I think it's "direktiva" which becomes: Paneli për Lirim me Kusht, Direktiva Nr.

: "Directive" is too much a serious document than a mere decision. I have never encountered a Panel that issues directives. Ministries and higher authority bodies can.

I felt it could be "decision" but there were no highly credible sources.
I asked a friend of mine about the 'D.' in this decision abbreviation but she did not know what it meant. Did your client clarify what it meant? An answer could help us in the future in case we come across the same word/issue.
CRP issues decisions, not merely 'documents'. Of course, a decision is a document but not every document is a decision-it could be a certificate, confirmation, attestation, etc.
