Source text - French Les relations entre l'Etat et la culture occupent une place singulière dans la thématique de l' « exception française ». La politique culturelle des pouvoirs publics français est élevée au rang de modèle européen : «[...] la France où les subsides de la Couronne ont nourri les créateurs et où de grandes institutions culturelles ont procédé de la volonté de l'Etat, la culture a vécu de flux de richesses provenant, soit du marché, soit du mécénat ». L'existence même de cette politique culturelle garantit la survie du secteur culture et, par extension, l'identité de la culture française.
Translation - English The interactions between culture and the State occupy a singular place in what is termed “the French exception”. The cultural policy of French authorities is oftentimes elevated to the rank of model on a European level. The image of France as a country which nurtures artistic creation is what helps maintain a thriving culture since the days of French Royalty. The French state and the patronage presently share the difficult task of maintaining the cultural prestige of the country. The very existence of this joint cultural policy guarantees a thriving culture sector and, as a consequence, determines the very nature of French culture.

Искам да разкажа за нея! По начин, какъвто досега не е било. И няма да бъде.
Бих сравнил всичко с полет над морето в ранното утро, когато чайките се носят от теченията на въздуха, без да ползват собствените си криле. А после, когато кацват, телата им още не могат да спрат устрема от летенето и трябва време, за да стъпят здраво на краката си.
Аз съм свидетел на полета, а когато кацна заедно с чайката, спирам дъха си, за да разбера тя как поема своя. Натъжавам се от смисъла на кацането й, за да не се отнеме от стремежа да бъде част от онова, което се нарича пространство. Небето е нейно, въздухът и облаците й принадлежат, а слънцето е част от способността й да лети, събрала лъчи в тялото си. Морето е огледалото на всичко това и когато се допре до него, слива всичко горе с чакащата долу безкрайна вода.
Искам да мога да предам как лети и как каца чайката, за да намеря начин да разкажа за една среща, която стана пред очите ми. Беше същото!

Translation - English The fictional line is just a sign that a connection between two characters exists.
I want to tell you about it! And in a way that has never been before. And never will be.
I could compare everything with an early-morning flight above the sea when the seagulls glide with the winds and hardly move a wing. And then, when they finally touch ground, their bodies can only stop the élan with difficulty and they need time to stand firmly on their two feet.
I have observed that flight. And when I land with the seagull, I stop breathing to feel the bird breathing. I am saddened by the meaning of that landing for it takes away the drive to be part of what we have called space. The sky belongs to the gull; the air and the clouds are hers and the sun is partly responsible for her capacity to fly for she gathers its rays within her body. The sea mirrors all of this and when the gull touches the waves, everything above is melted into the infinitely expectant waters below.
I want to describe the flights and landings of this seagull because they help me visualise the story. I want to tell you a story, the story of a meeting that took place before my very eyes. It was like that!
I want to find the beginning but it still remains in the distance. It stretches far away to that city, far to the East and through the borders of Asia.
