HR&O Manager

I'm currently working on a social plan - the translation consists mainly of actions that need to be taken by various managers (including the "HR&O manager") in streamlining a company's set-up.

HR appears to mean "Human Rsource manager", but I have never come across HR&O before...
Might "O" imply "onderneming"?

I tried looking the phrase up in various dictionaries, including Van Dale and Van Den End, but to no avail.

Personeel en organisatie

I recently did a translation for a Dutch municipality. Their HR dept. is called Personeel en organisatie. That is the standard name. They probably changed Personeel into HR for a chic touch.
If you need help with the tasks they perform, I have a glossary including : ontwikkeling P&O-beleid, personeels- en salarisadministratie, etc.(some 11 functions)

HR manager

The "O" = organisatie. One also sees "P&O" - not a shipping line (!) but "personeel en organisatie". Really, the "O" adds very little to the concept, and the equivalent English job title is simply "human resources manager"..
