The aim of this consultancy isto assist international consultant to undertake a detailed (1) value chain and market analysis study of the natural stone in Yemen, AND (2) support the identification and selection of natural stone clusters. Accordingly, the consultant will be responsible for providing high-level guidance in support of the natural stone value chain development and cluster site selection andto provide the information required to support the EOF’s investments and to guide investment and strategic and operational business decisions of business engaged in or interested to enter the sector.The project is national in scope and initially will focus on seven governorates: Abyan, Shabwa, Dhamar, Hajjah, Hodeidah, Lahej and Taiz.REP’s main target groups are unemployed and underemployed young women and men in rural areas below the poverty line.
He/She will work under the overall supervision of the Executive Director of the EOF and REP Value Chain Manager; andin close collaboration with the International experts and counterparts (Ministry of Oil and Minerals, and Yemen Geological Mineral Resource Board) assigned.
Duties and Responsibilities:
Within the framework, as described above, the National consultant Assistant will assist the international consultant expert tocarry out the following tasks:
A. Natural Stone, value chain and market analysis (2.5, two and half months):
• Identify and characterize the geographic areas where activity in the value chain is concentrated in terms of (I) socio-economic factors; and (ii) access to inputs, services and markets;
• describe the policy environment and regulatory framework for the selected value chain; review the relevant national regulations concerning input supply, production, processing, marketing, hygiene control, standards, classification, certification, employment, wages and working conditions etc.;
• map and describe the technical structure of the value chain including identification of actors involved in input supply, production, processing, transport, retail and legal and regulatory aspects;
• analyse the socio-economic status of the actors in the value chain (business owners, managers and workers) including gender, age, education, income and poverty level, alternative sources of income and working conditions;
• prepare a detailed competitive analysis for the selected value chain (including assessment of economic incentives and margins at each link of the chain) and an estimate of demand for financial services within the value chain and identify credit products to be promoted accordingly;
• review the types of support available for value chain actors including a brief overview of Government activities in the sector; review the operations of financial institutions, development financiers, NGOs are other institutions in the sector, and identify possible opportunities for partnership, collaboration and synergy;
• characterize the domestic market including description of the preferences of the various market segments, estimation of demand and price sensitivity; evaluate competition from imported products;
• characterize potential export markets with a focus on the Gulf region/Arabian Peninsula and other regional markets easily accessible by road, sea or plane; evaluate demand through contacts with businesses and decision makers;
• review laws, regulations and standards concerning production, processing and sale of goods (including export) in relation to the sector; identifying key product specifications and standards and certification requirements;
• investigate specific issues concerning women’s and young people’s participation in the sector including level of participation, barriers to participation, forms of participation, conditions of employment, ownership of assets, gender inequalities;
B. Identification and selection of natural stone clusters (3.5, three and half months):
The EOF, together with the YGSMRB and other partners intends to provide support to the development of natural stone sector in Yemen. A key element of the intended support is the implementation of a clustering strategy whereby groups of natural stone processing companies will be supported to establish operations on stone processing clusters equipped with shared infrastructure including water recycling systems. These clusters will be located close to areas with a concentration of upgraded quarries capable of producing consistent supplies of high quality stone blocks, which will reduce transport costs.
• undertake the desk review to analyze and evaluate existing geological data and other relevant information in order to prepare a long-list of areas with high geological potential, considering also the current location of quarrying activities;
• based on the above long-list, undertake a series of field visits and surveys to confirm the findings of the desk review and to identify specific deposits with potential for exploitation using modern techniques based on considerations including:

The consultant will participate in a stakeholder workshop to be organized by the EOF in order to present the report and its main findings and to participate in discussions with stakeholders about its recommendations and the way forward.
Qualifications:
a) Master degree in Sciences/Geology, or a closely related field with a relevant combination of academic and professional qualification related to the Natural stone.
b) A minimum of 7 years of relevant working experience, including the development and implantation of Natural Stone Quarries.
c) Excellent computer skills, including full working knowledge of standard word processing, spreadsheet and presentation packages.
d) Experience in working in the field of Natural Stone, and Community Development
surrounding Natural Stone resources.
e) Broad Knowledge of Natural Stone management and sustainable development concept
in Natural Stone.
f) Strong oral and written communication skills in English.
Post Title: 2 - National Consultant Assistant (Handloom and Textile, Value chain and
market analysis)

The aim of this consultancy is to assist and international consultant to undertake a detailed value chain study and market analysis of the Handloom Textile Value Chain in Yemen and to provide the information required to support the EOF’s investments in the Hand loom Textile Value Chain and to guide investment and strategic and operational business decisions of business engaged in or interested to enter the sector. Accordingly, the consultant will be responsible for providing high-level guidance in support of the Handloom and Textile value chain development. He/She will work under the overall supervision of the Executive Director of the EOF and REP Value Chain Manager; and in close collaboration with the national experts and counterparts assigned. Reports on the progress of work are to be presented to the Executive Director of the EOF by closely working with the Yemen Textile Cooperation.
Duties and Responsibilities:
Within the framework, as described above, the National consultant expert will assist the International consultant to carry out the following tasks:
A. Value Chain Analysis
• describe the policy environment and regulatory framework for the selected value chain; review the relevant national regulations concerning input supply, production, processing, marketing, hygiene control, standards, classification, certification, employment, wages and working conditions etc.;

• prepare an estimate of demand for financial services within the value chain (s); identify credit products to be promoted accordingly;

• on the basis of the above, summaries opportunities and constraints faced by actors in the value chain and indicate the sequential timing of the upgrading required to make these chains competitive and to enhance access of the EOF target groups to these chains as appropriate.
B. Marketing and Market Analysis
• characterize the domestic market including description of the preferences of the various market segments, estimation of demand and price sensitivity; evaluate competition from imported products;
• characterize potential export markets with a focus on the Gulf region/Arabian Peninsula and other regional markets easily accessible by road, sea or plane; evaluate demand through contacts with businesses and decision makers;
• review laws, regulations and standards concerning production, processing and sale of goods (including export) in relation to the sector; identifying key product specifications and standards and certification requirements;
• describe current marketing strategies (product, price, promotion and place) within the value chain and evaluate their strengths and weaknesses;
C. Social Aspects
• analyze the socio-economic status of the actors in the value chain (business owners, managers and workers) including gender, age, education, income and poverty level, alternative sources of income and working conditions;
• investigate specific issues concerning women’s and young people’s participation in the sector including level of participation, barriers to participation, forms of participation, conditions of employment, ownership of assets, gender inequalities;
• consider the extent to which Decent Work (as defined by the ILO) is available and to which extent the Corporate Social Responsibility or its principles are implemented within the value chain; and identify accordingly obstacles and opportunities for implementation;
• identify existing social enterprises and social entrepreneurs, if any, active in the sector and identify specific obstacles faced and opportunities for programme support;
D.
The consultant will participate in a stakeholder workshop to be organized by the EOF in order to present the report and its main findings and to participate in discussions with stakeholders about its recommendations and the way forward.

Post Title: 3- National Technical Assistant Consultant (Labour market baseline study)

The aim of this consultancy is to undertake the (I) detailed baseline study of labour market in the REP priority governorates to obtain the necessary information to successfully promote the target group’s access to employment and increase the availability of technical skills for rural enterprises, particular those in the natural stone, handloom textiles sectors; and (ii) study to identify and assess the existing training opportunities and institutions in Yemen and their relevance for the target sectors of the REP, other EOF managed projects and programmes, and rural-based economic sectors in general.
He/She will work under the overall supervision of the Executive Director of the EOF and REP Value Chain Manager; and in close collaboration with the national experts and counterparts assigned, and by closely working with the relevant government authorities and ministries. Reports on the progress of work are to be presented to the Executive Director of the EOF.
Duties and Responsibilities:
Within the framework, as described above, the consultant expert will carry out the following tasks:
A. Baseline Study for Rural Labour Force Needs:
The study will be undertaken in the programme’s priority governorates. It will identify gaps between the supply and demand of skills in rural-based economic sectors relevant to the REP and EOF.
• conduct a mapping exercise identifying the needs of MSMEs already operating in the governorates and the projected future needs of the value chains targeted by the REP and other EOF managed programmes;
• conduct a mapping exercise of the existing JIAs in the REP target areas and assess their relevance to the REP target population;
• carry out an analysis of the current job search and skill matching mechanisms in rural labor markets, in particular with focus on identifying the current channels along which labor market information flows (availability of jobs and skills demanded, and availability of labor and skills supplied);
• characterize the gender and youth elements in the supply and demand of skills in rural-based economic sectors, including gender and age disaggregated information where available;
• with reference to the above, propose the best mechanism to improve the job search skills of the REP target population (mobile phone services, web portals, community/district level job placement services, etc.);
B. Baseline Study for Existing Training Opportunities and Institutions in Yemen:The study will be national and will seek to identify and assess existing training opportunities and institutions in Yemen and their relevance for the target sectors of the REP, other EOF managed projects and programmes, and rural-based economic sectors in general.
• conduct an inventory of existing Training Institutions and rural vocational training providers in Yemen (in both public and private sectors), and select a sample of relevant training institutions for further in-depth analysis of the curricula development needs with respect to the rural economic sectors;
• characterize the different types of vocational and skills training institutions by source of funding, private/public, length of training etc.;
• provide an overall analysis of the constraints and opportunities faced by the vocational training institutions in the general TVET context in Yemen;
• based on the labor market needs assessment, analyze the mismatch of supply and demand of training programmes with specific focus on rural economic sectors;
• analyze the socio-economic factors affecting rural populations’ access to training, including gender, age, education, income and poverty level;
• investigate specific issues concerning women’s participation and access to vocational training, in the EOF focus sectors including level of participation, barriers to participation, and provide a specific set of recommendations for improving women’s access to vocational and skills training;
Qualifications:
• Master degree in Social Sciences, or a closely related field with a relevant combination of academic and professional qualification related to the rural economic development, and labour markets and employment focusing on community development.
• A minimum of 7 years of relevant working experience, related to the rural economic studies viz. labour and labour market assessment studies, technical needs etc.
• Excellent computer skills, including full working knowledge of standard word processing, spreadsheet and presentation packages.
• Experience in working in the field rural economic development focusing on rural employment, rural job markets, technical trainings for community development.
• Strong oral and written communication skills in English.

إن الغرض من الاستشارة مساعدة المستشار الدولي بالقيام بالتالي:

• القيام بتشكيل ووصف الهيكل الفني لسلسلة القيمة بحيث يشمل ذلك العوامل المتعلقة بتزويد المعلومات والإنتاج والمعالجة والنقل و البيع و الجوانب والإجراءات القانونية.
• تحليل الحالة الاقتصادية والاجتماعية للعوامل في سلسلة القيمة ( التجار – المدراء و العاملين ) بحيث يشمل ذلك الجنس و العمر و التعليم والدخل و مستوى الفقر و المصادر البديلة للدخل وظروف العمل.

• مراجعة أنواع الدعم المتوفرة للجهات المنفذة لسلسلة القيمة بحيث يتضمن ذلك عمل ملخص عن الأنشطة الحكومية في هذا القطاع وأيضا مراجعة عمليات المؤسسات المالية و الممولين والمنظمات الغير حكومية والمؤسسات الأخرى في هذا القطاع , وكذلك تحديد الفرص الممكنة للشراكة والتنسيق والتعاون.
• وصف للسوق المحلية بحيث يتضمن ذلك وصف لأنشطة قطاعات السوق المختلفة و تقدير الطلب والتغيرات السعرية وأيضا تقييم منافسة المنتجات المصدرة.
• وصف لأسواق التصدير المحتملة بالتركيز على منطقة شبه الجزيرة العربية والخليج والأسواق الإقليمية الأخرى التي يسهل الوصول إليها برا وبحرا وجوا وأيضا تقييم الطلب بواسطة إبرام عقود مع الشركات وصناع القرار.
• مراجعة القوانين والترتيبات الخاصة بالمعايير حول ما يتعلق بكل من الإنتاج و المعالجة وبيع البضائع(متضمنة التصدير) لتلك القطاعات مع تحديد المواصفات والمعايير للمنتجات ومتطلبات الاعتماد.
• البحث في القضايا المحددة الخاصة بمشاركة المرأة والشباب في هذا القطاع بحيث يتضمن ذلك مستوى المشاركة ومعوقات المشاركة وأشكال المشاركة وشروط التوظيف وتملك الأصول و عدم المساواة بين الجنسين.
ب- تحديد واختيار مجاميع الأحجار الطبيعية ( لمدة: ثلاثة أشهر ونصف):
يقوم صندوق الفرص الاقتصادية بالتنسيق مع هيئة المساحة الجيولوجية والثروات المعدنية في الجمهورية اليمنية بالإضافة إلى الشركاء بالقيام بدعم وتطوير قطاع الأحجار الطبيعية في اليمن. والهدف الرئيسي لذلك الدعم هو تنفيذ إستراتيجية تجميع للأحجار الطبيعية حيث سيتم دعم عدد من شركات معالجة الحجر الطبيعي للقيام بمعالجة تلك المجموعات مزودة ببنية أساسية مشتركة من ضمنها أنظمة إعادة معالجة المياه. وهذه التجمعات ستكون بالقرب من مناطق تركيز المحاجر والقادرة على إنتاج كميات كبيرة ذات جودة عالية من كتل الحجر الطبيعي والتي من شأنها ستعمل على تقليل تكاليف النقل.
• القيام بمراجعة وتحليل وتقييم المعلومات الجيولوجية المتوفرة والمعلومات الأخرى ذات الصلة وذلك لعمل قائمة بأسماء المناطق ذات الأنشطة الجيولوجية الكامنة مع الأخذ بعين الاعتبار مواقع أنشطة الاستخراج الحالية.
• وطبقا لتلك القائمة المشار إليها سيتم القيام بعمل الزيارات الميدانية والمسوحات للقيام بالاستكشافات طبقا للطرق الحديثة اعتمادا على عدة اعتبارات منها:
ج- سيقوم المستشار بالمشاركة في ورشة العمل التي سينظمها صندوق الفرص الاقتصادية وذلك من أجل عرض التقارير ونتائج الدراسة , كما سيشارك في المداخلات والنقاشات مع المساهمين الخاصة بالتوصيات والإجراءات المستقبلية.
المؤهلات المطلوبة:
a) أن يكون المتقدم حاصلا على دراجة الماجستير في العلوم / الجيولوجيا أو أي مؤهل أكاديمي ذات العلاقة بالأحجار الطبيعية.
b) خبرة لا تقل عن سبع سنوات في مجال العمل بحيث يتضمن ذلك تطوير وتنفيذ استخراج الأحجار الطبيعية.
c) مهارات عالية في استخدام الكمبيوتر مع معرفة كاملة حول استخدام برنامج الورد والأكسل وبرامج العروض التقديمية (باوربوينت).
d) خبرة عمل في مجال الأحجار الطبيعية والتطوير المجتمعي حول موارد الأحجار الطبيعية.
e) معرفة واسعة بمجال إدارة الأحجار الطبيعية ومفهوم التنمية المستدامة في مجال الأحجار الطبيعية.

• القيام بتشكيل ووصف الهيكل الفني لسلسلة القيمة بحيث يشمل ذلك العوامل المتعلقة بتزويد المعلومات والإنتاج والمعالجة والنقل و البيع و الجوانب والإجراءات القانونية وذلك بالتركيز على ما يلي:
1- التوظيف والمرتبات والأجور وظروف العمل.
2- سياسة سلسلة القيمة والروابط والعلاقات بين المنفذين.
3- القضايا التي تؤثر سلبا على جودة المنتج النهائية والمنافسة السعرية.
4- القضايا التي تقلل من قدرة المنفذين في سلسلة القيمة والتي تتفاعل مع احتياجات عوامل أخرى أو سوق المنتج النهائي.
5- حالة التكنولوجيا والمهارات ضمن سلسلة القيمة.
6- وصف الأشكال التشغيلية للمشاريع في سلسلة القيمة.
• وصف وتحديد المناطق الجغرافية التي سيتركز فيها نشاط سلسلة القيمة بما يخص كل من الوضع الاقتصادي والاجتماعي وهوامش كل رابط في سلسلة(سلاسل) القيمة.
• إعداد تحاليل تنافسية تفصيلية لسلسلة (سلاسل)القيمة المختارة ( بحيث يتضمن ذلك المحفزات الاقتصادية وهوامش كل رابط في سلسلة(سلاسل)القيمة.
• إعداد القيمة التقديرية للخدمات المالية المطلوبة ضمن نطاق سلسلة(سلاسل القيمة) وكذلك تحديد المنتجات الائتمانية التي سيتم تشجيعها طبقا لذلك.
• مراجعة أنواع الدعم المتوفرة لعوامل سلسلة القيمة بحيث يتضمن ذلك عمل ملخص عن الأنشطة الحكومية في هذا القطاع وأيضا مراجعة عمليات المؤسسات المالية و الممولين والمنظمات الغير حكومية والمؤسسات الأخرى في هذا القطاع , وكذلك تحديد الفرص الممكنة للشراكة والتنسيق والتعاون.
• وطبقا لكل ما سبق سيقوم بتلخيص الفرص والمعوقات التي تواجه المنفذين في سلسلة القيمة وتحديد المدة الزمنية التعاقبية المطلوبة للقيام بالتطوير المطلوب لجعل سلاسل القيمة تنافسية ومساندة وصول الفئات التي يستهدفها صندوق الفرص الاقتصادية لهذه السلاسل بالشكل المطلوب.
ب- التسويق وتحليل السوق:
• وصف للسوق المحلية بحيث يتضمن ذلك وصف لأنشطة قطاعات السوق المختلفة و تقدير الطلب والتغيرات السعرية وأيضا تقييم منافسة المنتجات المصدرة.
• وصف لأسواق التصدير المحتملة بالتركيز على منطقة شبه الجزيرة العربية والخليج والأسواق الإقليمية الأخرى التي يسهل الوصول إليها برا وبحرا وجوا وأيضا تقييم الطلب بواسطة إبرام عقود مع الشركات وصناع القرار.
• مراجعة القوانين والترتيبات الخاصة بالمعايير حول ما يتعلق بكل من الإنتاج و المعالجة وبيع البضائع(متضمنة التصدير) فيما يتعلق بتلك القطاع مع تحديد المواصفات والمعايير للمنتجات ومتطلبات الاعتماد.
• وصف استراتيجيات السوق الحالية من حيث(المنتج – الأسعار- الترويج – المكان) ضمن سلسلة القيمة وتقييم نقاط القوة والضعف الخاصة بها.
ج- الجوانب الاجتماعية:
• تحليل الحالة الاقتصادية والاجتماعية للعوامل في سلسلة القيمة ( التجار – المدراء و العاملين ) بحيث يشمل ذلك الجنس و العمر و التعليم والدخل و مستوى الفقر و المصادر البديلة للدخل وظروف العمل.
• البحث في القضايا المحددة الخاصة بمشاركة المرأة والشباب في هذا القطاع بحيث يتضمن ذلك مستوى المشاركة ومعوقات المشاركة وأشكال المشاركة وشروط التوظيف وتملك الأصول و عدم المساواة بين الجنسين.
• دراسة مدى ملائمة العمل( طبقا لقواعد منظمة العمل الدولية)وكذلك مدى التزام الشركات بالمبادئ والمسئوليات للقيام بالتنفيذ ضمن نطاق سلسلة القيمة وعلى هذا الأساس يتم تحديد الفرص والمعوقات المصاحبة للتنفيذ.
• تحديد المشاريع الاجتماعية والمقاولين في هذا المجال(إن وجدوا)وتحديد العوائق والفرص التي يواجهونها وذلك من أجل دعم تنفيذ البرنامج.
د- سيقوم المستشار بالمشاركة في ورشة العمل التي سينظمها صندوق الفرص الاقتصادية وذلك من أجل عرض التقرير ونتائج الدراسة , كما سيشارك في المداخلات والنقاشات مع المساهمين الخاصة بالتوصيات والإجراءات المستقبلية.
المؤهلات المطلوبة:
a) أن يكون المتقدم حاصلا على درجة الماجستير في العلوم الاجتماعية أو أي تخصص ذات صلة بالعمل بحيث يكون المؤهل أكاديمي ومهني ذات صلة بحياكة النول على القماش والتطوير المجتمعي.
b) خبرة عمل لا تقل عن سبع سنوات في مجال تنفيذ وتطوير مشاريع التطوير المجتمعي من خلال مشاريع حياكة النول على القماش.
c) مهارات عالية في استخدام الكمبيوتر مع معرفة كاملة حول استخدام برنامج الورد الأكسل وبرامج العروض التقديمية (باوربوينت).
d) خبرة عمل في مجال حياكة النول على القماش مع التركيز على التنمية المجتمعية في المناطق الريفية.
e) مهارات عالية للتواصل باللغة الإنجليزية كتابة ونطقا .
عنوان الوظيفة 3: مساعد مستشار فني وطني( دراسة وتخطيط سوق العمل):
مكان العمل : الجمهورية اليمنية – صنعاء – مع السفر إلى بعض المدن في المحافظات( السفر داخل البلد
خاضع لإجراءات معايير الترخيص الأمني)
مدة العقد : ثلاثة أشهر ( 66 يوم عمل).
تاريخ البدء : إبريل 2014م
اللغات المطلوبة : العربية/ الإنجليزية.
إن الغرض من هذه الاستشارة هو القيام بالتالي:
1- القيام بعمل دراسة لسوق العمل في المحافظات ذات الأولوية لبرنامج التوظيف الريفي وذلك من أجل الحصول على المعلومات اللازمة للقيام بتشجيع الفئات المستهدفة للحصول على التوظيف ورفع قدرات المهارات الفنية للمشاريع الريفية وخصوصا المتعلقة بقطاعات الأحجار الطبيعية وحياكة النول على القماش.
2- القيام بالدراسات اللازمة لوصف وتحديد فرص التدريب الحالية والمؤسسات التي تقوم بتنفيذ تلك الأعمال في اليمن وعلاقة ذلك بالقطاعات المستهدفة من قبل برنامج التوظيف الريفي وكذلك المشاريع والبرامج الأخرى التي ينفذها صندوق الفرص الاقتصادية وكذلك القطاعات الاقتصادية الريفية بشكل عام.
إن المساعد الذي سيتم اختياره سيعمل تحت الإشراف العام للمدير التنفيذي لصندوق الفرص الاقتصادية ومدير سلسلة القيمة وذلك بالتنسيق مع الخبراء المحليين والنظراء الذين سيتم تعيينهم وأيضا بالتنسيق مع الوزارات والجهات الحكومية ذات العلاقة. وسيتم رفع تقارير إنجاز العمل إلى المدير التنفيذي لصندوق الفرص الاقتصادية.
المسئوليات والمهام:
وطبقا لما سبق فإن الخبير الاستشاري سيعمل على القيام بتنفيذ المهام التالية:
أ- دراسة احتياجات قوى العمل الريفية:
ستقوم الدراسة على تحديد المحافظات ذات الأولوية في تنفيذ المشروع. كما ستقوم الدراسة بتحديد الفجوة بين العرض والطلب للمهارات المطلوبة للقطاعات الريفية ذات الصلة بمشاريع صندوق الفرص الاقتصادية وبرنامج التوظيف الريفي:
• القيام بعملية إعداد الخرائط اللازمة لتحديد احتياجات المشاريع الصغيرة والمتوسطة والتي بدأ العمل في تنفيذها في المحافظات وتحديد احتياجات سلاسل القيمة للمشاريع المستقبلية التي يستهدفها برنامج التوظيف الريفي وأيضا البرامج الأخرى التي يديرها صندوق الفرص الاقتصادية.
• القيام بإعداد الخرائط التوضيحية للأنشطة المقامة في المناطق التي يستهدفها برنامج التوظيف الريفي وتقييم علاقتها بالبرامج التي يقوم الصندوق بتنفيذها.
• القيام بعمل التحليل اللازم للبحث عن الوظائف الحالية والمهارات المطابقة للتقنيات في أسواق العمل الريفية , وخصوصا تحديد القنوات الحالية وتدفقات معلومات سوق العمل(توفر الوظائف والمهارات المطلوبة وتوفر الأعمال والمهارات المتوفرة.
• وصف عناصر النوع الاجتماعي للشباب المتعلقة بالعرض والطلب للمهارات في القطاعات الاقتصادية الريفية بحيث يتضمن ذلك المعلومات الخاصة بالنوع الاجتماعي والعمر حسب توفرها.
• وطبقا لما سبق سيتم تقديم أفضل التقنيات لتحسين مهارات البحث عن الوظائف للسكان الذين يستهدفهم برنامج التوظيف الريفي( عن طريق خدمات الهاتف- مواقع الانترنت – خدمات التوظيف المقدمة على مستوى المجتمع أو المنطقة).
ب- إعداد الدراسات حول فرص التدريب الموجودة حاليا والمؤسسات التي تقوم بالتدريب في اليمن:
• ستكون الدراسة محلية حيث ستعمل على تحديد وتقييم الفرص التدريبية والمؤسسات المتوفرة حاليا في اليمن والتي تقوم بالتدريب وعلاقتهم بالقطاعات المستهدفة من قبل برنامج التوظيف الريفي والبرامج الأخرى التي يديرها الصندوق وأيضا القطاعات الاقتصادية الريفية بشكل عام.
• القيام بعملية الجرد لمؤسسات التدريب الحالية والجهات التي تقوم بتقديم التدريب المهني الريفي في اليمن(سواء في القطاع العام أو الخاص) و اختيار عينة من تلك المؤسسات الخاصة بالتدريب لاستخدامها في التحليل المستقبلي لاحتياجات مناهج التطوير ذات العلاقة بالقطاعات الاقتصادية الريفية.
• تصنيف الأنواع المختلفة لمؤسسات التدريب المنهي حسب مصدر التمويل و هل هي خاصة أم عامة و مدة التدريب...إلخ.
• تقديم تحليلات عامة حول الفرص والعوائق التي تواجهها مؤسسات التدريب في السياق العام للتدريب التقني والمهني في اليمن.
• وطبقا لتقييم احتياجات سوق العمل سيتم تحليل عدم تطابق العرض والطلب للبرامج التدريبية وبالتركيز على القطاعات الاقتصادية الريفية.
• تحليل العوامل الاقتصادية والاجتماعية التي تؤثر على تمكن سكان المناطق الريفية من التدريب حسب النوع الاجتماعي – العمر – التعليم – مستوى الدخل ومستوى الفقر.
• البحث في القضايا الخاصة بمشاركة المرأة وحصولها على التعليم المهني بالتركيز على القطاعات الخاصة ببرنامج التوظيف الريفي بحيث يتضمن ذلك مستوى المشاركة والعوائق التي تسبب عدم الشاركة وتقديم عدد من التوصيات لتحسين حصول المرأة للتدريب المهني.
المؤهلات المطلوبة:
• أن يكون المتقدم حاصلا على درجة الماجستير في العلوم الاجتماعية أو أي تخصص ذات صلة بالعمل بحيث يكون المؤهل أكاديمي ومهني ذات صلة بتخصص التنمية الريفية وأسواق العمل والتوظيف بالتركيز على التنمية المجتمعية.
• خبرة لا تقل عن سبع سنوات في مجال العمل المطلوب بحيث تكون ذات صلة بأبحاث الاقتصاد الريفي ودراسات تقييم سوق العمل والاحتياجات الفنية..إلخ.
• مهارات عالية في استخدام الكمبيوتر مع معرفة كاملة حول استخدام برنامج الورد الأكسل وبرامج العروض التقديمية (باوربوينت).
• خبرة عمل في مجال تطوير التنمية الريفية بالتركيز على التنمية الريفية ووظائف أسواق العمل الريفية ومجالات التدريب المهني للتنمية الريفية.
كيفية التقديم للوظيفة:
a) ترسل السيرة الذاتية للمؤهلين الراغبين للتقديم على الوظيفة ممن تنطبق عليهم الشروط والمرفقة برسالة التغطية-على أن يتم كتابة اسم الوظيفة المطلوب التقديم عليها في موضوع الإيميل- إلى : [email protected].
b) سيتم التواصل فقط بمن سيتم اختيارهم للدخول في المرحلة الثانية من عملية الاختيار.
c) عدد أيام العمل شهريا (22 يوم عمل في المتوسط) باستثناء الإجازات الأسبوعية حسب قانون الإجازات الخاص بالحكومة اليمنية , وسيخضع الراتب لخصم 15% كرسوم ضريبية.
d) آخر موعد للتقديم هو يوم الأربعاء الموافق 30-03-2014.
إن صندوق الفرص الاقتصادية يعتمد على مبدأ تكافؤ الفرص لذا فإن المؤهلات من الإناث والمعاقين والأقليات يحق لهم التقديم. وسيتم التعامل مع جميع الطلبات بسرية تامة.
