mercantalism (X) Jul 11, 2009: "embezzle" is definitely the word! thumbs up However, embezzle is used in business mostly, here it's a case of a "superior" "stealing" money through taxes.
Mohammad Gornas Jul 10, 2009: it could be but among other meanings of illegaly gaining proprty of any kind ( just snatching ,robbery embezzement, usury...etc
Heather Shaw Jul 10, 2009: By itself, أكل المال is not necessarily negative, and for this reason بال باطل was added as a qualifier. With this qualifier, the word could include embezzlement, but it is not limited to it.
