Don't know if that is the quotation in the book, but it is a common expression. (Fountain of Knowledge, for the second bit is also common.)

Alexander Pope\'s Essay on Criticism has \"A little learning is a dangerous thing...\" This is full of aphorisms that have become part of everyday use, so Sutherland may be quoting from it.
