Общие критерии оценки предсертификационного аудита В рамках аудита в отдельных подразделениях предприятия процессы были продемонстрированы на практике. Была произведена проверка соответствия производственных процессов требованиям стандарта и описаниям, содержащимся в документации СЭМ. Были учтены технические и экологические аспекты производственной деятельности, а также соответствующие требования экологического законодательства, нормативных предписаний и прочих основополагающих документов. В целом по предприятию проверка производилась выборочно, в том числе с помощью опросов и просмотра соответствующих документов. Все сведения, полученные в ходе аудита, рассматриваются аудиторами и сертифицирующей организацией как строго конфиденциальная информация. 4 . Оценка соответствия стандарту 4.1. ОАО «Корпорация ВСМПО - АВИСМА» — предприятие, созданное в соответствии с законодательством Российской федерации (РФ). Предприятие основано в 1941году, расположено в г. Верхняя Салда, Свердловской области. В 2005 году в результате объединения Верхнесалдинского металлургического производственного объединения (ВСМПО) и Березниковского титаномагниевого комбината (АВИСМА) появилась Корпорация ВСМПО-АВИСМА. Основное производство корпорации в Верхней Салде расположено на двух промплощадках и занимает площадь более 686 гектаров. В своей работе предприятие использует современные технологии и оборудование. Корпорация в Верхней Салде производит слитки и полуфабрикаты из титана, алюминия, специальных сталей и сплавов. Основные направления производственной деятельности: плавильное, кузнечное, листопрокатное, сортопрокатное и трубопрофильное, прессовое (включая производство легких сплавов) производства, переработка титановых отходов, производство оборудования, труб, профилей и строительных элементов, товаров народного потребления. Решением экологических вопросов на ОАО «Корпорация ВСМПО-АВИСМА» в Верхней Салде занимается Центральная испытательная лаборатория управления системой охраны окружающей и производственной среды (ЦИЛУСОО и ПС), входящая в состав Управления по охране труда, промышленной безопасности и охране окружающей среды. Лаборатория одной из первых в Свердловской области аккредитована на техническую компетентность. Предприятие осуществляет природоохранную деятельность в соответствии с утвержденными нормативами выбросов, сбросов, образования, передачи и размещения отходов. Корпорацией получены лицензии на деятельность по обращению с отходами, на проведение работ в области гидрометеорологии. Выбросы загрязняющих веществ в атмосферу Верхнесалдинского района ОАО «Корпорация ВСМПО-АВИСМА» осуществляются без превышения нормативов. В Верхней Салде на предприятии используется 169 газоочистных установок, работа которых позволяет сократить выбросы загрязняющих веществ завода на 63 процента. В течение 2004-2005 годов в эксплуатацию введены 26 новых установок очистки газа. В Верхнесалдинском районе предприятие использует пять постоянных выпусков сточных вод. Контроль качества сточных вод на выпусках осуществляется каждый месяц по 24 загрязняющим веществам. На промплощадках корпорации в городе Верхняя Салда образуются отходы первого-пятого классов опасности. Из образованных и полученных в 2005 году отходов использовано внутри предприятия 60,2 процента, передано сторонним организациям 27,1 процента, размещено на территории предприятия 12,7 процента. Основные производственные подразделения, входящие в СЭМ и посещенные аудиторами на сертификационном аудите: Плавильно-литейный комплекс (цех 32), Кузнечный комплекс (цех 21,22), Цех № 1, Прокатный цех - прокатный комплекс (цех 16), Цех водоснабжения и очистных сооружений (цех 29), Производственно-складской комплекс (26). Плавильно-литейный комплекс (цех 32) насчитывает порядка 1500 сотрудников. Производит слитки из титана и его сплавов. Для изготовления электрода используется титановая губка, лигатура, стружка и куски титана. Готовый электрод в вакуумно-дуговых печах проходит от двух до трех переплавок, далее титановая заготовка поступает на механическую обработку. Кузнечный комплекс (цех 21,22) насчитывает более 1000 и 700 сотрудников соответственно. Исходными материалами являются слитки титана и сплавов алюминия. Слитки расковываются круглого и прямоугольного сечения. Расковка и штамповка осуществляется на кузнечно-прессовом оборудовании, а именно на паро-воздушных молотах, вертикально-гидравлических прессах и радиально-ковочных машинах. Заготовки подвергаются механической обработке. Цех № 1 насчитывает порядка 500 сотрудников. Производит слитки из алюминиевых сплавов в газовых и электрических печах. Исходным материалом являются алюминиевые чушки. Полученные алюминиевые слитки поступают на механическую обработку. Прокатный цех - прокатный комплекс (цех 16) насчитывает порядка 1200 сотрудников. Включает в себя 24 электропечи нагрева, прокатное оборудование и оборудование для качественной отделки проката. В состав цеха входит травильное отделение. Продукцией цеха является: фольга, лента, листы и плиты из титановых, нержавеющих и жаропрочных сплавов. Цех водоснабжения и очистных сооружений (цех 29) насчитывает порядка 400 сотрудников. В состав цеха входят пять площадок: участок подготовки технической и питьевой воды, участок забора технической воды, очистные сооружения промстоков, хозбытовые очистные сооружения, шламонакопитель (шлам реагентной очистки сточных вод скрыт под зеркалом воды). Требования к системе ЭМ В ОАО «Корпорация ВСМПО - АВИСМА» создана и документально оформлена система экологического менеджмента (СЭМ) в соответствии с требованиями стандарта ISO 14001:2004. 4.1 Общие положения Система экологического менеджмента ОАО «Корпорация ВСМПО - АВИСМА» внедрена 23.03.2006 года в соответствии с принятой политикой организации. Реализация СЭМ соответствует требованиям нормативных документов. Организация определила область применения СЭМ. 1 4.2 Экологическая политика В организации функционирует Экологическая Политика предприятия. Экологическая политика принята 06.02.2006г. Учетные копии Экологической Политики передаются в подразделения. Все сотрудники предприятия ознакомлены с Экологической политикой, она является общедоступным документом. Организация принимает и соблюдает требования функционирующей СЭМ. 1 4.3 Планирование 4.3.1 Экологические аспекты Идентификация экологических аспектов деятельности ОАО «Корпорация ВСМПО - АВИСМА» производится согласно СТП 4.3-274 «Планирование деятельности по управлению окружающей средой», утвержден распоряжением № 421 от 19.04.06. Идентификация экологических аспектов включает номер подразделения выделившего аспект и его регистрационный номер. Ответственные за идентификацию и оценку экологических аспектов- 3 структурных подразделения: Центральная испытательная лаборатория управления системой охраны окружающей и производственной среды, Управление главного энергетика, Научно – технический центр. Представлен Перечень № 64-030-2006 экологических аспектов деятельности ОАО «Корпорация ВСМПО - АВИСМА» от 09.11.2006г. Оценка значительности экологических аспектов представлена в СТП 4.3-274 «Планирование деятельности по управлению окружающей средой». Значительные экологические аспекты сведены в Перечень № 65-030-2006, утвержден 09.11.2006г. При посещении производственных подразделений аудиторам везде представлялись Перечень № 64-030-2006 и Перечень № 65-030-2006, с выделениями по конкретным подразделениям. При проведении аудита выявлено несоответствие: Экологические аспекты, связанные с воздействием метанола, (цех 26), и химических реагентов при водоподготовке (цех 29) не внесены в реестр экологических аспектов 3 1/1 4.3.2 Законодательные и другие требования Идентификация законодательных, нормативно - правовых актов производится. Процедура описана в СТП 4.3-274. Источником информации служит электронная база данных от ЗАО «Гарант Екатеринбург» обслуживаемая по договору № 5177 от 21.10.04., который ежегодно пролонгируется. Периодичность обновления информации – 1 раз в неделю. Источниками для выявления нормативных требований служат государственные периодические информационные издания, нормативно – правовые требования государственных надзорных органов (Роспотребнадзор, Росприроднадзор , Ростехнадзор) Все заинтересованные стороны (структурные подразделения предприятия) информируются об измененных и новых нормативно-правовых документах. Представлены бумажные варианты документации: САНПиН 2.1.7.728-99, и «Сборник удельных показателей образования отходов производства и потребления». Законодательные требования, применительно к экологическим аспектам предприятия идентифицированы. Представлен Перечень законодательных актов, применяемых к деятельности ОАО ВСМПО –АВИСМА», от 01.11.2006г. По просьбе Аудиторов было продемонстрировано действие электронной законодательной базы нормативно-правовых и законодательных актов по природоохранной деятельности предприятия. 1 4.3.3 Целевые и плановые экологические показатели и программы Предприятие осуществляет формирование целевых и плановых экологических показателей, разрабатывает программу экологического менеджмента. Представлена «Программа управления окружающей средой на 2007 год ОАО «Корпорация ВСМПО – АВИСМА» -«проект». На момент проведения аудита проект находился на рассмотрении и утверждении у высшего руководства. Представлены плановые экологические показатели и мероприятия по значимым экологическим аспектам: ЭА-39-016, ЭА -39-031, ЭА -39-039, ЭА -39-068, ЭА -39-166, ЭА -39-182, ЭА -39-183. 1 4.4 Внедрение и функционирование Реализация с учетом специфики предприятия в основном соответствует требованиям стандарта ISO 14001:2004 как на уровне документации, так и на практике. 1 4.4.1 Ресурсы, обязанности, ответственность и полномочия Обязанности, ответственность и полномочия должностных лиц ОАО «Корпорация ВСМПО - АВИСМА» определены в Руководстве по управлению окружающей средой, утвержденном 22.02.2006г., Матрице ответственности высшего руководства, Стандартах предприятия и Должностных инструкциях. Ответственные лица по деятельности в СУОС назначены. Приказ № 210 от 23.03.06 «По вопросу назначения представителя руководства (в СУОС)» а также уполномоченные по Системе в каждом подразделении, ответственные по обращению с опасными отходами, ответственные за эксплуатацию установок очистки газа, ответственные за обучение и поддержание компетентности. Представлены: Приказ № 1182 «О назначении ответственного по СУОС в цехе 16», Должностная инструкция начальника прокатного цеха по оборудованию, -ответственного по СУОС., №1.16 00.156 от 11.11.2006г. Приказ № 264 от 31.03.06 «Ответственность по СУОС в цехе 21», Должностная инструкция № 1.2100.066 от 26.12.2002г., с изменением в части СУОС от 10.11.06, зам. начальника цеха 21, ответственного по СУОС. Представлены: Матрица ответственности высшего руководства за разделы Руководства по УОС (Руководство по УОС Р 07510017-2-2006, утверждено 22.02.2006г.). Приказ № 79 от 31.12.05 об ответственных по обращению с отходами. 1 4.4.2 Компетентность, обучение и осведомленность Организация обучения персонала. Персонал, чья работа оказывает влияние на ОС, проходит внутреннее обучение в Отделе подготовки кадров, согласно СТП 6.2-078-2005 «Подготовка и повышение квалификации кадров». Имеется Учебный план методического семинара Инженеров по подготовке кадров на 2006г, утв. 09.02.06., Приказ № 1178/к от 31.11.2005 о подготовке плана производственно – экономического обучения на 2006г. В программы производственных курсов обучения включены вопросы экологического менеджмента. Приказ № 515/к от 05.05.2006г. «Обучение специалистов по СУОС». Проводится учет занятий в системе производственно – экономического обучения кадров. Проводится обучение в подразделениях: Протокол 782 цеха 22 от 14.07.06. по теме: СУОС. Обучено 17 сотрудников. Проводится внешнему обучению, в том числе требованиям ИСО 14001:2004 и организации и проведению внутренних аудитов. Проведено внешнее обучение в ТЮФ Интернационал РУС. Проведено обучение на право обращения с опасными отходами. Представлено Свидетельство № 183/2004 на право обращения с опасными отходами. Аудиторы констатируют, что процесс обучения, в том числе и экологического, на предприятии продуман и систематизирован. Обучение начинается еще с обучающих программ в старших классах средней школы. Персонал предприятия компетентен в вопросах СУОС. 1 4.4.3 Связь ОАО «Корпорация ВСМПО - АВИСМА» осуществляет внешние коммуникации с заинтересованными сторонами и внутренние – между различными структурными подразделениями. Существуют регламентированные виды взаимодействий, определенные руководством ОАО «Корпорация ВСМПО - АВИСМА» посредством рассылки приказов, распоряжений, актов, путем проведения совещаний, не регламентированные - запросы, и т.п. Вертикальные связи реализуются согласно СТП 00-086. Горизонтальные связи – на основе взаимодействий между структурными подразделениями и должностными лицами, согласно Положениям о структурных подразделениях. Представлен Журнал регистрации входящей корреспонденции цеха 29 от 03.07.06. в нем –Служебная записка в цех № 030/357 от 11.08.06 по СУОС, представлен ответ цеха- Служебная записка исх. № 29/675 от 18.08.06. Внешний обмен информацией с надзорными органами осуществляется посредством предоставления годовых и квартальных отчетов: о выбросах в атмосферный воздух (статистическая форма 2-ТП (воздух) 2005), данных об образовании отходов (статистическая форма 2-ТП (отходы) 2005), данных о водопотреблении и водоотведении, (2- ТП водхоз), энергопотреблении. Внешняя взаимосвязь осуществляется через Интернет и средства массовой информации. Издается газета «Новатор», в которой освящена информация об экологическом конкурсе; ежеквартальный журнал «Вестник ВСМПО - АВИСМА», в котором приведена информация о деятельности экологической службы ВСМПО. В 2006 году издан Информационный буклет ОАО «Корпорация ВСМПО - АВИСМА», в котором приведена Экологическая Политика, история природоохранной деятельности и статистические данные по объемам выбросов загрязняющих веществ и сбросам сточных вод, по объемам и распределению отходов, а также освящена деятельность, связанная с ресурсосбережением. 1 4.4.4 Документация Документация системы экологического менеджмента ОАО «Корпорация ВСМПО - АВИСМА» соответствует требованиям стандарта ISO 14001:2004 В документации СЭМ и необходимых связанных с ней нормативных документах описаны все существенные процессы системы экологического менеджмента и их взаимодействие. 1 4.4.5 Управление документацией Процедура управления документацией СЭМ осуществляется в соответствии с СТП 4.2-085. Структура и управление документацией СУОС предприятия соответствует требованиям стандарта. Управление документацией осуществляется на всех этапах. Проводится анализ и пересмотр документов. Вся необходимая документация системы обладает идентификационными признаками управления и присутствует на местах. Представлено Распоряжение № 2133 от 27.10.06 «О введении электронного документооборота». На примере СТП 02-223-2004 «Отходы производства и потребления», утв. 19.03.04. аудиторам представлено: Распоряжение № 196 от 21.02.06. о введении Извещения ИИ – 839-02-223-2006 «Об изменении СТП 02-223-2004», Извещение ИИ – 839-02-223-2006 от 07.02.2006 «Об изменении СТП 02-223-2004», Карточка учета нормативной документации по СТП 4.2 -085 в отношении СТП 02-223-2004. Карточка ведется, изменения внесены, отмечена выдача документа сотруднику предприятия – Сурнину. 1 4.4.6 Управление операция-ми Управление операциями определено в Руководстве по СУОС Р 07510017-2-2006. Аудиторами посетили 8 основных производственных подразделений, входящих в СЭМ: Плавильно -литейный комплекс (цех 32), Кузнечный комплекс (цех 21, 22), Цех № 1 по производству алюминиевых сплавов, Прокатный цех - прокатный комплекс (Цех 16), Цех водоснабжения и очистных сооружений (29), Производственно-складской комплекс (Цех 26) и Цех 39, в состав которого входит лаборатория, осуществляющая процесс основного мониторинга . Эксплуатация оборудования и выпуск продукции в цехах происходит в соответствии с технологическими инструкциями и инструкциями по эксплуатации оборудования. Цех 32 Плавильно - литейный комплекс. Для изготовления электрода используется титановая губка, лигатура, стружка и куски титана. Готовый электрод в вакуумно-дуговых печах проходит от двух до трех переплавок, далее титановая заготовка поступает на механическую обработку. Режимы плавки контролируются, ведется Журнал отслеживания режимов плавки. Составляются паспорта на титановые слитки. Технологических процесс осуществляется в соответствии с технологической инструкцией ТИ-32-005-Л-99 «Плавление слитков титановых сплавов». Образование и движение отходов цеха контролируется. Представлены : Журнал движения отходов 4 и 5 класса опасности, Журнал учета промотходов (травильных растворов , щелочного расплава). Талон приема отходов № 214 от 13.11.2006г. Аудиторы посетили места хранения отходов в цехе – замечаний нет. Представлены: Годовой план ремонта промышленных печей по цеху 32 от 30.12.2005г., Акт № 17 от 22.09.06. о приеме – сдаче отремонтированных средств (Печь газовая №2). Представлена технологическая инструкция ТИ –СГТ -239-0-01 от 28.06.2001г. с изменениями от 21.12.05. Раздел ООС разработан. По результатам предсертификационного аудита, предприятие планирует на 2007г. корректировку технологических инструкций в части разделов ООС. Представлены: Приказ № 751 от 06.10.06., График по внесению изменений в ТИ – раздел ООС от 10.11.2006г. Планируется пересмотр около 1200 инструкций. Цех 16 Прокатный цех - прокатный комплекс, включает в себя 24 электропечи нагрева, прокатное оборудование и оборудование для качественной отделки проката. В составе цеха травильное отделение. На балансе цеха – трансформаторы с ПХД. Представлены: Правила технической эксплуатации электроустановок, Служебная записка № 06/25 от 16.01.06 о регламентации осмотра трансформаторов с ПХД (1 раз в сутки), журнал по 69 трансформаторной подстанции , начат 26.05.04 – заносятся даты осмотра (ежедневно), результаты осмотра, уровень масла, температура, показания манометра. Форма учета силовых трансформаторов, содержащих ПХД на 31.12.05. Образование и движение отходов цеха контролируется. Представлен Отчет по образованию и размещению отходов по 16 цеху за 9 месяцев 2006г. Места хранения отходов в цехе содержатся в должном порядке. Технологические процессы осуществляются в соответствии с технологическими инструкциями. Цех №1 - Производит слитки из алюминиевых сплавов в газовых и электрических печах с дальнейшей передачей на мех. обработку. Технологические процессы осуществляются в соответствии с технологическими инструкциями: ТИ-01-006-Л-99 , утв. 15.03.1999г., с изменениями от 14.07.2000г. Проводятся плановые ремонты оборудования. Представлены : годовой план ремонта печей по цеху №1 на 2006г, утв. 30.12.2005г., Ремонтный журнал Эл. Плавильных печей, начат 02.2006г. Образование и движение отходов цеха контролируется, данные по отходам отмечаются в Журнале движения отходов. Передача отходов прослеживается по извещениям к которым прикладываются акты сдачи - приемки отходов. Цех 22 - Кузнечный комплекс. Проводится расковка и штамповка заготовок на кузнечно-прессовом оборудовании: на паро-воздушных молотах, вертикально-гидравлических прессах и радиально-ковочных машинах. Заготовки подвергаются механической обработке. Технология процессов контролируется. В цехе проводится травление заготовок. Травление проводится в соответствии с технологической инструкцией ТИ -НТЦ /22 - 037 -к -2005 от 07.07.2005г. На местах ведутся необходимые записи. Представлены: Журнал учета ртутных ламп, Журнал учета промотходов. Учет образования травильных расходов – ведется. Вентиляционные установки работают нормативно. Цех 29.Цех водоснабжения и очистных сооружений, включает участок подготовки технической и питьевой воды, участок забора технической воды, очистные сооружения промстоков (очистка маслостоков, ливнестоков, промывных вод, нейтрализация травильных растворов), хозбытовые очистные сооружения (полная биологическая очистка хоз – бытовых сточных вод предприятия и города В. Салда), шламонакопитель. Проведено посещение участка подготовки технической и питьевой воды, очистных сооружений промстоков. Рассмотрены вопросы эксплуатации шламонакопителя (посещение шламонакопителя производилось на предсертификационном аудите), вопросы оперативного контроля сточных вод, проводимого лабораторией цеха 29. Представлены документы по технологическим процессам очистки, оперативному контролю параметров загрязненных сточных вод до очистки и после очистных сооружений. Рассмотрены вопросы аварийных ситуаций на объектах, аварийная вытяжная вентиляции (мокрое осаждение паров кислот и оксидов азота), с фильтром - абсорбером ФВЦ-32. Представлена Инструкция по эксплуатации ФВЦ -32 от 24.06.2005г., экз. № 29/4. Производственные процессы проходят в нормативном режиме и подвергаются необходимому контролю. Цех 26. Производственно-складской комплекс На балансе около 30 складов, хранение 4 кислот: плавиковой, азотной, серной, соляной. Поставка производится железнодорожным транспортом. Аудиторами посещены склады хранения опасных веществ и отходов производства и потребления: № 808 – склад хранения ртутных ламп, № 832 – склад хранения конденсаторов с ПХД, № 804- склад хранения ГСМ, № 805 – склад хранения лаков и красок, № 814- склад химикатов, № 836 – кислотохранилище, Маслохранилище. Отмечены замечания (раздел 5 данного отчета) по складам: № 832, № 804, маслохранилище. Процесс списания и утилизации (передачи) неликвидов со складов контролируется. Цех 21 Кузнечный комплекс. Проводится расковка и штамповка заготовок на кузнечно-прессовом оборудовании, термообработка, травление продукции. Технология процессов контролируется. Травление проводится в соответствии с технологической инструкцией ТИ -НТЦ /21 - 097 -к -2006 от 04.09.2006г. На местах ведутся необходимые записи. Представлены: Протокол № 301 Испытания ванн травления. Журнал работы ванн травильного отделения, Журнал регистрации режимов работы ванн щелочного травления, Журнал контроля состава ванн. Проведена оценка аварийных ситуаций цеха, объемов образования травильных растворов. Проведен осмотр по замечаниям предсертификационного аудита. Замечания устранены. По результатам проверок всех посещенных цехов аудиторы отмечают, что технологическое оборудование предприятия содержится в чистоте и надлежащем техническом состоянии. Поставщики материалов и услуг оцениваются с точки зрения соблюдения правовых требований, касающихся влияния на окружающую среду. 1 4.4.7 Подготовленность к аварийным ситуациям и реагирование на них На предприятии осуществляется подготовка к аварийным ситуациям и реагирование на них. Разработаны Планы ликвидации (локализации) аварийных ситуаций. В планах прописаны сценарии возможных аварийные ситуаций, список и схемы оповещения. На основании графика проведения учебных тревог составляется план, в соответствии с которым проводятся занятия. Итоговым документом является Акт проверки и разбора, в котором отмечаются положительные и отрицательные моменты. Представлены: - План ликвидации аварийных ситуаций (ПЛАС) в хлораторной, расходном складе, транспортировке хлора цеха №29» от 27.08.2004г.- действующий в 2006г.; - План ликвидации аварий (ПЛА) на ГТС шламонакопителя площадки А» от 08.12.2005г.; - ПЛА на хим. участке № 3 цеха 26 от 11.08.2006г. - ПЛА цеха 21 от 17.06.05;. - План ликвидации аварий (ПЛА) Цеха 32 от 02.09.05. Учения в цехе проводятся ежемесячно по графику. Представлены: - График проведения учебных тревог в цехе № 32 от 22.12.05. - План проведения учебной тревоги в цехе № 32 от 27.02.06. по теме: «Нарушение герметизации контура трансформатора - заражение парами савтола» -Акт от 28.02.06.по результатам проведения и разбора данной учебной тревоги в цехе 32. Представлена служебная записка 028/150 от 01.11.2006г. с отчетом по принятым мерам по замечаниям предсертификационного аудита по вопросам аварийных ситуаций: о проведении учебных занятий в 2007году в каждой смене, по планам проведения учебных тревог. Предприятие должным образом уделяет внимание возможным аварийным ситуациям и мероприятиям по их предупреждению. 1 4.5 Проведение проверок 4.5.1 Мониторинг и измерения Процесс мониторинга окружающей среды проводится. Процесс осуществляется согласно Р 07510017-2-2006. Мониторинг загрязнения атмосферного воздуха. Мониторинг проводится группой испытаний атмосферного воздуха аттестованной лаборатории цеха 39. Лаборатория имеет Аттестат аккредитации на выполнение данного вида работ № РОСС RU.0001.511077 от 14.05.2005г. действителен до 2010года. План – график контроля за соблюдением нормативов предельно – допустимых выбросов на источниках выбросов согласован и утвержден 18.01.2006г. в органах контроля - ФГУ ЦЛАТИ. Замеры проводятся в соответствии с данным графиком. Аудиторами рассмотрены данные: Протокол №85 КХА цеха №29 от 11.05.06. Источник В-14, №745. Замеряемые вещества отражены в аттестате аккредитации. Предприятие осуществляет контроль загрязнения атмосферного воздуха на стационарном посту наблюдения. График контроля на 2006 год от 24.11.05, утвержден ГУ Свердловск ЦГМС-Р и согласован Службой по надзору в сфере защиты прав потребителей г. В. Салда. Замеры проводятся по 3 веществам – 4 раза в сутки, по 6 веществам – 3 раза в сутки. Просмотрены 3 ежемесячных отчета о контроле загрязненности атмосферного воздуха на стационарном посту за июнь (от 01.07.06.), август (от 01.09.06.), октябрь (от 01.11.06.). ежемесячно проводится до 88 отдельных видов анализа. Рабочий журнал «Определения концентраций ЗВ в атмосферном воздухе». По результатам мониторинга лабораторией выявлено превышение нормативов по выбросам гидрохлорида. При превышении нормативов – принимаются меры: представлена Докладная записка от 03.10.06. по цеху 39 о направлении телефонограммы в цеха № 16,3, 22, 29,26. Представлены ответы цехов: Служебная записка цеха 22 №22/05 -475 от 04.10.06. Проводятся замеры эффективности газоочистных установок. Ведутся: Журнал учета источников загрязнения ПОД-1, Журнал учета времени работы ГОУ (газоочистных установок) – ПОД- 3. Журнал результатов КХА (количественный химический анализ) Мониторинг загрязнения сточных вод. Мониторинг осуществляется аттестованной лабораторией цеха 39 –группой испытаний природных и сточных вод. Аттестат аккредитации на выполнение данного вида работ № РОСС RU.0001.511077 от 14.05.2005г. Мониторинг проводится по 5 водовыпускам предприятия. Имеется график контроля поверхностных и сточных вод предприятия от 19.12.2005г., согласованный с надзорными органами. Периодичность контроля – 1 раз в месяц. В ходе аудита были продемонстрированы следующие документы: - Журнал регистрации результатов КХА природных, сточных и подземных вод – начат 10.01.2006г.; - Результаты анализов по сточным водам на 5 водовыпусках предприятия (ежемесячные) за апрель, май и сентябрь 2006г. Превышение норм по фторидам. Предприятие управляет данным аспектом: в проекте плана повышения эффективности производства на 2007г. по цеху 29 пункт №15 и проекте «Целевые и плановые эко/показатели программы УОС на 2007г «Приобретение и монтаж узла обесфторивания»; Замеры по водовыпускам сводятся в форму ПОД -13. Ведется Журнал учета количества сбрасываемых сточных вод с о/с ХБК через в/выпуск №3 в р. Березовку. Анализы по 3 компонентам (четыреххлористый углерод, хлороформ, титан) по договору № 75 от 02.02.06. проводит ФГУ ЦЛАТИ (Центр лабораторного анализа и тех. Измерений по УрФО) Радиационный контроль: Проводится контроль состояния имеющихся 54 источников ионизирующего излучения. Источники используются для входного контроля поступающего вторичного металла, в приборах технологического контроля (толщиномеры). Поверка, наладка радиационной техники, осуществляется специализированной организацией ЗАО «Квант» по договору: № С/2-129-4 от 21.08.06. При необходимости - захоронение отработанных источников также осуществляется ЗАО «Квант». Представлен договор № С/2-129-2 от 01.07.05 и Акт выполненных работ от 01.07.05. по захоронению источника ионизирующего излучения. Представлена Лицензия на обращение с радиоактивными веществами ЗАО «Квант» УО-06-501-0922 от 29.12.2003 – до 2009г. Проводится радиационный контроль объемной активности вод. Контроль производится центральной лабораторией автоматизированной техники и тепло – энергетических процессов цеха 24. Аттестат аккредитации № 41222-97/04 от 25.08.04 до 01.08.2007г. (САРК). При посещении цеха 29 аудиторы ознакомились с проведением внутреннего аналитического контроля стоков в химико - бактериологической лаборатории цеха 29. Контроль производится в необходимом объеме. Представлены: -График лабораторного контроля очистных сооружений пром.стоков площ. А цеха 29 на 2006г. от 09.12.05., согласован с представителем надзорного органа - ФГУ ЦЛАТИ от 22.12.05. -Журнал контроля качества очистки маслостоков от 01.10.06. Паспорт сооружений для очистки и обезвреживания ливневых и пром. стоков площадка А. -Протокол результатов работы очистных сооружений с отчетом по протоколу, от 14.11.06. Превышение по нефтепродуктам - представлен Журнал распоряжений с отметкой о дополнительной промывке фильтров для исправления данной ситуации. - Журнал работы фильтров, отстойников, усреднителей отработанных растворов. Журнал ведется. Производится Учет образующихся на предприятии отходов. Движение отходов учитывается в журналах. Места временного хранения контролируются, вывоз отходов производится на основании учетных документов – контрольных талонов. Используемые для мониторинга средства измерений поверены в соответствии с требованиями, предъявляемыми при аккредитации лабораторий. Контроль воздуха рабочей зоны проводится автоматическими газоанализаторами. Представлен датчик уровня в емкости кислоты-РДУ –Х2-М № 143-0602, поверен 28.03.06, до 2007г. 1 4.5.2 4.5.2.1 4.5.2.2 Оценка соответствия Процедура периодического оценивания соответствия применимым законодательным требованиям, а также другим требованиям проводится согласно Руководства по СУОС Р 07510017-2-2006 и в СТП 4.3-274. Организация выполняет требования, предъявляемые к ее деятельности в области охраны окружающей среды со стороны природоохранных надзорных органов. Предприятие имеет всю необходимую нормативно-экологическую документацию : том ПДВ - предельно – допустимых выбросов, утвержден 29.12.2003г. том ПДС, разрешение № 248 –п от 26.08.06.на сброс загрязняющих веществ (в/в №3), Проект нормативов образования отходов и лимитов на их размещение и соответствующие разрешения по обращению с загрязняющими веществами. В надзорные органы ежегодно предоставляется обязательная государственная экологическая статистическая отчетность по предприятию - стат. формы за 2005 год 2ТП (воздух), 2 ТП (водхоз) и 2ТП ( отходы). Audit Objectives, Basis and Scope The Certification Body for Environmental Management Systems of TÜV Rheinland has been commissioned by OJSC VSMPO-AVISMA Corporation to perform a certification audit. The objective of the audit was to determine whether the company meets the requirements for an environmental management system (EMS) specified in the ISO 14001:2004 standard. The Company's EMS was audited within the following scope : Manufacturing of ingots and semi-finished products from titanium, aluminium, specials and alloys. Manufacturing of equipment, pipes, profiles, construction parts, and consumer goods. Support activities. The Company carries out all production processes within the audit scope. 3 . General Pre-Certification Audit Criteria In the course of the audit certain departments of the Company demonstrated their processes. Compliance of the production processes with the requirements of the standard and descriptions in the EMS documentation was evaluated. Technical and environmental aspects of production operations were taken into account, as well as corresponding environmental legislative requirements, regulations and other fundamental documents. The audit was conducted on a selective basis and included interviews and review of certain documents. All data obtained in the course of the audit shall be considered by the auditors and certifying body as strictly confidential. 4 . Compliance Evaluation 4.1. OJSC VSMPO-AVISMA Corporation is a company established according to the legislation of the Russian Federation. The Company was founded in 1941 and is located in the city of Verkhnyaya Salda in the Sverdlovsk Region. In 2005, the Verkhnyaya Salda Metallurgy Production Association (VSMPO) and the Bereznikov Titanium Company (AVISMA) merged to form VSMPO-AVISMA Corporation. The Company’s main production in Verkhnyaya Salda is located on two industrial sites with a total area of over 686 hectares. The Company uses modern technology and equipment. The Company produces ingots and semi-finished products from titanium, aluminium, specials and alloys in Verkhnyaya Salda. The main production areas are: smelting, forging, sheet rolling, section and pipe rolling, and pressing (including production of light alloys), processing titanium tailings, and producing equipment, pipes, profiles, construction parts, and consumer goods. Environment issues at OJSC VSMPO-AVISMA Corporation in Verkhnyaya Salda are handled by the Central Experimental Laboratory for Managing Environmental and Working Condition Protection Systems (CELMEPWES), which is part of the Environmental and Occupational Safety Management Department. The Laboratory is one of the first in the Sverdlovsk Region to be accredited for technical competence. The Company engages in environmental protection activities in accordance with the approved standards for discharge, emission, formation, recycling and storage of wastes. The Company holds licenses for handling wastes and working in the field of hydrometeorology. OJSC VSMPO-AVISMA Corporation emits pollutants into the atmosphere in the Verkhnyaya Salda area within the established limits. The Company in Verkhnyaya Salda operates 169 gas-purifying units, which reduce the plant’s pollutant emissions by 63 percent. Twenty-six new gas-purifying units went into operation in 2004 and 2005. The Company uses five industrial effluent outlets in the Verkhnyaya Salda area. Industrial effluent is tested every month for 24 pollutants. The Company produces first- through fifth-level hazardous wastes at its Verkhnyaya Salda industrial sites. Of the Company’s wastes from 2005, 60.2 percent were used within the Company, 27.1 percent were transferred to outside organizations, and 12.7 percent were placed on the Company’s sites. The major production divisions included in the EMS and visited by the auditors for the pre-certification audit are: Smelting and Casting Complex (Shop 32), Forging Complex (Shops 21 and 22), Shop No. 1, Rolling Shop – Rolling Complex (Shop 16), Water Supply and Effluent Treatment Shop (Shop 29), and Production-Warehouse Complex (26). The Smelting and Casting Complex (Shop 32) has roughly 1,500 employees. It produces ingots from titanium and titanium alloys. Titanium sponge, alloy, shavings and scraps are used to make electrodes. The prepared electrodes undergo two to three smeltings in vacuum-arc furnaces. Titanium blanks are then processed mechanically. The Forging Complex has over 1,000 employees at Shop 21 and 700 employees at Shop 22. Source materials are titanium ingots and aluminium alloys. The cross sections of the ingots are round and rectangular. Upset forging and stamping are done on forging and pressing equipment, namely on steam hammers, vertical hydraulic presses and radial forging machines. Blanks are processed mechanically. Shop No. 1 has roughly 500 employees. It produces aluminium alloy ingots in gas and electric furnaces. Source materials are aluminium billets. The aluminium ingots produced are processed mechanically. Rolling Shop – Rolling Complex (Shop 16) has roughly 1,200 employees. It encompasses a heater, rolling mill machinery and equipment for quality finishing the rolled metal. The shop includes an etching division. The shop produces foil, ribbon, sheets and slabs from titanium, non-corrosive and heat-resistant alloys. Water Supply and Effluent Treatment Shop (Shop 29) has roughly 400 employees. The shop encompasses five sites: a section for preparing process and drinking water, a section for collecting process water, industrial effluent purifiers, household effluent purifiers, and a slurry tank (slurry from chemical purification of effluent is covered with a water plane). Production-Warehouse Complex (Shop 26) has roughly 300 employees. The shop includes warehouses for equipment, oil storage and acid storage. 4.2. EMS realization conforms to the requirements of regulatory documents. The Company determined the scope of the application of its EMS. 1 4.2 Environmental Policy The Environmental Policy of the Company operates throughout the Company. The Environmental Policy was adopted on 06.02.2006. Registered copies of the Environmental Policy are distributed to the subdivisions. All employees of the Company have been familiarized with the Environmental Policy; it is generally accessible. The Company accepts and observes the requirements of the operating EMS. 1 4.3 Planning 4.3.1 Environmental aspects Environmental aspects of OJSC VSMPO-AVISMA Corporation activities are identified pursuant to CS 4.3-274 “Planning Environmental Management” which was approved and enacted by Order No. 421 dated 19.04.06. Identification of environmental aspects shall include the number of the division that identified the aspect and its registration number. Those responsible for identifying and evaluating environmental aspects were defined in the documentation. These 3 divisions are: the Central Experimental Laboratory for Managing Environmental and Working Condition Protection Systems, the Chief Power Engineer’s Office, and the Research and Development Center. List No. 64-030-2006 of environmental aspects related to OJSC VSMPO-AVISMA Corporation’s activity as of 01.02.2006 was presented. The Evaluation of the Magnitude of Environmental Aspects is set forth in CS 4.3-274 “Planning Environmental Management”. Major environmental aspects are shown in List No. 65-030-2006, approved on 09.11.2006г. When visiting the production subdivisions, the auditors where always presented with Lists No. 64-030-2006 and No. 65-030-2006, with the individual subdivision highlighted. Nonconformities were identified during the audit: Environmental aspects related to the impact of methanol, (Shop 26), and chemical reagents during water preparation (Shop 29) where not entered into the Environmental Aspects Register 3 1/1 4.3.2 Legal and other requirements Identification of legislative, regulatory and legal acts occurs in accordance with the procedure described in CS 4.3-274. The information source is an electronic database from CJSC Garant Ekaterinburg provided under Contract No. 5177 dated 21.10.04, which is extended each year. Information is renewed once per week. Sources for identifying regulatory requirements are state periodical information publications and regulatory and legal requirements of state supervisory bodies (Rospotrebnadzor (Federal Supervisory Agency for Consumer Protection and Human Welfare), Rosprirodnadzor (Federal Supervisory Agency for Natural Resources), Rostekhnadzor (Federal Environmental, Engineering and Nuclear Supervision Agency)). All involved parties (Company structural divisions) are informed of altered and new regulatory and legal documents. Paper forms of documents were presented: Sanitary Rules and Regulations 2.1.7.728-99, and “Digest on Specific Industrial and Consumer Waste Buildup Indices”. The legislative requirements as regards the company were identified. A List of legal acts applicable to OJSC VSMPO-AVISMA Corporation activities, dated 01.11.2006, was presented. At the Auditors’ request, a legislative base of regulatory and legislative acts applicable to environmental protection activities of the Company was demonstrated. 1 4.3.3 Environmental targets and programs The Company has implemented its environmental target forming procedure and is developing its environmental management program. The “OJSC VSMPO-AVISMA Corporation Program for Environmental Management in 2007“ (the “Project”) was presented. While the audit was being conducted, the Project was under review and being approved by top management. The planned environmental indices and significant environmental measures were presented: EA-39-016, EA-39-031, EA -39-039, EA -39-068, EA -39-166, EA -39-182, EA -39-183. 1 4.4 Implementation and Operation Taking the Company’s specifics into consideration, implementation essentially conforms to the requirements of standard DIN EN ISO 14001:2004 both in terms of documentation and in practice. 1 4.4.1 Resources, roles, responsibility and authority Roles, responsibilities and authorities of officials of OJSC VSMPO-AVISMA Corporation are defined in the Environmental Management Manual, approved on 22.02.2006, Top Management Responsibility Matrix, Company Standards and Job Descriptions. All officials in the Environmental Management System are appointed. Order No. 210, dated 23.03.06 “Appointment of a Management Representative (to the EMS)“ appointed EMS representatives in each division, those responsible for handling hazardous wastes, those responsible for operation of the gas-purifying units, and those responsible for staff training and development. Order No. 79, dated 31.12.05. appointing those responsible for handling wastes. 1 4.4.2 Competence, training, and awareness Organization of personnel training. Personnel whose work may have an influence on the environment undergo in-service training at the Personnel Training Department, in accordance with CS 6.2-078-2005 “Personnel Training and Development”. The following materials were presented; Curriculum of a f tutorial seminar for staff trainers for 2006, approved on 09.02.06., Order No. 1178/к dated 31.11.2005 on the production and economic training plan for 2006. Environmental Management issues were included in the production course training program. Order No. 515/к, dated 05.05.2006. “EMS Specialist Training”. A class report is being made on production and economic staff training. Training is also held in the divisions: Protocol 782 of Shop 22 dated 14.07.06 on EMS. Seventeen employees were trained. External training is being conducted, including ISO 14001:2004 requirements and organizing and performing internal audits. External training was conducted at TÜV Internazional RUS. Training on legal issues of handling hazardous wastes was conducted. Certificate No. 183/2004 on the right to handle hazardous wastes was presented. The auditors confirm that the Company’s training process, including environmental training, is well thought-out and systematic. Training begins as early as the upper classes of secondary school. The Company personnel are competent in EMS issues. 1 4.4.3 Communication OJSC VSMPO-AVISMA Corporation carries out external communications with involved parties and internal communications between various structural divisions. There are regulated forms of interaction, defined by the OJSC VSMPO-AVISMA Corporation management, which include distributing orders, decrees and acts, holding meetings, and non-regulated forms such as inquiries, etc. Vertical communication takes place pursuant to CS 00-086. Horizontal communication takes place on the basis of interaction between division employees and officials in accordance with Structural Division Regulations. The Shop 29 Incoming Report Registration Book, dated 03.07.06. was presented, which contained: Shop No. 030/357 Office EMS Memorandum, dated 11.08.06, and the Shop’s response was presented – Office Memorandum ref. No. 29/675, dated 18.08.06. The external exchange of information is carried out by disclosure of yearly and quarterly reports to supervisory bodies on discharge into the atmosphere (statistical form 2-ТП (air) 2005 was presented), on the formation of waste (statistical form 2-ТП (waste) 2005 was presented), on water consumption and discharge (statistical form 2-ТП (water management) was presented) and energy consumption. External communication also occurs via the Internet and mass media. The Company publishes the Novator newspaper, which includes information on ecological competition, and the quarterly VSMPO-AVISMA Bulletin, which includes information on VSMPO Environmental Service’s activities. The Company also published the OJSC VSMPO-AVISMA Corporation Information Booklet in 2006, which included the Environmental Policy, a history of environmental activity and statistics on the volume of pollutant emissions and industrial effluents, on the volume and storage of wastes, and work on resource conservation. 1 4.4.4 Documentation Documentation on OJSC VSMPO-AVISMA Corporation’s Environmental Management System meets the requirements of the ISO 14001:2004 standard In the EMS documentation and the necessary regulatory documents associated with it, all essential processes of the Environmental Management System and their interactions are described. 1 4.4.5 Document Management The Company’s EMS documentation management procedure is carried out in accordance with CS 4.2-085. The structure and management of the Company’s EMS documentation meet the requirements of the standard. Documentation is managed at all levels of the document life cycle,. Documents are reviewed and analyzed. All required system documentation has identification numbers and is kept on site. The record is continuous, the changes are made, and delivery to Company employee Surnin is recorded. 1 4.4.6 Operational Management Operational Management is defined in EMS Manual Р 07510017-2-2006. The auditors visited all 8 main production divisions in the EMS: Smelting and Casting Complex (Shop 32), Forging Complex (Shops 21 and 22), Shop No. 1 producing aluminum alloys, Rolling Shop – Rolling Complex (Shop 16), Water Supply and Effluent Treatment Facility (29), Production-Warehouse Complex (Shop 26) and Shop 39, which includes the Laboratory, that carries out the main monitoring process. The shops’ operation of equipment and output of products are in accordance with technological and operating instructions. Shop 32 Smelting and Casting Complex. Titanium sponge, alloy, shavings and scraps are used to make electrodes. The prepared electrodes undergo two to three meltings in vacuum-arc furnaces. Titanium blanks are then processed mechanically. The melting conditions are controlled and recorded in the Melting Procedure Log. There is a log for titanium ingots. The technological process is carried out in accordance with Technological Instruction ТИ-32-005-Л-99 “Melting Titanium Alloy Ingots”. Shop waste generation and management are regulated. The following materials were presented: Risk Class 4 and 5 Waste Management Register, Industrial Waste Record Book (etching solution, alkaline melt). Waste Acceptance Voucher No. 214, dated 13.11.2006. The auditors visited the shop’s waste storage area and had no remarks. The following materials were presented: Annual Schedule for Repairing Industrial Ovens in Shop 32, dated 30.12.2005., Certificate No. 17, dated 22.09.06. “Acceptance of Repaired Facilities (Gas Oven No.2)”. Technological Instruction ТИ-СГТ-239-0-01, dated 28.06.2001., was presented with amendments made on 21.12.05. A division on the Environmental Protection is developed.. Based on the results of the pre-certification audit, the Company plans to correct the technological instructions with regard to divisions on the Environmental Protection in 2007. The following materials were presented: Order No. 751, dated 06.10.06., ТИ Amendment Schedule – division on the Environmental Protection, dated 10.11.2006. Review of about 1200 Instructions is planned. Shop 16 Rolling Shop – Rolling Complex, contains 24 electric furnaces, rolling machinery, and rolled metal finishing equipment. The shop contains an etching department. The shop owns and operates PCB Transformers. The following materials were presented: Rules for Technical Maintenance of Electrical Installations, Office Memorandum No. 06/25, dated 16.01.06 “Regulating PCB Transformer Inspection (once per day)”, Log book for transformer substation No. 69, begun on 26.05.04 – wherein the inspection dates (daily), inspection results, oil level, temperature, and pressure gauge reading are recorded. Accounting Sheet for power transformers containing PCB on 31.12.05. Shop waste generation and management are regulated. Shop 16 Waste Generation and Disposal Report for 9 months of 2006 was presented. The shop’s waste storage facility appears to be in the appropriate condition. Technological processes are carried out in accordance with the technological instructions. Shop 1 – Produces ingots for subsequent technical processing out of aluminum alloys in gas and electric ovens. Technological processes are carried out in accordance with the technological instructions: ТИ-01-006-Л-99, approved on 15.03.1999, with amendments dated 14.07.2000. Scheduled equipment repairs are conducted. The following materials were presented: Annual Schedule for Repairing Industrial Ovens in Shop No. 1 in 2006, approved on 30.12.2005, Electric Melting Furnace Repair Log, begun in 02.2006. Shop waste generation and management are regulated, waste data is recorded in the Waste Management Register. Waste disposal is tracked through the information in the Waste Acceptance Reports. Shop 22 – Forging Complex. Blanks are hammered and shaped here on forging and pressing equipment: on steam-driven hammers, vertical hydraulic presses, and radial forging machines. Blanks undergo mechanical processing. Technological processes are controlled. Blanks are etched in the shop. Etching takes place in accordance with Technological Instruction ТИ-НТЦ /22-037-к-2005, dated 07.07.2005. The necessary records are made on site. The following materials were presented: Mercury Lamp Log and Industrial Waste Log. Records are made of wastes generated during the etching process. Ventilation units operate within the specified range. Shop 29.Water Supply and Effluent Treatment Shop, includes a section for preparing process and drinking water, a section for collecting process water, industrial effluent purifiers (for purifying oil effluents, rainwater, rinse waters, and neutralizing etching solution), household effluent treatment facilities (complete biological purification of the Company’s sewage and that of the city Verkhnyaya Salda), and a slurry tank. The process and drinking water preparation and industrial effluent treatments sites were visited. Issues concerning operation of the slurry tank (the slurry tank was visited during the pre-certification audit), effective control of effluents conducted by the Shop 29 laboratory were analyzed. Documentation on the technical processes involved in purifying and effectively controlling the parameters of polluted effluents prior to and after purification was presented. Issues concerning the following situations were analyzed: emergency preparedness at the facilities, emergency extraction ventilation (wet deposition of acid fumes and nitric oxides), with an absorption filter ФВЦ-32. Operation Instruction for ФВЦ -32, dated 24.06.2005, Copy No. 29/4 was presented. Industrial processes are regulated and are subject to the necessary monitoring. Shop 26. Manufacturing and Storage Facility Maintains 30 warehouses and stores 4 acids: hydrofluoric, nitric, sulfuric, and hydrochloric. These are delivered via rail transport. The auditors visited the hazardous material and industrial and consumer waste storage facilities: No. 808 – mercury lamp storage facility, No. 832 – PCB condenser storage facility, No. 804 – POL storage facility, No. 805 – Varnish and paint storage facility, No. 814 – chemical warehouse, No. 836 – acid storage facility, oil storage facility. Remarks were made (section 5 of this report) for storage facilities: No. 832, No. 804, and the oil storage facility. The process of disposal and utilization (transferal) of non-liquids from the storage facilities is regulated. Shop 21 Forging Complex. Blanks are hammered and shaped here on forging and pressing equipment and output undergoes thermal processing and etching. Technology of the processes is regulated. Etching takes place in accordance with Technological Instruction ТИ-НТЦ/21-097-к-2006, dated 04.09.2006. The necessary records are made on site. The auditors evaluated the shop’s emergency preparedness and the volume of etching solution generated. An investigation was conducted according to the remarks made in the pre-certification audit. The remarks were removed. After inspecting all the visited shops, the auditors note that the Company's technical equipment is kept in clean and proper working condition. Material and service providers give their assessments regarding observation of legal requirements which concern impact on the environment. 1 4.4.7 Emergency preparedness and response The Company has implemented an emergency preparedness and response system. It has developed Emergency Management (Localization) Plans. The plans include possible emergency scenarios as well as notification list and procedure. A plan of trainings is based on the alert drill schedule. The resulting document is the Analysis and Debriefing Report which notes positive and negative aspects. The following materials were presented: - Emergency Action Plan (EAP) in the Chlorine, Storage Area and Chlorine Transport, dated 27.08.2004- operating in 2006; - Emergency Action Plan (EAP) for the Zone A Slurry Tank, dated 08.12.2005; - EAP for Chemical Section No. 3 of Shop 26, dated 11.08.2006. - EAP for Shop 21, dated 17.06.05; - Emergency Action Plan (EAP) for Shop 32, dated 02.09.05. Trainings are held at the Shop every month, according to the Training Schedule. The following materials were presented: - Shop 32 Training Drill Schedule, dated 22.12.05 - Shop 32 Training Drill Curriculum, dated 27.02.06., topic: “Disruption of the Transformer Circuit Seal – Contamination with Transformer Oil Fumes” -Report on the Results of Conducting and Reviewing the Training Drill in Shop 32, dated 28.02.06. Office Memorandum No. 028/150, dated 01.11.2006. was presented with a report on the measures taken in reference to the pre-certification audit remarks about emergency preparedness: on conducting training sessions on a shift-by-shift basis 2007 according to the training drill curriculum. The Company devotes the proper amount of attention to possible emergency situations and measures to prevent them. 1 4.5 Checking 4.5.1 Monitoring and measurement The Company conducts an environmental monitoring process. The process is conducted in accordance with Р 07510017-2-2006. Monitoring atmospheric pollution. Monitoring is carried out by the atmospheric testing group of the certified laboratory of Shop 39. The laboratory has an accreditation (license) to carry out this type of work. Accreditation Certificate No. РОСС RU.0001.511077, dated 14.05.2005, is valid through 2010. The Company has a control schedule for observing maximum admissible discharge norms for emission points. The schedule was coordinated and approved on 18.01.2006 by Federal State Institution Center for Laboratory Analysis and Technical Measurements. Metering occurs in accordance with this schedule. The auditors examined the following data: Shop 29 Quantitative Chemical Analysis Protocol No. 85, dated 11.05.06. Source В-14, No. 745. The substances that may be monitored are indicated on the accreditation certificate. The Company controls its atmospheric pollution from stationary sites. The 2006 atmospheric pollution schedule, dated 24.11.05, is approved by the State Institution Sverdlovsk Center for Hydrometeorology and Environmental Monitoring and coordinated with the Verkhnyaya Salda Consumer Rights Protection Supervisory Service. Three substances are monitored 4 times per day; 6 substances are monitored 3 times per day. Three monthly reports on Controlling Atmospheric Pollution at the Permanent Post were reviewed from June (dated 01.07.06.), August (dated 01.09.06.), and October (dated 01.11.06.). Up to 88 distinct types of analysis are carried out each month. Operating Log “Determining Atmospheric Pollutant Concentrations”. The laboratory discovered that hydrochloride emissions exceed the maximum allowable amount. Measures are taken if the maximum allowable amount is exceeded: Shop 39 Memorandum, dated 03.10.06., on sending telephone messages to Shops 16, 3, 22, 29, and 26 was presented. The shops’ responses were presented: Shop 22 Office Memorandum No. 22/05-475, dated 04.10.06. The efficiency of gas purification units is monitored. The following materials are maintained: Pollution Source Log (ПОД-1), Gas-Purifying Unit Operating Time Log (ПОД-2) and the Qualitative Chemical Analysis Log (ПОД-3). Effluent Pollution Monitoring. Monitoring is carried out by the Shop 39 certified laboratory effluent and natural water testing team. The team has Accreditation Certificate No. РОСС RU.0001.511077, dated 14.05.2005. Monitoring takes place at 5 of the Company’s effluent points. There is a schedule for monitoring the Company’s surface waters and effluents. dated 19.12.2005, coordinated with the supervisory authorities. Monitoring takes place once per month. The following documents were reviewed in the course of the audit: - The Natural- and Groundwater and Effluent Qualitative Chemical Analysis Log – begun on 10.01.2006; - Results from the analysis (monthly) of effluents at 5 of the Company’s effluent points for April, May, and September 2006. Exceeding the maximum allowable amount of fluoride. The Company manages this aspect through the draft plan to increase production efficiency in 2007 at Station 15 in Shop 29 and the project entitled “EMS Program Environmental Targets for 2007 and “Purchase and Assembly of a Defluorination Unit”; All the effluent point metering data is summarized using the form ПОД -13. The Effluent Quantity Log for effluent discharged through treatment facilities for domestic waste at outlet No. 3 on the Berezovka River is maintained. Three components (carbon tetrachloride, chloroform and titanium) are analyzed under Contract No. 75 dated 02.02.06 by Federal State Institution Center for Laboratory Analysis and Technical Measurements of the Urals Federal District. Radiation Monitoring: The statuses of 54 emitters of ionizing radiation are monitored. The emitters are used for input inspection of an incoming secondary metal, in technological monitoring tools (gauge meter). The specialized company CJSC Kvant inspects and sets up the radiation equipment in accordance with contract No. С/2-129-4, dated 21.08.06. CJSC Kvant also buries spent emitters as necessary. Contract No. С/2-129-2, dated 01.07.05, and the Completed Work Report for Burial of Spent Ionizing Radiation Emitters, dated 01.07.05. were presented. Also presented was the License to Handle Radioactive Substances from CJSC Kvant No. УО-06-501-0922, dated 29.12.2003 – valid until 2009. Radiation monitoring of the volumetric activity of water is carried out. Monitoring is performed by the Central Laboratory of Automated Engineering and Thermal Energy Processes of Shop 24. Accreditation Certificate No. 41222-97/04, dated 25.08.04., valid until 01.08.2007. When visiting Shop 29, the auditors became familiarized with the process for internal analytical control of effluents in the chemical and bacteriological laboratory of Shop 29. The control is conducted in the necessary amount . The following materials were presented: -Laboratory Monitoring Schedule for the Industrial Effluent Treatment Facilities of Zone A in Shop 29 in 2006, dated 09.12.05., coordinated with a representative from the supervisory authority – the Federal State Institution Center for Laboratory Analysis and Technical Measurements, dated 22.12.05. -The Oil Effluents Treatment Quality Control Log, dated 01.10.06. -Facilities Certificate for treating and neutralizing Zone A storm and industrial effluents. -Treatment Facility Work Results Record with a report, dated 14.11.06. Oil Product Excesses – Instruction Book with a note on an additional filter cleaning to resolve this situation. -Operating Log for the filters, sediment tanks, and spent solution sewage regulators. The Log is actively maintained. A Record is made of the wastes generated within the Company. Waste management is recorded in logs. Temporary storage areas are controlled; wastes are removed on the basis of accounting documents – vouchers. Measuring devices are inspected in accordance with the requirements presented during accreditation at the laboratory. The air in the working zones is monitored by automatic gas analyzers. The pit-level acidity sensor РДУ-Х2-М No. 143-0602 was presented, inspected on 28.03.06, valid until 2007. 1 4.5.2 4.5.2.1 4.5.2.2 Compliance Evaluation The procedure of periodic evaluation of compliance with applicable legislative requirements and other requirements is established in EMS Manual P 07510017-2-2006 and CS 4.3-274. Compliance with environmental regulations and the supervisory authority’s regulatory requirements is analyzed. The Company fulfills the environmental protection requirements imposed on its activities by the supervisory authorities. The Company has all the necessary legal regulatory documentation: the MAD (maximum allowable discharge) Book, approved on 29.12.2003., the MAC (maximum allowable concentrations) Book, Pollution Permit No. 248-п, dated 26.08.06. (No. 3), a Draft of the Waste Generation Regulations and Limitations on Storing them, and the appropriate permits for handling pollutants. Documentation was coordinated with the supervisory authorities and meets their requirements. The mandatory state environmental statistical report on the Company is presented yearly to the supervisory bodies – Statistical Forms 2ТП (air), 2 ТП (water) and 2ТП (waste) for 2005. The Company establishes internal requirements when necessary. In regard to internal requirements concerning wastes, the auditors were presented with the following materials: Waste Generation and Storage Limit for Shop No. 39 in 2006, O. ref. No. 39-378/96, dated 06.02.06. 1 4.5.3 Nonconformities, corrective and preventative actions Corrective actions are taking place. As a result of control on the part of external bodies, internal audits, inspections by existing Company commissions, detected nonconformities, a plan of corrective actions is drawn up, which describes the problem, scope of corrective action, responsible party, deadline and status of the action. The Company regularly holds meetings attended by all structural subdivision managers. These meetings address issues related to environmental violations. The subdivisions take the necessary measures. Of the documentation presented, the auditors make note of the following: Dept. No. 30 EMS Audit Nonconformity Report No. 3, dated 04.09.06. An amendment was presented: Decree No. 2190, dated 10.11.06. Also presented was a corrective action: Supplement to EMS Performance Analysis, dated 10.11.06. 1 4.5.4 Records Management The EMS Records Management process is carried out in accordance with CS 4.2-188. The Company keeps the records in proper working condition which are necessary for demonstrating conformity to its EMS requirements and the requirements of the standard ISO 14001:2004. Of the many records received, the auditors make note of: - Shop 32 Industrial Waste Record Book (etching solution, alkaline smelt), maintained from 10.02.95. to the present; - Risk Class 4 and 5 Waste Management Register, actively maintained, waste transfer records dd. 13.11.2006 were confirmed by Waste Acceptance Voucher No. 214 for removal of 9 types of waste, dated 13.11.2006.; - Accounting Document for PCB-containing Power Transformers in Shop 16 on 31.12.05. - Results from analysis of effluents at 5 effluent points in the amount of 48 measurements in April 2006. Analysis takes place on a monthly basis. Records are maintained in electronic and hard copy format by the appropriate employees. All employees have access to the records. Adequate prevention of record loss is ensured. 1 4.5.5 EMS audits Internal audits have been performed in the Company. Company auditors received external training, have a high level of preparation and competence, and demonstrate a scrupulous approach to conducting audits and the results of their audits are well-documented. The audit team consists of nine full-time auditors and 20 commissioned auditors. Technical experts are also enlisted. The following materials were presented: List of Internal EMS Auditors for 2006, approved on 27.12.2005, List of EMS Technical Experts, approved on 10.11.2006. Audits are conducted in accordance with CS 8.2-083-2005, entitled “Internal Audit”. The following materials were presented: Decree No. 963, dated 28.08.2006., entitled “Conducting Internal EMS Audit”, EMS Internal Audit Report, approved on 25.10.06., and Nonconformity Report No. 2, dated 04.09.2006. Based on the results of the pre-certification audit: Decree No. 963, dated 28.08.06, entitled ”Conducting Internal Audits”, with an Internal EMS Audit plan. Internal EMS Audit Report, dated 20.10.06. Internal audit reports are distributed to the Company’s structural subdivisions. 1 4.6 Top management review Review is undertaken. -Order No. 561, dated 17.07.06. – regulates the input review data; Decree No. 2190, dated 10.11.2006. – adding input data for top management review (based on the remarks from the pre-certification audit). The management’s EMS review for 2005 and half of 2006 was presented, as was Decree No. 889, dated 10.08.06., entitled “EMS Performance Review for 2005 and the First Half of 2006”. Review is carried out in accordance with П 01-2006, approved on 26.02.2006, introduced by Order No. 148, dated 26.02.2006. The following information was presented for top management review: Office Memorandum O. ref. No. 06/1058, dated 03.08.06 (Head Electrical Engineer) – “Review of Energy Conservation Efforts”; Office Memorandum O. ref. No. 028/103, dated 25.07.06 – Review of Emergency Preparedness. 1 Legend: ) 1= element fulfilled, 2= element fulfilled with potential for improvement, 3 = element not fulfilled - nonconformity discovered (see nonconformity report), 4 = element not applicable Nonconformities: Environmental aspects concerning the impact of methanol (Shop 26) and chemical reagents during water preparation (Shop 29) not entered into the Environmental Aspects Register. 5 Potential for Improvement • Elaborate on the emergency aspects (Shop 32) related to the possibility of oils and chlorides igniting or falling on the ground. • More clearly define the procedure for managing external regulatory documents in the subdivisions. With respect to managing operations: • When treating waste from alkaline etching slurry, monitor the container filling process and do not allow the containers to be overfilled with slurry. When accepting the slurry for storage, pay attention to the integrity and impermeability of the containers. • Control the arrival of PCB condensers (Shop 26) more strictly, do not allow for the possibility of traces and oil leaks in the insulating collecting trays. • Consider the replacement of coating on the POL delivery platform in Shop 26 with the aim of fully waterproofing the ground. • In the Shop 26 oil storage facility – correct the part of the documentation dealing with treating cleaning effluents and polluted oil products, pay attention to cleaning the ground on the railroad platform of receiving dock 1. • Ensure that metals and household wastes are collected separately (etching department of Shop 21) • It is recommended that the activities of contractors in the Company’s shops be more strictly regulated when it comes to cleaning up wastes, especially in the dust fraction (Shop 22). Wastes are collected after the single technological repair processes. • When giving spent ionizing radiation emitters to the specialized company CJSC Kvant for burial, it is recommended to keep track of the burial place. • Consider the practicability of unifying the process of keeping and recording similar operations in shop operating logs. • Consider the use of spring valves for chlorine tanks during technological processes in Shop 29. In respect to emergencies: • When conducting the training sessions, the period between discovery of a nonconformity and correction of it should be taken into account. The period should be as short as possible. When it comes to potential for improvement, the auditors recommend investigating the possibility of improving the quality of equipment and laboratory conditions in the Shop 29 water preparation chemical laboratory. 6 . Conclusions The audit results were discussed at the closing meeting. The objectives of the audit with respect to the described scope pursuant to the audit plan were achieved. Conformity to all requirements of the ISO 14001:2004 standard was verified, with the exception of nonconformities. 7 General Notes Due to the selective nature of the pre-certification audit, it should be kept in mind that subsequent nonconformities not discovered in the course of the audit may exist. The information contained in sections 4 and 5 relating to nonconformities and potential for improvement should be developed in internal processes of continuous improvement. The auditors’ conclusions do not exempt the Company from liability for ensuring fulfillment and continuous observation of regulatory requirements. End of report. Lead Auditor I. L. I am a full-time professional translator from Russian into English specializing in technical texts. I have a BS in Chemistry in addition to a BA and MA in Russian Language and a Certificate of Advanced Study in Russian to English Translation.

I translate only into my native language of English and pay special attention to detail and mechanics. I have a graduate degree in translation; I'm not just a scientist who speaks two languages, but a trained linguist.

I spent 2006-2007 in Moscow translating full time in-house alongside native Russian speakers, including a trained lawyer and a real estate specialist. This included a course in legal translation. I have translated multiple annual reports for major energy suppliers in Russia, as well as real estate appraisals and proposals for commercial, residential, warehouse, office and tourism properties in Moscow, Omsk, and other Russian cities. I have also translated audit reports for environmental and quality management systems, various types of contracts (labor, employment, sales, service, lease and business), promotional and owner's manual materials for food service products, and futures and options trading contracts.

I spent 2008-2011 working as an in-house translator for a major international engineering firm on various oil and gas projects. I translated texts from Russian to English by their specified deadlines on topics including petroleum and petrochemicals, all units and processes in an oil refinery, procurement and logistics, contracts, and finance.
