If the translation is not for Argentina or Uruguay you cannot use "escribano" since this term is not used in other Spanish speaking countries, where the word "notario" is used. And in any event, I do not think you'd have a "notario" or "escribano" working as a municipal officer. As a sworn translator working with lots of documents issued by town halls ("municipalidades", "ayuntamientos") that is how I've been translating these terms.
