The Master is responsible for all actions taken.
Every emergency situation will have its own set of unique circumstances and the Master of the vessel will take whatever action he feels necessary.
It is the responsibility of each person on board to know and understand his specific duties for a man overboard (MOB) emergency as shown under the Emergency Plan Each rescue team should have assigned deputies.
EHSQ Significant Aspects
There is a high likelihood that a man overboard situation will result in a fatality, especially in cold water areas. If no lifejacket or survival suit is worn, this increases the potential for a fatality. This is the reason why wearing the correct clothing and personal protective equipment when working in exposed conditions is mandatory as defined in the PPE Procedure and PPE Matrix.
This procedure conforms with the IMO - MSC 91/22/Add.1 Annex 2, Chapter III - LifeSaving Appliances and Arrangements - Regulation 17-1.
Procedure Description
Regular drills in accordance with the Emergency Drill And Onboard Safety Training Procedure shall take place onboard the vessel and within the fleet to enable a coordinated, quick and effective response to any MOB situation.
When a MOB has been confirmed alert Polarcus Management as per the Emergency Response Plan.
The following scenarios may result in a single or multiple person MOB situation:
• Fall from the ships side
• Fall from the seismic decks
• Deliberate and premeditated fall from the ship
• Fall from a small boat
• Capsize of a small boat
• Fall from a support vessel
• Fall from a 3rd party vessel
• 3rd party vessel sinking
• Contact with a refugee vessel in distress
The MOB Immediate Action Plan attached is to be posted in prominent positions at the following locations: Bridge, Instrument Room, Seismic Decks, Hospital and Davit areas of all boats. All personnel should be aware of the actions to be carried out appropriate to their position.
The MOB Immediate Action Plan is designed to provide guidance based on the likely scenarios for a MOB. Deviation from the MOB Immediate Action Plan may be necessary based on the type of incident and environmental or operational constraints.
Life Saving Appliances
All personnel should be aware of the vessels’ Life Saving Appliances as shown in the vessels Fire and Safety Plan. They should also be able to use them correctly.
Life-saving and other equipment carried on board may be used to recover persons from the water, even though this may require using such equipment in unconventional ways.
Launching of the Fast Rescue Boat or Work Boat
It is at the Masters discretion whether the Fast Rescue Boat (FRB) or Work Boat are launched. Guidance (acceptable conditions) for the launching of either boat is provided in the Small Boat Matrix of Permitted Operations.
Where the number of personnel in the water exceeds the capacity of the FRB or if the size of a search area determines further resources are required, all boats may be launched to provide additional support.
Recovery of the Casualty from the Water
Having spotted the casualty in the water the following basic actions should be taken in order to recover them.
Advise the bridge crew that the person or number of persons have been spotted.
Circle the casualty at a reasonable distance being careful not to run into them. Be careful not to swamp them with the wake of the FRB. On approach try to establish voice communications or hand signals to ascertain if the casualty is conscious.
Caution: Be aware of the boat's handling characteristics at ALL stages of the operation.
Maneuver the FRB such that the casualty is protected from the wind and seas as much as possible. Be aware of the boats handling characteristics at certain stages of the operation such as when it is beam on to the sea. If the casualty is conscious try to establish if he has any known injuries. Remember, cold may have numbed the limbs etc. and injuries may not always be apparent.
The easiest way and least likely to cause further injury to the casualty is to position them in a Jason’s cradle or rescue net which has been previously deployed over the side of the FRB. The casualty can be rolled into the boat preferably onto a flat surface. Injuries to the back can be made far worse through improper handling of the casualty during a rescue mission.
In the event that no Jason’s cradle or rescue net is available it will be necessary to pull the casualty aboard with the use of clothing or survival suit lifting strap.
In the event that the survival suit is flooded it may be impossible to lift the casualty out of the water and it may be necessary to cut the suit to allow the water to flow out. “Bobbing” them underwater momentarily in order that they gain some upward momentum prior to lifting onto the FRB can ease the task of lifting the casualty.
Once aboard the rescuing small boat, first aid treatment should begin and the condition of the casualty reported to the ship. Preparations can then be made to receive the casualty back aboard. The casualty should be placed in a space (thermal) blanket and treated for shock if required. The casualty should always be kept in a horizontal position while on the rescuing small boat.
Be aware of medical maladies such as “post rescue” collapse or “secondary drowning”.
• Post rescue collapse occurs when a casualty relaxes following rescue.
• Casualties can often suffer heart attacks immediately after being pulled from the water.
• Secondary drowning may occur hours after a casualty has been recovered from salt water.

El capitán es responsable de todas las acciones que sean tomadas.
Cada situación de emergencia se presentará en circunstancias únicas y el capitán deberá tomar las acciones que estime necesarias para enfrentarlas.
Todo el personal a bordo tiene la responsabilidad de saber y comprender la función que debe realizar en caso de un suceso de persona al agua (MOB, en inglés), la cual se incluye en el Plan de Emergencia donde se establece que cada equipo de rescate debe contar con suplentes asignados.
Aspectos significativos de Calidad, Salud, Seguridad y Medioambiente (EHSQ)
La probabilidad de que un suceso de persona al agua tenga un desenlace mortal es muy alta, en especial cuando ocurre en aguas frías. Se aumentará el riesgo de mortalidad si no se usa chaleco salvavidas o traje de supervivencia. Es por esto que es obligatorio llevar la ropa y el equipo de protección personal adecuado al trabajar en condiciones de exposición a peligros, conforme al Procedimiento PPE y la Matriz PPE.
Este procedimiento cumple con la resolución MSC 91/22/Ad.1 Anexo 2, Capítulo III de la OMI - Dispositivos y medios de salvamento - Reglamento 17-1.
Descripción del procedimiento
Se deben realizar simulacros a bordo y entre la flota conforme al Procedimiento para Simulacros de Emergencia y Entrenamiento para la Seguridad a Bordo para facilitar una respuesta coordinada, rápida y efectiva a un suceso de persona al agua.
Cuando se haya confirmado un sucedo de persona al agua, se debe alertar a la gerencia de Polarcus según el Plan de Respuesta ante Emergencias.
Los siguientes son posibles escenarios que podrían provocar un suceso de persona o personas al agua:
• Caída por uno de los costados del buque
• Caída por una de las cubiertas sísmicas
• Caída deliberada o premeditada del buque
• Caída desde un bote de menor tamaño
• Vuelco de un bote de menor tamaño
• Caída desde un buque de soporte
• Caída desde un buque externo
• Hundimiento de un buque externo
• Contacto con un buque de refugiados en peligro
El Plan de Acción Inmediata para Sucesos de MOB se encuentra adjunto y debe colocarse en los siguientes lugares visibles: Puente, sala de instrumentos, cubiertas sísmicas, áreas de hospital y pescantes de todos los botes. Todo el personal debe estar al tanto de las acciones que deben tomar de acuerdo con su puesto específico.
El Plan de Acción Inmediata para Sucesos de MOB fue diseñado para orientar al personal en caso de un suceso de persona al agua. Es posible que haya la necesidad de distanciarse del Plan de Acción Inmediata para Sucesos de MOB en dependencia del tipo de suceso o de las limitaciones medioambientales u operativas.
Dispositivos de salvamento
Todo el personal debe tener conocimiento sobre los dispositivos de salvamento con los que cuenta el buque, tal como lo refleja el Plan de Seguridad y Lucha contra Incendios. También deben ser capaces de usarlos adecuadamente.
Se puede usar tanto el equipo de salvamento como otros equipos a bordo para sacar a las personas que hayan caído al agua, aun si esto signifique usar el equipo de formas no convencionales.
Lanzamiento del bote de rescate rápido o bote de trabajo
Queda a discreción del capitán si se procede al lanzamiento del bote de rescate rápido (FRB, en inglés) o del bote de trabajo. En la Matriz de Operaciones Permitidas para Botes de Menor Tamaño Se brinda orientación (en condiciones aceptables) para el lanzamiento de cualquiera de los botes.
En situaciones donde el número de personas que han caído al agua supera la capacidad del bote de rescate rápido o si para el área de búsqueda se requiere de más recursos, entonces se podrán enviar todos los botes disponibles para ofrecer apoyo adicional.
Rescate de las víctimas en el agua
Una vez que se hayan identificado víctimas en el agua, se deben tomar las siguientes acciones básicas para rescatarlas.
Notifique a la tripulación de puente sobre el número de personas que se ha identificado en el agua.
Se debe dar vueltas en círculo alrededor de las víctimas manteniendo una distancia razonable tratando de no golpearlas. Se debe evitar afectarlas con la estela del bote de rescate rápido. Al acercarse, se debe establecer una comunicación verbal o de señas con las manos para determinar si las víctimas no han perdido el conocimiento.
Precaución: Se debe tener conocimiento de las características de manejo del bote en TODAS las etapas de la operación.
Se debe maniobrar el bote de rescate rápido de manera que, en la medida de lo posible, las víctimas estén protegidas del viento y oleaje. Se debe tener conocimiento de las características de manejo del bote en ciertas etapas de la operación, como bao al agua. Si las víctimas están conscientes, trate de determinar si presentan alguna herida. Se debe tener presente la posibilidad de que el frío haya adormecido las extremidades de las víctimas y que las heridas no siempre son visibles.
La forma más fácil y la que tiene menos probabilidades de causar mayores lesiones a las víctimas es colocarlas en una cuna o red de rescate, la cual fue previamente desplegada a un costado del bote de rescate rápido. Se puede ingresar a la víctima al bote, de preferencia se debe colocar sobre una superficie plana. Si no se maneja a la víctima adecuadamente durante la misión de rescate, se pueden empeorar las lesiones que pueda tener la víctima en la espalda.
En caso que no haya disponibilidad de una cuna o red de rescate, será necesario sacar a la víctima y colocarla a bordo haciendo uso de ropa o de los estrobos de izado del traje de supervivencia.
Si el traje de supervivencia se llena de agua, será imposible sacar a la víctima del agua, por lo que será necesario perforar el traje para drenar el agua. Para hacer facilitar la tarea, antes de sacar a la víctima del agua, primero se debe moverla momentáneamente de arriba hacia abajo para ganar impulso hacia arriba y lograr sacarla e incorporarla con más facilidad hacia el bote de rescate rápido.
Una vez que la víctima esté a bordo del bote de rescate, se debe proceder a brindar primeros auxilios e informar al buque sobre la condición de la víctima. Se pueden hacer los preparativos necesarios en el buque para recibir a la víctima. Se debe colocar a la víctima en una manta isotérmica y se le debe administrar terapia de choque en caso de ser necesario. Siempre se debe mantener a la víctima en posición horizontal mientras se transporta en el bote de rescate.
Se debe tomar en cuenta que es posible que la víctima presente malestares médicos, tales como el colapso pos rescate o el ahogamiento secundario.
• El colapso pos rescate sucede cuando la víctima se relaja después del rescate.
• A menudo, las víctimas pueden sufrir paros cardíacos justo después de haber sido sacados del agua.
• El ahogamiento secundario puede ocurrir horas después de que la víctima haya sido sacada del agua marina.
