English translation:intermediation/intervention in bringing X closer together // European-sized groups,
Explanation:
Your text is comparing two ends of a scale, one the small family-sized businesses with those of a European dimension.

The first term, INTERMEDIATION EN RAPPROCHEMENT... First port of call, Robert & Collins, gives just one meaning for "intermediation" and is restricted to financial contexts. My Collins English dictionary does not confirm this restriction and offers "intervention" in its explanation.

intermdiation in bringing together, linking up, reconciling,

Second term, GROUPE d'ENVERGURE EUROPEENNE, where "envergure" means scale, scope, extent, dimension - not forgetting European - then the groups referred to exist on a European level, dimension, scale...

conciliation; covered group OR bargaining unit

Explanation:
(1) intermédiation en rapprochement: If you were to spell it out in English, you would say "conciliatory mediation" but that isn't how it's said. It's just plain old "conciliation" (done by mediators working with the two parties)

(2) groupe d'envergure: the group of people to whom X applies. Since I don't know what your negotiations are about, I'm guessing what term to use. It could be the "agreement group" if what it is covered by is an agreeent, for instance; it could be a "service group" is the group is organized to provide a service; etc.; if it is a labor union, it is a "bargaining unit."
