It is actually a whole sentence I am having difficulty with 'een irrationeel gedrag wordt mij door mevr. X verweten terwijl zij getuige is geweest van zoveel slechte voorstellen.' The 'voorstellen' are referred to previously as 'alle voorstellen die hij gedaan heeft zijn in twee worden samen te vatten: inleveren & wegtekenen'. The text as a whole refers to visting rights of an estranged husband to his child.

Try 'attest to'

I am accused of irrational behaviour by Mrs X while she attests to so many bad proposals.

I think the poor man is a little bit confused!
