what is the preposition that I can use following: قصور.

I have the following sentence:
"Arabic speakers under-report corruption"

I would like to translate this sentence as:
"قصور المتحدثين باللغة العربية عن-في؟؟ التبليغ عن واقعات الفساد"

your urgent help would be appreciate.

تَقصير أو تَواني المتَكَلِّمين بالعَرَبيّة في التَبليغ عن

1. Failure to:

يُقالُ: "قَصَرَ المرءُ عن الشيء قُصُوراً" إذا تَركَه مع العَجز

ويُقالُ: "قَصَّرَ المرءُ في الأَمر تَقصيراً" إذا تَوانى فيه

كَما يُقالُ: "قَصَّرَ المرءُ عن الأَمر تَقصيراً" إذا أمسَكَ عنه مع القُدرة عليه

ويُقالُ أيضاً: "قَصَّرَ المرءُ عن الشيء تَقصيراً" إذا تَرَكَه وهو لا يَقدرُ عليه

وكذلك يُقالُ: "تَقاصَرَ عن المرءُ عن الأَمر" إذا أمسَكَ عنه مع القُدرة عليه

هذا ما جاء به مُعجَمُ "المنجد"، ولَعَلَّ في بَعض هذه المعطَيات لُبساً وحَيرة، لكنِّي أَجدُ "قَصَّر المرءُ في الأَمر تَقصيراً" أَقرَبَ إلى المعنى الذي تَقصُدين إليه

2. Arabic speakers or speakers of Arabic: I recommend المتَكَلِّمين بالعَرَبيّة

The verb TAKALLAMA and the noun KALAM are closer to the sense of “speech” as a basic function. HADDATHA, TAHADDATHA, and HADEETH strike me as expressive of a specific social exercise or application of the basic function of speech. It is closer to “talking,” "telling," "informing," and "reporting" than to “speaking.”
