Source text - English I feel a need for a rudder, a keel, a technique, a method a way to continue on course. I need ceaselessly increasing moments of self-control (though not constriction, deadening, or inhibition). It seems to me that the best of human life is lived on a narrow ledge, like a bridge over a stream in Nepal, or like a trail in the Grand Canyon, between two chasms. On the one side is desire, on the other side is fear.
Possibly it is because of my work as a psychiatrist, often with essentially normal people, who are nonetheless pushed and pulled about by their inner forces like tops, that I feel so sensitized to these faults that can send seismic shudders through apparently solid lives. But my own life has ground enough for these observations.
Sitting is, among other things, the practice of self-control. While sitting one does not get up, or move, or make that dollar, or pass that test, or receive reassurance from that phone call. But military training, or violin lessons, or medical school, are also routes to self-control in this ordering and restrictive sense. Sitting is self-control around specific values. Observation replaces all action. What is the point of committing one’s life to this practice, only to spend the time with erotic daydreams, or anxious yearnings for promotion and recognition? Of course, those will happen anyway. They are part of the human make-up. Cultures would not have proliferated the ubiquitous moral codes, the Ten Commandments, if we were not so replete with ten million urges.
But moral invective, preaching, always seemed feeble to me—possibly just a measure of my wild horses and snails. I need a constantly useable, constantly renewable lens to see through my yearnings into my loves, to see through my anxieties into my faith. What is a bedrock feeling, the core of my identity, and what is a titillation that will ultimately be discarded? What characters walk in front of the mirror of my soul day after day, year after year, and who are the clowns that steal the stage for a scene?
An hour of sitting is one thing: longer periods another. Once a year, under the guidance of a teacher, I sit for ten days, all day. That kind of practice induces pain. To face pain has become a regular, inescapable part of my life. It is for most people—laborers, poor, infirm, cold, infected, hungry people throughout the world. But I have not elected sentimental, identificatory masochism. I am looking at another side of myself. While I spontaneously seek to avoid pain, a higher wisdom than knee-jerk reaction tells me that, in Socrates’ words: “…pain and pleasure are never present to a man at the same instant, and yet he who pursues either is compelled to take the other; their bodies are two, but they are joined by a single head.” (Phaedo)
Just how serious am I about being who I said I was? How integrated do I want to be with this screaming body that has to be fed, slept, positioned just right, or it howls unbearably? I sit because I know I need a self-control that does not lecture or stomp on my tendencies, but reorganizes desire into love, and pain and fear into faith.

De un lado está el deseo, del otro está el miedo.
Posiblemente sea por mi trabajo como psiquiatra, que suele ser con personas esencialmente normales que, sin embargo, son empujadas y arrastradas como trompos por sus fuerzas internas, que me siento tan sensibilizado a estos desajustes que pueden provocar sacudidas sísmicas en vidas aparentemente sólidas. Pero mi propia vida tiene fundamento suficiente para estas observaciones.

La invectiva moral, el sermoneo, siempre me han parecido inútiles, posiblemente solo una medida de mis impulsos desbocados y de mis lentas resistencias. Necesito un lente que sea constantemente útil y renovable para poder ver a través de mis deseos hacia mis amores, y a través de mis ansiedades hacia mi fe. ¿Qué es un sentimiento esencial, el núcleo de mi identidad, y qué es una emoción pasajera que al final va a ser descartada? ¿Qué personajes pasan frente al espejo de mi alma día tras día, año tras año, y quiénes son los payasos que se adueñan del escenario por una escena?
Una cosa es sentarse una hora; hacerlo por períodos más largos es otra. Una vez al año, con la orientación de un profesor, me siento durante diez días, todo el día. Ese tipo de práctica genera dolor. Enfrentarme al dolor se ha convertido en una parte habitual e ineludible de mi vida. Lo es para la mayoría de la gente: los trabajadores, los pobres, los enfermos, los que pasan frío, los infectados, los hambrientos de todo el mundo. Pero no he elegido el masoquismo sentimental e identificatorio. Estoy observando otra faceta de mí mismo. Aunque busco evitar el dolor de manera espontánea, una sabiduría superior a la reacción instintiva me dice que, en palabras de Sócrates: «...el dolor y el placer nunca están presentes al mismo tiempo en un hombre y, sin embargo, quien persigue a uno de los dos se ve obligado a tomar el otro; sus cuerpos son dos, pero están unidos por una sola cabeza». ¿Qué tan serio soy acerca de ser quien dije que era? ¿Qué tan integrado quiero estar a este cuerpo que grita, que necesita ser alimentado, dormirse y ser colocado en la posición correcta, o se queja insoportablemente? GENERAL INSTRUCTIONS TO OFFERORS
The Offeror is requested to submit a proposal directly responsive to the terms, conditions, and clauses of this RFP. Proposals not conforming to this solicitation may be categorized as unacceptable, thereby eliminating them from further consideration.
Proposals must be received no later than May 10, 2024 at 4:00 PM EST. Proposals must remain valid for a minimum of sixty (60) days. The Offeror may submit its proposal electronically by Internet email with up to 2 attachments (2MB limit) per email compatible with MS WORD, Excel, and Adobe Acrobat in a MS Windows environment to: [email protected]
The overall proposal shall consist of two (2) physically separated parts, as follows: Volume I – Technical Proposal; and Volume II – Cost Proposal. Technical Proposals must not make reference to pricing.
Alternative proposals will not be considered.
Any proposal received in response to this solicitation will be reviewed strictly as submitted and in accordance with the evaluation criteria specified in Part 2, Evaluation Factors for Award.
The person signing the Offeror’s proposal must have the authority to commit the Offeror to all the provisions of the Offeror’s proposal.
Global Communities is not obligated to make an award or to pay for any costs incurred by the Offeror in preparation of a proposal in response hereto.
Global Communities reserves the right to accept or reject any proposal, and to cancel the bidding process and reject all proposals, at any time prior to award, without thereby incurring any liability to Offerors or any obligation to inform Offerors of the grounds for Global Communities action.
The Offeror should submit its best proposal initially as Global Communities intends to evaluate proposals and make an award without discussions. However, Global Communities reserves the right to conduct discussions should Global Communities deem it necessary.
Proposals must be clearly and concisely written and must describe and define the Offeror’s understanding and compliance with the requirements contained in Statement of Work, which can be found in Part 3 of this RFP. The proposal should clearly address each of the evaluation factors set forth in Part 2. All pages of each volume (cost and technical) must be sequentially numbered and identified with the name of the Offeror and the RFP number.
SPECIAL RFP CONSIDERATIONS
The anticipated type of contract to be awarded under this RFP is a three-year Basic Ordering Agreement (BOA). We anticipate awarding one or more BOAs. Services will be competed amongst BOA holders as translation requirements arise and contracted for using task orders issued by Global Communities.
(i) Offerors are informed that Global Communities complies with U.S. Sanctions and Embargo laws and Regulations including Executive Order 13224 on Terrorist Financing, which effectively prohibit transactions with persons or entities that commit, threaten to commit or support terrorism. Any person or entity that participates in this bidding process, either as a prime or sub to the prime, must certify as part of the bid that he or it is not on the U.S. Department of Treasury Office of Foreign Assets Control

I. INSTRUCCIONES GENERALES PARA LOS OFERENTES
A. Se solicita al oferente que presente una propuesta que responda directamente a los términos, las condiciones y las cláusulas de esta solicitud de propuestas (RFP, por sus siglas en inglés). Las propuestas que no se ajusten a esta solicitud pueden clasificarse como inaceptables y, por lo tanto, eliminarse de cualquier consideración posterior.
B. Las propuestas deben ser recibidas hasta el 10 de mayo de 2024 a las 4 p. m. EST (hora del este). Las propuestas deben mantenerse válidas por un mínimo de sesenta (60) días. El oferente puede enviar su propuesta por correo electrónico a través de Internet con hasta 2 archivos adjuntos (límite de 2MB), compatibles con MS WORD, Excel y Adobe Acrobat, en un entorno de MS Windows a: [email protected]
C. La propuesta general constará de dos (2) partes separadas físicamente de la siguiente manera: Volumen I –Propuesta técnica–; y Volumen II –Propuesta de costos–. Las propuestas técnicas no deben hacer referencia a los precios.

F. La persona que firme la propuesta del oferente debe tener la autoridad para comprometer al oferente con todas las disposiciones de la propuesta.
G. Global Communities no tiene la obligación de otorgar una adjudicación ni pagar por ningún costo generado por el oferente en la preparación de una propuesta en respuesta a este documento.
H. II. CONSIDERACIONES ESPECIALES PARA LA SOLICITUD DE PROPUESTAS (RFP)
A. El tipo de contrato anticipado que se otorgará bajo esta solicitud de propuestas es un acuerdo de pedido básico (BOA, por sus siglas en inglés) de tres años. Prevemos la adjudicación de uno o más acuerdos de pedido básico. Los servicios se licitarán entre los titulares de dichos acuerdos a medida que surjan las necesidades de traducción y se contratarán mediante órdenes de trabajo emitidas por Global Communities.
B. (i) Se informa a los oferentes que Global Communities cumple las leyes y reglamentos estadounidenses en materia de sanciones y embargos, incluido el decreto 13224 sobre Financiación del Terrorismo, que prohíbe efectivamente las transacciones con personas o entidades que cometan, amenacen con cometer o apoyen actos de terrorismo.
