Hoeklijn , I translated with frame as this is how it looks like. Angle steel could be correct too.

Stekanker = (wellicht trekanker?) = anchor wall ? = a buried plate,wall or block,some distance from a sheet pile or other retaining wall,which serves to anchor back the wall through a tie between the two.The dead man (!?) is held in place by its own weight and by passive pressure from the soil
