Im Jahr 1807 reiste der Schriftsteller Joseph von Eichendorff vom Norden her kommend nach Linz. „Je näher Lintz, desto blühender alles umher“, notierte er in sein Tagebuch. Der Aus-blick auf die Stadt versetzte ihn dann in Erstaunen und Begeisterung. Etwa 200 Jahre später ist der Pöstlingberg immer noch der Aussichtspunkt, von dem aus sich der beste Überblick über Oberösterreichs Landeshauptstadt genießen lässt. Unter der Aussichtsterrasse rollen die Wagen der Pöstlingbergbahn vorbei, darunter leiten die sanften, grünen Hänge des Linzer „Hausberges“ über in das Häusermeer der Stadt. Wie ein breiter Gürtel legt sich das Band der Donau von Westen her kommend in weitem Bogen um die Stadt. Der mächtige Strom ist ge-säumt von großzügigen, grünen Uferbereichen und den modernen Kulturbauten der letzten drei Jahrzehnte. Markant prägen im Bereich des historischen Zentrums Kirchtürme, die Drei-faltigkeitssäule auf dem Hauptplatz und das massive Schloss das Gesicht der Stadt, während sich am Horizont deutlich abzeichnet, dass Linz seinen Wohlstand der Industrie verdankt.
Wie einst Eichendorff sollte es allerdings auch der heutige Reisende keinesfalls bei diesem Anblick bewenden lassen. Denn Linz ist eine Stadt, deren Charme, deren Leben, deren In-nerstes entdeckt werden will. Die große Geschichte hat die Stadt an der Donau nur gestreift, Fürsten, Könige und Kaiser verweilten hier nur kurz. Gerade diese Tatsache hebt Linz ganz entscheidend von anderen österreichischen Landeshauptstädten ab. Das Fehlen großer Resi-denzen und riesiger barocker Parkanlagen mag auf den ersten Blick befremden. Gerade die Abwesenheit solcher langer Traditionen und hartnäckiger Mythen gab Linz aber die Freiheit, sich in der zweiten Hälfte des 20. Jahrhunderts dynamisch zu entwickeln, neue stadtplaneri-sche Akzente zu setzen und vor allem großzügig Raum für moderne Architektur zur Verfü-gung zu stellen.
Den jüngsten Schub an Neuerungen bewirkte die Ernennung zur Kulturhauptstadt Europas des Jahres 2009. Zahlreiche neue und moderne Kulturbauten – vom vergrößerten Ars Electro-nica Center über das durch einen modernen Südflügel ergänzte Linzer Schloss bis hin zum erst in Entstehung befindlichen neuen Musiktheater – setzen Impulse, die weit über das Kul-turjahr 2009 hinausweisen.
Lassen wir also vom Pöstlingberg aus den Blick noch einmal über das Stadtpanorama schwei-fen und steigen wir dann hinunter in eine Stadt, die aus all ihren Widersprüchen, aus den Spannungsfeldern zwischen Industrie und Kultur, zwischen Tradition und Moderne eine knis-ternde Dynamik erzeugt hat. Eine Stadt, die mit ihrer Geschichte und ihren Geschichten ent-deckt werden will. Eine Stadt, die mit ihren verborgenen Kleinoden ihre Besucher in Erstau-nen versetzt.

In the year 1807 the writer Joseph von Eichendorff travelled from the north to Linz. “The closer I get to Linz, the more the surroundings seem to blossom,” he noted in his diary. The view over the city amazed and elated him. Some 200 years later, Pöstlingberg is still the best vantage point from which to enjoy an overview of Upper Austria’s capital city. Under the look-out terrace the carriages of the Pöstlingberg train pass by; beneath this, the green hillsides of its landmark mountain roll into the city’s sea of houses. From the west, like a broad waist belt, the Danube spreads around the city in large arcs. The powerful river is bordered by broad, green banks and the modern cultural structures of the last three centuries. Around the historical centre, the church towers, the Holy Trinity column on the Main Square and the huge castle strikingly mark the face of the city, while on the horizon, it is apparent that Linz’ prosperity is also connected to a booming industry.
As with Eichendorff, today’s traveller also should go beyond this sight. For Linz is a city whose charm, whose life, whose very innermost secrets want to be discovered. The long history merely grazed the city on the Danube, for princes, kings and emperors only sojourned here for a short time. And it is this very fact which decidedly separates Linz from other Austrian provincial capitals. Perhaps the lack of large residences and huge baroque parks might appear strange at first. But it is this very absence of such long traditions and insistent myths which gave Linz the freedom to develop dynamically in the second half of the 20th century; to set new marks in city planning and above all, to provide generous space for modern architecture.
The most recent surge of innovations led to Linz becoming the Europe’s culture capital in 2009. Numerous new and modern cultural structures – from the enlarged Ars Electronica Center to the modern renovated south wing of the Linz castle and the new music theatre still under construction – will pulsate far beyond the culture year 2009.
Let’s have another look at the city panorama from Pöstlingberg and then move down into a city that has created a crackling dynamic from its contradictions, out of the areas of conflict between industry and culture, between tradition and the modern. A city that wants to be discovered in its history and stories. A city that amazes visitors with its hidden treasures.

Unverstellter Gefängnisalltag, die Rauheit des Jovialen und das Echo der Weltwirtschaftskrise. Hinter dem jungen Kent Marlowe, der aus bürgerlichem Ambiente stammt, schließen sich massive Gefängnistore. Er kennt weder die Rituale, die den Gefängnisalltag ausmachen, noch ist er bereit, seine soziale Aufmerksamkeit zu schärfen. Selbstmitleid treibt ihn um. Fejos made three films with his friends, the assistant Cutter Lothar Wolff and the composer Ferenc Farkas for the Nordisk Film Society in Denmark. The first is a comedy with quirky traits. The reading of a testament creates a stir. The inheritance comes with strings attached, which scares two young people off the inheritance.
PEOPLE BEHIND BARS, USA 1931
Undisguised daily prison life, the rawness of the jovial and the echo of the world economy crisis. Huge prison doors shut behind the young Kent Marlowe, who comes from a bourgeois background. He is unfamiliar with the daily prison rituals, and is not prepared to sharpen his social attentiveness. He is consumed by self-pity. The prison director immediately senses the sort of problems that Kent’s character will create.

Während bei den meisten Grand Hotels der Welt am Anfang das Hotel stand und erst dann die Gerichte kamen, die dort kreiert wurden, verhielt es sich beim Hotel Sacher in Wien genau umgekehrt. Da stand am Anfang ein Gericht – nämlich eine Torte – und alles andere ergab sich dann gewissermaßen von selbst.
Als die bewusste Torte im Jahr 1832 erfunden wurde, gab es noch kein dazugehöriges Hotel, sondern lediglich einen hoffnungsvollen jungen Mann. Franz Sacher, Kocheleve am Hofe des damals fast allmächtigen Fürsten Metternich, hatte nicht nur Talent, sondern auch Fortüne. Der aus Frankreich, dem Mutterland der Grande Cuisine, stammende Küchenchef des Fürsten, war erkrankt und eine große Soirée stand ins Haus, für die sich der Staatskanzler eine neue süße Kreation wünschte.
Hier beginnt sie bereits, die Legendenbildung? Hat Franz Sacher einfach eine neuar-tige Schokoladentorte erfunden? Hat er seine Schwester um Rat gefragt? Hat er in den Kochbüchern der Biedermeierzeit geblättert und sich von anderen Tortenrezepten inspirieren lassen?
Vieles ist möglich, manches darf gemutmaßt werden. Fest steht jedenfalls: Der Fürst bekam seine Torte, und sie war ein voller Erfolg. Die Original Sacher-Torte und mit ihr Franz Sacher wurden zu einem Teil der österreichischen Identität.
Franz Sacher machte trotz seiner Erfindung keineswegs als Zuckerbäcker Karriere. Er war vielmehr einer der großen Köche seiner Zeit und Urheber vieler erfolgreicher Rezepte, die wesentlich zum Entstehen des Begriffes „Wiener Küche“ beitrugen.
Eduard Sacher, der Sohn des Erfinders, setzte das Werk seines Vaters als
k. u. k. Hoflieferant erfolgreich fort und eröffnete 1866 ein elegantes, Hotel nach Pariser Vorbild gleich gegenüber der damals funkelnagelneuen Hofoper — das „Hotel Sacher“, das nach Eduard Sachers Tod von dessen Frau Anna, einer Fleischhauerstochter aus der Leopoldstadt, weitergeführt und zu einem Lieblingstreff des Adels und Hochadels der Donaumonarchie wurde. Sie brachte die Aristokraten und sogar Kaiser Franz Joseph dazu, auf einem großen Tischtuch, das heute noch im Hotel Sacher zu sehen ist, zu unterschreiben.
Das Lebensmotto der zigarrenrauchenden Anna Sacher lautete: „Der Herr im Haus bin ich!“ Doch all ihr Charisma mochte nichts daran zu ändern, dass mit dem Untergang der Donaumonarchie und im Laufe von zwei Weltkriegen auch das Luxushotel Sacher mehrere ernste Krisen zu überstehen hatte.
Der Sprung von der „versunkenen Epoche“ vergangener Grand-Hotel-Seligkeit in jene des modernen Luxushotel-Business ist untrennbar mit dem Namen der Familie Gürtler verbunden, die im Sacher nicht nur den elektrischen Strom, sondern auch eine moderne Unternehmensführung einführte. Seit 1962 führte Peter Gürtler das Hotel Sacher behutsam in die gastronomische Neuzeit und erwarb 1988 auch den „Österreichischen Hof“ in Salzburg als neues Schwesterhotel, das heutige Hotel Sacher Salzburg. Beide Betriebe, die auch nach Peter Gürtlers Tod als klassisches„Familiy-run business“ betrieben werden, zählen heute zur elitären Gruppe der „Leading Hotels of the World.“

While most established hotels of the world existed before their meals were created, the Sacher Hotel acquired a name for itself precisely the other way around. Here, in the beginning, there existed a dish – namely a cake – and to a certain extent, everything else developed from there.
As the conspicuous cake was created in 1832 a hotel that belonged to it didn't exist. There was merely a young man full of hope.
Franz Sacher, apprentice cook at the court of the then almost omnipotent Count Metternich, not only had talent, but also good fortune. The count’s chef, who came from France, the motherland of grande cuisine, fell ill when a large soirée was planned in the house, for which the state chancellor had ordered a new dessert creation.
Is this where the legend began? Did Franz Sacher simply invent a new chocolate cake? Did he ask his sister for advice? Was he inspired by cake recipes found in the pages of Biedermeier cookbooks?
Anything is possible, and much is speculated. In any case, what is known is this: The count got his cake, and it was a great success. The original Sacher Torte, and with it Franz Sacher, became an indelible part of Austrian identity.
Despite his invention, Franz Sacher did not become famous as a confectioner by any means. In truth, he was one of the greatest chefs of his time, and creator of many successful recipes, which contributed to the essence of ‘Viennese cuisine’.
Eduard Sacher, son of the creator of the Sacher Torte, continued his father’s work as purveyor to the Imperial and Royal court, and opened an elegant hotel – the Hotel Sacher – based on Parisian models, opposite the then brand new court opera house. After Eduard Sacher’s death, his wife Anna, the daughter of a butcher from Leopoldstadt, took over the hotel’s management. The hotel became a favorite meeting place for aristocratic lovers of the Austro-Hungarian monarchy, and in her time, Anna Sacher managed to get aristocrats – even Emperor Franz Josef himself – to sign their names on a large tablecloth (which can still be viewed in the hotel today).
“The master of the house is me!” was the motto of the cigar-smoking Anna Sacher. Yet all Anna’s charisma couldn’t change the fact that, with the downfall of the Austro-Hungarian monarchy and the succession of two world wars, the luxurious Hotel Sacher would have to survive several serious crises.
The leap from the ‘sunken epoch’ of the bygone beatitude of the grand hotel into the modern-day luxury hotel business is inextricably connected with the name Gürtler, a family that not only introduced electricity into the Sacher Hotel, but also modern business practices.
Beginning in 1962, Peter Gürtler carefully led the Hotel Sacher into the modern age of gastronomy, and also acquired the “Österreichischer Hof” – today’s Hotel Sacher Salzburg – as Sacher’s sister hotel.
Since Peter Gürtler’s death, both businesses have been running under the classical ‘family-run business’ ethos, and belong to the elite category of ‘leading hotels of the world’.

Mit Röntgenstrahlen gegen Verbrechen
Der Einsatz bildgebender Verfahren für nicht-medizinische Zwecke steht im Mittelpunkt einer aktuellen Ausstellung, die beim Europäischen Radiologenkongress gezeigt wird, der derzeit in Wien tagt. Dass Röntgentechnologien für Sicherheitskontrollen an Flughäfen, bei Grenzkontrollen oder zur Absicherung wichtiger Gebäude verwendet werden, ist allerdings nicht unumstritten, berichten Experten beim ECR 2004.
Wien, 8. März 2004 – „Die Zerstörung des World Trade Centre hat ein Gefühl der Bedrohung erzeugt. Von vielen Seiten wird ein verstärkter Schutz von Wahrzeichen, großen Veranstaltungen oder von Kaufhäusern verlangt. Außerdem wird Sicherheit bei Reisen und die Kontrolle von illegaler Einwanderung gefordert. Als eine Antwort sind neue Sicherheitskonzepte entstanden, die immer häufiger auch die Röntgentechnik mit einbeziehen“, sagt Ulrich Hennig, Direktor des Deutschen Röntgenmuseums. Gemeinsam mit dem Hamburger Radiologen Prof. Hermann Vogel hat Hennig Bilder für die Ausstellung „Grenzen: Drogen, Waffen, Menschen – Fahndung mit Röntgenstrahlen“ zusammengetragen, die derzeit beim Kongress der Europäischen Radiologenvereinigung zu sehen ist. Die 13.000 Teilnehmer aus aller Welt, die in Wien noch bis Dienstag tagen, können bei dieser Schau spektakuläre Röntgenbilder von Sicherheitskontrollen und Untersuchungen ganzer Container besichtigen. Zum Beispiel die Aufnahme eines an der Grenze zwischen den USA und Mexiko kontrollierten Trucks, der scheinbar Bananen, gut darunter versteckt aber illegale Einwanderer transportierte. Entdeckt wurde die menschliche Fracht von einer Prüfanlage, in der mit hochpotenten Röntgengeräten LKW systematisch untersucht werden.
Präzise Bilder
„Die Bilder sind enorm präzise“, sagt Hennig. „In dem LKW beispielsweise sieht man nicht nur, dass hier Menschen versteckt sind, sondern bei den einzelnen Personen kann man sogar ihre Organe, etwa die Lunge, ausmachen.“ Damit ist die Fahndung mithilfe von Röntgenstrahlung vielfältig einsetzbar. Die Verhinderung von Attentaten gegen Flugzeuge, Massakern in Schulen oder Anschlägen auf Wahrzeichen, Kaufhäuser und Sportveranstaltungen kann dabei ebenso das Ziel sein wie die Aufdeckung von Drogen-, Zigaretten-, Waffen- oder Menschenschmuggel. Denn die Röntgenstrahlen machen vieles transparent: Bei Personen wird Verborgenes unter der Kleidung und in Körperhöhlen sichtbar. In Autos, Containern und Eisenbahnwaggons lassen sich Drogen, Waffen und Menschen erkennen.
Sorge vor Strahlenbelastung
Derartige Anwendungen bildgebender Verfahren schaffen zwar bei vielen Menschen ein Sicherheitsgefühl, bei anderen allerdings auch Unbehagen. Dies unter anderem, weil Risiken aufgrund der Strahlenexposition befürchtet werden. „Bei den etwa auch in Deutschland üblichen Methoden der Kontrolle von Schiffs- oder LKW-Containern spielt das nicht wirklich eine Rolle“, weiß Hennig. „Die Container werden durchleuchtet, ohne dass dabei auch Personen involviert wären.“ Problematischer kann hier schon die Installation von Röntgen-Überwachungssystemen an viel frequentierten Orten wie Flughäfen, Bahnhöfen oder Sportstadien sein, ohne dass die derart Durchleuchteten überhaupt etwas davon wissen. „Das bedeutet, dass dann zum Beispiel auch Schwangere röntgenisiert werden, ohne etwas von dieser Strahlenbelastung zu wissen“, mahnt der Direktor des Röntgenmuseums und Ausstellungsmacher zur Vorsicht. „Auch für Vielflieger etwa kann es dann schon zu einer kumulierten Belastung kommen.“ Doch nicht nur gesundheitliche, auch ethische Fragen werfen Röntgenmethoden in der Verbrechensprävention auf. Denn schließlich entstehen, wenn ein Mensch auf diese Weise untersucht wird, gewissermaßen Aktfotos. Hennig: „Ungelöst ist da auch noch, wie man die missbräuchliche Verwendung derartiger Aufnahmen ausschließen kann.“
Während in Europa die Röntgentechnologie in der Verbrechensfahndung zur Untersuchung von Transporten auf der Straße, Schiene oder dem Wasser bereits weit verbreitet ist und auch Einzelpersonen mit deren Wissen relativ häufig auf versteckte Drogen untersucht werden, sind versteckte Röntgengeräte zur Durchleuchtung großer Menschengruppen nur in Ausnahmefällen in Verwendung. Dies auch, weil sie beim Versuch der Einführung, etwa in Frankreich, immer wieder auf massive Proteste gestoßen sind.

Using x-rays to fight crime
The use of imaging techniques for non-medical purposes is the focus of the exhibition running at the European Radiologists meeting in Vienna. Using it for security purposes at airports, border-crossings or as part of the security system for important buildings, however, is disputed, reports the ECR.
Vienna, 8 March, 2004 – “The World Trade Center bombing caused people to feel threatened. From all sides there is an increased amount of protection of monuments, at large events or at shopping malls. Apart from that, travel security has been tightened and the control of illegal immigration has been demanded. Since then, new security concepts that increasingly include the use of x-ray techniques have evolved,” says Ulrich Hennig, director of the German X-Ray Museum. Together with a radiologist from Hamburg, Prof. Hermann Vogel, Hennig has put together pictures for an exhibition entitled “Borders: Drugs Weapons, People – The Search with X-rays”, which is currently running at the European Radiologists’ Congress. The over 13,000 participants from all over the globe who are meeting in Vienna until Tuesday can view spectacular x-rays pictures of security checks and container searches. For example, a US/Mexican border control of a truck that seems to carry only bananas, yet is transporting illegal immigrants underneath the goods. The human freight was discovered by a security system that uses highly sensitive x-ray machines to systematically examine cars.
Precise pictures
“The pictures are extremely precise,” says Hennig. “In the car, for example, not only are the hidden people visible, but you also see their organs, even a lung.” Thus searching with the help of x-rays can be used in many different ways. Attacks on planes, massacres in schools or attacks on monuments, shopping centers and sports events can be prevented, as well as uncovering drug, cigarette, arms or people smuggling. Through x-ray images everything becomes transparent: objects hidden under garments or placed inside the body can be seen. With the help of x-rays drugs, weapons and people can be detected in cars, containers and train carriages.
Concern about x-ray exposure
The use of imaging technology makes some people feel safe, yet it is also causing some concern about safety, even uneasiness, due to the risks of x-rays exposure. “In Germany we use the common control technology of ships and containers, which isn’t a problem,” says Hennig. “The containers are x-rayed and people aren’t involved.” The installation of x-ray security systems at busy places like airports, train stations or sport stadiums can cause a problem without those being surveyed being aware of it. “This means, for example, that also pregnant women are subjected to x-rays without being aware of it,” the director of the museum warns. “Those who fly frequently are also constantly exposed to x-raying.”
The prevention of crime through use of x-rays technology is not only a question of health, but also an ethical one because the x-ray photos are a type of nude photo. Hennig says: “What we haven’t solved yet is how these photos won’t be misused.”
X-ray technology is being widely used in Europe for road, water and rail transport. It is also being used relatively often to search for hidden drugs – with the notification of the individuals in question. Yet for larger groups of people, hidden x-ray machines are only being used in special cases, the introduction of this technology having met with hefty protests, particularly in France.

Denn auch in Zentral- und Osteuropa wird einem nichts geschenkt. Die Goldgräberjahre sind vorbei und nun halten immer professionellere, westliche Businessinstrumente Einkehr. Oftmals treten westliche Firmen in den Märkten Osteuropas die Flucht nach vorne an. Dem Verdrängungswettbewerb im Westen steht das Marketmaking und Pioniertum im Osten
entgegen. „Ganz einfach ein Erfolgserlebnis“, so das Credo der heimischen Osteuropamanager.
Man hört die Worte „spannend und Herausforderung“ und bekommt das Gefühl, dass die Befragten Leidenschaft für ihre Tätigkeit sowie für Land und Leute empfinden.
Warum nach Zentral- und Osteuropa?
Wachstum und Potenzial ist eine Gemeinsamkeit der Länder Zentral- und Osteuropas. Obwohl es auch hier bereits zu Unterschieden innerhalb der Länder kommt:
Die Sieger bei der Prognose des Wirtschaftswachstums 2006 sind die baltischen Staaten mit bis zu unglaublichen + 9,5 % in Estland. Dicht gefolgt vom „Tiger“ Slowakei mit über 6 % und der gewaltigen Volkswirtschaft Russlands mit + 5,8 %. Unsere Nachbarn Slowenien und Ungarn scheinen mit einem Plus von 4 % schon fast „alteingesessen“. Wie bescheiden wirkt da ein EU-Schnitt von + 2,3 %!
Dieses Wachstum kommt im Gegensatz zum Westen noch aus der Steigerung des Inlandkonsums. Der langsam steigende Wohlstand wird derzeit in den erschwinglichen Luxus des Alltags
gelegt: Textilien, Nahrungsmittel, Schuhe, Kommunikations- und Unterhaltungsmedien
oder westliche Kosmetika.
Oft westliche Marken als Statussymbol – sieht man die Einkommensstatistiken und vergleicht
man sie mit den Preisen in den Geschäften, fragt man sich, wie das wohl finanzierbar ist.
Die Antwort liegt in der Erwerbstätigkeit der „gesamten“ Familie – auch mehrere Jobs für die Erwachsenen – und im Ansparen für diese Luxusartikel. Geld wird gleich ausgegeben. Sparen für das Alter kommt später.
Beim Wohlstand klaffen die Unterschiede noch weit auseinander. Einigen Staaten gelingt es
besser im Wettrennen um die Industrieansiedelungen der internationalen Konzerne, andere Staaten leiden noch stark unter den Nachwirkungen der Transformation der letzten Jahre. So ist vor allem in Polen ein sehr hoher Prozentsatz an Arbeitslosigkeit zu verzeichnen, der aus der schwierigen Umstrukturierung der polnischen Industrie inklusive dem Niedergang des
Bergbaus resultiert. Erste Erfolge konnten durch Regierungsmaßnahmen erzielt werden.
Kroatien und Bulgarien folgen auf den Plätzen.
Und auch die Slowakei ist mit einer Rate von 11,6 % im oberen Drittel der Arbeitslosigkeit
angesiedelt. Die Ansiedelungen der Autoindustrie kommen dem westlichen Teil des Landes zugute – der strukturschwache Osten leidet an Minderheiten- und Infrastrukturproblemen und damit an einem Mangel an Perspektive.
Gerade das Beispiel Slowakei, stellvertretend für eine Reihe von osteuropäischen Staaten,
zeigt auf anschauliche Weise, wie wirtschaftlich zerrissen die Länder in sich sind.
Überdurchschnittliche Kaufkraft, niedrige Arbeitslosigkeit, Dynamik und Zukunftsperspektive in den urbanen Gebieten, den Regionen mit Industrieclustern oder an den westlichen Grenzen
sowie den Tourismuszentren. Hohe Arbeitslosigkeit, Armut und auch das Gefühl des „Verlorenhabens“ in den strukturschwachen Agrarzonen oder den Gebieten an den östlichen Grenzen.
Regionale Einkommensunterschiede von mehreren 100 % sind da keine Seltenheit.
In den weiter östlichen Ländern sind hohe Inflationsraten und Schattenwirtschaft ein wichtiges Thema. Die Instabilität der Währungen führt in diesen Ländern dazu, dass wesentliche Einkaufsentscheidungen, aber auch Gehaltsverhandlungen in Euro oder US Dollar geführt und verglichen werden.
Die Schattenwirtschaft ist eine wichtige Einkommensquelle – gerade bei den so genannten Transformationsverlierern. Oft sind das einkommensschwache Familien, die sich mit mehreren Einkommen sprichwörtlich über Wasser halten. Die Einkommen haben nicht mit den Teuerungen der Lebenshaltungskosten mitgezogen und so versucht man, an 2 oder 3 Jobs zu kommen und ist für die Anfechtungen der Korruption empfänglicher. Wenn noch dazu mit Westwährung bezahlt wird, umso besser.
Beispiele, wie die Zukunft dieser Länder aussehen könnte, geben die Länder Slowenien, Ungarn und Tschechien. Zwar sind dort noch lange nicht alle Probleme überwunden, aber Rechtssicherheit, wirtschaftliche und politische Stabilität haben bedeutend zugenommen und der Wohlstand nähert sich dem EU-Schnitt. EU-Altmitglieder wie Portugal wurden bereits überholt.

The Future Lies with Our Neighbours and Their Neighbouring Countries
“Never before have domestic businesses invested so heavily in buying strategic shares in foreign companies as in 2005”, wrote the Austrian business magazine GEWINN in its June 2006 EXTRA edition. Austrian companies committed 7.5 bn. euros to foreign direct investment, and the lion’s share of this billion-euro investment – namely 46% – went to the aspiring states of Central and Eastern Europe. And it’s no longer all about investment in the classic countries of recent years, such as Slovenia, Hungary and the Czech Republic. The journey continues eastward and now includes such new countries as Bulgaria, Romania, Russia, Ukraine and the Baltic states, where even by CEE standards huge economic growth is expected.
In order to do justice to this trend in our new annual edition, we have incorporated four new states into the round of countries analysed in Central and Eastern Europe: Bulgaria and the Baltic states, Latvia, Lithuania and Estonia. This is a signal to our clients to seek their future and potential in the neighbouring countries of our neighbours as well.
Growth and potential
The Economy in Central and Eastern Europe
There is great potential for a Western company – if it is able to stand out from the competition and is prepared to be open to new cultures and customers. There are no free rides in Central and Eastern Europe. The gold-rush days are over, and now more professional, Western business practices are being introduced. Often it is Western companies that are taking the bull by the horns in the markets of Eastern Europe, and the predatory competition of the West is conflicting with market-making and pioneering of the East.
“Simply, a feeling of success” are the words often heard from Austrian managers for Eastern Europe in describing their experiences. When they add “exciting and challenging” one gets the feeling that the respondents are passionate about their activity and also about the countries and people.
Why Central and Eastern Europe?
The countries of Central and Eastern Europe have growth and potential in common, even though there are many differences among the countries. The forecast leaders in economic growth in 2006 are the Baltic states, with an unbelievable +9.5% predicted in Estonia, closely followed by the “tiger” Slovakia with over 6%, and the formidable national economy of Russia with +5.8%. Austria’s neighbours Slovenia and Hungary, with a positive value of 4%, almost appear to be “old-established” countries. How modest the EU average of +2.3% appears by comparison!
In contrast to the West, this growth is still the result of increasing domestic consumption. The slowly rising wealth is being invested in the affordable luxuries of everyday life: textiles, food, shoes, communication and entertainment media, and Western cosmetics.
Western brands are often seen as status symbols, although in comparing income figures with shop prices, one wonders how consumers can pay for them. The answer lies in the gainful employment of the “entire” family, with adults sometimes holding several jobs and saving up for these luxury items. Money is immediately spent; saving for old age comes later.
With prosperity, the differences are far divided. Some states have managed better at claiming a place in the industrial establishments within international companies. Other states still suffer significantly from the aftermath of the transformation of recent years. Here, mainly Poland still has a very high unemployment rate, which is a result of the difficult restructuring of the Polish industry, including the decline of the mining industry. The first successes were made possible through measures taken by the government. Croatia and Bulgaria follow.
And then Slovakia, with a rate of 11.6%, is sitting in the upper third of the unemployment scale. The establishment of the auto industry is an advantage to the western part of the country – the structural weakness in the east is suffering from minorities and infrastructure problems, and thus from a lack of perspective.
Precisely the example of Slovakia, representative for a group of Eastern European states, demonstrates vividly how economically torn the countries are within themselves. Above-average purchasing power, low unemployment, dynamic and future-oriented perspectives in the urban areas, in the regions with industrial clusters or on the western borders as well as the tourism centres. High unemployment, poverty and also the feeling of “having lost” in the structurally weak agricultural zones or the areas along the eastern borders. Regional income differences of more than 100% are no seldom occurrences. In the other Eastern countries high inflation rates and black economy are an important issue. The instability of currencies in these countries leads to important purchasing decisions, but also salary negotiations, being done in and compared to euros or US dollars.
The black economy is an important source of income – especially with the so-called “transformation disadvantaged”. These are often low-income families, which literally get by with several incomes. Salaries haven’t kept up with the rise in living costs, so people try to find two or three jobs and are more susceptible to the temptations of corruption. And if the salary is paid in Western currency, so much the better.
Examples of how the future of these countries could look can be observed in the countries Slovenia, Hungary and the Czech Republic. While here the problems are far from being overcome, legal security, economic and political stability have increased considerably, and the prosperity is approaching the EU average. Older EU members like Portugal have already been overtaken.
