AUTORISATION MINISTERIELLE DU XX/XX/1999. Would this be best translated as act,(French) code, law, statutory instrument (British), etc.? All I can add is that it is tax-related. Thanks

I would avoid saying act, code, statute or law. Had any of these been intended, the appropriate French word would have been used. Without further context, it is difficult to know what is being authorised. Instinctively it comes close to a decree but why not keep it as open as the French? A "ministerial order".
