Spanish term or phrase: punto de cuenta
This phrase is used in a contract from Venezuela. I think it is equivalent to "oficio/documento" but I want to be sure. It says:

De acuerdo a la aprobación del consejo directivo, dada mediante Punto de Cuenta No. 09...
