Translation - English Transportation Company
Voice 1 (English): ...subtitle so we can go record. Excuse me, ge-...
0:04 Voice 2 (French): In this area where we work.
0:16 Voice 3 (French): So its Michael a .. . we work in transportation. We are 60% confident.
1:02 Voice 4: I am the assistant accountant. I work with Mr. Oubane. By experience, I was a head accountant for almost 35 years. I am next to him as his personal assistant while working with administrative finances.
1:34 Voice 5: Very good. Ok just a quick run, Universial Services is in charge of transporting loaded (phone goes off) for cement to various - as well as so cement companies
2:10 Voice 4: Yes, to it will be 100%. The cement product there's 3 or 4 catagories. (phone goes off again) There is one of 40 thousand tons. There is 38 thousand ton one. There are also other ships.
2:37 Voice 5: So you transfer what, around 60% of our liters that are going to cement to our producers.
2:44 They imput the, the raw materials for around nine...
(phone still going off)
2:54 (English) So that around, push comes to forward, what that all comes into using cement, they, there are ships coming into the, the port and you talk about 30 thousand, 38, 38-40 thousand ton of material and this is now in charge of channeling this from the port to the different seminal turns.
3:18 So the port is the pier?
3:19 No, the pier, the port is the pier. The port is in the background. Yes, the port is in the background. Now it's of course it's a huge turning piece.
3:26 OK? They are in charge of channeling around 60% of this afluent mass purchase.
3:38 (French) The cleats of the boat.
3:45 OK, so for example they have the electric kind so that is not far from here. They are, in a few days they will have about 40 thousand tons of raw material, so of course this is a profile plant. So, they bring it in, they also transport this to the plant. OK?
4:11 And that's their plant?
4:12 Yes. But then -
4:13 And they - just a coal company?
4:15 Yes. So one of their plants is here and they use of course they use one here because its coal. Yes, it's a coal company. So that'll be one of the early origins or it, so they would also...
4:26 So it's still like to make engery or ...?
4:30 Yes, it's for the main purpose.
4:32 Yes, but main purpose is also for the coal.
4:35 (French) Yes, yeah but also to make it electrical. (clap)
4:40 Yes, so is a power producer. So they use coal, they produce this power then we send it to Seneg for the distributors.
4:48 Ok. So can we, the idea of the volume that they transport like in a meter, for example?
4:55 The idea for the volume that one can transport, because that would be enormous. In one year for example, do you have any idea ...
5:06 It's, it's enormous, because you have how many boats, the routes, the boxes... the actual amount... wait...
5:20 (French) See you soon (someone left)
5:24 Hmmm how much is the amount...
5:25 At least, the it's possible to have 4 thousand tons, at least.
5:30 At minimun of 4 thousand tons, isn't it?
5:36 It's the same thing for the 4 thousand ton.
5:45 There are at least around 15 boats of 4 thousand tons, around. Ok, so around 5 thousand tons and all that, plus that and the bot-
5:54 The what?
5:54 The bottles, also and the glass, so around one million.
6:00 Yes, so do you think it would be around one million?
6:06 Yea, one million, around one million five.
6:08 Yeah, yeah, around one milllion five.
6:15 So there would be close to 1.5 million tons transported a year. And their, their clients include one of those big nerd name. So, you have the power plant, you have various smaller clients and you have Bangote and Gauthier.
6:32 Bangote and what?
6:34 B-A-N-G-O-T-E. So they're working for example with another one in cement, not these people working at IFCA amount discussing how to subsidide or substitute.
6:45 Oh OK, I see.
6:48 So how many transportation trucks do you think?
6:51 Oh, yes. It's by boat by boat, if possible. At least 150 - 200.
7:04 Ok, so basically, for you, you leave at what time?
7:07 For us, we work, you know, I get on the road at 9.
7:16 Just think of the size of the ship... (phone goes off) He would use his own, Mr. B would use his own trucks and at the same time, sometimes he can call in for extras from partners or others and you send for one boat? He sends for a ship he can use up to 150 trucks.
7:42 Oh wow.
7:46 Yes, 150 trucks for one big boat.
7:55 Yea, it's the truck, it's the truck... 30 to 34 workers.
7:59 In total, 30 to 35 workers.
8:01 For one ship, he will use ...
8:03 It depends on the law, let's see, so if the truck has 3 seats here with the documentation or 4 here or more
8:25 So depending on the West African economic environment, you have to use the trucks that are complient. With this being said, Mr. B reliaze around 150 trucks to offload a, a ship to be transported a different environment. So he can have operations to up to 150 trucks to cover within, just for one ship.
8:57 (English) And how is the, so for how long (phone goes off) have they been here and how has the toll is now changing their business perspective?
9:05 Well, good call. (In French)You're paying now about? How has the new toll route affected your route? For the best or worst?
9:18 (English) I don't know. (French) It's the same time. Because we have, the first route -
9:24 (French) But for about how long does the first take?
9:27 For how long does what take?
9:28 The transport.
9:32 Ah, yes. About 30.
9:36 More than 25 mintues.
9:37 (English) More than 35 minutes for transporting. That's very interesting. That's good power. Lots of experience.
9:46 (French) Yes ,we have lots of experience.
9:47 (English) Same place?
9:49 (French) Yes, always here.
9:50 Yea, there you go.
9:51 (English) Same location for the past, around 25 year-ish.
9:58 (French) OK, and now how is it the same?
10:01 There has always been a way for transport but now it's much better.
10:31 (English) Ok, so for Mr. Bay, for him, the toll road is literally a major positive impact. Why? Transport has to comply with a certain (loud noises) for 24 hours. If they don't to meet this, this target, they have penalties.
10:52 Yes. From time, they need to transport because when the ship -
10:56 This is when its complied.
10:57 Yes. They need to transport, and of course, so for them to be able to meet their target, speed is a major factor. You also need to know that sometimes at the port the activity center, there is a lot of activity so it's not easy to offload. Now that the toll road allows its trucks to go faster to their parts.
11:24 (French) So, you know the port, there is everyone there. There is almost 2 thousand trucks that will come. So in the morning, there is a lot of traffic and even accidents. (phone goes off) But on the highway, at the same time, could be closed or empty to do the entire trip without being tired.
12:16 (English) Why do you have segregation when you have gobal logistic centers that divide port for just literally, so have the coperation by the port; so sometimes you up having 1 thousand trucks in the port, you know, coming, loading, gone. So for these companies, they having drivers stuck there for 3-4 hours can be a challenge. When we come out of the port, there's a second challange, it's a traffic jam.
12:49 So, with out a toll road you have to face all this is in succession. With ended up well, extending a different type. With a toll road, it's much faster. They can leave the port much faster. And then, it allows for more security. For the driver, it's less of a strain. Less of a strain for the driver, you know, so it's much safter for the driver because there is less, the whole driving process is less strainous. Fewer accidents, risks of accidents and so, it allows them to deliver faster.
13:29 Based off of accidents and also being robbed or no?
13:31 (French) Is there a other better things than security with the trucks?
13:34 No, no, no.
12:43 (English) Just security.
13:45 (French) We have driver security and already have road security along with (phone goes off) which is a positive.
14:10 (English) So there are a certain about a roads that have been improved. You know in terms of the whole truck, they have quite a lot of law that they need to respect. Covering the trucks, making sure there is no raw material that have been taken off by the wind, etc., so they have to comply with the rules and, so those regulations. For them, it's not really security, it's more for the driver.
12:24 Cuz it allows, it's less strainous for the driver.
14:29 So have the relations have changed cuz of how low they go?
14:32 (French) Have relations changed due to the security or have they not?
14:34 Yes, yes that is the security.
14:46 So no laws existed.
14:43 (French) The happiness.
14:46 So for the raw material not to get over the roof.
14:51 (French) It's necessary that everything is taken care of.
14:54 (English) It comes from the truck, covered and then there was, there were tight secruity measures on the, on the.the wheels, the tires. You know?
15:07 (French) For a truck to be accepted, there is an expert who asseses that the truck is following the rules.
15:18 (English) So now, today, so, for any truck to be part of the fleet, you know, carrying, there is an expert who assesses, all of those, complies with all those the norms to make sure your, your truck, any truck be at this domains or partners complies with all the norms and can carry now this raw material.
15:53 And, so listen, can, can we divide to get like in terms of reducing the time or give a percentage or maybe in extreme cases you know was ... (Phone goes off)
16:10 (French) Madame wants to know, is there an example of time, where before it took the truck how long versus the time now?
16:28 Yes, yes, because before there was not highway or the rules for the truck. (Phone still going off) There are still always truck on the road. And there is traffic in the morning at 6am.
17:30 (English) So first, let's talk about time. In the course of the day, 6-6pm, there is traffic, so there is a tendancy to have a slow down, so they try to do something like 2.5 tons but in the evening from 6pm thru overnight, they do up to 9-10 tons so they catch-up, make up for the slow traffic, flow during the day. (French) So your trucks are rather empty?
18:11 (French) No, no, no. The problem, the pollution around the center of the port is higher than at night.
18:21 (English) So during the day, traffic outside the port slows down with the pollution but at night it's much more free. (phone going off) (French) Now I have a question to ask, how does one gain more time?
18:39 (French) What does do to get more time?
18:44 Yes, before the trucks at the port, to come and sit, it annoyed me...
18:51 At the beginning, the entire route, it took 2 hours. To go there and back.
19:11 (English) So before it would take them around 2 hours. Yes, to go to the port and back.
19:14 (French) To go and come back.
19:23 (English) So before it would take 2 hours but now it takes 30-40 mintues, round trip. So it's a much better trip.
19:37 Do they have to cross that half hour to get to that port, still?
19:43 (French) How long does it take to exit the port?
19:52 It doesn't take a long time now.
20:00 (English) So, it's confirmed, before it would take about 2 hours, to go and come back, now it takes you around 40 minutes.
20:18 Right but I want to understand, do they still have to cross the city or no?
20:20 (French) Do you still have to cross the city while leaving the city?
20:24 Yes, you can to get a better time.
20:40 (English) You will have to now do a little stretch near Rubeun, where you branch now with the toll road. So even today, where the toll road is really much more smooth, much more smoothly, they still have the segnment near the port and all around the port, they have roads that are still jacked.
21:04 So, Mr. Bay was saying if the traffic was stream-lined around the port, it would make them gain even more time and save money on gas. (French) You would gain more time and save gas.
21:38 (English) Before, they would use about 38 liters of gas, now it's dropped to 30 liters. It's still annoying to still have to deal with the jam outside the port.
21:58 Right and this shows againt that there is more that we can do. And I know that he mentioned they use other types. How many trucks do they use?
22:14 (French) Can she have an idea about how many trucks there are?
22:25 That question doesn't bother me. I have 20 trucks.
22:28 I want to have more trucks. I am researching to increase my fleet of trucks and work on the finances. That's for sure.
23:27 (English) They have 20 trucks on their property. They are right now in the process to take a study to extend their fleet, that's one aspect. OK? Now Mr. Bay says you see, the port and transporting to those cement factories as well as the power plant represents 60-70% of their activity.
24:01 So, well, they're saying that more trucks for them, means much more and much more business for them and of course, that the toll road has a positive affect for them, as in terms of speed, etc. Now there remains the gap, as you wrote about, from the port.
24:25 Is there any plan to prevent ah...?
24:27 (French) Have you talked about a plan to better this problem?
26:03 (English) So he is saying that they are going to try to create a traffic management plan but he said it will be quite difficult because the same road channels everybody to the port and from. You have people who bike the road and bring in over 200 trucks but they stop there and stay there, they bring back empy containers. They're not transiting well for him.
26:37 For those parking law.
26:39 So they park there. They also have some sister trucks, big trucks that carry fuel. So they also go there and load the fuel. Then the same companies like Rufus that have to cross all those terminals to pick up the raw material.
27:14 And what's the difference between here and the port?
27:17 (French) What is the difference between here and the port?
27:21 26-28 kilometers.
27:38 Most likely it's 28 kilometers.
27:45 (English) Most of their clients are around this area?
27:47 (French) Are most of your clients here or further?
27:50 Hmmm, 55 kilometers.
28:00 Or 20 kilometers from here?
28:11 Normally, 34 kilometers? First it was 61 kilometers.
28:21 (English) They have clients up to about 35 kilometers from here.
28:29 (Still figuring out kilometers in French) 55 kilometers...
28:40 So, from here... isn't too far from Dakar. The industrial zone is near Dakar.
29:03 (English) There's a few trades of the jungle. Each of the have zones.
29:18 Is it closer to Dakar?
29:20 Yes, but outside of that, this is a fast industiral area. Where we were this morning, which is also developing into more of an industrial uhhh.
29:39 OK, this is very good.
29:42 (French) There are also instudrial zones where well-known men live. Also near the port... yes it's for the exports.
30:00 (English) OK, so there is a lot of...
30:07 (French) Well no there are a lot of..
30:14 So, what I would say is that a lot of activity is in the zones. For the most part, yes.
30:30 (English) For the most part it is 50-ish kilometers from Dakar. Cuz that's where there is most activity. So for the others, who now take some materials from Dakar, to go all the way to other countries, like Mali it's other companies.
30:47 (French) Even do the same for phosphates.
30:50 (English) They are usually surrounded by 28 grams of phospates.
31:01 So they move all this to their clients.
31:07 So they bring phosphates to their clients?
31:09 No, they carry phosphates from their artwork to those.
31:12 Do they export them or just thinking about participating...
31:22 (French) Are you thinking about exporting phosphates?
31:25 Like the phosphates...
31:38 (English) So they do both. They have this phosphate industry they deliever and intrest there and with the phosphates, they take it out.
31:53 So please note that I will give you the universal translation, phosphate, sulfur, geoude??
32:09 OK, so I don't know if I will be able to say this but, is this an economic game?
32:18 (French) Ok, so that isn't necessary. We know what we are doing.
32:48 (English) Generating business, right?
32:59 (French) Are there other - for example, if you were in a truck to go both ways, I
33:40 (English) Speed of course is important. It's a game of speed. There is also a game hidden into the factor in they need to make the deadline and they don't pay the penalties.
33:52 They won't pay the pentalties.
33:59 (French) Is rather the card of transportation, it's cool!
34:08 (English) As much as there are penalties when you don't meet the time limit; so for them it's more, not something that they're, you know...
34:13 So this is something they noticed, right?
34:16 (French mumbling) Yes, it is that. In 30 days, you transferred 40 thousand cartons, how much over 5 days?
34:52 (English) Here's an example, when you have a 40 thousand ton truck, ship, you're given 3-4 days to transport everything to the,the factory. If you don't meet it, you have a penatly around $15-$20,000 per day, of penalty when you can't you know, transport all the carnage to the factory. So for them, meeting those dealines of course represents a huge game cuz you know, you won't have to pay this penalty.
35:24 (French) But in return, if you transport quickly you'll get a bonus less than the penalty.
35:31 (English) You'll get a bonus although it's less than the penalty. (laugher)
35:38 OK. (chuckes)
35:42 (French) It's rare.
35:42 (English) Ok. So just one more question. Are the companies are all local owned or ...?
36:06 Thanks a lot!
36:51 (English) He's saying for the toll road, normally in Senegal you have a grosse weight of 45 tons per truck, maxium limit. Now when they transport, raw materials are teh only thing that moves. Not the techinal measure is you have a certain knowledge so it's in a car. A part of a car supports the whole, you know, it's like even in a car, there's a limit for that. I'll give you the word 'issue' in English. So when they move and make a perfect stop, you know one of those bumps, when they go up the bump, it puts more of the raw material in the back, so when they go to a weight station, they found out that they have more weight in some part of the - it's unbalance, they have a penalty of $200. (French) So what is the best solution?
38:09 It's the same image. Same image.
38:28 (English) For them, it's not their fault. When you go up a slope, the raw materials go to one side and it's not their fault. You know they can't stop at every bump.
38:46 And they have this problem?
38:48 Yes, they have this problem.
38:50 (French) Thank you, thank you a lot.
