agree  Sergey Strakhov: а еще точнее, "SHALL BE considered as intergal part THEREOF"

  -> 1) если использовать именно оборот [SHALL be considered], то да - однозначно shall. 2 Я рассматривал thereof в качестве варианта - но может возникнуть двусмысленность, если в тексте упоминается другой документ; тогда уж лучше HEREOF.
agree  GaryG: "AN integral part" is the usual formulation; I think it's possible to ignore the их in this context
