"Panta rei" literally means "everything flows", i.e. "everything is changing" in Ancient Greek.
The source is Heraclitus, one of the so-called Pre-Socratic philosophers, i.e. the Greek philosophers who lived before Socrates, Plato, and Aristoteles.
