This phrase is in Hindi/Urdu and I have translated it to the best of my knowledge. It is a rather colloquial phrase. I chose "keep quiet" fo "chup karo" but it could also be translated as "shut up". Hope this helps!

pagal = crazy; bas karo = usually used to indicate 'enough' or used to request a person to desist from doing something; chup karo = shut up...

Does that help? This sentence probably came in the context of the writer getting tired of someone's chatter or other such deed and asking him/her, plainly or else jokingly, to shut up.

This is certainly Hindi and your translation would be 'O Stupid, stop it and be quiet'. There is no element of scolding in this sentence. The illocutionary power of the sentence states that it is said in a loving, caring context.
