Rwanda's covert operations and AI disinformation tactics are forcing journalists into exile.
In Rwanda the expansion of digital and alternative media has coincided with heightened government repression, surveillance, and co-optation of journalists. Through the contrasting experiences of two Rwandan journalistsRubens Mukunzi, who fled in 2013, and Samuel Baker Byansi, who fled in 2022this investigation reports how younger journalists face greater control than their older counterparts, partly due to compulsory civic education programs and sophisticated online trolling campaigns. It also documents state tactics including arrests, smear campaigns, AI-generated disinformation, co-optation through financial incentives, and transnational repression targeting exiled critics.
The paradox of press freedom in Rwanda is that despite the advent of alternative media, younger journalists are more controlled than their older counterparts. Today's generation? Yeah, theyre getting more fear than we used to, 47-year-old Rubens Mukunzi said in a phone interview. Rubens has experienced a Rwanda before Kagame's 26-year presidency. He was 15 when the genocide that killed at least 800,000 Rwandans happened. The same year that 32-year-old Samuel Baker Byansi was born. While Rubens practised journalism in his home country for 13 years before he fled to America in 2013, Samuel practised for half the time, having started in 2016 and fleeing to Europe in 2022. Rubens had never been arrested for his work even though he earned the name Mr Bean from his comic commentary on Rwandan politics through his radio show at the time. But Samuel recalls being arrested more than four times for his work.
In a phone interview, Samuel narrates one of the arrests in 2022 that upended his plans to ask his girlfriend to marry him. They arrested me for something not serious. I had tweeted that author Kakwenza Rukirabashaija fled Uganda.
I was detained for like four days. No communication. It disturbed me. I had my proposal that Saturday. I was arrested on Tuesday. Samuel being arrested for a tweet is indicative of the government's online surveillance to control free speech and limit the use of social media for political dissent.

In 1940, Caribbean activists protested U.S. plans to oversee European colonies in the Americas, demanding self-determination and independence rather than a transfer from European to U.S. control.
"Declaration of the Rights of Caribbean Peoples to Self-Determination and Self-Government" was issued by the West Indies National Emergency Committee (WINEC) in response to the Pan-American Conference in Havana. As World War II raged, the U.S. sought to reinforce the Monroe Doctrine and establish a "Pan-American trusteeship" over European colonies in the Caribbean to prevent Axis influence. WINEC, a New York–based group of Caribbean activists, fiercely opposed any sale, transfer, or mandate over the region without the consent of its people. The declaration argues that colonial conflicts are the primary cause of war, that Caribbean peoples have demonstrated capacity for self-governance, and that true peace and democracy require full self-determination.

In the summer of 1940, as war raged in Europe, foreign ministers of the American hemisphere convened in Havana for the Pan-American Conference on the Defense of the Americas. Led by the United States, the conference aim was to hammer out a mutual self-defense agreement in case any of the territories in the region were taken over by the Axis powers. There was an urgency here. Originally planned for October, US Secretary of State Cordell Hull moved the conference to July after France fell to the Nazis and there were fears of imminent Nazi designs on the Panama Canal.
After a week of discussion, debate, and pressure from the United States, the "Declaration of Reciprocal Assistance and Cooperation for the Defense of the Nations of the Americas" was agreed to. Effectively codifying the rhetoric of the 1823 Monroe Doctrine, the declaration stated that an attack on any nation in the Americas was an attack on all nations of the Americas while pledging to a principle of mutual self-defense. It also codified the rhetoric of the 1823 Monroe Doctrine – while strengthening the United States hegemony over the region – by asserting a “no transfer” doctrine that would disallow the transfer of any territory in the Americas to a power outside the region, and pledging to govern European colonies collectively, through a temporary form of “Pan-American trusteeship.”
