Акт на оприходование сметок
(форма N ЗПП-22)
43. Сметки зерна и продуктов его переработки, образовавшиеся
при хранении (собранные и взвешенные), оформляются актом по форме
N ЗПП-22 с указанием наименования зерна и продуктов его
переработки, от которых образовались сметки; вида и категории
побочных продуктов и отходов, к которым относятся сметки; массы
сметок и их качества; качества зерна, из которого образовались
сметки, и причин образования сметок.
44. Акт по форме N ЗПП-22 служит обоснованием к списанию
недостачи при оформлении акта зачистки по форме N ЗПП-30.
Списание сметок с массы основного зерна производят с учетом
качества зерна (по сорной примеси), из которого они образовались,
по формуле:
X = (а x б) : (100 - в),
где X - масса зерна, подлежащего списанию за счет сметок, кг;
а - масса сметок, кг;
б - содержание зерна основной культуры и зерновой примеси в
сметках, %;
в - содержание сорной примеси в зерне, из которого
образовались сметки, %.
45. На основании акта по форме N ЗПП-22 сметки приходуются как
излишки по отчету о движении хлебопродуктов на элеваторах и
складах по форме N ЗПП-37.
По форме N ЗПП-22 оформляются также сметки, образующиеся при
погрузочно-разгрузочных работах и перемещении зерна конвейерами
без подвесных сит. Такие сметки со счета зерна списываются по мере
их образования, не ожидая составления акта зачистки.

23. При определении недостач зерна и хлебопродуктов и взвешивании на однотипных весах отправителя и получателя одного и того же груза необходимо исключать из выявленной недостачи вес, соответствующий допустимой погрешности автомобильных весов для данного диапазона взвешивания. При разгрузке вагонов, если окажутся россыпи и сметки вследствие перевозки продукции в недоброкачественной таре, это должно быть подтверждено коммерческим актом. Предприятиям в этих случаях надлежит предъявлять отправителям претензии на возмещение ущерба.

Century of cargo sweepings litter Great Lakes

They argue an international maritime convention adopted by the United States and other countries known as MARPOL Annex V stipulates operational waste -- which includes cargo sweepings -- should be disposed of in the ocean at least 12 nautical miles from shore.
Riverin said MARPOL Annex V governs Canada's coast but is not applicable to the inland waterways.
A 1999 study by the U.S. National Oceanic and Atmospheric Administration concluded that residues of cement, grain, coarse limestone and wood pulp are not likely to cause serious environmental damage or produce negative impacts on plants and animals in the Great Lakes.
The Coast Guard report said tests conducted in vessel track lines found larger particle deposits but chemical concentrations found in cargo at the bottom of the lakes were well below levels known to be harmful to organisms.
The greatest environmental threat posed by cargo sweeping, the Coast Guard report said, is the potential for ship waste to worsen the existing problem of invasive mussel species.

После перевозки какого-нибудь насыпного груза производится зачистка транспортного средства, обычно под метлу. Элементарно: пол в трюме/вагоне/контейнере подметается. То, что во время перевозки упало на пол, сметается в кучу и выбрасывается. Отсюда и название: "смётки".
То же самое можно сказать и про лотки. Они поменьше, поэтому сметают с них просыпавшийся товар (сахар, хлебные крошки, крупу там разную и т.п.) не метлой, а щеткой поменьше. Но собранный просыпанный товар по-прежнему называется "смётками".

7. SWEEPINGS
Thorough inspection of the holds,
before and after cargo, should be
undertaken to ensure that the holds
are empty prior to loading, empty
after discharge and that all
sweepings are swept up and
delivered to receivers over the
weighbridge or weighing system.
In our experience, 0.25% loss on
most trades on the short sea routes
around North West Europe is a norm
for loss in weight, although on
occasions gains have also been
noted.
