the loss of goods and human lives to the extent possible.
Ways to remove the cane
Emphasis is placed on the treatment of reed beds owing to their greater presence and capacity to reappear. Among the different methods for their removal, we have: uprooting of rhizomes, draining/oxidation of rhizomes, accumulation, plastic coverage, clearing, weed-killers, use of cattle and required burning.
Strengthening of hygrophyte vegetation and creation of green barriers
A “green barrier” can be defined as the forest restoration or improvement of the vegetation present in the ravines’ channels, in which invading and flammable species are replaced with native and hygrophyte species so as to stop the flames in case of fire.
WASTE TREATMENT
The channels’ preservation, maintenance and cleaning works lead to specific wastes, whose characteristics and quantities depend on each project, for example: solid urban wastes (litter and non-stony materials); wastes from stony materials, different kinds of mud and sand; debris, vegetable wastes coming from clearing or pruning, dangerous wastes and other.
Among the treatments for the management of the aforesaid wastes we find: burning using incinerators, grinding vegetable wastes, controlled garbage dumps, reusing vegetable wastes in a traditional way or placing them in the field.
MACHINERY, SUPPLEMENTARY MEANS AND TOOLS
An illustrative list of the machinery, supplementary means and tools needed for the correct realization of the channels’ preservation, maintenance and cleaning works is showed below.

CREW CONFIGURATION
The configuration of the crew will depend on the kind of work that is being carried out, on the total field of action and on the total volume of work. In general, we can say is necessary to have:
• Personnel with experience in general constructions and, more specifically, in hydraulic constructions.
• Machinists for the operation of the corresponding machinery.
• Personnel specialized in the use of small machines like trimmers and chainsaws.
• Personnel specialized in tree climbing for pruning or high up cutting.
• Personnel specialized in forestry, namely with knowledge on the specific flora of the islands.
It is essential that workers are equipped with appropriate individual protection elements in order to minimize the risks that might arise from the tasks defined in this guide, as most of them are considered high-risk works.
WORK SCHEDULE
For the work schedule is necessary to carry out an intervention study adapted to each ravine, establishing codes throughout the land to mark the different areas and the kind of action to be developed on it, providing them with the materials, machinery and personnel necessary.
In general, works can be divided into four groups that will be carried out, in their majority, in the following order:
1) Preliminary actions: everything related to the implementation of the construction, like the reconditioning of accesses, fencing, signposting, installation of containers, preparation of the storage and supply areas, and placement of the provisional facilities.
2) Reconditioning of the land: initial layout plan, initial clearing, cleaning of urban solid wastes and spills, demolition of constructions and removal of facilities.
3) Reconditioning and correction of the channel: every construction or action destined to improve the infiltration conditions, to reduce the speed of the runoff waters and their dragging capacity, to reduce the erosion, to contain the dragging and to the protection and maintenance of the edges.
4) Forestry treatments for fire prevention: clearing, cutting, pruning and repopulation with hygrophyte vegetation.
The time frame for the constructions will depend on the necessary actions to be carried out in each ravine, their magnitude, the total field of action and the material, machinery and workforce available.
CONTRIBUTIONS AND CONCLUSIONS
From the study of the different problems concerning the ravines in the Canary Islands, it may be concluded that the preservation, maintenance and cleaning works in the channels are necessary, especially for two reasons:
• The accumulation of sediments, wastes and invading vegetation in certain spots that may bring about a great risk of flooding.
• The high presence of highly flammable vegetal species that make it easy for forest fires to spread.
However, these actions must be carried out with full knowledge of the ecosystems and, in particular, of the habitats present on the ravine’s edges or riverbed.
In order to reduce these impacts, it is necessary to choose the fields of action in the first place, since it is not possible to act all through the affected section of the ravine in most cases. Apart from the problems that may arise from the studied channel (presence of wastes, spills, draggings, vegetation…) the proximity to urban nuclei, the risk of flooding and the risk of fire in the affected areas are factors to be considered.
It will be necessary to execute an exhaustive study on both the environment’s natural conditions and the possible works to be carried out. All of that in order to make a good planning of the actions considered necessary. This way, we will avoid acting “unnecessarily” in ravine areas with a great floral, faunal and landscape importance unless it is absolutely necessary.
Another aspect that should be highlighted, that is not directly connected to the works, is the social awareness on both the spill of urban solid wastes and fire prevention through informative sessions, workshops and an effective control by the competent authorities on the said matters.
Last, a series of proposals related to the different works of preservation, maintenance and cleaning provided in this project are specified. We underline the importance of the following:
• Guaranteeing that main ravines are accessible for the work and equipment teams in order to be able to work on them.
• Making a good management of wastes produced both in demolitions and cleaning works of all sorts of wastes. In order to determine the possible treatments that will be used, it is essential to assess parameters like:
- The environmental impact they entail.
- The cost of management.
- Supporting the reuse of vegetal species (especially the cane) through the creation of compost for traditional or alternative use (see Annex V for a recent article on the alternative use of the cane).
• Making an exhaustive analysis on the conditions of infiltration, runoff and erosion, and the state of the channel’s edges to adopt the necessary measures regarding its correction.
• Counting on the help of a specialized technical team and the suitable machinery in order to carry out the constructions, especially when it comes to forestry works.
• For the preventive forestry works a proposal for the treatment of reed bed is suggested, since it is the most common invading and flammable vegetal species in the channels. The aforementioned proposal consists in a minimum intervention and a maximum exploitation regarding the elimination of the cane in order to optimize and reduce the costs of the cleaning projects. We start from the premise of creating spacious and strategic firebreaks and totally domesticating and reforesting the areas as well as delivering a proposal of non-elimination in the areas where it is not absolutely necessary. On the other hand, in those areas where the proximity to buildings along the cane strip is uninterrupted, the cutting and maintenance will be total and preferential.

“Grrr!” he would shout and take someone’s candy.
“Woof!” he would laugh when someone was sad.
He would never say “please” or “thank you” or that he was sorry.
His family and friends were all worried. “Why, oh, why are you so rude, Max Dog?” To this Max would just growl. “Grrr, woof, grrr!”
One day Max Dog saw a sign in front of Mr. Rabbit’s store. It said “Free Chocolate Candies! Just Take ONE, Please.”
Now one thing Max Dog loved was a good delicious chocolate! He ignored the sign that said you could only have one. Since no one was watching, he thought he could take as many as he liked.
Munch, chomp, chew! There were so many delicious chocolate candies in piles. Max ate every single one!
“This chocolate is so delicious!” Munch. Chomp. Chew.
“This chocolate is so sweet!” Munch. Chomp. Chew.
But, uh oh! Something wasn’t right.
“Cruuuughh!” “Grrraarghh!” “Uuurgh!”
Max ’s tummy was making horrible sounds.
Max lay on the ground, groaning and crying. All the chocolate candies he ate made his tummy hurt.

“Max Dog ate all the chocolate candies you wanted to share! And now he has a tummy ache.”
“Oh, Max Dog,” said Mr. Rabbit, “If you had just asked me I would have given you a box full of chocolate candies. Then, you could eat them anytime!”
Max Dog looked very sad. He knew he had been selfish.
“I’m so sorry,” he cried. “I was greedy and rude. I was not thinking of anything else but eating all the chocolate candies.”
Mr. Rabbit and Mrs. Hen felt sorry for Max Dog. They helped him sit up and gave him medicine from Mr. Rabbit’s store.
“Now, Max ,” said Mr. Rabbit, “you know you were so rude and greedy. Hopefully you have learned your lesson and will stop being such a Dog!”
The three of them laughed.
“Yes, sir!” Max Dog said. “I promise not to be so greedy anymore. I’m so sorry for being rude to everyone. I’ll try my best to be the most polite Dog in town! Thank you, Mr. Rabbit. Thank you, Mrs. Hen.“
Max Dog, who was really very sorry, helped clean Mr. Rabbit’s store. He helped Mrs. Hen with her shopping. And he was never rude or greedy again!
