I presume this lovely word stems from "Fassadenband"

this equates to facade band or if at the top of the building (as in gas stations, for example) a fascia band.

Another alternative is "facade band construction".

Whatever, I think the Konstruktion bit is rather redundant here. Your author has a rather pompous style, I'm afraid.
