Source text - German Warum Deutschland, warum jetzt?
Wer seit Jahresbeginn 2009 die Wirtschaftsteile der Tages- und Wochenzeitungen verfolgt hat, wird zweifellos zustimmen, dass es um die wirtschaftliche Lage in Deutschland schlecht bestellt ist. Prognosen über die wirtschaftliche Leistung werden immer weiter nach unten revidiert und die tiefste und schwerste Rezession seit dem 2.Weltkrieg wird prognostiziert. Parallel zu diesen Meldungen rufen die Royal Institution of Chartered Surveyors (RICS) und das Urban Land Institute (ULI) unisono aus, dass Deutschland zurzeit einer der sichersten Häfen für Immobilieninvestoren sei. Wie passt das zusammen? Sind Tagesnachrichten eine zuverlässige Quelle im Hinblick auf langfristige Immobilieninvestitionsentscheidungen? Entkoppelt sich der Immobilienmarkt von der allgemeinen wirtschaftlichen Entwicklung? Der Beantwortung dieser Fragen wollen wir in diesem Report nachgehen. Anscheinend beurteilen Immobilieninvestoren laut der genannten Studien die Lage in Deutschland und insb. den Ausblick anders als Wirtschaftsauguren. Aufgabe wird es nun sein, Belege zu finden, die die Einschätzungen dieser Investoren bestätigen. Konkret geht es um also um die Frage:
Was macht Deutschland trotz der Rezession als Investitionsstandort für Immobilien gegenüber anderen vergleichbaren Standorten gerade jetzt attraktiv?
Suche nach Sicherheit treibt Investoren in deutsche Staatsanleihen
Deutschland ist das einwohnerstärkste Land in Europa und hat die drittgrößte Volkswirtschaft der Welt. Als weltgrößte Exportnation ist Deutschland zwar auch in besonderem Maße von der weltwirtschaftlichen Entwicklung abhängig, da aber die Wirtschaft vorwiegend auf den Industrie- und Dienstleistungssektor konzentriert ist, profitieren die gewerblichen Immobilienmärkte allein aus der reinen Größe der Volkswirtschaft. Insbesondere von internationalen Investoren wird Deutschland immer noch wegen seiner hohen Kreditwürdigkeit geschätzt. Ein Kriterium, welches in Krisenzeiten eine wachsende Bedeutung erlangt. Rentenmärkte dienen in einem solchen wirtschaftlichen Umfeld als sicherer Hafen. So führte die Flucht in Qualität und das Bedürfnis nach Sicherheit zu einem run auf deutsche Staatsanleihen. In der Vergangenheit entwickelten sich die Renditen für Staatsanleihen in allen europäischen Ländern auf nahezu einem Niveau. Das hat sich seit Ende 2008 schlagartig geändert. Marktteilnehmer beurteilen die Belastung der öffentlichen Haushalte und die Wettbewerbsfähigkeit einzelner Länder mittlerweile sehr differenziert. In Relation zur durchschnittlichen Rendite im Euroraum erreicht der aktuelle Renditeabstand deutscher Anleihen den höchsten Stand seit Euro-Einführung 1999 (rund 85 Basispunkte).
Zudem zeichnet sich Deutschland durch eine hohe politische und rechtliche Stabilität aus. Deutschland weist laut der drei großen internationalen Ratingagenturen Moody’s, Fitch und Standard & Poors das jeweils höchste Rating mit „Aaa“ bzw. „AAA“ auf. Transparency International bescheinigt Deutschland im Corruption Perceptions Index 2008 weltweit den 14.Platz unter 180 Nationen und im europäischen Vergleich ein besseres Abschneiden als die nächst größeren Länder Frankreich, Großbritannien, Italien oder Spanien.
Dennoch ist – wie europaweit zu beobachten – auch der deutsche Immobilieninvestmentmarkt seit einigen Monaten wie paralysiert. Konnten in den letzten Wochen und Monaten des Jahres 2008 noch einige Transaktionen erfolgreich abgeschlossen werden, so verlief das erste Quartal 2009 mehr als ruhig. Allerdings konnte angesichts der allgemeinen Verunsicherung realistischerweise auch nichts anderes erwartet werden. Potentielle Investoren warten ab und halten ihr „Pulver“ trocken. Für die nähere Zukunft sollte allerdings überlegt werden, ob man diese abwartende Position aufrechterhält. Je nach Risiko-Rendite-Profil und Anlagestrategie ergeben sich unserer Meinung nach im Laufe dieses und des nächsten Jahres attraktive Investitionsmöglichkeiten.
1. Immobilien als Anlageform sind einer der Gewinner der globalen Krise
Wann immer der Begriff „Betongold“ als Bezeichnung für eine Investition in Immobilien fiel, sollte damit zum einen die Werthaltigkeit einer solchen Investition zum Ausdruck gebracht werden. Zum anderen schwang aber auch immer ein Hauch von Langeweile mit. Auch wurde der Begriff in manchen Fällen spöttisch gebraucht, insbesondere in Jahren, als Aktienkurse in Deutschland mit hohen zweistelligen Prozentsätzen gestiegen sind.
Doch in Zeiten großer Unsicherheit und dem Bedürfnis nach mehr Sicherheit dürfte die Anlageklasse Immobilie eine Renaissance erleben, da sie im Gegensatz zu Investitionen in Aktien oder in Unternehmensanleihen einen langfristigen Gegenwert bietet. So kann z.B. die Insolvenz eines Unternehmens dazu führen, dass man als Investor in eine Anleihe dieses Unternehmens einen Forderungsausfall zu verzeichnen hat. Hat man stattdessen als Immobilienbesitzer an das gleiche Unternehmen eine Immobilie vermietet, verliert man als Eigentümer zwar den Mieter, aber es bleibt als Wert die Immobilie. Natürlich sind zurzeit Unternehmensanleihen auch höher verzinslich als Immobilieninvestitionen, doch da viele Investoren ihre Risikobereitschaft eingeschränkt haben, dürfte davon die Anlageklasse Immobilie profitieren.
Immobilien können Schutz gegen Inflation bieten
Zudem gelten Immobilien als guter Schutz gegen Inflation. Die übliche Indexierung von Mietverträgen und damit die Anpassung an steigende Lebenshaltungskosten führt zu einem nominalen Wertzuwachs der Immobilienerträge und damit der Immobilie an sich. Preissteigerungen reduzieren zudem den relativen Wert einer Fremdfinanzierung. Inflationsbedingte Mietpreissteigerungen in Höhe von beispielsweise 3% pro Jahr werden (ceteris paribus) den nominalen Wert einer Immobilie nach 5 Jahren um 16% erhöht haben, während der Kreditbetrag des Fremdfinanzierungsanteils unverändert bleibt. Dies bedeutet, die Effekte einer allgemeinen Preissteigerung schlagen sich unmittelbar in einer Wertsteigerung des Objektes nieder und es muss kein realer Wertverlust hingenommen werden. Anders als z.B. bei festverzinslichen Wertpapieren, bei denen am Ende der Laufzeit der unveränderte Nominalbetrag zurückgezahlt wird (vor Ablauf der Haltedauer kann es natürlich Kursgewinne oder –verluste geben). Sollte ein Aufschwung wieder einsetzen und die Notenbanken nach den jüngsten Geldmengenausweitungen nicht wieder unmittelbar die Zinsen erhöhen, sind mittelfristig höhere Preissteigerungsraten vorstellbar, als wir es in der Vergangenheit erlebt haben.
Dass die Anleger in Deutschland die Anlageklasse Immobilie im Fokus haben, belegen aktuelle Zahlen zur Entwicklung der offenen Immobilienfonds. So konnten über alle Fonds hinweg in den ersten drei Monaten des Jahres 2009 Netto-Mittelzuflüsse in Höhe von ca. 1 Mrd. Euro verzeichnet werden. Dies sind bereits 500 Mio. Euro mehr als im Gesamtjahr 2008. Zwar investieren die Fonds nicht ausschließlich in Deutschland, aber sie sind hierzulande dennoch eine der wichtigsten Investorengruppen. Von 2006 bis März 2009 haben offene Immobilienfonds in Deutschland Anlagen in Höhe von mehr als 8 Mrd. Euro getätigt.
Sicherlich hängt der eingangs erwähnte Nachfrageschub auch mit einer abnehmenden Attraktivität alternativer Anlagen zusammen. Die Umlaufrendite zehnjähriger Staatsanleihen ist beispielsweise auf einem so niedrigen Niveau wie lange nicht und der Risikoprämie bei z.B. einer Investition in eine erstklassige Büroimmobilie sehr attraktiv.
2. Auch in Krisenzeiten ist Bewegung in den Vermietungsmärkten
Weitere Entwicklung hängt stark davon ab, wie Unternehmen mit dem Faktor „Fläche“ umgehen
Das Büroflächenumsatzvolumen an Neuabschlüssen erreichte im vergangenen Jahr 2008 mit rund 2,9 Mio. m² eine der höchsten je erzielten Vermietungsleistungen in den Big 6. Doch muss man angesichts der schlechten gesamtwirtschaftlichen Entwicklung in Deutschland im aktuellen Jahr tatsächlich mit einem kompletten Einbruch der Marktaktivitäten rechnen?
In der Vergangenheit ließ sich die Umsatzentwicklung auf den Büromärkten sehr gut durch die Entwicklung des Bruttoinlandsprodukts in Deutschland erklären. Nach unseren Berechnungen ließ ein Prozent mehr BIP-Wachstum die Büroflächenumsätze um 10% im Vergleich zum Vorjahr anwachsen. Wenn man diesen Zusammenhang auf die aktuellen Wirtschaftsprognosen bezieht, dann wäre mehr als eine Halbierung des Büroumsatzes die rechnerische Konsequenz für das Jahr 2009.
Es fehlt natürlich an Erfahrung, wie die Nachfrage auf einen solch heftigen Konjunktureinbruch reagiert, den wir derzeit erleben. Doch es spricht etwas dafür, dass Vermietungsaktivitäten nicht dramatisch zurückgehen werden: die auslaufenden Mietverträge.
Alleine aus den Abschlüssen, die in den letzten zehn Jahren zum Umsatz gezählt worden sind, laufen 2009 in den sechs Bürostandorten zusammen Mietverträge mit einer Gesamtfläche von ca. 2,3 Millionen m² aus. Natürlich münden nicht alle auslaufenden Mietverträge automatisch in einem Umzug. Gerade in schwierigen Zeiten scheuen Unternehmen kostenintensive Umzüge und werden Mietvertragsverlängerung am alten Standort häufig bevorzugen. Doch zu dem genannten Wert sind noch auslaufende Mietverträge von Unternehmen hinzuzurechnen, die bereits länger als zehn Jahre ihre Flächen belegen. Auch kann Umsatz an den jeweiligen Vermietungsmärkten durch Expansionen und Zuzüge von außerhalb entstehen. Insgesamt rechnen wir für 2009 mit einem Gesamtumsatz von 2,35 Mio. m² und damit mit nur einem 20%igen Rückgang im Vergleich zum Vorjahr.
Und was die auslaufenden Mietverträge betrifft, steigt das Umsatzpotential 2010 bereits wieder. Wir erwarten auslaufende Verträge mit einer Gesamtfläche von knapp 2,7 Mio. m². Zum einen werden 2010 die Zehnjahresverträge aus dem Boomjahr 2000 auslaufen. Zum zweiten werden auch die auslaufenden Fünfjahresverträge 2010 wieder mehr, denn 2005 wurde schon wieder spürbar mehr umgezogen als ein Jahr zuvor.
Doch sicherlich wird 2010 ein Jahr sein, in dem viele Unternehmen Personalanpassungen vorgenommen haben werden und dadurch bei einer Neuanmietung weniger Fläche in Anspruch nehmen, als sie es vorher getan haben. Auch wird es Flächenaufgaben durch Unternehmensinsolvenzen geben. Daher gehen wir in unserer Umsatzprognose für 2010 davon aus, dass das Gesamtumsatzvolumen noch einmal um 10% auf gut 2,1 Million m² abnehmen wird.
Doch auch dieser Wert entspricht bei weitem nicht einer Halbierung des Marktgeschehens. Sollte es also im Rahmen der Wirtschaftkrise zu Unternehmensinsolvenzen kommen und ein Immobilieninvestor in seinem Objekt dadurch Leerstand zu verzeichnen haben, bedeutet dies nicht automatisch, dass diese Flächen auf unbestimmte Zeit unvermietbar sein werden.
Denn wie beschrieben laufen auch in Krisenjahren Mietverträge aus und bei einem attraktiven Mietniveau – für die meisten der in diesem und dem nächsten Jahr auslaufenden 10-Jahres-Mietverträge stellt sich die Mietpreissituation aktuell deutlich besser dar als zum Zeitpunkt des damaligen Abschlusses – münden diese auch in Umzügen. Wer damals für eine B-Fläche vielleicht 15 Euro gezahlt hat und nun an vergleichbarem Standort eine modern ausgestattete Fläche für 13 Euro bekommen kann, hat einen hohen Anreiz, trotz der mit einem Umzug verbundenen Kosten den Standort zu wechseln
3. Das Rückschlagspotenzial bei den Mieten ist eingeschränkt
Risiko eines „Neubauschocks“ begrenzt, dies hilft, den nachfragebedingten Mietpreisrückgang abzufedern
Der vergleichende Blick auf die Entwicklung der Spitzenmieten zeigt, dass die 2008er Höchstwerte in den sechs deutschen Immobilienhochburgen ungefähr auf dem Niveau liegen, das sie im Zehnjahresdurchschnitt aufwiesen, während sich andere europäische Märkte noch deutlich darüber befinden. Eine Mietpreis-Überhitzung oder gar eine Immobilienblase war in den vergangenen drei Jahren nicht zu beobachten. Zwischen 2005 und 2008 lag der Anstieg der Mietpreise bei lediglich 12%, nachdem sie davor (2001- 2005) um insgesamt 28% eingebrochen waren. In der letzten Aufschwungphase zwischen 1997 und 2001 hatte das Mietpreiswachstum noch rund 30% betragen. Aus unserer Sicht ist die Wahrscheinlichkeit groß, dass das Risiko eines Einbruchs in der jetzt einsetzenden Abschwungphase nicht so gravierend ist wie nach dem letzten Höhepunkt 2001. Dies wird unterstützt durch die Tatsache, dass es – anders als zum Zeitpunkt des letzten Abschwungs – kein massives Überangebot an Büroflächen durch viele Neubauten droht. Das Angebot an neu errichteten Büroflächen wird 2009 und 2010 zwar steigen, aber nicht zu einem Angebotsschock führen. Und die schon beschriebene – wenn auch vermindert – anhaltende Marktdynamik wird verhindern, dass es zu einem starken Einbruch der Nutzernachfrage kommen wird.
3% des aktuellen Bestandes der sechs Immobilienhochburgen ist gerade in der Pipeline bis 2010. Damit ist die Bautätigkeit in Deutschland im Vergleich zu anderen europäischen Städten eher unterdurchschnittlich. Spitzenreiter ist mit Warschau mit 12%, gefolgt von Barcelona, Dublin und Lyon mit 8%. Auch die Megametropolen London (5%) und Paris (4%) liegen vor dem deutschen Durchschnittswert. Von der Neubauseite her gibt es in Deutschland also keine große zukünftige Bedrohung.
In unseren Prognosen werden die Mieten in London, Paris, Madrid und Dublin in diesem und dem nächsten Jahr deutlich stärker zurückgehen als in Deutschland. Demzufolge müssen Investoren in Deutschlands Immobilienhochburgen im Hinblick auf die Mietentwicklung nicht auf einen vergleichsweise starken Abschwung warten, bevor sich ein geeigneter Zeitpunkt zum Einstieg ergibt. Wir gehen davon aus, dass die Spitzenmieten bis Ende 2009 im Schnitt über alle sechs Hochburgen um 5% sinken werden. Für 2010 rechnen wir mit einem weiteren leichten Rückgang um 3,5%, bevor sich die Mieten auf diesem dann erreichten Niveau stabilisieren sollten.
Die Royal Institution of Chartered Surveyors (RICS) erwartet in ihrem aktuellen „Global Property Survey“ ebenfalls, dass im europäischen Vergleich Deutschland die geringsten Auswirkungen der Krise auf Leerstand und Mietpreisniveau zu erwarten habe.
Investoren achten im aktuellen Marktumfeld in erster Linie auf Sicherheitsaspekte und hier spielen potentielle Mietausfälle durch Leerstand resp. möglicher Unternehmensinsolvenzen eine zentrale Rolle. Abnehmende Bonität und entsprechende Mietausfälle werden allerdings mehrheitlich in anderen europäischen Ländern erwartet. Gerade deutsche Unternehmen haben in den letzten Jahren umfangreiche Struktur- und Kostenreformen durchgeführt und sind für diese Krise daher gut gerüstet. Die Selbstfinanzierungsquote liegt im europäischen Vergleich deutlich höher, die hohen Cashflows aus der Vergangenheit sorgen für ein finanzielles Polster. Immobilieninvestitionen in Deutschland dürften damit im Hinblick auf das Mietausfallrisiko positiver beurteilt werden als in vielen anderen europäischen Standorten.
4. Der Boden ist im Laufe des Jahres erreicht

Konjunkturprogramme werden ihre Wirkung entfalten - aktuelle Zahlen zum Kreditvolumen zeigen keine Hinweise auf einen Zusammenbruch des deutschen Finanzierungsmarktes
Wendepunkte zu prognostizieren ist eines der schwierigsten Aufgaben der Ökonomie und dies gilt prinzipiell auch für die Immobilienwirtschaft. In der aktuellen Rezession überbieten sich die Auguren derzeit mit immer schlechteren Aussichten und mit immer weiter nach hinten verschobenen Aufschwungszeitpunkten. Insofern stellt sich die Frage, ob sich der Immobilienmarkt vom Wirtschaftszyklus abkoppeln kann und seinen eigenen Wendepunkt markieren kann. Wir glauben ja und erwarten diesen Wendepunkt im Laufe des Jahres 2009. Woran lässt sich der Wendepunkt festmachen? Frühindikatoren und chartanalytische Techniken wie im Aktienmarkt stehen der Immobilienwirtschaft nicht oder nur eingeschränkt zur Verfügung. Auch erfährt die Immobilienwirtschaft keine Sonderbehandlung durch die Wirtschaftspolitik wie für andere Wirtschaftzweige wie z.B. die Automobilindustrie. Aber dennoch wirkt eine Vielzahl der initiierten Konjunkturprogramme entweder direkt (z.B. die Kreditprogramme der Kreditanstalt für den Wiederaufbau KfW) oder indirekt (wie z.B. öffentliche Infrastrukturinvestitionen, die zur Lageverbesserung einzelner Standorte führen) auf die Immobilienmärkte.
Erste positive Indikatoren für eine wirtschaftliche Bodenbildung erkennbar
Auf der volkswirtschaftlichen Ebene haben sich zu Beginn des Monats Mai die Zeichen für ein Ende des Absturzes gemehrt und immer mehr Experten gehen davon aus, dass die deutsche Wirtschaft sich in einer sog. „L-Rezession“ befindet. Anhaltspunkte für diese These sind u.a.:
- die Erzeugung im produzierenden Gewerbe hat sich im März stabilisiert und ist im Vergleich zum Vormonat nicht weiter gesunken
- die Exporteure verzeichnen im März ein leichtes Plus, nach dem die Ausfuhren monatelang gesunken waren
- der deutsche Mittelstand ist wieder etwas optimistischer. Laut KfW-Barometer beurteilten die Unternehmen ihre Lage im April erstmals seit 11 Monaten wieder besser
- die Industrie vermeldet im März erstmals seit einem halben Jahr wieder mehr Auftragseingänge (plus 3,3% ggü. Februar)
Ein weiterer wichtiger Indikator ist das Verhalten der Marktteilnehmer, also der potenziellen Verkäufer und Käufer. Derzeit sind die Aktivitäten im deutschen Investmentmarkt deshalb so eingeschränkt, weil auf der einen Seite die Verkäufer höhere Preisvorstellungen haben als die potenziellen Käufer. Wenn Verkäufer von ihren Preisvorstellungen nicht abrücken, sind sie auch nicht in der Notlage, verkaufen zu müssen. Dies spricht für eine gesicherte Finanzierung und für stabile cash flows. Und auch die Bestandshalter, deren Refinanzierung ansteht, sind bisher nicht mit sog. Fire Sales aufgefallen, anscheinend gelingt es immer noch, in Kooperation mit der Bank/den Banken eine Anschlussfinanzierung auf die Beine zu stellen. Hier scheint das vielschichtige Bankensystem in Deutschland mit der lokalen Präsenz von Regionalbanken und Sparkassen von Vorteil zu sein, zumindest für die Finanzierung von kleineren und mittleren Immobilieninvestitionen. So haben allein die 438 Sparkassen in Deutschland die Kreditvergabe an Unternehmen im ersten Quartal 2009 im 12-Monatsvergleich deutlich ausgeweitet. Die Darlehenszusagen stiegen um rund 8% auf 14,2 Mrd. Euro und die Darlehensauszahlungen nahmen um 7% auf 12,5 Mrd. Euro zu. Insgesamt haben die Sparkassen zusammen rund 300 Mrd. Euro (von deutschlandweit ca. 1,3 Billionen Euro) an Unternehmenskrediten in den Büchern stehen.
Laut Bundesbank liegt das gesamte gewerbliche Kreditvolumen in Deutschland mit Stand Ende März 2009 bei rund 250 Mrd. Euro und damit um weniger als 1% unter dem Wert zum Ende des 4.Quartals 2008 und um gerade einmal knapp 4 % unter dem Höchststand der letzten 10 Jahre, der zum Ende des 3.Quartals 2006 erreicht wurde.
Nur eine Welle von distressed assets wäre in der Lage, das Preisniveau signifikant zu senken, dies ist aus unserer Sicht nicht wahrscheinlich, zumindest nicht bei den guten Objekt- und Standortqualitäten, die auch derzeit im Fokus der Nachfrage stehen (bei manchen Investoren ausschließlich). „Günstiger“ werden sicherlich die Immobilien, die in der Boomphase oder gegen Ende der Boomphase zu überhöhten Preisen gekauft wurden und für die es realistisch betrachtet, niemals einen echten fundamentalen Markt gegeben hat.
Zusammenfassend wirkt das Verhalten der Verkäufer stabilisierend auf die Preise. Auch für neue Investitionen kann es je nach Objekttyp bereits wieder einen positiven Leverage-Effekt geben. Die Zinsen liegen aktuell auf historisch niedrigem Niveau und mit dem bisherigen Anstieg der Netto-Anfangsrenditen hat sich ein entsprechend attraktiver Spread herausgebildet. Zu beachten sind allerdings die Bankenmargen, die selbst bei einem „Loan to Value“ von nur 60-70%, was im Gegensatz zu den letzten drei Jahren eine deutlich reduzierte Höchstgrenze darstellt, auf teilweise über 200 Basispunkte über den Swaps liegen können. Wenn der Kreditmarkt wie erwartet zur Hälfte des Jahres wieder in Gang kommt, sollten auch die Margen wieder leicht sinken, so dass sich der Spread noch weiter öffnen könnte.
Ein weiteres positives Signal kommt vom Pfandbriefmarkt, der vor einem Comeback steht. So gelangen in den letzten Wochen einige Platzierungen am Kapitalmarkt (z.B. emittierte die Eurohypo einen 5 Jahre laufenden Jumbo-Pfandbrief im Volumen von 1,25 Mrd. Euro). Zwar liegen auch hier die Bankenmargen mit bis zu 100 Basispunkten über swap deutlich über denen von vor 2 oder 3 Jahren, dennoch dürfen diese Transaktionen als Signal gewertet werden, dass Refinanzierung weiterhin möglich ist, wenn auch unter veränderten und konservativen Bedingungen. Weiter positiv zu werten ist auch die Tatsache, dass die jüngst emittierten Pfandbriefen teilweise deutlich überzeichnet waren, was als Vertrauen in das Konstrukt zu sehen ist und gerade der Abbau des Misstrauens der Banken untereinander gilt als ein Schlüssel zur Wiederbelegung der Kapitalmärkte.
Preise können auch dann unter Druck geraten, wenn es nicht genügend Nachfrage für das entsprechende Produkt gibt. Dies gilt zumindest für qualitativ hochwertige und voll vermietete Büro- und/oder Geschäftshäuser in den zentralen Lagen der Big 7 nicht. Im Gegenteil: die aktuelle Marktlage bringt es mit sich, dass sich zahlreiche Kapitalsammelstellen auf dasselbe Produkt konzentrieren und ihre Strategie danach ausrichten, d.h. Sicherheit und Stabilität stehen im Fokus (Core-Strategie). Aus unseren Recherchen haben wir ermittelt, dass Investoren planen, in diesem Jahr einige Mrd. Euro gezielt in deutsche Gewerbeimmobilien zu investieren. Dieses Volumen könnte einen gewissen Nachfragedruck entfalten und trägt somit zur Stabilität der Preise bei.
Und deutsche Städte sind im Vergleich zu den europäischen Nachbarn richtig günstig. Aktuell kostet ein Quadratmeter Bürofläche in Deutschlands teuerster Bürostadt Frankfurt 8.000 Euro. Europaweit liegt Frankfurt damit nur auf Platz 5. Und vergleicht man die Hauptstädte der europäischen Länder, dann schneidet die deutsche Hauptstadt besonders günstig ab. Ein Investor bekommt in der Spitzenlage von London oder Paris für eine 100 Mio. Euro-Investition ein Bürohaus mit ca. 6.000-7.000 m² Fläche. In der Spitzenlage Berlins kann der Investor für denselben Preis gleich drei Objekte mit dieser Flächengröße erwerben.
Zudem sind die Diversifikationsmöglichkeiten innerhalb Deutschlands aufgrund der föderalistischen Struktur mit vielen wirtschaftlich starken Regionen weit mehr vorhanden als in zentralistischen Staaten mit einer überragenden Immobilienmetropole.
Zusammenfassend lohnt es sich für Investoren nur noch bedingt länger zu warten, weil
- es anders als in anderen europäischen Märkten in Deutschland keine exorbitanten Immobilienpreissteigerungen gab und deshalb der Ausschlag nach unten moderater ausfallen wird.
- die Preisanpassungen aufgrund gestiegener Finanzierungskosten und konservativerer Finanzierungsstrukturen bereits eingepreist sind. Die aktuellen Renditen befinden sich derzeit bereits wieder auf dem Niveau von 2004.
- ein weiterer starker Anstieg der Renditen eher unwahrscheinlich ist. Im Laufe des Jahres 2009 werden die Kaufpreise für erstklassige Büroimmobilien gemäß unserer Prognose nur noch um 9% nachgeben. Doch spätestens ab Jahresende werden sich die Anfangsrenditen für alle Assetklassen stabilisieren. Verbleibendes Risiko ist Mietpreisverfall, bzw. dessen Antizipation.
- es bei den „traditionellen“ Immobilienfinanzierungen nur geringen Abschreibungsbedarf gibt und das Volumen möglicherweise anstehender Notverkäufe gering sein wird und damit die Möglichkeit für „Schnäppchenkäufe“ eingeschränkt ist.

- …innerstädtische Geschäftshäuser in Groß- und Mittelstädten, bei denen 70% der Mieteinnahmen oder mehr aus den Einzelhandelsflächen kommen. Aufgrund der immer noch starken Nachfrage nach innerstädtischen Einzelhandelsflächen insbesondere durch internationale Filialisten sind die Mieten in diesem sehr engen Markt in den letzten Jahren kontinuierlich gestiegen. Translation - English Why Germany, why now?
Anyone who has been reading the financial and business sections of the daily and weekly newspapers since the beginning of 2009 will no doubt agree that Germany's economic situation is in a bad way. Forecasts about economic performance are constantly being revised downwards and the country is expected to experience its deepest and most severe recession since World War II. Yet at the same time as such gloomy reports, the Royal Institution of Chartered Surveyors (RICS) and the Urban Land Institute (ULI) have declared in unison that Germany is one of the safest harbours for property investors. How does that match up? Are daily newspapers a reliable source on which to base decisions about long-term property investments? Is the property market separate from the general economic development? We will seek the answers to these questions in this report. According to the reports mentioned above, it appears that property investors have a different assessment of the current and future situation in Germany from that of the economic forecasters. The task now is to find evidence that confirms the assessments of these investors. In concrete terms, it deals with the following question:
In spite of the recession, what makes Germany an attractive location currently for property investments compared to other similar locations?
The search for security drives investors towards German government bonds
Germany is the most densely populated country in Europe and has the third-largest economy in the world. As a major export nation, Germany is also dependent to a large extent on the global economic development. But as the economy is largely concentrated on the manufacturing and services sectors, the industrial property markets profit from the sheer size of the economy alone. Germany is still valued for its high creditworthiness particularly by international investors, a criterion that has increased significance in times of crisis. Bond markets are seen as safe harbours in such an economic environment. The flight towards quality and the need for security have led to a run on German government bonds. In the past, yields on government bonds in all European countries grew at almost the same level. But this changed dramatically at the end of 2008. Market players now have very different assessments of public debt and the competitiveness of individual countries. The current gap between average yields in the Eurozone and German bond yields is now the widest since the introduction of the euro in 1999 (around 85 base points).
In addition, Germany is a politically and legally stable country. According to the three largest international ratings agencies Moody's, Fitch and Standard & Poors, Germany has the highest ratings of Aaa and AAA respectively. Transparency International ranked Germany in 14th place globally out of 180 nations in its Corruption Perceptions Index 2008. On a European level, Germany scores better than the next largest countries France, the UK, Italy and Spain.
However, as has been observed across Europe the Germany property investment market has also been hit by a kind of paralysis for several months. Although a few transactions were successfully concluded in the last weeks and months of 2008, the first quarter of 2009 has been more than quiet. Nevertheless, little else could have been expected in view of the general uncertainty. Potential investors are biding their time and are keeping their powder dry. But in the immediate future it needs to be considered if this wait-and-see position can be maintained. In our view, there are attractive investment opportunities this year and next both in terms of the risk/yield profile and investment strategy.
1. Property as a form of investment is one of the winners in the global crisis
When the term "concrete gold" is ever used to describe an investment in property, in one sense it expresses the intrinsic value of such an investment. But it also conveys the sense that such investments are boring. In some cases the term is used in a derisive manner, particularly in the years when share prices in Germany have increased by high double-digit percentage rates.
But in times of major uncertainty when investors yearn for greater security, the property asset class can experience a renaissance as it offers a long-term return on investment in contrast to investments in shares and corporate bonds. For example, if you invest in a company bond and the company then goes bankrupt, you find yourself saddled with bad debt. If you own property and have leased space to the same company, you lose your tenant but the value of the property is retained. Company bonds are of course higher interest bearing investments than property at present, but the property asset class will benefit from the fact that many investors are less willing to take risks.
Property can offer protection against inflation
Property can also be regarded as good protection against inflation. The usual indexing of lease contracts and the adjustment to the increased cost of living leads to a nominal increase in the value of property earnings and therefore the value of the property. Price increases also reduce the relative value of borrowings. Inflation-driven rental price increases of around 3% a year, for example, will (ceteris paribus) increase the nominal value of a property by 16% after five years, while the loan value of any borrowings remains unchanged. This means that a general price increase directly causes an increase in the value of a property, and there is no loss of value in real terms. This is in contrast to fixed-interest securities, for example, which pay out an unchanged nominal value at the end of the term (before the expiry of the holding time there can also of course be capital gains or losses). Should there be a recovery, and if central banks do not immediately raise interest rates again after the recent quantitative easings, it's conceivable that there will be higher price inflation in the medium term than we have experienced in the past.
Current figures on the development of open-ended property investment funds prove that the property asset class is a focal point for investors in Germany. For example, in the first three months of 2009, all funds recorded a net cash inflow of around 1 billion euros, already 500 million euros more than in the whole of 2008. The funds do not invest exclusively in Germany, but they are one of the most important investor groups here. From 2006 to March 2009, open-ended property funds carried out investments worth more than 8 billion euros in Germany.
The surge in demand mentioned at the outset is certainly also linked to the decreasing attractiveness of alternative assets. The net yield of 10-year government bonds, for example, is at the lowest level seen in some time, while the risk premium of, say, an investment in a high-quality office property is very attractive.
2. There is momentum on the rental markets even in times of crisis
Further development is heavily dependent on how companies deal with the "space" factor
The office property take-up volume in new completions reached around 2.9 million m2 in 2008, one of the highest rental outputs ever achieved in the Big 6. Yet must it be expected that there will be a complete collapse in market activities this year in view of Germany's overall poor economic development?
In the past take-up growth on the office property markets was readily explained by the growth in Germany's gross domestic product. According to our calculations, one percent more GDP growth caused a 10% increased in office property take-up compared to the previous year. If this correlation were applied to the current economic outlook, then the mathematical consequence would be that office property take-up would more than halve in 2009.
There is of course a lack experience in how demand will react to the major economic collapse that we are currently experiencing. However, one thing militates in favour of there not being a dramatic decline in rental activities: the lease contracts that are about to expire. Alone from completions that have counted towards take-up in the last 10 years, lease contracts with a total space of around 2.3 million m2 will expire in the six office locations in 2009. Of course not all expiring rental contracts will automatically lead to relocations. In difficult times companies shy away from costly relocations and often prefer to extend their lease contracts in their old locations. But yet to be added to the abovementioned value are the expiring contracts of companies that have already occupied their existing space for more than 10 years. In addition, take-up can result from expansions and new arrivals from elsewhere in each of the rental markets. Overall, we expect to see total take-up of 2.35 million m2 in 2009, just a 20% decrease compared to last year.
And with regard to expiring lease contracts, the take-up potential increases again in 2010. We expect there to be expiring contracts with a total space of almost 2.7 million m2. Firstly, the 10-year contracts from the boom year of 2000 will expire in 2010. Secondly, there will again be more expiring five-year contracts in 2010 as there were noticeably more relocations in 2005 than in the previous year.
Yet 2010 will certainly be a year in which many companies will have made personnel adjustments and will be looking for smaller spaces than before when taking out new lease contracts. Space will also be freed up through company insolvencies. Therefore we forecast a further 10% reduction in the total take-up volume in 2010 to at least 2.1 million m2.
But this value also far from corresponds to a halving of market activity. Should the economic crisis lead to company insolvencies, thus creating vacancies for a property investor, this does not automatically mean that the space will remain unlet for an indefinite period. As already described, contracts expire even in times of crisis, and with attractive rental price levels – for most of the 10-year lease contracts that will expire this year and next the current rental price situation is much better than at the time of the previous contract signing – these also lead to relocations. Anyone that paid perhaps 15 euros for a B property space and can now get a space for 13 euros in a similar location and with up-to-date fittings has a major incentive to move, in spite of the costs associated with a removal.
3. The potential for rental price reductions is limited
Risk of a "new-building shock" is limited; this helps to cushion the demand-driven reduction in rental prices
A comparative look at the development of prime rents shows that the highest values in the six German property strongholds in 2008 were at a similar level to the 10-year average, while other European markets were still significantly higher than that. There was no evidence of over-heated rental prices or indeed a property bubble in the last three years. Between 2005 and 2008 rental prices grew by just 12%, after they fell by 28% from 2001-2005. In the previous boom period between 1997 and 2001 rental prices grew by around 30%. In our view there is a large probability that the risk of a collapse in the recovery phase just commencing is not as serious as during the last peak in 2001. This is supported by the fact that – unlike at the time of the last downturn – there is no threat of an over-supply of office space through many new buildings. The supply of new office space will increase in 2009 and 2010, but will not lead to a "supply shock". And the continued – even if somewhat diminished – market dynamic already described will prevent a serious collapse in user demand.
The equivalent to 3% of current property stocks in the six property strongholds is currently in the pipeline by 2010. Thus building activity in Germany compared to other European cities is below average if anything. The front-runner is Warsaw with 12%, followed by Barcelona, Dublin and Lyon with 8%. The large metropolises of London (5%) and Paris (4%) are also ahead of the German average. Thus there is little future threat in Germany from new buildings.
According to our predictions, rental prices in London, Paris, Madrid and Dublin will fall by a higher rate than in Germany this year and next. In consequence, investors in Germany's property strongholds do not have to wait for a comparably strong downturn in rental prices before there is a suitable time to enter the market. We forecast that prime rents will decrease by 5% on average across all six property strongholds by the end of 2009. In 2010 we expect to see a further slight reduction by 3.5% before rental prices stabilise at the level then reached.
In a European comparison, the Royal Institution of Chartered Surveyors (RICS) also predicts in its Global Property Survey that Germany can expect the crisis to have the least affect on its vacancy and rental price levels.
In the current market environment, investors pay most attention to security aspects. Here, the potential loss of rent caused by vacancies or company insolvencies plays a central role. Decreasing creditworthiness and the corresponding loss of rent are seen as more likely in other European markets, however. German companies have carried out extensive structural and cost reforms in the past few years and are therefore well equipped for this crisis. The self-financing quota is much higher in a European comparison, and high cash flows from the past have provided a financial cushion. Property investments in Germany should therefore be given a more positive assessment than investments in many other European locations with regard to the risk of rent losses.
4. The bottom has been reached in the course of the year
"The turning point is reached when the majority of the market players believe in a turnaround"
The effect of economic programmes will become clear – current figures on credit volumes show no signs of a collapse in the German financial markets.
Predicting turning points is one of the most difficult tasks of economics and this also applies in principal to the property market. In the current recession the forecasters are surpassing themselves with ever-worsening predictions and are constantly pushing back the time when a recovery is deemed likely. The question to be asked, therefore, is can the property market be decoupled from the economic cycle and earmark its own turning point? We believe the answer is yes, and expect the turning point to be reached in 2009. How is the turning point determined? Early indicators and chart-analysis techniques used in share markets are available to the property market only on a limited basis or not at all. The property market is also not subject to special treatment by economic policy as is the case with other business sectors such as the car industry. But a number of the economic initiatives have either had a direct (such as the credit programme of Kreditanstalt für den Wiederaufbau, KfW) or indirect (such as public infrastructure investments that have improved the situation of some locations) effect on the property markets.
First positive indicators that the economy is bottoming out are discernible
At the economic level there were growing signs at the beginning of May that the crash was coming to an end, and increasingly more experts are saying that the German economy is in a so-called "L-shaped recession". Indications of this include:
-production in manufacturing industries stabilised in March and did not sink further compared to the previous month
- Exports grew slightly in March after months of decline
-the German SME market is showing more signs of optimism again. According to the KfW barometer, for the first time in 11 months the companies said in April that their position had improved
-In March the manufacturing industry reported an increase in new orders for the first time in six months ( 3.3% compared with February).
A further important indicator is the behaviour of market participants – that is the potential sellers and buyers. Current activity on the German investment market is limited because the sellers have higher price expectations than the potential buyers. Sellers may not reduce their expectations, but then they are also not in the position of having to sell. This speaks in favour of secure financing and stable cash flow. Further, owners of property stocks that require refinancing are so far not faced with fire sales but always seem able to secure follow-up financing in cooperation with a bank/banks. In this respect it appears that the multi-layered banking system in Germany with the local presence of regional banks and savings banks is an advantage, not least for the financing of small and medium-sized property investments. Thus, all of the 438 savings banks in Germany granted considerably more loans in the first quarter of 2009 in a 12-month comparison. Loan agreements increased by around 8% to 14.2 billion euros and loan payments increased by 7% to 12.5 billion euros. In total, the savings banks have a combined 300 billion euros (of 1.3 trillion euros nationwide) of company loans on their books.
According to the Bundesbank the total commercial credit volume stood at around 250 billion euros at the end of March 2009, around 1% below the figure at the end of the fourth quarter of 2008 and almost 4% below the 10-year peak that was reached at the end of the third quarter of 2006. Only a wave of distressed assets would lead to a significant reduction in price levels, and in our view this is unlikely particularly with regard to high-quality property and locations, which are currently in strong demand (some investors are interested in nothing else). Property that was sold during or near the end of the boom period at inflated prices, and for which there was realistically never a genuine fundamental market, will certainly become "cheaper".
In summary the behaviour of the sellers has a stabilising effect on prices. For new investments there can also once again be a positive leverage effect depending on property type. Interest rates are at a historically low level, and with the previous increase in net initial yields a correspondingly attractive spread has formed. However, attention needs to be paid to bank margins, which even with a "loan to value" of only 60-70% - representing a much reduced upper limit in contrast to the last three years - can sometimes be more than 200 basis points above the swap rates. If the credit market gets off the ground again as expected in the middle of the year, the margins should sink again slightly so that the spread could open even further.
The German covered bond market (Pfandbrief market), which is on the verge of a comeback, is sending out a further positive signal. For example, in the last few weeks there were some successful placements on the capital market (eg the Eurohypo issued a five-year Jumbo bond with a volume of 1.25 billion euros). The bank margins in this instance are well above those seen two to three years ago, at up to 100 basis points above the swap rate, but these transactions should be seen as a signal that refinancing is possible again, even if under changed and conservative conditions. Another positive fact is that the recently issued bonds were in some cases well oversubscribed, which demonstrates confidence in the construct. The revival of the credit market is key to breaking down the mistrust between banks.
Prices can also then come under pressure when there is insufficient demand for the product in question. This does not apply to qualitative high-value and fully leased offices and/or commercial buildings in central locations in the Big 7. In fact the opposite applies: the current market situation has been responsible for the fact that numerous institutional investors concentrate on the same product and thereafter ensure that security and stability govern their core strategy. Our research has established that investors plan to invest several billion euros in German commercial property this year. This volume could create a certain amount of pressure on demand and would therefore contribute towards price stability. And German cities are certainly cheaper in comparison with their European neighbours. A square metre of office space in Germany's most expensive office property location, Frankfurt, currently costs 8,000 euros. In Europe as a whole Frankfurt is therefore only ranked in 5th place. And if you compare the capital cities of European countries, the German capital comes off as particularly favourably priced. In top locations in London or Paris, an investor can buy an office block with space of around 6,000-7,000 m2 for 100 million euros. In top locations in Berlin an investor can get three properties of this size for the same price.
In addition, because of its federal structure with several economically strong regions there are more opportunities for diversification within Germany than in centralised states with a dominant property metropolis.
In summary investors should continue to wait only for a limited period because:
- Unlike in other European markets, there have been no exorbitant property price increases in Germany so that price decreases will therefore only be moderate
- Price adjustments because of increased financing costs and conservative financing structures have already been factored in. The current yields are already currently at 2004 levels again.
- A further strong increase in yields is unlikely if anything. During 2009 the purchase prices for top-quality office property will only fall by 9% according to our forecasts. But initial yields for all asset classes will stabilise no later than from the end of the year. The remaining risk is loss of rental income or the anticipation of this.
- There is little need for writedowns on "traditional" property financing and the volume of likely upcoming fire sales will be low, so the possibility of "bargain sales" is limited.
- The list of interested parties is growing and a late market entry could be more expensive than a premature entry.
- The mood among market participants is slowly starting to change and the markets will soon follow this mood.
The signs are good for a purchase of:
- …Office blocks with all risk-reducing components, that is, multi-tenanted properties in innercity locations in the Big 7 with a high occupancy rate, creditworthy tenants, indexed lease contracts and well-maintained fittings and fixtures.
- …innercity commercial buildings in large and medium-sized cities, where 70% or more of the rental income comes from retail space. Because of the continued strong demand for innercity retail space, particularly from international chain stores, rental prices in this very narrow market have risen steadily in the last few years. The slight increase in yields this year should be capitalised through an investment, as it will not continue that way in 2010.
- …all property that is marketable in principle, but presents a challenge for the asset management of the investor because of tenant insolvencies or planned tenant relocations. Assuming the relevant property know-how, there should be potential here for investors willing to take a risk.
German to English: German investments

Mit einem Transaktionsvolumen (Investments in gewerblich genutzte Immobilien) in Höhe von 1,2 Mrd. Euro ist das nach den beiden Boomjahren 2006 und 2007 bereits deutlich rückläufige Vorjahresergebnis noch einmal um 24 % unterschritten worden, der Zehnjahresdurchschnitt sogar um 35 %. Dennoch: in Anbetracht des gesamtwirtschaftlichen Umfelds ein akzeptables Ergebnis. Demgegenüber stieg die Anzahl der Transaktionen gegenüber 2008 um 37 %. Bewegung war also durchaus am Markt, nur hat sich die durchschnittliche Transaktionsgröße verändert: Die bewegte sich in 2009 bei 19 Mio. Euro, war also kleinvolumig und deutlich geringer als im Jahr zuvor. Nur eine Transaktion, „Die Mitte“ am Alexanderplatz, fiel mit einem Volumen über 100 Mio. Euro aus dem Rahmen.
Während zwischen 2005 und 2008 eindeutig die ausländischen Investoren das Sagen hatten, waren es im vergangenen Jahr mit knapp über 90 % nahezu ausschließlich deutsche Player, die das Investmentgeschehen in Berlin bestimmten. Dabei standen auf der Verkäuferseite vor allem die Entwickler (ca. 412 Mio. Euro) und die Immobilien AGs/REITs (rund 230 Mio. Euro), auf der Käuferseite die Banken/Versicherungen/Pensionskassen (ca. 286 Mio. Euro), sowie private Investoren (rund 200 Mio. Euro) und Offene Fonds (ca. 188 Mio. Euro).
Einen deutlich gestiegenen Anteil am Transaktionsvolumen weist der Handel auf. Durch den bereits genannten Verkauf von „Die Mitte“ sowie unter anderem auch des Shopping Centers „Forum Steglitz“ kam er auf 24 %, getoppt allerdings von der Assetklasse Büro, die bei 39 % lag. Unter anderem wurden 2009 die Büroobjekte Potsdamer Platz 5 und Potsdamer Platz 10 sowie das KPMG-Gebäude in der Klingelhöfer Straße veräußert.
Kapital ist auf dem Markt vorhanden. Eigenkapitalstarke Investoren und vermögende Privatanleger sind darüber hinaus um Inflationsschutz bemüht und haben die Nachfrage nach Immobilieninvestitionen ausgeweitet. Der Vorteil auch für Investoren: Berlin ist im bundesweiten und europäischen Vergleich ein günstiger Investment-Standort.
Kriterien für eine Anlageentscheidung sind auch in der Hauptstadt die Qualität der Lage, die Bonität des Mieters und ein langfristiger Mietvertrag. Das Angebot an Core-Produkten in innerstädtischen Lagen ist allerdings eingeschränkt. Im vergangenen Jahr ist kein Objekt auf der Friedrichstrasse und keines am Tauentzien verkauft worden, auf dem Kurfürstendamm lediglich eines. Die wenigen guten Produkte waren gut nachgefragt. Wer nicht aus bestimmten Gründen verkaufen musste, hat es angesichts fallender Preise auch nicht getan. Viele, vor allem ausländische Investoren hatten erst 2007/2008 gekauft. und wollten ohne Not keine Preiseinbußen hinnehmen. Investoren weichen deshalb auf andere Lagen aus. Als Folge sind die Renditen in Sekundärlagen um 25 Basispunkte auf 7,25 % gesunken. Sie liegen aber immer noch 175 Basispunkte über der Spitzenrendite. Die bewegte sich für innerstädtische Büroobjekte Ende 2009 bei 5,50 % und damit auf dem gleichem Niveau wie ein Jahr zuvor.
Ähnlich wie auf dem Vermietungsmarkt war auch der Investmentmarkt sehr verhalten. Die Stimmung ist besser als der Markt erwarten lässt und die Akteure – v.a. die Bestandshalter - sind weiterhin relativ gelassen. Vergleichbar dem Vermietungsmarkt gilt auch bei Investments: Die Preise sind historisch günstig, gerade für Prime-Produkte wie den „Park Tower“ oder „westendFirst.“ Kapital ist da, aber gute Produkte in guten Lagen rar. Denn die Pipeline mit interessanten Büroinvestments an diesen Standorten ist aufgrund der Transaktionen der Boomjahre 2006/2007 sowie der geringen Neubautätigkeit nahezu leergefegt. Und wer verkaufen wollte, tat es nicht um jeden Preis. Vor allem internationale Investoren haben vergeblich auf einen Preisverfall gesetzt.
Entsprechend bewegten sich das Transaktionsvolumen und die Anzahl der realisierten Deals auf dem Frankfurter Investmentmarkt für Gewerbeimmobilien in 2009 auf einem niedrigen Niveau: 740 Mio. Euro sind das schwächste Ergebnis in der Bankenmetropole seit 1998, gegenüber dem ebenfalls schwachen Vorjahr (1,5 Mrd. Euro) eine glatte Halbierung. Der Zehnjahresdurchschnitt 1999 – 2008 (2,3 Mrd. Euro), gepusht vor allem durch das mit einem Transaktionsvolumen von 6,2 Mrd. Euro außergewöhnliche Jahr 2007 wurde 2009 um zwei Drittel unterschritten. Genauso heftig ist der Rückgang bei der Anzahl der Deals. Vor allem der Rückkehr institutioneller Investoren in den Markt, markiert durch den Kauf der beiden bereits genannten Bürogebäude „Park Tower“ und „westendFirst“, ist es zu verdanken, dass das Jahresergebnis im Frankfurt nicht noch niedriger ausfiel. Zusammen mit einer Transaktion am Flughafen waren es die größten Transaktionen in 2009 und die einzigen, die die 50 Mio. bzw. 100 Mio. Euro-Marke überschritten. Wie in allen anderen deutschen Immobilienhochburgen haben 2009 auch in Frankfurt die deutschen Investoren das Investmentgeschehen bestimmt. Ihr Anteil lag bei über 95 %. Vor allem Offene Fonds/ Spezialfonds (259 Mio. Euro) und Pensionskassen (188 Mio. Euro) waren hier die aktivsten Käufer.
Fast die Hälfte des Transaktionsvolumens entfiel immer noch auf die Assetklasse Büroimmobilie, allerdings mit rückläufiger Tendenz gegenüber dem Vorjahr. Nach einem Anteil von 69 % schlugen 2009 47 % zu Buche. Auffällig, weil eher untypisch, war der mit 22 % hohe Anteil des Bereiches Lager / Logistik. Der Verkauf eines Warenverteilzentrums in der Cargo City Süd am Frankfurter Flughafen durch einen deutschen Entwickler an einen deutschen Offenen Fonds gehörte zu den fünf größten Deals des Jahres. Gemessen am Volumen reihten sich die Entwickler mit 209 Mio. Euro, nach den Offenen Fonds / Spezialfonds (238 Mio. Euro) und vor den Immobilien-AGs / REITs (141 Mio. Euro) denn auch in das Trio der drei mit Abstand größten Verkäufergruppen ein.
Die Finanzierung vor allem großer Objekte ist nach wie vor schwierig. Die Banken akzeptieren längst nicht mehr jeden Leverage. Die im Rahmen der Finanzierung von den Banken nachgefragte Eigenkapitalquote liegt mittlerweile bei 30 – 35 %. Für fremdfinanzierende Investoren sind die mit der Lage, der Größe und Miete korrespondierenden Kaufpreise damit immer noch zu hoch. Eigenkapitalstarke Player sind deshalb im Vorteil. Insofern ist es nicht verwunderlich, dass 2009 nur vergleichsweise kleinvolumige, Cash Flow generierende Objekte mit langfristigen Mietvertragslaufzeiten in guter Lage den Eigentümer wechselten.
Die durchschnittliche Transaktionsgröße auf dem Frankfurter Investmentmarkt bewegte sich 2009 bei rund 20 Mio. Euro (2008: gut 27 Mio. Euro). Der Fokus lag auf risikoaverse Spitzenprodukte, die aus Sicht der Investoren und der finanzierenden Banken die höchste Sicherheit bieten. Entsprechend gab die Spitzenrendite für Büroimmobilien, bis zum Herbst auf 5,5 % gestiegen, auf 5,35 % nach. Die Schere zwischen Käufern und Verkäufern schließt sich allmählich wieder. Die Preisfindungsphase ist in vollem Gange. Beide Parteien nähern sich an und für Core-Produkte im Büroimmobilienbereich ist die Trendumkehr bei der Spitzenrendite erreicht. Demgegenüber ist der Preisrückgang für sogenannte Secondary-Produkte (z.B. schlechtere Lagen, kürzere Restlaufzeiten, Leerstand) noch nicht beendet. Hier erwachsen 2010 Investitionsgelegenheiten für opportunistische Investoren. Die Spitzenrendite bei Einzelhandelsobjekten (Geschäftshäusern) lag 2009 bei 4,25 % und war damit konstant gegenüber 2008. Mit deutlich höheren Renditen konnten die Investoren bei Lager-/ Logistikflächen kalkulieren. Gegenüber dem Vorjahr legten sie um weitere 25 Basispunkte zu und bewegten sich Ende 2009 bei 7,25 %.
Zumindest in punkto Transaktionsvolumen erweist sich Hamburg zusammen mit München und Berlin als einer der attraktivsten Standorte in Deutschland. Objekte in einer Gesamtgrößenordnung von 1,27 Mrd. Euro haben 2009 die Besitzer gewechselt. Dies vor allem in der zweiten Jahreshälfte, in der das Transaktionsvolumen bei über 1 Mrd. Euro lag, gepusht vor allem von zwei Deals, die jeweils über der 100-Millionen-Marke lagen. Kein Vergleich also mit den mehr als verhaltenen Monaten Januar bis Juni. Damit bewegte sich das Transaktionsvolumen in etwa auf dem Niveau Jahre 2004 und 2005, lag allerdings etwa ein Drittel unter dem Ergebnis von 2008.
Der langfristige Vergleich fällt allerdings trotz des Aufwärtstrends recht ernüchternd aus: in Folge der Boomjahre 2006 und vor allem 2007 ist der Zehnjahres-Durchschnitt um 24 % unterschritten worden. Für 2010 ist mit einem weiteren Anstieg der Aktivität am Investmentmarkt und einem Anstieg des Transaktionsvolumens etwa auf das Niveau des zehnjährigen Durchschnitts (1,67 Mrd. Euro) zu rechnen.
53 Transaktionen konnten im Gesamtjahr 2009 registriert werden, damit sogar sechs mehr als im Vorjahr. Allerdings: Abgesehen von den beiden bereits genannten großen Verkäufen (Unilever-Haus und Shopping Center „Mercado“) gab es vorzugsweise kleinvolumige Deals, die durchschnittliche Transaktionsgröße ging weiter deutlich zurück. Nach 40 Mio. Euro in 2008 lag sie 2009 bei 24 Mio.
Mit einem Anteil von 62 % hat die Assetklasse „Büro“ den Transaktionsmarkt 2009 eindeutig dominiert, mit großem Abstand folgen Einzelhandelsobjekte (24 %).
Bei der Herkunft des investierten Kapitals stellt auch der Hamburger Markt 2009 keine Ausnahme vom deutschlandweiten Trend dar. Über 90 % des Kapitals stammten von deutschen Investoren. Höher lag der Anteil inländischer Investoren seit 2003 nicht mehr.
Erstmals seit Mitte 2007 sind im 4. Quartal 2009 die Renditen wieder gesunken: um 15 Basispunkte auf 5,2%. Damit liegen die Renditen 10 Basispunkte unter dem Wert von Ende 2008. Diese Entwicklung reflektiert die gestiegene Nachfrage nach so genannten Core-Produkten. Allerdings: dem steht ein zu geringes Angebot gegenüber, was letztendlich zu höheren Preisen führt. In B-Lagen oder für Objekte mit kürzeren Restlaufzeiten oder Teilleerstand blieben die Anfangsrenditen allerdings unverändert und liegen etwa um 160 Basispunkte über den Spitzenrenditen.
Translation - English The transaction volume for investments in commercially used property had already decreased significantly in 2008 compared to the boom years of 2006 and 2007, and this downward trend continued in 2009. Last year the volume declined by a further 24% and was as much as 35% below the 10-year average. However, this is still an acceptable result in view of the overall economic environment. The number of transactions actually increased by 37% in 2009 compared to 2008, indicating movement on the market. Nevertheless, the size of transactions shrank further in 2009, averaging at just 19 million euros. Only one transaction proved to be the exception to the rule: The transaction volume for “Die Mitte” on Alexanderplatz was more than 100 million euros.
Foreign investors were clearly in the driving seat from 2005 to 2008, but last year German investors firmly stamped their mark on the Berlin market and were responsible for just over 90% of the transaction volume. Developers (around 412 million euros) and property companies/REITs (around 230 million euros) were among the most active seller groups, while banks/insurers/pension funds (around 286 million euros), private investors (around 200 million euros) and open-ended funds (around 188 million euros) dominated the buyers’ market.
The trade business sector significantly increased its share of the transaction volume to 24%, thanks largely to the sales of "Die Mitte" as mentioned above and the "Forum Steglitz" shopping centre, among others. However, the office property asset class claimed an even higher share of 39%. Sales in 2009 included the office developments at Potsdamer Platz 5 and Potsdamer Platz 10 as well as the KPMG buildings in Klingelhofer Straße.
Capital is available on the market. In addition, equity-strong investors and wealthy private investors have been making efforts to protect themselves against inflation and extended their interests to property investments. A further advantage for investors is that Berlin is a low-priced investment location in contrast to the rest of Germany as well as Europe.
In the German capital, criteria for investment decisions also include the quality of the location, creditworthiness of tenants and a long-term rental contract. The supply of core products in inner-city locations is limited, however. Last year not a single property was sold on Friedrichstrasse or Tauentzien, and only one property was sold on Kurfürstendamm. There was strong demand for more inferior properties. Owners who did not have to sell decided not to in view of falling prices. Many investors, particularly those from overseas, only acquired properties in 2007/2008 and did not want to incur losses unless they were forced to sell. Investors therefore switched to other locations. As a result, yields in secondary locations decreased by 25 base points to 7.25% However, they are still 175 base points above the prime yield, which stood at 5.50% for inner-city office properties at the end of 2009 and was therefore unchanged compared to a year ago.
Like the lettings market, the capital market was also very restrained. The mood is better than the market expected, and the market players – above all existing property owners – remain relatively calm. As is the case on the lettings market, prices on the capital market are historically favourable even for prime products such as Park Tower or westendFirst. The capital is there, but good products in good locations are rare. Indeed, the transactions carried out in the 2006 and 2007 boom years and the lack of building activity means that there are practically no interesting office investments in the pipeline in these locations. Further, anyone that wanted to sell was not prepared to do so at any price. International investors in particular have waited in vain for a price decline.
In line with these developments, the transaction volume and the number of completed deals on the Frankfurt commercial property market were both at a low level: the volume decreased to 740 million euros, which was the weakest level seen in the banking metropolis since 1998 and half the volume recorded in the also weak previous year (1.5 billion euros). The volume was also two thirds lower than the 10-year average for the period from 1999-2008 (2.3 billion euros), which was mainly boosted by the exceptional year of 2007 when a transaction volume of 6.2 billion euros was registered. The number of deals also fell heavily. That the full-year result in Frankfurt was not even lower was largely thanks to the return of institutional investors to the market, marked by the purchase of the two above-mentioned office buildings Park Tower and westendFirst. These two investments, as well as a transaction at the airport, were the largest deals carried out in 2009 and the only ones that exceeded 50 million or 100 million euros. As was the case in all other German property strongholds in 2009, German investors largely dominated investment activity in Frankfurt with a 95% share. The most active buyers were open-ended funds/special funds (259 million euros) and pension funds (188 million euros).
The office property asset class still accounted for almost half of the transaction volume, although its share declined further to 47% last year from 69% in the previous year. What was noticeable because it was not typical was the high share of warehousing and logistics properties, at 22%. The sale of a goods distribution centre in Cargo City Sued at Frankfurt airport by a German developer to a German open-ended fund was one of the five largest deals last year. In terms of volume, developers were ranked as one of the top three seller groups with a transaction volume of 209 million euros, ahead of property companies/REITs (141 million euros) but behind open-ended funds/special funds (238 million euros).
It remains very difficult to finance properties, particularly larger ones. Banks have for some time now been less willing to accept highly leveraged deals, and instead demand equity ratios of 30 to 35%. Thus purchase prices corresponding to location, size and rent are still too high for highly leveraged investors. Equity-strong investors therefore have a considerable advantage. In this respect it is no wonder that only comparatively small-volume, cash-flow generating properties with long-term rental agreements in good locations changed hands in 2009.
The average transaction volume on the Frankfurt capital market was around 20 million euros in 2009 (2008: 27 million euros). The focus was on low-risk prime products that offered the highest level of security from the perspective of investors and the banks providing the finance. As a result, prime yields for office property declined to 5.35% by the end of the year after reaching 5.5% by the autumn. The gap between buyers and sellers is gradually closing. The pricing phase is well underway. Both parties are drawing nearer, and there has been a turnaround in prime yields for core products in the office property market. On the other hand, prices of so-called secondary products (for example in poor locations, short residual terms, vacancies) are still declining. In this area there will be more opportunities for opportunistic investors in 2010. Prime yields for retail properties (commercial buildings) remained constant at 4.25% in 2009 compared to 2008. Investors were able to calculate much higher yields for warehousing and logistics space. Compared to 2008, yields for such properties increased by a further 25 base points to reach 7.25% by the end of 2009.
Hamburg, along with Munich and Berlin, is one of the most attractive locations in Germany at least in terms of transaction volumes. Properties with a total value of 1.27 billion euros changed hands in 2009. The majority of sales took place in the second half of the year when the transaction volume reached 1 billion euros thanks to two deals of more than 100 million euros each. The market was a lot more restrained in the period from January to June. The full-year transaction volume was therefore in line with 2004 and 2005 levels, but was around a third below the 2008 result.
However, in spite of the upward trend a long-term comparison provides a more sobering view: because of the boom period in 2006 and particularly 2007, the 2009 transaction volume was 24% lower than the 10-year average. The capital market is expected to pick up further in 2010, when the transaction volume should be more in line with the 10-year average (1.67 billion euros).
Around 53 transactions were registered in 2009 as a whole, which was six more than in the previous year. However, apart from the two large sales already mentioned (Unilever-Haus and Shopping Center Mercado), deals were predominantly small in volume. The average transaction size fell further to 24 million euros in 2009 from 40 million euros in 2008.
The office property asset class clearly dominated the transactions market in 2009 with a 62% share, followed at some distance by retail properties (24%).
As to the origin of invested capital, Hamburg followed the general German trend that was evident in 2009: more than 90% of the capital originated from German investors. The proportion of domestic investors has not been that high since 2003.
In Q4 2009 yields sank again for the first time since the middle of 2007, by 15 base points to 5.2%. Yields were therefore 10 base points below the value at the end of 2008. This development reflects the increased demand for so-called core products. However, demand was met with a smaller supply, a situation that ultimately resulted in higher prices. Nevertheless, initial yields remained unchanged in B-locations or for properties with short residual terms or partial vacancies, and were around 160 base points above the prime yields.
