Explanation:
Try this: "...The (very) highly developed communications environment based on the new technologies..."

Granted, "communications environment" isn't a literal rendering of "communication ambiante" ("environmental communication"), but it seems to convey the meaning, no?

Explanation:
"ambiante" means "surrounding, prevailing", so your text may mean that the communication which goes hand in hand with new tehcnology is highly developped.

I do also wonder however, whether it might not be used here as a synonym of "conviviale", friendly, pleasant, user-friendly, nice atmosphere, in which case your sentence may well read :

"... and the highly-developped user-friendly communication in [the field of] new tehcnology..."

"...and the environmental communication channels, well developed with the use of the new technologies" Jeez, what a sentence. A little more context would have helped. Still, I believe that "la communication ambiante" refers to all those types of communication (air-travel, satellite comms, mobile phones à la James Bond, etc.) that SURROUND us, so they're sweetly called in French "environmental communications" (from "environ": around, about), and that have benefited greatly from the new technologies (computers, etc) Oh, that "sur" must be explained to make sense (i.e.; "with the use of..."
