1: The residence booklet has the legal effect of proving the identity of family members and their mutual relationships. It is the Domicile Registry workers’ basic means for conducting census record verification. When Domicile Registry workers conduct census record verification, the head of the household or household members should examine their residence booklet for accuracy.
2: The head of the household should take appropriate care of and strictly forbid unauthorized alteration, transfer or lending of the residence booklet. Any loss must be reported immediately to the Domicile Registry.
3: The right to register a residence booklet belongs solely to the Domicile Registry. No other government agencies or individuals may record anything in this booklet.
4: If the number of members in this household increases or decreases, or if changes occur on any item, a family member should bring the residence booklet to the Domicile Registry for registration and notification.
5: If the whole household changes domicile jurisdiction, they should hand in the residence booklet to the Domicile Registry for cancellation.
