Einkauf - can you make some sense of these phrases (especially the second one)

This is about providing online purchase of some materials through a database containing pricing information. I would translate the 2nd sentence as:
This database would be maintained through the purchase via a password-protected user interface.

I second Leipzig's answer -- 'Einkauf' here means 'purchasing', ie the purchasing department. If you want to maintain the same style, you could use 'Purchasing'.

"formulation" for the last sentence

The way I read this, this company is manufacturing some kind of
widget having to do with silicone, and uses a data base to purchase
the raw materials.
The last sentence only says that the Silikonrezepturen =
formulations (mix design, analysis) of the (different types of) silicone can be stored in this data base as well.

This is misuse

I think this is misuse of this ProZ function. It should be used for especially difficult word or phrases, not for getting whole text passages translated.

purchasing department

I second Leipzig and Ken Cox, but would prefer "purchasing" to "purchase" department. As far as I can tell from the context, this refers to the purchasing department of a company, not the purchase of an individual item of material.
