Objet: Patrimoine chrétien au Kosovo
Selon un rapport du Centre international pour la justice transitionnelle, depuis environ juin 1999, près
de 230 000 Serbes, Roms et Gorans notamment ont fui le Kosovo pour la Serbie et le Monténégro.
Une vague de persécution, le 17 mars 2004, a provoqué 19 morts, l’incendie de 800 domiciles et de
33 églises et monastères orthodoxes1
.
Selon le document susvisé, depuis 1999, 155 églises et monastères orthodoxes ont été profanés,
outre des cimetières serbes et des monuments commémoratifs, notamment de la Seconde Guerre
mondiale.
Dans un rapport de mars 2014, l’Organisation pour la sécurité et la coopération en Europe soulignait
le manque de volonté politique du Kosovo pour mettre en application son dispositif de protection du
patrimoine culturel2
. Outre des actes de vandalisme, des atteintes au droit de propriété toucheraient
l’Église orthodoxe serbe, ce qui avait été le cas d’un projet pour la dynamisation de la vallée de
Rugova qui avait obtenu des financements européens3
.

Subject: Christian cultural heritage in Kosovo
According to a report by the International Centre for Transitional Justice, some 230 000 Serbs,
Romani and Gorani have fled Kosovo for Serbia and Montenegro since June 1999. In a wave of
persecution on 17 March 2004, 19 people were killed and 800 homes and 33 orthodox churches and
monasteries were set on fire1
.
The report also notes that 155 Orthodox churches and monasteries have been desecrated since
1999, as well as Serbian cemeteries and memorials, including those commemorating the dead of the
Second World War.
In a March 2014 report, the Organisation for Security and Cooperation in Europe stressed that there
was no political will in Kosovo to put its framework on cultural heritage protection into practice2
. In
addition to acts of vandalism there have allegedly been breaches of the Serbian Orthodox Church’s
property rights, for example during an EU-funded project to develop the Rugova Valley3
.

heritage in Kosovo?
2. How will the Commission make sure that EU funding programmes do not benefit projects that
infringe the rights of Kosovo’s Serbian Orthodox Church, as in the case above?
